Audit shock for municipality
SIX months into the current financial year, the
Mopani District and its five local municipalities
have only spent 18.4 percent of their
Municipal Infrastructure Grant(MIG) budget
allocation.
Ba-Phalaborwa spent only R8 151 324 of the
R20 778 000 whilst Maruleng with MIG
budget totaling R30 174 000 spent a mere R10
097 281.
Of the R503 277 000 million overrall MIG
allocation aimed at alleviating infrastructure
development backlogs in the district, only R92
386 273 m has been spent - delaying access to
services such as roads, electricity, water and
sanitation.
Mopani District Municipality, which is the
water services authority in the region only used
R45 054 869 m of the total R319 302 000 m
allocated to it.
The worst-performing municipality, the
Greater Giyani Municipality only managed to
spend R1 173 753 m of the R36 331 000 m of
their budget despite being the area with the
lowest access to basic services.
The Greater Letaba municipality based in
Modjadjiskloof, with a total budget of R40 027
000 spent only R13 978 085 whilst the
Tzaneen Municipality which recently experienced
service delivery protests, spent only
R13 930 960 of R56 665 000.
In his presentation at the Municipal Finance
Week in Tzaneen last week,the MEC for Cooperative
Governance, Human Settlement and
Traditional Affairs, Clifford Motsepe said the
root causes of under-spending are a lack of
forward planning which result in the late
registration of projects to be implemented in
the current financial year, having projects
earmarked for implementation in the current
financial year being advertised for procurement
of consultant to do designs, projects
where tenders have closed and the validity
period expired, or re-advertising of tenders
which validity period had expired.
Motsepe advised the under-spending municipalities
to plan in the preceding financial
year for implementation to commence earnestly
in the beginning of the year.
He said the unspent budget allocation will be
returned to the National Treasury.
Opposition parties say the under-spending of
MIG is caused by the lack of capacity in the
municipalities because of cadre deployment
by the ruling party.
They say most people who occupying strategic
positions in municipalities lack skills and
technical expertise to implement infrastructure
projects. The mayor of Greater Giyani Municipality
Pat Hlungwane said the municipality
has made strides in implementing the MIG
projects since the report on poor spending by
the Department of Cooperative Governance,
Human Settlement and Traditional Affairs was
compiled in December.
All the municipalities in Mopani also failed
their audits according to the Auditor General,
for the financial year 2011\2012. See that

Local municipalities fail audit
THE Mopani District Municipality and its five
local municipalities received poor audit results
from the Office of the Auditor General for the
2011/2012 financial year which ended last
June.
Mopani, Tzaneen, Giyani and Ba-Phalaborwa
received disclaimers which means the
auditor-general's office was unable to express
an audit opinion because of a lack of sufficient
or appropriate audit evidence due to the
municipalities poorly prepared annual financial
statements.
The Greater Letaba Municipality improved
from adverse outcome in the 2010/2011 financial
year to qualified audit opinion in
2011/2012 whilst the Maruleng Municipality
went down from unqualified audit opinion
with findings to qualified outcome.
The latest audit outcomes reflect a very poor
and undesirable state of financial affairs des-
pite the municipalities paying five external
consultants hourly rates of between R1700 and
R2 200 per person for attending quarterly and
special meetings aimed at assisting municipalities
improve their financial affairs in line
with the strategic objectives of Operation
clean Audit 2014.
The consultants who form a five member
District Audit Committee, consisting of Accountants,
IT Specialist and a Lawyer also
receive R1000 preparatory allowance, each
determined by the meetings attended.
The office of the Auditor-General attributed
the poor audit outcomes to lack of strong
internal controls, key officials lacking minimum
competencies and skills, lack of consequences
for poor performance and transgressions
and lack of political will to address
outcomes.
'The figures for unauthorised, irregular, fruit-
less and wasteful expenditure also appear to be
getting worse,' said Satish Pillai, a senior
manager in the Office of the Auditor General in
the province.
Pillai said the status of audit outcomes stems
from failure by the leadership of the municipalities
to implement the audit recommendations
from the previous year.
Members of the opposition parties in Mopani
municipalities say violation and disregarding
of supply chain policy when taking decisions
relating to the awarding of tenders, contributed
immensely to the poor audit outcomes.
'Unless stricter controls measures are implemented
the system in the municipalities will
remain open for abuse and fraudulent activities
resulting in more poor audit outcomes,' said a
senior municipal official who did not wish to
be named.
Mopani District Municipality manager, Tim
Maake could not be reached for comment, as
his mobile phone rang unanswered.

