Thanks <strong>to</strong> <strong>the</strong> dedication of our many volunteers, <strong>Waynesburg</strong> <strong>Prosperous</strong> &<br />

Beautiful looks back on a successful year in <strong>2009</strong> and looks forward <strong>to</strong> an<br />

even better year in 2010.<br />

The Promotions Committee oversaw <strong>the</strong> planning for our three established<br />

events: <strong>the</strong> Sheep & Fiber Festival, <strong>the</strong> Farmers’ Market and <strong>the</strong> 50’s Fest &<br />

Car Cruise. They also executed one of <strong>the</strong> most well-received holiday events<br />

in <strong>to</strong>wn with <strong>the</strong> Holiday Open House in early December.<br />

Under <strong>the</strong> Design Committee, <strong>the</strong> Design Challenge Grant Program <strong>to</strong> assist<br />

property owners in res<strong>to</strong>ring or renovating down<strong>to</strong>wn façades came <strong>to</strong> a close<br />

on June 30. The committee also planted flowers in <strong>the</strong> lamp post baskets on<br />

High Street in <strong>the</strong> spring, and decorated <strong>the</strong> baskets with pine, red bows and<br />

lights in <strong>the</strong> winter.<br />

The Economic Restructuring Committee held four Down<strong>to</strong>wn Dialogues<br />

throughout <strong>2009</strong> <strong>to</strong> provide a forum for down<strong>to</strong>wn business owners <strong>to</strong> voice<br />

<strong>the</strong>ir concerns and suggestions. With <strong>the</strong> assistance of two <strong>Waynesburg</strong> University<br />

graduate assistants, <strong>the</strong> ERC also launched a newsletter <strong>to</strong> connect <strong>the</strong><br />

campus community <strong>to</strong> <strong>the</strong> down<strong>to</strong>wn<br />

Under <strong>the</strong> Organization Committee, <strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful<br />

relocated its offices <strong>to</strong> Miller Hall on <strong>the</strong> <strong>Waynesburg</strong> University campus at<br />

<strong>the</strong> end of <strong>2009</strong>. The committee also oversaw fundraising efforts and grant<br />

pursuit and held <strong>the</strong> <strong>Annual</strong> Retreat in November.<br />

<strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful is very pleased that <strong>the</strong> Streetscape project<br />

<strong>to</strong> revitalize <strong>the</strong> down<strong>to</strong>wn streets is finally underway after three years.<br />

We are happy that this project <strong>to</strong> beautify our <strong>to</strong>wn has moved out of <strong>the</strong> planning<br />

stages and is now a reality, and we would like <strong>to</strong> extend our appreciation<br />

<strong>to</strong> everyone who worked so hard <strong>to</strong> make it happen.<br />

Main Street Manager<br />

Organization Committee<br />

The Organization Committee is responsible for <strong>the</strong> structure of <strong>the</strong> organization and<br />

its governance. It develops partnerships, secures volunteers, provides communication,<br />

and oversees budget and fundraising activities.<br />

Fundraising<br />

Grant pursuit- Throughout <strong>2009</strong>, <strong>the</strong> committee actively worked <strong>to</strong> obtain grant<br />

funding through both government and foundation support. Funds for <strong>the</strong> Main Street<br />

program’s exit grant from <strong>the</strong> Pennsylvania Department of Community and Economic<br />

Development were put on hold due <strong>to</strong> <strong>the</strong> state budget crisis, but are expected <strong>to</strong> be<br />

received by WP&B in March 2010. In addition, <strong>the</strong> organization was awarded a<br />

$60,000 grant from <strong>the</strong> Benedum Foundation <strong>to</strong> explore <strong>the</strong> formation of a Community<br />

Development Corporation.<br />

Sponsorship Brochure- The committee developed and distributed a brochure<br />

outlining each of <strong>the</strong> events and projects of WP&B that are available for sponsorship<br />

throughout <strong>the</strong> year, as well as <strong>the</strong> sponsorship levels for each activity.<br />

The annual fundraising campaign raised $21,100 for <strong>the</strong> organization in <strong>the</strong><br />

calendar year <strong>2009</strong>.<br />

<strong>Annual</strong> Retreat<br />

Each year, WP&B conducts a retreat where<br />

all of <strong>the</strong> committees meet <strong>to</strong> set goals and<br />

strategies for <strong>the</strong> coming year and <strong>to</strong> plan for<br />

