Chief Executive’s View<br />

I am delighted to have the chance to make contact with <strong>RICS</strong> members in the <strong>UAE</strong>.<br />

It has been a challenging 12 months around the world and I congratulate you all for<br />

the robust performance you have shown in Abu Dhabi and Dubai, doing business in a<br />

tricky market and finding time to help with training, counselling, assessing or meeting<br />

fellow members over golf, cricket or dinner.<br />

The Middle East region is well known as a dynamic environment and it is inevitable<br />

that change will occur. So when long standing committee members step down<br />

it’s right that we should thank them for their contribution at the same time as<br />

welcoming a new board. The executive team in Dubai led by Alan, won the <strong>RICS</strong><br />

<strong>2010</strong> Performance Counts Awards – Jim as the new director, will be aiming to keep<br />

that title in 20<strong>11</strong>. I am making changes to how <strong>RICS</strong>’ HQ operates for the future and<br />

separating out the UK as a World Region in its own right so that we are best placed<br />

to seize the worldwide opportunities which exist for us all in <strong>RICS</strong>.<br />

It is a priority for me to meet members in the regions where <strong>RICS</strong> is growing and I<br />

hope I will have the chance to meet many of you personally in 20<strong>11</strong>.<br />

Message from <strong>RICS</strong> President<br />

I am delighted that the <strong>RICS</strong> in the United Arab Emirates has had another very<br />

successful year.<br />

Max Crofts, my predecessor, told me of the enthusiasm of members he met and the<br />

world class projects he visited in Abu Dhabi and Dubai earlier in the year.<br />

The region has not escaped the effects of the global economic downturn but the<br />

underlying position of the economy is strong with viable projects re-emerging.<br />

I hope to see this for myself and to build on the strong working relationships <strong>RICS</strong> is<br />

building with <strong>UAE</strong>’s property market regulatory authorities when I visit the region in<br />

20<strong>11</strong>.<br />

I look forward to continued recovery across the <strong>UAE</strong>.<br />

Message from Governing Council<br />

Since being elected to the International Governing Council in mid 2009 the <strong>RICS</strong> has<br />

continued to face competetion from other professional bodies and, of course the<br />

continued and extremely challenging economic environment.<br />

Despite this, under a strong leadership team, the <strong>RICS</strong> has striven to embrace the<br />

international nature of our profession and focus on the growth of the brand identity in<br />

new and emerging markets with a view to giving its new and existing membership a<br />

global identity.<br />

There have been a number of initiatives which have been proposed, debated and<br />

challenged during the course of my term to date. Each of these will affect the region<br />

in different ways and there will be some decisions which will have varying degrees of<br />

support from the existing membership. Representations have been made at IGC and<br />

the <strong>RICS</strong> Management have been supportive of the fact that small changes may be<br />

required to tailor their adoption in each market.<br />

The debate surrounding election and selection to <strong>RICS</strong> member populated boards<br />

continues and recommendation and guidelines have been issued which are currently<br />

in use. The purpose is to ensure that there is a suitable balance of experience and<br />

skills for each board. Clearly the effectiveness of this method of board formation will<br />

be become apparent in the next 12 -18 months.<br />

Many issues have been debated and considered and a number of issues remain<br />

with working groups for further refinement however the principle changes which are<br />

approved and which are due for implementation are:<br />

i) Regulation of Valuers<br />

The proposals which followed a detailed consultation process are, in summary, to<br />

register all members/firms undertaking Red Book valuations onto a scheme, gather<br />

information for risk assessment purposes about the practice of all those registered,<br />

and to monitor compliance with Red Book standards and relevant firm quality<br />

assurance processes.<br />

ii) Introduction of the Assoc<strong>RICS</strong> Grade of Membership<br />

This is a replacement for the Tech<strong>RICS</strong> qualification and will allow for a non-degree<br />

based membership status which with additional education and qualification enable a<br />

transition to full membership.<br />

There are clearly many potential candidates in the region which would be suitable for<br />

this route and Jim Drysdale, the World Regional Director is working closely with those<br />

responsible for the introduction of this route to ensure that we have the resources<br />

to support its implementation and that the entry process is sufficiently robust to<br />

satisfy the existing membership and that the differentiation is supported by sufficient<br />

marketing collateral to advise users of <strong>RICS</strong> Members services.<br />

iii) Restructure of the Governing Council<br />

In response to a request to review the structure of IGC, a proposal was made by a<br />

working group to increase the number of international positions. This is as a reflection<br />

of the international aspirations of the <strong>RICS</strong> and as a direct result of the growth of the<br />

profession outside of the UK.<br />

The principles of the restructure were accepted by IGC and discussions are ongoing<br />

as to the individual recommendations and it is anticipated that these will be<br />

concluded at the December meeting. The current proposition is for an additional seat<br />

to be allocated to the region.<br />

Message from the Chairman<br />

<strong>RICS</strong> <strong>UAE</strong> National Association<br />

A new year with fresh objectives ...<br />

Having taken the Chair of the <strong>UAE</strong> National Association in mid October this year, I am<br />

delighted to have such an early opportunity to address all Members.<br />

Our <strong>Annual</strong> Dinner, together with this <strong>Annual</strong> Review/<strong>Magazine</strong>, provide me with the<br />

opportunity to outline my aspirations as Chair from which, with support from the<br />