THREE suspected rhino poachers appeared in
Mutale Magistrates' Court last Thursday.
The suspects were arrested after they were
found on the premises of the Nwanedi Game
Reserve in the Tshamatumbu area of Limpopo
on Tuesday.
'The rangers at the Reserve spotted the three
men, carrying a hunting rifle, after they heard
shots being fired in the reserve. When the
rangers confronted the suspects, shots were
fired at them. The rangers returned fire, injuring
one of the suspects in the leg,' said
Limpopo provincial police spokesperson
Lieutanant colonel Ronel Otto.
The other two suspects fled the scene but
were later arrested after follow up investigations
were conducted.
The two suspects were arrested at their
homes at Mosodi Village, Tshamatumbu, last

THE rhinos at Hoedspruit Air Force Base's
horns were made worthless to poachers after
the Base conducted DNA sampling and administered
a chemical treatment of the animals

Lieutenant Colonel Phillip Oosthuizen initiated
the project with the help from Protract
Anti Poaching Unit, Rhino Rescue Project
who sponsored the treatment, the Green Kids,
the Department of Environmental Affairs,
veterinarian Dr Christo van Niekerk and the
Directorate Animal Health SAMHS.
'The chemical treatment which will last for
3-4 years was chosen as the best option over
dehorning of the rhinos' horn which only last
for a year,' said Major Gys van Staden.
Major van Staden said the Air Force Base
took this extreme action after five rhinos were
poached at Umhlametsi Private Nature Reserve
in the last year.

The suspects were charged for trespassing,
the illegal possession of a fire-arm, attempted
murder, as well as unlawful hunting.
In another incident members of the Stock
Theft Unit also arrested four suspects after two
prized buffalo, to the value of more than R700
000, were poached and slaughtered on a farm
in the Gravelotte area. The two animals were
caught in snares on the farm during the night of
February 3. The Police followed up information
and arrested four suspects at The Oak
village near Hoedspruit during the early morning
hours of Wednesday morning.
The meat of game that the suspect
slaughtered was found in their possession. The
four suspects appeared in the Lenyenye Magistrates'
Court this last Thursday on charges
of the illegal possession of game meat. They
are Majalefa Sekgobela (35), Wellington Mafolegela
(49), Sello Morema (42) and Elsie
Sekgobela (45). Sekgobela and Mafolegela
will also appear in the Phalaborwa Magistrates'
Court on Friday for poaching charges.
Horns made worthless
He said prior to the illegal rhino poaching
there were three incidents of the breaching of
security and an attempt to track and kill
rhinos on Suikerkop.
Currently there are only two units within
the SANDF that possesses white rhino populations.
The horn treatment strategy has the following
advantages: durability, longer lasting,
the horn becomes redundant and unusable
when treated. To date no poaching of rhinos
with treated horns have been reported.
AFB Hoedspruit liaised with other researchers
working on different challenges affecting
rhino population and engaged with Dr
Lorinda Hern from the Rhino Rescue Project
who approved and supported this project and
agreed to conduct such a program free of
charge on both the SA Air Force (SAAF) units
who own rhinos.

Striking bus commuters warned
GREAT North Transport bus representative's
have warned commuters about the case
pending for all who participated in a service
delivery strike which turned violent last
month.
The announcement was made last week
Wednesday when commuters were asked to
point out the instigator of the strike.
'It's just a matter of time before the police
arrest the culprit who instigated the strike that
caused huge damage to the buses. People are
just plain stupid you complain about shortage
of buses but yet you destroy the windows of
buses ,' said one representative Joseph
Mkhabele. The commuters blocked major
roads leading to Hoedspruit and surrounding
farms from in the Acornhoek area.
Their grievances included overcrowding,
lack of communication from the company, illtreatment
by bus drivers and general poor
service delivery.
GNT management has failed to respond to
questions sent to them on email even though
they confirmed that they have received the
email and promised to respond to the Hoedspruit
Herald.
A conservationist with a passion
LOVE, passion, hard word and dedication
have seen Simon Mnisi (20) realise his dream of
becoming a conservationist.
Mnisi works at the Hoedspruit Endangered
Species Centre (HESC) where he assists the
animal curators with their daily tasks.
Simon from Acornhoek started working at
HESC during his matriculation year in 2010.
'Simon was 17-years-old when he decided
that he wanted to become a conservationist.
His dreams turned to ashes when he realised
that his family could not afford to pay for his
studies in the field of nature conservation at a
tertiary institution,' said Hoedspruit Endangered
Species Centre marketing director
Adine Roode.
Roode said Simon was ready to give up all