<strong>the</strong> future. The <strong>2009</strong> retreat was held in November<br />

at <strong>the</strong> Center for Research & Economic<br />

Development at <strong>Waynesburg</strong> University.<br />

Office Relocation<br />

The offices of <strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful relocated at <strong>the</strong> end of <strong>2009</strong> <strong>to</strong><br />

Miller Hall on <strong>the</strong> <strong>Waynesburg</strong> University campus, as part of a recent agreement between<br />

WP&B and <strong>the</strong> university <strong>to</strong> work <strong>to</strong>ge<strong>the</strong>r <strong>to</strong>ward <strong>the</strong> improvement of down<strong>to</strong>wn<br />

<strong>Waynesburg</strong>. WP&B has enjoyed a positive working relationship with <strong>the</strong> university<br />

and looks forward <strong>to</strong> a continued endeavor working with <strong>the</strong>m in improving<br />

and streng<strong>the</strong>ning our Main Street footprint.<br />

New Main Street Manager<br />

In December <strong>2009</strong>, Larry Marshall was hired by <strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful<br />

as <strong>the</strong> organization’s new Main Street Manager. Marshall, who resides in <strong>Waynesburg</strong><br />

and has volunteered in <strong>the</strong> community in various aspects for <strong>the</strong> past 30 years, replaces<br />

Deborah Mack, who resigned from <strong>the</strong> position in August.<br />

Marshall has served as manager of <strong>the</strong> Greene County Fair since 1980, was an<br />

assistant basketball coach at <strong>Waynesburg</strong> College for 24 years, was a head basketball<br />

coach at both <strong>Waynesburg</strong> Central and Trinity high schools and is a past chief of <strong>the</strong><br />

<strong>Waynesburg</strong>-Franklin Township Volunteer Fire Company.<br />

He also served as Fire Code Official for <strong>the</strong> Borough of <strong>Waynesburg</strong> in 2008-<strong>2009</strong><br />

and is a State Suppression Instruc<strong>to</strong>r through <strong>the</strong> Pennsylvania Fire Academy in Lewis<strong>to</strong>wn,<br />

Pa.<br />

Marshall retired in 2007 from <strong>the</strong> Trinity School District in Washing<strong>to</strong>n, Pa.,<br />

where he taught high school honors physics.<br />

He was elected <strong>to</strong> <strong>the</strong> <strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful Board of Direc<strong>to</strong>rs in<br />

<strong>2009</strong>, from which he recently resigned in order <strong>to</strong> accept <strong>the</strong> manager position.<br />

Elm Street Initiative<br />

The Elm Street program works in conjunction with an existing Main Street program <strong>to</strong><br />

revitalize residential neighborhoods located near <strong>the</strong> down<strong>to</strong>wn. WP&B’s Elm Street<br />

Initiative is on hold due <strong>to</strong> <strong>the</strong> current economic situation, but is ready <strong>to</strong> move forward<br />

once state funds are available.<br />

Volunteers<br />

The committee thanks all of <strong>the</strong> volunteers who worked<br />

so hard throughout <strong>the</strong> past year <strong>to</strong> continue making<br />

progress within down<strong>to</strong>wn <strong>Waynesburg</strong>. In <strong>2009</strong> alone, our<br />

volunteers contributed over 2,160 hours of time which<br />

equates <strong>to</strong> $43,740 in match.<br />

Economic Restructuring Committee<br />

The Economic Restructuring Committee is responsible for compiling trade area information<br />

and data management. Its goals are business development and business recruitment,<br />

finding new economic uses for anchor buildings and developing financial<br />

incentives for businesses <strong>to</strong> locate in down<strong>to</strong>wn <strong>Waynesburg</strong>.<br />

