Lance—The End of an Era<br />

T<br />

he Lance missile system, a<br />

valuable part of US nuclear<br />

deterrence for the past 20<br />

years, will soon be a part of history. It's<br />

being replaced by the <strong>Army</strong> tactical<br />

missile system (<strong>Army</strong> TACMS) in the<br />

conventional mode. The elimination of<br />

Lance will cause several changes in<br />

training and assignments of artillery<br />

officers, warrant officers, NCOs and<br />

soldiers.<br />

Personnel<br />

During FY92, Lance Missile Crewman<br />

MOS 13N will be deleted, and all<br />

soldiers in this MOS will be reclassified.<br />

Personnel affected include all enlisted<br />

soldiers with a primary MOS (PMOS) of<br />

13N, 27L Lance System Repairer and<br />

55G Nuclear Weapons Specialist and all<br />

warrant officers with a specialty of 130B<br />

Lance Missile System Technician and<br />

911A Nuclear Weapons Technician. 13N<br />

personnel <strong>Army</strong>-wide have been deleted<br />

from levy and permanent change of<br />

station (PCS) assignments.<br />

Soldiers excluded from<br />

reclassification are those on the<br />

promotion list, those with 18 or more<br />

years of service upon unit inactivation<br />

and who elect to retire rather than<br />

reclassify, those with bars to<br />

reenlistment and those pending<br />

medical review boards. Soldiers with a<br />

secondary MOS (SMOS) who meet<br />

entrance requirements will reclassify<br />

into that SMOS (depending on the<br />

MOS' strength). Others will likely be<br />

reclassified into a 13 Field Artillery<br />

Career Management Field (CMF)<br />

MOS. If possible, females will be kept in<br />

13 CMF and go into MOS 93F Field<br />

Artillery Meteorologist. Some soldiers<br />

may elect to separate from the <strong>Army</strong><br />

under the FY92 Voluntary Early<br />

Transition Program. 13N soldiers may<br />

reenlist for retraining only.<br />

Training<br />

All Lance entrance training and<br />

nuclear-related instruction in all courses<br />

have been terminated. Soldiers<br />

reclassified into another MOS will<br />

receive training when reclassified.<br />

To ensure NCOs who serve in 13N<br />

are competitive for career<br />

advancement during and after the<br />

reclassification process, the Advanced<br />

NCO Courses (ANCOC) and Basic<br />

NCO Courses (BNCOC) scheduled for<br />

FY92 will be held. After FY92, 13N<br />

BNCOC and ANCOC will no longer be<br />

taught. To ensure our Lance soldiers<br />

are fully competitive for promotions<br />

and selections, units with 13N Skill<br />

Levels 3 or 4 should schedule them for<br />

these courses immediately. (See the<br />

figure.)<br />

13N ANCOC and BNCOC Schedule for<br />

FY92. During FY92, MOS 13N will be<br />

deleted. To accommodate the<br />

professional needs of Lance soldiers,<br />

ANCOC and BNCOC will train at their<br />

maximum capacities in FY 92,<br />

increasing the student loads by 32 in<br />

ANCOC and 35 in BNCOC. Units<br />

should schedule eligible Lance<br />

soldiers for these courses now.<br />

The Field Artillery NCO Academy<br />

will train more ANCOC and BNCOC<br />

students during FY92—an additional<br />

32 students in ANCOC and 35 in<br />

BNCOC. The quality of training won't<br />

decrease; additional cadre are being<br />

trained to teach the increased student<br />

loads. Lance technical subjects have<br />

been deleted from ANCOC and<br />

BNCOC. Field Artillery subjects<br />

common to all Redlegs—with<br />

emphasis on the multiple launch<br />

rocket system (MLRS)—have<br />

replaced the Lance subjects.<br />

Units with 13Ns needing to attend<br />

BNCOC or ANCOC must coordinate<br />

with the Field Artillery NCO Academy<br />

by calling the Commandant,<br />

Command Sergeant Major Harold<br />

Shrewsberry, or the Chief of Training,<br />

Master Sergeant George Putman, at<br />

Units also can write them at the US<br />

<strong>Army</strong> NCO Academy, Building 3553,<br />

<strong>Fort</strong> <strong>Sill</strong>, Oklahoma 73503-5602.<br />

Unit Inactivations<br />

Lance units <strong>Army</strong>-wide have taken<br />

initial steps toward inactivation. Units<br />

have been directed to turn in nuclear<br />

warhead section trainers and destroy<br />

nuclear-related material and<br />

publications. At this time, there's no<br />

confirmed date by which<br />

inactivations will be completed.<br />

Equipment<br />

The Missile Command (MICOM)<br />

has developed procedures for the<br />

elimination of all Lance-peculiar end<br />

items of equipment. If the<br />

demilitarization proposal is approved,<br />

multiple-use items—such as<br />

winches, slings, etc.—will be<br />

declared excess and processed to<br />

the Defense Reutilization and<br />

Marketing Office (DRMO).<br />

The M752<br />

and M688 basic vehicles also will be<br />

declared excess with the Tank and<br />

Automotive Command (TACOM)<br />

providing disposition instructions.<br />

Lance live-fire exercises currently<br />

are controlled by MICOM. The<br />

elimination process for Lance<br />

missiles not used in live-fire<br />

e xercises or testing is still to be<br />

determined. The payload for the<br />

Lance conventional warheads will be<br />

downloaded and put into the <strong>Army</strong><br />

TACMS warheads.<br />