<strong>Board</strong> both current and future, I expect to deliver real benefits to individual Members,<br />

Firms and the <strong>UAE</strong> property industry as a whole.<br />

Firstly, I believe that it is worth pausing to remind ourselves what the <strong>RICS</strong> is all<br />

about...<br />

The <strong>RICS</strong> is an independent professional body originally established in the UK by<br />

Royal Charter. Since 1868, the <strong>RICS</strong> has been committed to setting and upholding<br />

the highest standards of excellence and integrity – providing impartial, authoritative<br />

advice on key property-related issues affecting businesses and society as a whole.<br />

The <strong>RICS</strong> is a regulator of both its individual Members and Firms enabling it to<br />

maintain the highest standards and providing the basis for unparalleled client<br />

confidence in the property sector. With over 100,000 property professionals<br />

operating in 146 countries, we are the world’s leading qualification when it comes to<br />

professional standards in land, property and construction.<br />

When the <strong>RICS</strong> was established in the <strong>UAE</strong> in 2003, membership totalled c.400. We<br />

currently have approaching 2,000 Members, many of which have both trained and<br />

qualified in the Region. This phenomenal growth and the accompanying strength<br />

in the Institution is fully aligned with the <strong>RICS</strong>’ ongoing objective of being the preeminent<br />

organisation for professionals working in the land, property and construction<br />

sectors in the UK and around the world.<br />

Our current President, Robert Peto, on taking office stated in his opening speech:<br />

“ The professions that will succeed over the next fifty years will be those who<br />

are willing to set impartial standards; able to self-regulate effectively; be globally<br />

connected and locally relevant; able to distil knowledge across a range of interconnected<br />

disciplines; communicate to the public effectively on their relevance; be<br />

responsive to emerging opportunities; and who are structured to invite members from<br />

a diverse range of backgrounds”.<br />

My objectives for the coming year include:<br />

• Delivery of benefits to existing Members (both individual and Firms) through<br />

structured Key Account Management and early establishment of Professional Groups<br />

• Management of membership growth through structured business development<br />

and careful administration of the APC (Assessment of Professional Competence)<br />

including the forthcoming introduction of the new Professional Experience Route of<br />

membership entry and roll-out of the Assoc<strong>RICS</strong> (Associate) route<br />

• Raising the profile of the <strong>RICS</strong> National Association with Members, Government (as<br />

a leading influencing body) and within the <strong>RICS</strong> organisation itself<br />

• Recognition and provision of support for all practice areas/Professional Groups


My first challenge is the formation of a new <strong>Board</strong> to be appointed in January. Details<br />

on the application process will be published early in December and I would like to<br />

encourage everyone to consider where they can add value to our growing regional<br />

presence and in shaping the future of the <strong>RICS</strong> in the Middle East.<br />

We should all be proud to be part of the <strong>RICS</strong> and our focus for the coming year<br />

should be on raising the profile of the Institution, embracing both cultural and regional<br />

challenges. In order to achieve this, we have to reach out to local Government and<br />

the business community and ensure that we maintain and promote the Institution’s<br />

standards and best practice whilst remaining very much locally relevant.<br />

We all have a part to play in this and our core standards, ethics and best practice<br />

should be with us in our day to day business activities. Undoubtedly, our ongoing<br />

programme of CPD initiatives together with our partnerships with both RERA in Dubai<br />

and the DMA in Abu Dhabi will reinforce the importance of the <strong>RICS</strong> in these local<br />

markets. I look forward to the challenges which we undoubtedly face together in the<br />

coming year.<br />

David Cockerton BSc MBA F<strong>RICS</strong> FInstCPD FCMI<br />

Chairman – <strong>RICS</strong> <strong>UAE</strong> National Association<br />

David is a recognised authority on international real estate matters. Having worked<br />

in the UK, across Europe, the USA and the Middle East, he has experience in a wide<br />

range of property matters including investment and development and is a specialist in<br />

real estate/property asset management for all asset classes.<br />

David was Global Head of Asset Management for the Royal Bank of Scotland Group<br />

for more than 10 years leading the CRE/property team in support of the takeover of<br />