Down<strong>to</strong>wn Dialogue<br />

In <strong>2009</strong> <strong>the</strong> committee held four<br />

Down<strong>to</strong>wn Dialogues, with<br />

each focusing on a different<br />

segment of <strong>the</strong> down<strong>to</strong>wn community:<br />

Retail, Food & Entertainment,<br />

Professional Services<br />

and Property Owners. The dialogues<br />

provided a public forum<br />

for business and property owners<br />

<strong>to</strong> voice <strong>the</strong>ir concerns and<br />

suggestions, which <strong>the</strong> committee<br />

was <strong>the</strong>n able <strong>to</strong> turn in<strong>to</strong><br />

action items for 2010.<br />

Destination Down<strong>to</strong>wn<br />

Scavenger Hunt<br />

Held at <strong>the</strong> beginning of <strong>the</strong> school year, <strong>the</strong><br />

Destination Down<strong>to</strong>wn Scavenger Hunt gave<br />

students at <strong>Waynesburg</strong> University <strong>the</strong> opportunity<br />

<strong>to</strong> experience <strong>the</strong> Main Street district<br />

and meet down<strong>to</strong>wn merchants, as well as <strong>to</strong><br />

win a variety of prizes. The scavenger hunt<br />

was hosted in collaboration with <strong>the</strong> university’s<br />

Student Activities Board.<br />

Down<strong>to</strong>wn Lowdown<br />

The Down<strong>to</strong>wn Lowdown newsletter was a creation of <strong>Waynesburg</strong> University graduate<br />

assistants Jessica Watson and Jonathan Owen. The Lowdown provides a link between<br />

<strong>the</strong> Main Street community and <strong>the</strong> university’s student body, keeping students<br />

informed about activities taking place in down<strong>to</strong>wn <strong>Waynesburg</strong>.<br />

Real Estate Listings<br />

The committee <strong>to</strong>ok part in business retention and expansion by marketing available<br />

down<strong>to</strong>wn properties for sell or rent on <strong>the</strong>ir website.<br />

Dining Guide<br />

A “Dining in <strong>Waynesburg</strong>” brochure was created by <strong>the</strong> Economic Restructuring<br />

Committee and distributed <strong>to</strong> <strong>the</strong> <strong>Waynesburg</strong> University community and <strong>to</strong> area residents<br />

serving on jury duty at <strong>the</strong> Greene County Courthouse. The dining guide includes<br />

a map of all restaurants located in <strong>the</strong> down<strong>to</strong>wn district.<br />

Promotions Committee<br />

The Promotions Committee is responsible for promoting <strong>the</strong> general image of down<strong>to</strong>wn<br />

<strong>Waynesburg</strong> and creating <strong>to</strong>p of mind awareness among patrons for its offerings.<br />

The committee also conducts special events and activities designed <strong>to</strong> attract<br />

people in<strong>to</strong> <strong>the</strong> area.<br />

<strong>Waynesburg</strong> Farmers’ Market<br />

Ano<strong>the</strong>r successful season of <strong>the</strong> <strong>Waynesburg</strong> Farmers’<br />

Market concluded on Oc<strong>to</strong>ber 14, <strong>2009</strong>. The<br />

market was held every Wednesday beginning May<br />

13, from 3 <strong>to</strong> 6 p.m. in <strong>the</strong> American Legion Parking<br />

Lot on East Greene Street.<br />

For <strong>the</strong> past five years, <strong>the</strong> Farmers’ Market has<br />

provided an opportunity for farmers and gardeners<br />

in Greene and Washing<strong>to</strong>n counties <strong>to</strong> sell locally<br />

grown fruits, vegetables, flowers and herbs directly<br />

<strong>to</strong> area residents. The market has also featured<br />

baked goods and locally produced meats and eggs,<br />

as well as wine and apples.<br />

During <strong>the</strong> <strong>2009</strong> season, a Farmers’ Market wall<br />

-hanging quilt was raffled <strong>to</strong> raise funds for <strong>the</strong> market.<br />

The quilt, which was on display at <strong>the</strong> information<br />

tent throughout <strong>the</strong> season, was designed by nationally known quilt designer Pat<br />

Sloan and made locally by <strong>Waynesburg</strong>’s market coordina<strong>to</strong>r Carol Patterson. John<br />

and Jean Gusic were selected as <strong>the</strong> winners of <strong>the</strong> quilt during a drawing held at <strong>the</strong><br />

Farmers’ Market on September 23.<br />

Patterson, who served as <strong>the</strong> market coordina<strong>to</strong>r since <strong>the</strong> Farmers’ Market started<br />

in 2005, retired from her volunteer position at <strong>the</strong> conclusion of <strong>the</strong> <strong>2009</strong> market.<br />

