make sure each car is legitimate,<br />

not stolen, and they check the<br />

title to make sure it is clear of any<br />

liens.<br />

The car*, including a number of<br />

Mercedes Benx' from the 60s, as<br />

well as s 1969 Nash, 1967 Mustang<br />

convertible, and 1955<br />

"We encourage the owner* to be<br />

Township planning commissioners<br />

propoaal from the church on how<br />

the planned homeless stay this<br />

fall could comply with township<br />

codes.<br />

"We'll be looking to see if it's<br />

compatible with the general<br />

area." said Shirley Barney, director<br />

of community development.<br />

The church was ticketed last<br />

fall for allowing homeleas people<br />

to stay overnight at the church<br />

The homeleas stay is part of an<br />

effort by several suburban<br />

churches to provide temporary<br />

shelter for homeleas people.<br />

First United Methodist officials<br />

stress that the homeleas stays<br />

have not been challenged by local<br />

governments in other communities.<br />

Concealed weapons bill has gun owners smiling<br />

criminal justice training. Yea, pest training will<br />

One state gun board would replace 83 inconsistent<br />

county fun boards under a state House bill supported<br />

by area gun owners.<br />

And the burden of proof would be on police to<br />

prove someone shouldn't be issued a concealed<br />

weapons permit .rather than on the citizen to prove<br />

he should be iaaued a CCW permit.<br />

"What an improvement over laat year!" said Joseph<br />

Ditxhazy aa his Gun Owners of Southeastern<br />

Michigan applauded the bills by Rep. Alan Cropsey,<br />

R-Dewitt.<br />

"We'd become a 'shell-issue' state," said Tom<br />

Halick, en attorney and House staff member wbo<br />

outlined the bill to GOSELM Thursday, April 20, in<br />

the Livonia Civic Center <strong>Library</strong>.<br />

"Every person haa a right to keep and beer arms<br />

for the defense of himself and the state," said Halick,<br />

reading from the Michigan Constitution.<br />

Under the Cropeey bills, gun permits would be issued<br />

by the Secretary of State's office, which would<br />

be required to issue the CCW permit to an applicant<br />

who pass** a criminal background check, mental ill-<br />

neas background check and training requirements,<br />

and who ian't subject to e court order against owning<br />

s handgun.<br />

'The (current) system ia not fair," said Halick, a<br />

graduate of Birmingham Grovee High. Michigan<br />

State University and Cooley Law School. "We say,<br />

'Come in and get your driver's licenae.' We don't ask.<br />

'Why do you need a driver's licenae? Can't you walk<br />

to work? Can't you take a bus?'<br />

"1 got a pamphlet from the Lansing police department<br />

on defending yourself from attack. It mentions<br />

karate. It mentions active resistance It suggests<br />

weapons such as hair apray, nail files, pins and keys<br />

But there's no mention of firearms (for self-defense).<br />

"Come on, guys, get out your hair apray." Halick<br />

said, his tone heavy with irony. The gun owners<br />

howled erith laughter.<br />

Halick said that under the Cropsey bUl, police<br />

could no longer confiscate a handgun but would<br />

have to use civU forfeiture proceedings in court to<br />

take away a handgun.<br />

Ditzhazy added his licks against prosecutors who<br />

say "you have to have a concealed weapons permit to<br />

fingerprinta?<br />

A. First, you ask the Secretary of State's office for<br />

a CCW kit and pay $36.<br />

Next, a police or aheriffa department must take<br />

your fingerprints within 72 hours of your request —<br />

no long deleys. Polk* may charge up to $15. They<br />

must use the form in your kit.<br />

State Police end FBI must check the prints and<br />

send s record to the Secretary of State within 45<br />

days after fingerprints are submitted. If they fail to<br />

meet that deadline, the Secretary of State "shall not<br />

refuse to issue" a CCW permit.<br />

Police may object to issuance of a CCW with "specific<br />

and articulable facts" — no blanket opposition,<br />

aa some suburban police departments are alleged to<br />

do.<br />