NatWest (and other mergers and acquisitions) and managed the ten-fold increase<br />

in the size of this property portfolio over this period including the bank’s global<br />

expansion.<br />

During his time in the Middle East, David initially held the position as Senior Vice<br />

President with Majid Al Futtaim responsible for a significant portfolio of mixed use<br />

development projects across the GCC region before taking up his current role as<br />

Fund Manager with SinoGulf Real Estate Investments LLC based in Abu Dhabi.<br />

David has been a Member of the <strong>RICS</strong> for 30 years (a Fellow since 1996). In addition<br />

to being Chair of the <strong>UAE</strong> National Association, David is a Member of the <strong>RICS</strong> Global<br />

Knowledge <strong>Board</strong> and MENEA Education & Standards <strong>Board</strong>.<br />

Message from MENEA Regional Director<br />

Them and Us?<br />

In a poem which every Scottish schoolboy learnt Robert Burns asked for help to “see<br />

ourselves as others see us” and having taken on the role of World Regional Director I<br />

have observed the difference in perception of staff by members and vice versa.<br />

Having been a member of the <strong>RICS</strong> for a long time you would have been forgiven for<br />

thinking that I would have learnt how staff and members interact but to be honest at<br />

first Great George St was simply the source of anxiously awaited exam results and<br />

then it was where the less anxiously awaited subscription demands were posted. It<br />

wasn’t until I became a member of <strong>UAE</strong> committee that I saw for myself the creative<br />

tension between the office and membership and although in my Director’s chair<br />

I recognise that the member is always right (well almost always) I also realise the<br />

benefit of clearly defined roles for all concerned.<br />

One of the attractions of my job is the freedom to run my own region, within limits,<br />

and a guiding principle of much of the <strong>RICS</strong> framework is that procedures are<br />

intended to be enabling, not prescriptive, and, with proper justification, open to<br />

exceptions.<br />

Among the documents I read on induction was the following explanation of the staff/<br />

membership relationship<br />

<strong>RICS</strong> is a partnership of members and staff working together to achieve common<br />

aims. The relationship is perhaps best summarised by:<br />

• Members, supported by staff, set the direction, the policies and the objectives;<br />

• Staff, supported by members, develop and implement plans to meet those<br />

objectives and deliver the outcomes.<br />

With that in mind my response to the frequently addressed question - “What are you<br />

going to do for members here Mr Regional Director?” – is along the lines of - “it’s not<br />

up to me to tell you but I can help you work out what would be worthwhile”. To be<br />

honest the <strong>UAE</strong> passed that stage a while ago and the members here have a clear<br />

idea of the direction they wish to go and keep me on my toes on the delivery front.<br />

Over the next few weeks a new committee is going to be selected for 20<strong>11</strong> and I<br />

encourage anyone who is interested in playing an active role in the <strong>UAE</strong> to respond<br />

to the positions when they are advertised. It is proposed that the committee will be<br />

a relatively small focused unit but there are many roles for members to fill supporting<br />

staff to implement and deliver.<br />

A key example is the APC, Sangeeta sets the framework; members deliver the final<br />

assessment interview. There is clear delineation – while member input is critical<br />

to identify and capture necessary pathway competence data, panel composition<br />

is the role of the office. On the other hand the office screens APC candidates at<br />

the application stage, which for a Grad 1 is at the start of the 2 year structured<br />

training period, but from then on the only competent forum to reach a decision on<br />

competence is a properly constituted panel of members, chair and assessors, and<br />

the office have no say in the pass/refer decision.<br />

While <strong>RICS</strong> promote global standards, local input is paramount and one of my key<br />

responsibilities is to ensure communication between members across the region and<br />

the centre. That obviously involves National Associations and the World Regional<br />

<strong>Board</strong> but it will also involve Professional Groups which will be set up on a regional<br />

basis in 20<strong>11</strong> and which will increasingly be the focus for specialist knowledge and


the means for local issues to be addressed and local standards to be set down. The<br />

standards set by the <strong>RICS</strong> and introduced by members to local markets will be a<br />

key differentiator which will lead the continued growth of the <strong>RICS</strong>. Local members<br />

participating in Professional Groups will ensure appropriate local standards are<br />

developed and established.<br />

Communication is key to us all working together. You know where to find me on<br />

regular newsletter, groups and the page but only if we can<br />

contact you . Email is our preferred method for <strong>RICS</strong> communications. In order that<br />

we can communicate effectively with you please ensure that your contact details<br />

are updated on the member’s area of the website, tick the box to accept emails and<br />

check that your spam filter, or the server of your employer is not blocking emails from<br />

the <strong>RICS</strong>. I recently discovered that half the board were not getting the newsletter<br />

emails because of that.<br />

Us and them? I am working to remove any distinction so that we can all do what we<br />

do best and make everyone see the <strong>RICS</strong> as the mark of property professionalism<br />

worldwide.<br />

Message of Thanks<br />

A formal <strong>RICS</strong> group was established in the <strong>UAE</strong> in 2003 when membership was<br />

less than 400. Today there are 950 full members with trainees and students making<br />

up a grand total of 1,900. Although a number of committed staff and members have<br />

been involved in this growth it is appropriate to single out three individuals for the<br />

exceptional contributions they have made.<br />

Charles Blincow, Martin Seward-Case and Daniel Alcon have all been involved since<br />

the earliest days of the <strong>UAE</strong> National Association. Charles has most recently been the<br />