A 28-year-old man appeared in the Hoedspruit
Magistrate Court on Thursday last week for
allegedly raping a woman on her way to
work.
It is alleged that the victim was on her way to
Parma farm where she met the suspect on
Wednesday morning last week.
'It is alleged that the suspect forcefully
dragged the victim to nearby bushes where he
raped her,' said Hoedspruit police spokesperson
Constable Livhuwani Mulaudzi.
Mulaudzi said that the suspect took the
victim's cellphone before letting her go.
The victim reported the matter to the Hoedspruit
police station and on her way back she
spotted the suspect near Spar supermarket.
She went back to the police who reacted to
the information which led to the suspect's

showed great interest in everything that went

This year the United State friends of H.E.S.C
gave Simon the opportunity to do his Field
Guide Association South Africa (FGASA) Level
One qualification. Simon will also be assisting
in School Tours through the centre.
'I enjoy being a tour guide to the school
children and I love walking in the bush. I also
appreciate spending time with Christo HESC
curator, as I have learned so much from him,'
said Mnisi.
Mnisi said Schreiber always tries his best to
teach him everything he needs to know.
He said he cherishes his job as he learns
something new every day, and is ready to make
a difference in everything he does.
Simon's favourite part of the job is being
able to see the animals on a daily basis. His
favourite animal is the lion due to its sheer
beauty and strength. It's been two years since
Simon joined HESC, and the team believe he is
a great asset to the Centre.

Matsikinyane Primary School in Sedawa village.
Mulaudzi said it is alleged that the victim
was walking alone one Saturday evening when

'It is reported that the suspect proposed love
to the victim who turned his proposal down,'
said Mulaudzi. She said after the victim turned
down the proposal the suspect became aggressive
and forcefully took off the womns
clothes before raping her twice.
The suspect will appear in court soon.

toe almal poenskop geskeer is vir 'n

Hulle het besluit om saam te staan in die
ondersteuning van hul klasmaat, HJ van der
Nest, wat tans chemoterapie ontvang vir
Hodgkin's lymphoma.
HJ is in Desember met hierdie kanker gediagnoseer
en toe sy hare begin uitval, het pa en
ma besluit kaalkop is beter as kolkop.
HJ was maar skrikkerig oor die reaksie op sy
nuwe haarstyl, maar is verras deur 'n hele paar
ander poenskopseuns by die skool.
Die gr3's se juffrou, Rulene het dit tot
reggekry dat meneer Greyling ook sy blonde
boskasie prysgee.
En om te wys dat hulle net so baie omgee,
gaan die gr 3 meisies lemmetjiegroen strikkies
verkoop ten bate van CANSA.
HJ het nog vyf chemo-sessies oor waarna
daar 'n wagperiode van ses weke is voor hy
getoets word of hy kankervry is. HJ se stamina
is nie wat dit voorheen was nie, maar hy neem
steeds gemotiveerd deel aan sport waar hy
kan.

personeel van Laerskool Drakensig op die bus
geklim op pad na Louis Trichardt se atletiekbyeenkoms.
Die Drakie atlete het stof in die ander skole
se oë geskop deur 'n totaal van 76 medaljes te
verower. 30 van die medaljes was goud, 22
silwer en 24 brons.
Beide die meisies en seuns kampioen van
kampioene wedloop is deur die Drakies
gewen.
Mixo Nxumalo en Liam O'Reilly is gekroon
as die kampioene.
Tydens die aflosse het die Drakies ook geseëvier
deur goud te verwerf in die volgende
aflosse:
Meisies o/8, o/10, o/12 en 0/13 en by die
seuns o/10, o/12 en o/13.
Die Drakies het ook 'n paar rekords verbeter
en geëwenaar.