Carol dedicated more than 600 hours of service <strong>to</strong> <strong>the</strong> market, and WP&B would like<br />

<strong>to</strong> thank her for all her efforts in <strong>the</strong> community.<br />

Sponsors for <strong>the</strong> <strong>2009</strong> market were: Observer-<strong>Report</strong>er, Dale Property Services<br />

Penn, Community Bank, CONSOL Energy, Greene County Conservation District, PA<br />

Services Corporation, Toothman Dental Center, Specialty Herbal Products, and Logan<br />

Law Office.<br />

Sheep & Fiber Festival<br />

The 6 th <strong>Annual</strong> Sheep & Fiber Fest was held at <strong>the</strong> Greene County Fairgrounds on<br />

May 16 and 17, <strong>2009</strong>, <strong>to</strong> celebrate <strong>the</strong> heritage of sheep, wool and fibers in Greene<br />

County. The festival featured a juried crafts show and sale featuring vendors from<br />

throughout <strong>the</strong> region, many demonstrating and selling fiber-related wares. The Sheep<br />

& Fiber Fest was sponsored in part by PNC Bank and <strong>the</strong> American Lamb Board.<br />

One of <strong>the</strong> most popular activities was <strong>the</strong> “Sheep <strong>to</strong> Shawl” demonstration in<br />

which several teams were in a timed competition <strong>to</strong> create a finished piece of woolen<br />

apparel. Specta<strong>to</strong>rs saw <strong>the</strong> process from <strong>the</strong> actual shearing of <strong>the</strong> sheep, cleaning<br />

and carding of <strong>the</strong> wool, <strong>the</strong>n spinning and weaving in<strong>to</strong> <strong>the</strong> finished shawl, all in one<br />

quick assembly-line operation. The Loyalhannon Spinners won first place, <strong>the</strong> Butler<br />

came in third.<br />

Visi<strong>to</strong>rs had <strong>the</strong> chance <strong>to</strong><br />

watch live demonstrations of<br />

a professional sheep-herding<br />

dog, as well as sheepshearing<br />

demonstrations.<br />

This year’s festival also featured<br />

lamb cooking demonstrations,<br />

during which several<br />

area cooks prepared<br />

delicious lamb dishes and<br />

shared tricks, tips and recipes. Plenty of free lamb sampling was available. O<strong>the</strong>r activities<br />

included live musical entertainment and children’s activities.<br />

The Sheep & Fiber Fest also included a Kid’s Pedal Trac<strong>to</strong>r Pull & Auction. Children<br />

ages 3 <strong>to</strong> 10 had <strong>the</strong> opportunity <strong>to</strong> participate in a miniaturized version of a farm<br />

trac<strong>to</strong>r pull, while adults could place bids <strong>to</strong> win a fully cus<strong>to</strong>mized, collectible pedal<br />

trac<strong>to</strong>r from <strong>the</strong> auction block.<br />

The au<strong>the</strong>ntic cast metal pedal trac<strong>to</strong>rs were fully cus<strong>to</strong>mized by three local body<br />

shops: Kovalcheck’s Au<strong>to</strong> Body, T & A Services and Michael’s Au<strong>to</strong> Sales. These<br />

body shops donated <strong>the</strong>ir labor and materials <strong>to</strong> cus<strong>to</strong>mize <strong>the</strong> generic metal trac<strong>to</strong>rs<br />

purchased by WP&B. This year’s cus<strong>to</strong>mized pedal trac<strong>to</strong>rs were purchased by Andrea<br />

Dobbs of Wind Ridge, Mary Pruss of Washing<strong>to</strong>n and Wyatt Whipkey of Holbrook.<br />

The Kid’s Pedal Trac<strong>to</strong>r Pull & Auction was sponsored by Log Cabin Fence Company,<br />

Ross Trac<strong>to</strong>r Sales and <strong>Waynesburg</strong> Agway Service.<br />

A Pho<strong>to</strong>graphy Contest and Exhibit was also held in support of <strong>the</strong> <strong>2009</strong> Sheep &<br />