Chair of the Shadow World Regional <strong>Board</strong>, Martin has just stepped down as Chair of<br />

the <strong>UAE</strong> National Association and Daniel who was the inaugural chair of the National<br />

Association from 2003-2007 has announced that he will step down from his current<br />

<strong>Board</strong> position next month, although he will remain active in Professional Groups.<br />

The National Association has thrived under their management and they have<br />

provided local leadership for the <strong>RICS</strong> in a booming construction and property market<br />

operating in a multi-cultural environment. A key achievement has been to establish<br />

the APC process not only in the <strong>UAE</strong> but helping to set it up across the region,<br />

ensuring that there is an infrastructure to deliver the consistent values for which the<br />

<strong>RICS</strong> stands.<br />

In doing all of that Charles, Martin and Daniel have given generously of their time in<br />

numerous ways and for this we offer them our personal appreciation and the thanks<br />

of the <strong>RICS</strong>.<br />

Property Professional Group Update<br />

There is much evidence to suggest that business processes and technology advances more quickly in tougher<br />

economic times. In light of this there are a couple of current initiatives that should benefit the <strong>UAE</strong> property<br />

industry in the near future.<br />

Regulation Of Valuers By Dubai Government<br />

Dubai Government will soon issue new legislation governing the practices of property valuers. The supporting<br />

Emirates Book of Valuation Standards has already been drafted and has been circulated for consultation. Abu<br />

Dhabi is likely to issue similar regulations in the not too distant future.<br />

Regulation Of Valuers By <strong>RICS</strong><br />

As part of its commitment to protect the public interest and continually raise the standards of its members<br />

the <strong>RICS</strong> has recently launched the Valuer Registration Scheme. The scheme was formally launched on 20th<br />

October in the UK and will become mandatory in the UK from 30 April 20<strong>11</strong> with phased launches following<br />

in the rest of the world. It will apply to all members undertaking valuations carried out under <strong>RICS</strong> Valuation<br />

Standards (Red Book).<br />

David Rusholme, <strong>RICS</strong> Director of Valuations commented, “The new scheme will increase quality, and accuracy<br />

in the profession raising even further the credibility of valuers among clients and public authorities. This advance<br />

will ensure that <strong>RICS</strong> continues to undertake better regulation and provide increased value to valuers and their<br />

clients while acting in the public interest.”<br />

Mark Gerold, Chair of the <strong>RICS</strong> Valuation Professional Group added, “We have been delighted with the<br />

enthusiasm of our members for this scheme which will reinforce the pre eminence of Chartered Surveyors as the<br />

leading valuation professional wherever they practice in the world. The events of the last two years have clearly<br />

demonstrated the value of sound, independent and consistent advice delivered to globally accepted standards.<br />

That is just what the Chartered Surveyor does and Valuer Registration further underpins this with effective and<br />

practical self regulation.’’<br />

Standardised Basis Of Measurement<br />

Many investors and occupiers will not know the basis of measurement on which their floor areas have been<br />

calculated. This allows unscrupulous developers and agents to gain an unfair advantage by including unusable<br />

accommodation in the calculations, such as balconies, common areas outside the unit, and even parking<br />

spaces. We hope that a standardised basis of measurement will soon be adopted in the <strong>UAE</strong> which will be<br />

another small step in the direction of giving investors more surety in these troubles times.<br />

Strata Law In Dubai<br />

This eagerly awaited legislation offers some reassurance to owners within multi-owned buildings. Many potential<br />

purchasers are currently deterred by the uncertainty of the service charge costs, the lack of transparency, and<br />

the current inability to recover sums owed by absent owners.<br />

Developers in Dubai were supposed to have established owners associations by 13th October for all completed<br />

developments, but this is currently still very much work in progress. The registration of the associations is<br />

ongoing and this issue is likely to remain in the headlines for several months yet.<br />

Construction Committee Update<br />

<strong>2010</strong> was a year when construction activity in the <strong>UAE</strong> was significantly affected by the restriction of capital<br />

following the global financial crisis. This impacted clients and contracting organisations and <strong>RICS</strong> members<br />

working in the sector. Despite this turbulence the Construction Committee members delivered the following<br />

