<strong>Audit</strong> <strong>shock</strong> <strong>for</strong> <strong>municipality</strong><br />

SIX months into the current financial year, the<br />

Mopani District and its five local municipalities<br />

have only spent 18.4 percent of their<br />

Municipal Infrastructure Grant(MIG) budget<br />

allocation.<br />

Ba-Phalaborwa spent only R8 151 324 of the<br />

R20 778 000 whilst Maruleng with MIG<br />

budget totaling R30 174 000 spent a mere R10<br />

097 281.<br />

Of the R503 277 000 million overrall MIG<br />

allocation aimed at alleviating infrastructure<br />

development backlogs in the district, only R92<br />

386 273 m has been spent - delaying access to<br />

services such as roads, electricity, water and<br />

sanitation.<br />

Mopani District Municipality, which is the<br />

water services authority in the region only used<br />

R45 054 869 m of the total R319 302 000 m<br />

allocated to it.<br />

The worst-per<strong>for</strong>ming <strong>municipality</strong>, the<br />

Greater Giyani Municipality only managed to<br />

spend R1 173 753 m of the R36 331 000 m of<br />

their budget despite being the area with the<br />

lowest access to basic services.<br />

The Greater <strong>Letaba</strong> <strong>municipality</strong> based in<br />

Modjadjiskloof, with a total budget of R40 027<br />

000 spent only R13 978 085 whilst the<br />

Tzaneen Municipality which recently experienced<br />

service delivery protests, spent only<br />

R13 930 960 of R56 665 000.<br />

In his presentation at the Municipal Finance<br />

Week in Tzaneen last week,the MEC <strong>for</strong> Cooperative<br />

Governance, Human Settlement and<br />

Traditional Affairs, Clif<strong>for</strong>d Motsepe said the<br />

root causes of under-spending are a lack of<br />

<strong>for</strong>ward planning which result in the late<br />

registration of projects to be implemented in<br />

the current financial year, having projects<br />

earmarked <strong>for</strong> implementation in the current<br />

financial year being advertised <strong>for</strong> procurement<br />

of consultant to do designs, projects<br />

where tenders have closed and the validity<br />

period expired, or re-advertising of tenders<br />

which validity period had expired.<br />

Motsepe advised the under-spending municipalities<br />

to plan in the preceding financial<br />

year <strong>for</strong> implementation to commence earnestly<br />

in the beginning of the year.<br />

He said the unspent budget allocation will be<br />

returned to the National Treasury.<br />

Opposition parties say the under-spending of<br />

MIG is caused by the lack of capacity in the<br />

municipalities because of cadre deployment<br />

by the ruling party.<br />

They say most people who occupying strategic<br />

positions in municipalities lack skills and<br />

technical expertise to implement infrastructure<br />

projects. The mayor of Greater Giyani Municipality<br />

Pat Hlungwane said the <strong>municipality</strong><br />

has made strides in implementing the MIG<br />

projects since the report on poor spending by<br />

the Department of Cooperative Governance,<br />

Human Settlement and Traditional Affairs was<br />

compiled in December.<br />

All the municipalities in Mopani also failed<br />

their audits according to the <strong>Audit</strong>or General,<br />

<strong>for</strong> the financial year 2011\2012. See that<br />

Local municipalities fail audit<br />

THE Mopani District Municipality and its five<br />

local municipalities received poor audit results<br />

from the Office of the <strong>Audit</strong>or General <strong>for</strong> the<br />