Fiber Fest. Contest winners were chosen prior <strong>to</strong> <strong>the</strong> festival, and all submitted pho<strong>to</strong>s<br />

were displayed at <strong>the</strong> PA Welcome Center off I-79 just north of Mt. Morris. Phyllis<br />

Woods of Nemacolin won Best of Show for her pho<strong>to</strong>graph entitled “Winter in Lippencott.”<br />

50’s Fest & Car Cruise<br />

More than 200 classic cars, trucks and<br />

mo<strong>to</strong>rcycles traveled <strong>to</strong> down<strong>to</strong>wn<br />

<strong>Waynesburg</strong> for <strong>the</strong> 8th annual 50’s Fest<br />

& Car Cruise on Saturday, Sept. 12,<br />

<strong>2009</strong>, filling High Street as well as several<br />

side streets and parking lots.<br />

The event, hosted by <strong>Waynesburg</strong><br />

<strong>Prosperous</strong> & Beautiful and sponsored in<br />

part by Hot Rod’s House of Bar-B-Que<br />

and WANB Radio, offered numerous<br />

activities reminiscent of <strong>the</strong> 1950’s along<br />

with <strong>the</strong> car show. Kids of all ages enjoyed<br />

contests in bubble gum blowing,<br />

doing <strong>the</strong> limbo, spinning hula hoops and twisting <strong>to</strong> Chubby Checker’s classic<br />

“Twist” song.<br />

“The overcast skies and threat of rain didn't keep <strong>the</strong> cruisers away from this year's<br />

50s Fest & Car Cruise,” said Doug Wilson, chairman of <strong>the</strong> 50’s Fest Committee and<br />

DJ for WANB. “A tremendous thank you <strong>to</strong> all of <strong>the</strong> people who worked so hard <strong>to</strong><br />

make this one of <strong>the</strong> most successful cruises ever.<br />

“As always, we could not have <strong>the</strong> 50’s Fest without <strong>the</strong> cruisers. Thanks for<br />

bringing out your hot rods, street rods, rat rods, classic cars, trucks and mo<strong>to</strong>rcycles.<br />

We’re looking forward <strong>to</strong> seeing all of you again next year!”<br />

50’s Fest volunteers awarded door prizes every half hour throughout <strong>the</strong> day, with<br />

<strong>the</strong> festival’s three largest prizes awarded in <strong>the</strong> late afternoon.<br />

Ed and Susan Mat<strong>the</strong>ws received <strong>the</strong> award for <strong>the</strong> far<strong>the</strong>st traveled registrant,<br />

having driven <strong>the</strong>ir 1940 Ford pickup 261 miles <strong>to</strong> <strong>Waynesburg</strong> from Denver, Pa.<br />

George Libera<strong>to</strong>re of Bentleyville won <strong>the</strong> raffle for <strong>the</strong> fully cus<strong>to</strong>mized, collectible<br />

pedal car. The miniature hot rod, cus<strong>to</strong>mized with sporty purple flames and an electric<br />

mo<strong>to</strong>r by T&A Au<strong>to</strong> Services in Carmichaels, was donated for <strong>the</strong> raffle by Glen<br />

Kinsey of <strong>Waynesburg</strong>. John and Anita Desearo of Union<strong>to</strong>wn won <strong>the</strong> 50/50 raffle<br />

drawing for a prize of $447 cash.<br />

In addition <strong>to</strong> <strong>the</strong>se contests, ano<strong>the</strong>r popular fundraiser was <strong>the</strong> sale of collectible<br />

50’s Fest T-shirts. This year’s shirt featured an illustration of 50’s Fest volunteer Glen<br />

Kinsey’s 1929 Ford Roadster pickup truck in front of Hot Rod’s House of Bar-B-Que.<br />

The colorful design was hand drawn by local artist Colleen Nelson.<br />

There are no registration or admission fees for <strong>the</strong> 50’s Fest & Car Cruise. Funds<br />

are raised through sponsorship, <strong>the</strong> sale of T-shirts and <strong>the</strong> raffles. Proceeds from <strong>the</strong><br />