NRM Review<br />

The <strong>RICS</strong> “New Rules of Measurement (the NRM), Part 1 - Order for Cost Estimating and Elemental Cost<br />

Planning” was issued by HQ last year. The Construction Committee was tasked by Michael Sullivan, then Chair<br />

of the Global QS/Const. PG <strong>Board</strong>, with organising a <strong>UAE</strong> review of the publication to assess its relevance for<br />

use in this country subsequently widened to the MENEA Region and it is hoped that a report will be issued in<br />

the New Year. NRM Parts 2 and 3 are also to be to be reviewed in the same manner when they are published in<br />

20<strong>11</strong>.<br />

Black Book Review<br />

It is intended that the Black Book will contain a collection of guidance and best practice notes prepared by<br />

the Global QS/Const. PG <strong>Board</strong> much like the Red Book for valuation. Some chapters of the Black Book have<br />

already been published, e.g., Valuing Change, which contains a section on FIDIC. Again the Construction<br />

Committee was asked to review the guidance notes that will be issued periodically and the review will again be<br />

widened to the MENEA region too under the MENEA Construction/QS Professional Group.<br />

Construction Cost Index<br />

A meeting was held with Proleads, a Dubai-based company which is producing very similar products to the<br />

BCIS which is favoured by several major <strong>RICS</strong> stakeholders in the <strong>UAE</strong>. Proleads has been in the market<br />

for about two years. Discussions with BCIS in the UK indicate that they would be interested in publishing a<br />

<strong>RICS</strong> <strong>UAE</strong> index providing there was sufficient support from <strong>UAE</strong> stakeholders. After lengthy discussions with<br />

BCIS the <strong>RICS</strong> Regional office in Dubai has arranged a WebEx demonstration for representatives of the major<br />

consultants and contractors which will hopefully have been held by the time you read this.<br />

Environment – A sustainability sub-committee was formed, and is chaired by, Paul Vincent. The sub-committee<br />

is looking at various initiatives, e.g.,<br />

• <strong>RICS</strong> membership of the Emirates Green Building Council (EGBC) in Dubai or perhaps the signing of MoU<br />

between the <strong>RICS</strong> and EGBC;<br />

• Corporate Social Responsibility (CSR) – A meeting is to be held shortly with the Managing Director of the<br />

Sustainability Advisory Group (SAG) based in Dubai which advises companies on CSR and sustainable best<br />

practices within office environments.<br />

• Dubai Chamber of Commerce & Industry (DCCI) – We attended a round-table discussion on how sustainability<br />

is accounted for within firms’ balance sheets. DCCI aims to arrange similar round-table discussions for other<br />

fields of industry that the <strong>RICS</strong> will be asked to attend.<br />

• Sustainability was featured in two CPD / APC training events held during <strong>2010</strong>. The first was an Introduction<br />

for APC candidates held in May presented by Paul Vincent and the second was from a representative of DCCI<br />

who discussed how the DCCI building became the first Existing Building in Dubai to be recognised for its<br />

sustainability and achieving a LEED Certified status.<br />

• Various contacts with regards to LEED AP training and BREEAM Gulf training have been established and<br />

contact has also been made with the Urban Planning Council on Estidama training which is now available.<br />

Project Management – Richard Vaughan is the Middle East rep. to the PM PG <strong>Board</strong>.<br />

Building Surveying – A BS <strong>Board</strong> was formed and it will be run by Leesa Shevlane in Dubai and Marcus Lidster<br />

in Abu Dhabi.<br />

Other Initiatives<br />

<strong>UAE</strong> Contractors Association (UCA) - Approaches were made to founding chairman of the UCA, Rushdi<br />

Sharkartchi, in Abu Dhabi, but no further progress has been made in this direction.<br />

Build Safe <strong>UAE</strong> (BSU) - Meetings were held with Elias McGrath of BSU re the possibility of signing an MoU<br />

between BSU and the <strong>RICS</strong> was discussed to support/promote one another’s standards and ethics. <strong>RICS</strong> may<br />

also become a supporting member of Build Safe.<br />

FIDIC and the QS – A stakeholder has asked <strong>RICS</strong> to explore the possibility of lobbying FIDIC to create the QS<br />

in FIDIC Contracts (as a separate entity from the Engineer) to undertake prescribed professional tasks directly<br />

for the Employer rather than through the Engineer. A paper was prepared and was submitted to the Chair of<br />

the Global QS/Const. PG <strong>Board</strong> and it was also discussed at a meeting of the <strong>RICS</strong> Contracts Group in HQ in<br />