2011/2012 financial year which ended last<br />

June.<br />

Mopani, Tzaneen, Giyani and Ba-Phalaborwa<br />

received disclaimers which means the<br />

auditor-general's office was unable to express<br />

an audit opinion because of a lack of sufficient<br />

or appropriate audit evidence due to the<br />

municipalities poorly prepared annual financial<br />

statements.<br />

The Greater <strong>Letaba</strong> Municipality improved<br />

from adverse outcome in the 2010/2011 financial<br />

year to qualified audit opinion in<br />

2011/2012 whilst the Maruleng Municipality<br />

went down from unqualified audit opinion<br />

with findings to qualified outcome.<br />

The latest audit outcomes reflect a very poor<br />

R2 200 per person <strong>for</strong> attending quarterly and<br />

special meetings aimed at assisting municipalities<br />

improve their financial affairs in line<br />

with the strategic objectives of Operation<br />

clean <strong>Audit</strong> 2014.<br />

The consultants who <strong>for</strong>m a five member<br />

District <strong>Audit</strong> Committee, consisting of Accountants,<br />

IT Specialist and a Lawyer also<br />

receive R1000 preparatory allowance, each<br />

determined by the meetings attended.<br />

The office of the <strong>Audit</strong>or-General attributed<br />

the poor audit outcomes to lack of strong<br />

internal controls, key officials lacking minimum<br />

competencies and skills, lack of consequences<br />

<strong>for</strong> poor per<strong>for</strong>mance and transgressions<br />

and lack of political will to address<br />

outcomes.<br />

less and wasteful expenditure also appear to be<br />

getting worse,' said Satish Pillai, a senior<br />

manager in the Office of the <strong>Audit</strong>or General in<br />

the province.<br />

Pillai said the status of audit outcomes stems<br />

from failure by the leadership of the municipalities<br />

to implement the audit recommendations<br />

from the previous year.<br />

Members of the opposition parties in Mopani<br />

municipalities say violation and disregarding<br />

of supply chain policy when taking decisions<br />

relating to the awarding of tenders, contributed<br />

immensely to the poor audit outcomes.<br />

'Unless stricter controls measures are implemented<br />

the system in the municipalities will<br />

remain open <strong>for</strong> abuse and fraudulent activities<br />

resulting in more poor audit outcomes,' said a<br />

senior municipal official who did not wish to<br />

be named.<br />

Maake could not be reached <strong>for</strong> comment, as<br />

his mobile phone rang unanswered.<br />

THREE suspected rhino poachers appeared in<br />

Mutale Magistrates' Court last Thursday.<br />

The suspects were arrested after they were<br />

found on the premises of the Nwanedi Game<br />

Reserve in the Tshamatumbu area of Limpopo<br />

on Tuesday.<br />

'The rangers at the Reserve spotted the three<br />

men, carrying a hunting rifle, after they heard<br />

shots being fired in the reserve. When the<br />

rangers confronted the suspects, shots were<br />

fired at them. The rangers returned fire, injuring<br />

one of the suspects in the leg,' said<br />

Limpopo provincial police spokesperson<br />

Lieutanant colonel Ronel Otto.<br />

The other two suspects fled the scene but<br />

were later arrested after follow up investigations<br />

were conducted.<br />

The two suspects were arrested at their<br />

homes at Mosodi Village, Tshamatumbu, last<br />

An unlicensed 303 hunting rifle was confiscated<br />

during these arrests.<br />

The suspects were remanded in custody<br />

THE rhinos at Hoedspruit Air Force Base's<br />

horns were made worthless to poachers after<br />

the Base conducted DNA sampling and administered<br />

a chemical treatment of the animals<br />

horns.<br />

Lieutenant Colonel Phillip Oosthuizen initiated<br />

the project with the help from Protract<br />

Anti Poaching Unit, Rhino Rescue Project<br />

who sponsored the treatment, the Green Kids,<br />

the Department of Environmental Affairs,<br />

veterinarian Dr Christo van Niekerk and the<br />

Directorate Animal Health SAMHS.<br />

'The chemical treatment which will last <strong>for</strong><br />

3-4 years was chosen as the best option over<br />

dehorning of the rhinos' horn which only last<br />

<strong>for</strong> a year,' said Major Gys van Staden.<br />

Major van Staden said the Air Force Base<br />

took this extreme action after five rhinos were<br />

poached at Umhlametsi Private Nature Reserve<br />

in the last year.<br />

In another incident members of the Stock<br />

Theft Unit also arrested four suspects after two<br />

prized buffalo, to the value of more than R700<br />

000, were poached and slaughtered on a farm<br />

in the Gravelotte area. The two animals were<br />

caught in snares on the farm during the night of<br />

February 3. The Police followed up in<strong>for</strong>mation<br />

and arrested four suspects at The Oak<br />

village near Hoedspruit during the early morning<br />

hours of Wednesday morning.<br />

The meat of game that the suspect<br />

slaughtered was found in their possession. The<br />

four suspects appeared in the Lenyenye Magistrates'<br />

Court this last Thursday on charges<br />

of the illegal possession of game meat. They<br />

are Majalefa Sekgobela (35), Wellington Mafolegela<br />

(49), Sello Morema (42) and Elsie<br />

Sekgobela (45). Sekgobela and Mafolegela<br />

will also appear in the Phalaborwa Magistrates'<br />

Court on Friday <strong>for</strong> poaching charges.<br />

Horns made worthless<br />

He said prior to the illegal rhino poaching<br />

there were three incidents of the breaching of<br />

security and an attempt to track and kill<br />

rhinos on Suikerkop.<br />

Currently there are only two units within<br />

the SANDF that possesses white rhino populations.<br />

The horn treatment strategy has the following<br />

advantages: durability, longer lasting,<br />

the horn becomes redundant and unusable<br />

when treated. To date no poaching of rhinos<br />

with treated horns have been reported.<br />

AFB Hoedspruit liaised with other researchers<br />

working on different challenges affecting<br />

rhino population and engaged with Dr<br />

Lorinda Hern from the Rhino Rescue Project<br />

who approved and supported this project and<br />

agreed to conduct such a program free of<br />

charge on both the SA Air Force (SAAF) units<br />

who own rhinos.