<strong>2009</strong> event will enable WP&B and 50’s Fest volunteers <strong>to</strong> complete plans for <strong>the</strong> 9th<br />

annual cruise in September 2010.<br />

Holiday Open House<br />

On <strong>the</strong> evening of Friday, Dec. 4,<br />

down<strong>to</strong>wn <strong>Waynesburg</strong> bustled<br />

with holiday shoppers, musicians<br />

played instruments on <strong>the</strong> street,<br />

and <strong>the</strong> clopping of horses’<br />

hooves could be heard on <strong>the</strong><br />

pavement. This old-fashioned<br />

atmosphere was all part of<br />

WP&B’s annual Holiday Open<br />

House.<br />

During <strong>the</strong> open house, most<br />

down<strong>to</strong>wn merchants extended <strong>the</strong>ir business hours <strong>to</strong> 7 p.m. or later, with some offering<br />

in-s<strong>to</strong>re refreshments such as hot chocolate, cookies and cupcakes. The merchants<br />

also presented a silent auction, with items up for bid including jewelry, clothing,<br />

handmade gift items, and much more. Over $1,000 in merchandise was donated<br />

for <strong>the</strong> silent auction by <strong>the</strong> down<strong>to</strong>wn businesses. All proceeds from <strong>the</strong> auction<br />

benefit programs of <strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful.<br />

The Holiday Open House also included live vocalists and musicians, lit fire barrels,<br />

a spiced-nuts vendor, and horse-drawn carriage rides provided by Fred and Jessica<br />

Kiger and <strong>the</strong>ir team of Belgian horses. In addition, Direct Results and <strong>the</strong> Greene<br />

Saver presented a down<strong>to</strong>wn scavenger hunt with a $100 cash prize.<br />

The <strong>2009</strong> Holiday Open House was sponsored in part by Dale Property Services<br />

Penn, and a number of down<strong>to</strong>wn area businesses.<br />

OPEN Banners<br />

Coordinated by <strong>the</strong> Promotions Committee, green OPEN<br />

banners with yellow lettering were passed out <strong>to</strong> down<strong>to</strong>wn<br />

merchants <strong>to</strong> make it easier for shoppers <strong>to</strong> know when a<br />

business is open. The banners made <strong>the</strong>ir debut during <strong>the</strong><br />

holiday shopping season. WP&B extends a special thank<br />

you <strong>to</strong> <strong>the</strong> borough workers who assisted with this project.<br />

The Design Committee is responsible for maintaining <strong>the</strong> integrity of <strong>the</strong> design of<br />

buildings, physical improvements, planning and zoning consistent with <strong>the</strong> comprehensive<br />

plan. Visual merchandising and graphics utilization of <strong>the</strong> committee provides<br />

overall curb appeal in down<strong>to</strong>wn <strong>Waynesburg</strong>.<br />

Flower & Pine Baskets<br />

In May <strong>2009</strong>, <strong>the</strong> Design Committee<br />

once again coordinated <strong>the</strong><br />

spring flower planting project.<br />

Fifteen volunteers planted over<br />

250 flowering plants in <strong>the</strong> lamp<br />

post baskets lining High Street as<br />

well as <strong>the</strong> planters outside <strong>the</strong><br />

borough building and <strong>the</strong> courthouse.<br />

The lamp post baskets were<br />

filled with 120 bright red geraniums<br />

and 80 white bacopia, which<br />

trailed out of <strong>the</strong> baskets as <strong>the</strong>y<br />

grew. The planters at <strong>the</strong> borough building and <strong>the</strong> courthouse were filled with blue<br />

violet petunias, rubrum grass and lime green pota<strong>to</strong> plants.<br />

The purchase of <strong>the</strong> flowers, basket liners and soil, as well as watering and maintenance<br />

costs, are made possible by contributions from local businesses and individuals.<br />