March <strong>2010</strong>. This initiative has not been taken to date.<br />

<strong>RICS</strong> matrics – What’s it all about?<br />

The official definition, taken from the <strong>RICS</strong> website is:<br />

‘<strong>RICS</strong> matrics is for students, trainees and all those with less than 10 years post qualification. We provide valuable<br />

support and networking opportunities for all involved and best of all, membership to <strong>RICS</strong> matrics is free. <strong>RICS</strong> matrics<br />

was created to look after the interests of members entering or not long in the profession of surveying. <strong>RICS</strong> matrics<br />

believes in the ability to shape the future. For this, it provides a network, support and voice for its members, and is<br />

a source of vigour for the surveying profession. <strong>RICS</strong> matrics is youthful, irreverent, idealist, challenging, nurturing,<br />

vibrant. <strong>RICS</strong> matrics enables its members to grow and feel like and integral part of the wider <strong>RICS</strong>. As such <strong>RICS</strong><br />

matrics is the lifeblood of the surveying profession.’<br />

So, as you can see from the above, <strong>RICS</strong> matrics covers a lot of genres!<br />

Already a great success in the UK, <strong>RICS</strong> matrics was first implemented in the <strong>UAE</strong> by Jenna Kitchingham<br />

M<strong>RICS</strong> at the start of 2009. During the <strong>UAE</strong> launch year, <strong>RICS</strong> matrics successfully held a number of social/<br />

networking evenings, as well as the Middle East Ski Dubai Challenge, and <strong>RICS</strong> matrics was responsible for the<br />

<strong>Annual</strong> Dinner in 2008 & 2009.<br />

When I was appointed as Chairman in January <strong>2010</strong> I knew that I had some big boots to fill following the<br />

successful launch. I was both excited and a little nervous, as I was conscious & determined that <strong>RICS</strong> matrics<br />

must continue to grow and build on the achievements of the launch year.<br />

<strong>2010</strong> started with a meeting to elect the <strong>UAE</strong> <strong>RICS</strong> matrics <strong>Board</strong> for the year and to decide on a planned<br />

strategy and list of events and ideas for <strong>2010</strong>, as well as to ensure we continued the good work organising CPD<br />

events that had been undertaken by Richard Begbey in 2009.<br />

Other active <strong>RICS</strong> matrics members in <strong>2010</strong> were Craig Gibson, Clarke Morton-Shepherd, David Armstrong &<br />

Joe Morris. Also many thanks for the support of those who attended the <strong>Board</strong> meetings and events in both<br />

Abu Dhabi and Dubai, noticeably, Alden Holden, William Dewsnap, & William Innes.<br />

After some lively discussions (and vetoing some wilder suggestions, such as skydiving, a 6 day desert<br />

endurance race, and para-sailing!) the <strong>RICS</strong> matrics <strong>Board</strong> managed to narrow down the <strong>2010</strong> itinerary to a<br />

core group of proposals.<br />

The group continued to organised CPD training, finding both willing lecturers & cost effective venues in both<br />

Dubai and Abu Dhabi, and alongside this a number of <strong>RICS</strong> matrics members enrolled onto the APC Assessor<br />

training courses. Facebook & LinkedIn accounts were established and used as a successful medium to<br />

communicate with local members, concerns and recommendations raised were then communicated to the main<br />

<strong>RICS</strong> <strong>UAE</strong> <strong>Board</strong>.<br />

More than 50 members attended the <strong>RICS</strong> Cityscape drinks in Abu Dhabi at the start of the year, and we also<br />

held the inaugural <strong>RICS</strong> <strong>UAE</strong> football tournament with over 100 members attending. A Cheese & Wine evening<br />

<strong>RICS</strong> matrics – What’s it all about?<br />

(kindly sponsored by Estate Master) was attended by over 80 members, and the <strong>Annual</strong> Dinner (at the time of<br />

writing this article) was teeing up to be a great success with almost all tickets now sold.<br />

Unfortunately though, we did not succeed with all our goals in <strong>2010</strong>: the Networking evening in Dubai,<br />

scheduled for February, was cancelled at relatively shot notice due to ‘Fat-boy-slim’ deciding to play a concert<br />

that very same evening at the same venue! Also, notably the Ski Dubai race did not happen this year as a result<br />

of the event date offered to us by Ski Dubai being set in the middle of Ramadan, and also mid-summer so a lot<br />

of our members were away on annual leave. We also struggled again to engage with more Abu Dhabi members<br />

in <strong>2010</strong>, not through lack of trying, especially by Charlotte John, my Abu Dhabi Vice Chair.<br />

So, as you can see, <strong>2010</strong> was an extremely busy year for <strong>RICS</strong> matrics <strong>UAE</strong> with a lot of successes. 20<strong>11</strong> will<br />

be an exciting year and I look forward to seeing how <strong>RICS</strong> matrics will continue to grow and act as a larger and<br />

louder voice for the professions younger members across the <strong>UAE</strong>.<br />