Striking bus commuters warned<br />

GREAT North Transport bus representative's<br />

have warned commuters about the case<br />

pending <strong>for</strong> all who participated in a service<br />

delivery strike which turned violent last<br />

month.<br />

The announcement was made last week<br />

Wednesday when commuters were asked to<br />

point out the instigator of the strike.<br />

'It's just a matter of time be<strong>for</strong>e the police<br />

arrest the culprit who instigated the strike that<br />

caused huge damage to the buses. People are<br />

just plain stupid you complain about shortage<br />

of buses but yet you destroy the windows of<br />

buses ,' said one representative Joseph<br />

Mkhabele. The commuters blocked major<br />

roads leading to Hoedspruit and surrounding<br />

farms from in the Acornhoek area.<br />

Their grievances included overcrowding,<br />

lack of communication from the company, illtreatment<br />

by bus drivers and general poor<br />

service delivery.<br />

A conservationist with a passion<br />

LOVE, passion, hard word and dedication<br />

have seen Simon Mnisi (20) realise his dream of<br />

becoming a conservationist.<br />

Mnisi works at the Hoedspruit Endangered<br />

Species Centre (HESC) where he assists the<br />

animal curators with their daily tasks.<br />

Simon from Acornhoek started working at<br />

HESC during his matriculation year in 2010.<br />

'Simon was 17-years-old when he decided<br />

that he wanted to become a conservationist.<br />

His dreams turned to ashes when he realised<br />

that his family could not af<strong>for</strong>d to pay <strong>for</strong> his<br />