In December <strong>2009</strong>, <strong>the</strong> lamp posts on High Street were<br />

decorated with holiday greenery, red bows and white lights<br />

through <strong>the</strong> efforts of <strong>the</strong> Design<br />

Committee. The businesses<br />

and individuals who made contributions<br />

<strong>to</strong>ward <strong>the</strong> Christmas<br />

pine baskets this holiday season<br />

The Design Committee implemented <strong>the</strong> flower and<br />

pine basket projects six years ago <strong>to</strong> contribute <strong>to</strong> <strong>the</strong> visual<br />

revitalization of down<strong>to</strong>wn <strong>Waynesburg</strong>. Each summer and<br />

winter, <strong>the</strong> flowers and pine create a pleasant atmosphere<br />

for shopping, dining and conducting o<strong>the</strong>r business in<br />

down<strong>to</strong>wn <strong>Waynesburg</strong>.<br />

Design Challenge Grants<br />

The committee worked with down<strong>to</strong>wn building owners<br />

wishing <strong>to</strong> res<strong>to</strong>re or renovate <strong>the</strong>ir properties’ façades<br />

using Design Challenge Grant funds from <strong>the</strong> state Department<br />

of Community and Economic Development.<br />

The Design Challenge Grant program ended on June 30,<br />

<strong>2009</strong>, with <strong>the</strong> <strong>to</strong>tal dollar amount in building owner façade<br />

improvements throughout <strong>the</strong> down<strong>to</strong>wn <strong>Waynesburg</strong><br />

district exceeding $60,000.<br />

Hooper Park<br />

The committee partnered with <strong>the</strong> Western Pennsylvania<br />

Conservancy <strong>to</strong> plant and maintain Hooper Park on High<br />

Street.<br />

<strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful News<br />

Streetscape set <strong>to</strong> begin construction in spring 2010<br />

The $1.6 million Streetscape project, which has been planned for several years, is<br />

scheduled <strong>to</strong> begin in March 2010 and be completed around <strong>the</strong> end of summer. Decorative<br />

sidewalks, streetlights and tree-lined streets are all part of <strong>the</strong> plan <strong>to</strong> enhance<br />

<strong>the</strong> down<strong>to</strong>wn area. The project is <strong>the</strong> result of an effort by <strong>the</strong> Borough of <strong>Waynesburg</strong>,<br />

<strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful and <strong>Waynesburg</strong> University <strong>to</strong> make <strong>the</strong><br />

down<strong>to</strong>wn more appealing <strong>to</strong> businesses and residents. Allegheny Power and Comcast<br />

are also contributing <strong>to</strong> <strong>the</strong> endeavor by burying <strong>the</strong>ir lines beneath <strong>the</strong> sidewalk.<br />

Windstream Communications will charge $52,000 <strong>to</strong> bury <strong>the</strong>ir lines, but <strong>the</strong> borough<br />

received a $60,000 state grant <strong>to</strong> cover this cost as well as some additional engineering<br />

and design work. In addition, Alpha Natural Resources recently announced that<br />

<strong>the</strong>y will contribute $20,000 <strong>to</strong> <strong>the</strong> project.<br />

Phase 2 Graphics and Pocketsize Productions. <strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful<br />

WP&B Receives Accreditation<br />

<strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful received accreditation as a <strong>2009</strong> National Main<br />

Street Program for meeting <strong>the</strong> commercial district revitalization performance standards<br />

set by <strong>the</strong> National Trust Main Street Center. Each year, <strong>the</strong> National Trust and<br />

its coordinating program partners announce <strong>the</strong> list of accredited Main Street programs<br />

that have built strong revitalization organizations that have demonstrated <strong>the</strong>ir<br />

ability <strong>to</strong> follow <strong>the</strong> Main Street methodology.<br />

The National Trust Main Street Center works in partnership with Coordinating<br />

Main Street Programs throughout <strong>the</strong> nation <strong>to</strong> identify <strong>the</strong> local programs that meet<br />

<strong>the</strong> National Trust’s 10 basic performance standards. These standards set <strong>the</strong> benchmarks<br />

for measuring an individual Main Street program’s application of <strong>the</strong> Main<br />

Street Four-Point Approach <strong>to</strong> commercial district revitalization. Evaluation criteria<br />

determines <strong>the</strong> communities that are building comprehensive and sustainable revitalization<br />

efforts and include standards such as developing a mission, fostering strong<br />

public-private partnerships, securing an operating budget, tracking economic progress,<br />

and preserving his<strong>to</strong>ric buildings.<br />

<strong>Waynesburg</strong> <strong>Prosperous</strong> & Beautiful’s performance was evaluated by <strong>the</strong> Pennsylvania<br />

Down<strong>to</strong>wn Center, which is <strong>the</strong> coordinating organization for Main Street programs<br />

in Pennsylvania.<br />