Salary Survey <strong>2010</strong><br />

Macdonald and Company in association with <strong>RICS</strong><br />

Real Estate Salaries leveling out, Dubai still supporting a large number of western expats and a<br />

sense of cautious optimism emerging ...<br />

The fourth annual Macdonald and Company Salary Survey was launched at Cityscape Global in October this<br />

year to a favourable response from all of those industry participants that visited the stand during the 4 day<br />

exhibition. It is the most comprehensive survey of its type undertaken for the property sector in the Middle East<br />

region and as usual was undertaken in conjunction with the <strong>RICS</strong> and Cityscape Intelligence.<br />

The survey contains comprehensive statistics on current salaries, bonuses and employment benefits in addition<br />

to information on broader employment issues and attitudes which are very relevant to employers and employees<br />

alike.<br />

The annual study revealed that the average base salary of regional real estate professionals across all disciplines<br />

is AED 38,351 per month, compared to AED37,980 per month in the previous year.<br />

According to the survey, 25 per cent of subjects received an increase in their base salaries this year, compared<br />

to only 21 per cent last year; while <strong>11</strong> per cent have experienced pay cuts compared to 19 per cent last year. 51<br />

per cent saw no variance in their wages. The study also identified that salary and responsibility, followed by job<br />

security and career progression are the most important factors in determining job satisfaction. Professionals are<br />

still very attracted to this region for financial, career and family reasons, particularly when compared to current<br />

available opportunities in the UK, Europe and the US. A significant number of organizations are beginning<br />

to resume recruitment of new staff and there is demand for candidates with appropriate experience and<br />

specialised skills.<br />

This year a total of 1,041 real estate professionals participated from across the Middle East region. The salary<br />

survey revealed a higher percentage of respondents from Middle East countries outside of the <strong>UAE</strong>, which<br />

reflects the general dispersal of labour throughout the region. Of the total number of respondents, 43 per cent<br />

are still working in Dubai (in line with last year), while 25 per cent are now working in Abu Dhabi (up from 19 per<br />

cent since 2009). Dubai is still the most favoured location in terms of lifestyle and amenities.<br />

According to the survey findings, 44 per cent of the respondents still strongly believe that economic activity<br />

will increase over the next 12 months and only 12 per cent (down from 19 per cent) believe that activity will<br />

decrease.<br />

Professional Indemnity Update for Surveyors and Valuers<br />

Howden Insurance<br />

In established litigious territories over the world, such as the US, the UK, Europe & Australia, Surveyors and<br />

Valuers have a bad name in the Professional Indemnity (PI) Insurance market. At the first sign of economic<br />

difficulties and a fall in property values, these Valuers bear the brunt of the blame for financial losses suffered by<br />

individuals and lenders. This blame is shouldered by their Professional Indemnity Insurers, whose payments of<br />

large losses results in increased premiums being charged back to the valuation firms.<br />

Contrary to popular belief, this situation is yet to seriously arise on a mass scale in the <strong>UAE</strong>. The benign litigation<br />

culture and restrictive terms of valuation reports have protected the valuation firms from the large numbers of<br />

losses seen in other territories. You may not believe this when you are trying to obtain cover however…<br />

There are a limited number of Insurers who will actually insure Middle East based businesses for PI Insurance.<br />

This applies to branch offices of global surveying firms who purchase local ‘deductible in-fill’ policies as well as<br />

local organisations buying their full cover. Of these Insurers, your broker needs to identify the key Insurers (or<br />

Reinsurers) who do not have a view tainted by losses suffered in other territories.<br />

As is usual when the insurance market changes, there is very little lead in time. Deals disappear overnight as (re)<br />

insurers pull out with immediate effect. This potentially can leave surveying firms with no PI cover if their broker<br />

is not capable of controlling the market and securing terms. This situation is usually worsened when the client<br />

panics as they search for alternative insurers and brokers, which leads to a flooding of the market, which in<br />

turns weakens the clients credibility and ability to secure coverage.<br />

<strong>RICS</strong> Cricket Tournament <strong>2010</strong><br />

The annual <strong>RICS</strong> inter-company cricket day took place in March, eleven teams met at Insportz indoor sports<br />

centre in Dubai to challenge for the title of <strong>RICS</strong> cricket champions <strong>2010</strong>.<br />

In a closely fought competition, IQSA beat Parsons Overseas Ltd in the final, to take the title.<br />

<strong>RICS</strong> would like to congratulate the finalists and thank the other teams who took part – Davis Langdon Golden<br />

Ducks, SLQS, NEA & Partners, EC Harris, Blair Anderson, Halcrow, CEM, Highgate Interior Design and the<br />