studies in the field of nature conservation at a<br />

tertiary institution,' said Hoedspruit Endangered<br />

Species Centre marketing director<br />

Raped on her way to work<br />

A 28-year-old man appeared in the Hoedspruit<br />

Magistrate Court on Thursday last week <strong>for</strong><br />

allegedly raping a woman on her way to<br />

work.<br />

It is alleged that the victim was on her way to<br />

Parma farm where she met the suspect on<br />

Wednesday morning last week.<br />

'It is alleged that the suspect <strong>for</strong>cefully<br />

dragged the victim to nearby bushes where he<br />

raped her,' said Hoedspruit police spokesperson<br />

Constable Livhuwani Mulaudzi.<br />

Mulaudzi said that the suspect took the<br />

victim's cellphone be<strong>for</strong>e letting her go.<br />

The victim reported the matter to the Hoedspruit<br />

police station and on her way back she<br />

spotted the suspect near Spar supermarket.<br />

She went back to the police who reacted to<br />

the in<strong>for</strong>mation which led to the suspect's<br />

Christo Schreiber, the head curator at the<br />

Centre, chose Simon above the other three<br />

Schreiber said Simon was always on time<br />

and did all his tasks perfectly, and never did he<br />

once have to check up on him.<br />

Ever since Simon's arrival at the Centre, he<br />

showed great interest in everything that went<br />

on.<br />

This year the United State friends of H.E.S.C<br />

gave Simon the opportunity to do his Field<br />

Guide Association South Africa (FGASA) Level<br />

One qualification. Simon will also be assisting<br />

in School Tours through the centre.<br />

'I enjoy being a tour guide to the school<br />

children and I love walking in the bush. I also<br />

appreciate spending time with Christo HESC<br />

curator, as I have learned so much from him,'<br />

said Mnisi.<br />

Mnisi said Schreiber always tries his best to<br />

teach him everything he needs to know.<br />

He said he cherishes his job as he learns<br />

something new every day, and is ready to make<br />

a difference in everything he does.<br />

Simon's favourite part of the job is being<br />

able to see the animals on a daily basis. His<br />

favourite animal is the lion due to its sheer<br />

beauty and strength. It's been two years since<br />

Simon joined HESC, and the team believe he is<br />

a great asset to the Centre.<br />

In another incident a 30-year-old man is<br />

suspected of raping a woman twice near<br />

Matsikinyane Primary School in Sedawa village.<br />

Mulaudzi said it is alleged that the victim<br />

was walking alone one Saturday evening when<br />

she met the suspect.<br />

'It is reported that the suspect proposed love<br />

to the victim who turned his proposal down,'<br />

said Mulaudzi. She said after the victim turned<br />

down the proposal the suspect became aggressive<br />

and <strong>for</strong>cefully took off the womns<br />

clothes be<strong>for</strong>e raping her twice.<br />

The suspect will appear in court soon.<br />

Day in the streets of Hoedspruit believe<br />

love should be celebrated everyday while<br />

others still plan to spoil their loved ones on<br />

Polisie besoek Drakies<br />

LAERSKOOL Drakensig was in die bevoorregte<br />

posisie om 'n besoek te kry van die<br />

Hoedspruit Polisie.<br />

Die leerders was ingelig oor veiligheid in die<br />

omgewing en gemeenskap.<br />

Onderwerpe soos diefstal, bakleiery, vreemdelinge<br />

en wapens is aangeraak.<br />

Hulle is kans gegee om vrae te vra en een<br />

leerder het selfs 'n prys gewen.<br />

Drakies bedank die Hoedspruit Polisie vir<br />

die inisiatief wat hul geneem het om die<br />

leerders te leer om veilig te wees.<br />

Riepies skeer koppe vir klasmaat<br />

DIE gr3 seuns van Laerskool Mariepskop het<br />

verlede week 'n gedaanteverwisseling ondergaan<br />

toe almal poenskop geskeer is vir 'n<br />

baie goeie doel.<br />

Hulle het besluit om saam te staan in die<br />

ondersteuning van hul klasmaat, HJ van der<br />

Nest, wat tans chemoterapie ontvang vir<br />

Hodgkin's lymphoma.<br />

HJ is in Desember met hierdie kanker gediagnoseer<br />

en toe sy hare begin uitval, het pa en<br />

ma besluit kaalkop is beter as kolkop.<br />

HJ was maar skrikkerig oor die reaksie op sy<br />

nuwe haarstyl, maar is verras deur 'n hele paar<br />

ander poenskopseuns by die skool.<br />

Die gr3's se juffrou, Rulene het dit tot<br />

reggekry dat meneer Greyling ook sy blonde<br />

boskasie prysgee.<br />

En om te wys dat hulle net so baie omgee,<br />

gaan die gr 3 meisies lemmetjiegroen strikkies<br />

verkoop ten bate van CANSA.<br />

HJ het nog vyf chemo-sessies oor waarna<br />

daar 'n wagperiode van ses weke is voor hy<br />

getoets word of hy kankervry is. HJ se stamina<br />

is nie wat dit voorheen was nie, maar hy neem<br />

steeds gemotiveerd deel aan sport waar hy<br />

kan.<br />

Riepies verbeter rekords<br />

EEN EN TWINTIG Mariepskop-atlete het Saterdag<br />

deelgeneem aan die Interlaer-byeenkoms<br />

by Laerskool Tzaneen.<br />

Die sterre van die dag was Jöhke Liversage,<br />

wat 'n nuwe rekord opgestel het in die verspring<br />

meisies o/ 11 met 'n wensprong van<br />

4.08m, en Erich Ackerman wat 'n rekord<br />

opgestel het in die hoogspring seuns o/10 met<br />

'n hoogte van 1.25m.<br />

Nicolaas, Erich se broer, het die hoogspring<br />

seuns 0/13 gewen met 'n hoogte van 1.40m.<br />

Tweedeplekke is behaal deur Tristan Patrick<br />

vir spiesgooi seuns o/12.<br />

Leonine Gildenhuys in die 1200m meisies<br />

o/11, Danel Bekker in die 80m meisies o/10 en<br />

Jessica Leicester in die spiesgooi meisies<br />

o/12.<br />

Sy het ook 'n derde plek behaal in gewigstoot<br />

meisies o/12.<br />

Donné Oosthuizen het derde gekom in die<br />

75m hekkies meisies o/13.<br />

BESOEKTYD: Konstabel Lucky Makutu en konstabel Livhuwani Mulaudzi van die Hoedspruit Polisie diens besoek die Drakies.<br />

uitdunne byeenkoms. Skole vanuit vier verskillende zones het deelgeneem.<br />

Drakensig is baie trots op 11 atlete wat almal Vrydag aan die<br />

Inter-distrik te Nkowakowa gaan deel neem. In die foto sweef Kabelo<br />