<strong>RICS</strong> team.<br />

<strong>RICS</strong> Golf Day <strong>2010</strong><br />

The <strong>RICS</strong> <strong>UAE</strong> Golf Day <strong>2010</strong>, took place at Arabian Ranches Golf Club in Dubai during May. Eighteen<br />

teams from across the <strong>UAE</strong> competed to win the Presidents Cup, whilst the individual members of each team<br />

challenged for the Chairmans Cup.<br />

<strong>RICS</strong> matrics <strong>UAE</strong><br />

Five-a-side Football Tournament<br />

The first ever <strong>RICS</strong> matrics <strong>UAE</strong> football tournament took place at Soccer Circus in Dubai in July <strong>2010</strong>.<br />

Fifteen teams made up of <strong>RICS</strong> members and their colleagues from both Dubai and Abu Dhabi met to challenge<br />

for the <strong>RICS</strong> Cup.<br />

On the three five-a-side pitches at Soccer Circus, the teams played initially in group stages, with the top two<br />

teams from each group going through to the quarter finals where they were joined by the two highest scoring<br />

third place teams.<br />

Competition was fierce with Ajax trees down, FTI Brewer, Currie & Brown, Cluttons FC, the Kickers, Heriot Watt<br />

and Cyril Sweett being knocked out at the group stage.<br />

The quarter finals then saw MAF B knocked out by their MAF A counterparts, whilst JLL narrowly beat the<br />

CBRE Green Machine. Colliers were edged out by the ALEC team, whilst AFC Atkins were dumped out of the<br />

competition by Altus Page Kirkland.<br />

The first semi final was a high scoring affair that saw MAF A thrash JLL 5-2, whilst the second semi was a cagey<br />

game with ALEC and Altus Page Kirkland drawing 0-0 at full time, Altus Page Kirkland then sneaked into the<br />

final, winning 5-4 on penalties.<br />

As the tournament drew to a close, the final was a landslide win for MAF A who thoroughly beat Altus Page<br />

Kirkland 7-1. The cup was then presented to triumphant MAF A Captain, Simon Kennedy.<br />

<strong>RICS</strong> Quiz Night<br />

Over a 120 <strong>UAE</strong> based Chartered Surveyors and friends from the property industry braved the heat in June, to<br />

attend the first <strong>RICS</strong> matrics Middle East Quiz.<br />

Dubai based Cluttons beat thirteen other teams to win the quiz, held at Media One Hotel in Dubai Media<br />

City. After receiving the trophy from Jim Drysdale, <strong>RICS</strong> MENEA Director, Richard Paul, Associate at Cluttons<br />

attributed their success to their thunderous singing in the final round, crucial timing of playing their ‘Joker’ in an<br />

earlier round to strategically double their points, and all round great team, each of whom appeared to house an<br />

amazing amount of irrelevant trivia, that they never knew how they knew and will probably never use again –<br />

until next years Quiz!<br />

The Quiz Master Richard Vaughan, Managing Director at VSH International, read out the questions for the<br />

evening with the enthusiasm of Forsyth and the wit of Wogan, he never tired and was always ready for a heckler,<br />

never failing to win the banter due to an iron grip on his microphone!<br />

At the beginning of the evening, none of the teams knew what to expect but once they were comfortably<br />

enjoying dinner, Sam Morris, Chairman of <strong>RICS</strong> matrics <strong>UAE</strong>, talked them through the night and the teams<br />

quickly settled in and got down to business enthusiastically appointing team captains, runners, and every round<br />

as it came.<br />

A diverse range of Sponsors raffle prizes and gifts awarded throughout the evening kept the teams on the ball<br />

and two delightful assistants ensured the teams bought plenty of raffle tickets to support the chosen charities –<br />

LionHeart and Al Noor Centre for Children with Special Needs. The event wouldn’t have been the success it was<br />

without the great efforts of the chief organisers Richard Angel and Richard Scarth of Asteco LLC international<br />

associates of Savills, assisted by Joe Morris and Jenny Hopkins, <strong>RICS</strong> <strong>UAE</strong> Comms Officer.<br />

Cluttons enthusiasm carried on long after the evening closed and celebrations carried on into the early hours of<br />

Thursday morning. The trophy is now on display in the Cluttons office for all of the other teams to see with envy<br />

for the next twelve months!<br />

<strong>UAE</strong> Assessors Awards <strong>2010</strong><br />

Dedicated APC Assessors in the <strong>UAE</strong> were presented with trophies by former <strong>RICS</strong> President Max Crofts during<br />

a ceremony in Dubai in June.<br />

Local Assessors who contribute their time, both in the evenings, and at weekends, were thanked at the award<br />

ceremony at The Address Hotel in Dubai Marina.<br />
