ABSTRACT<br />

Housing strategies must be explored for an expanding baby boomer population - as part of the advanced<br />

care planning for Older Adults. The Continuing Care Retirement Community (CCRC) is a housing<br />

alternative for the Older Adults. CCRC is part independent living, part assisted living and part skilled<br />

<br />

needs. Healthy adults can reside independently in single-family homes, apartments or condominiums.<br />

These communities give older adults the option to live in one location for the duration of their life, with<br />

much of their future care already planned. This provides a great level of comfort to both residents and<br />

their families as the stress of the care giving relationship is greatly relieved. (1)<br />

Levels of care, services, care providers, and clientele of continuing care retirement communities will be<br />

described. The author will discuss the impact of regulations on quality of care and client outcomes, as<br />

well as the rationale for the recommended standards of CCRC Best Practices on Disclosure and<br />

Transparency (1).<br />

In California, CCRCs offer a long-term continuing care contract that provides for housing, residential<br />

services, and nursing care, usually in one location, and usually for a resident's lifetime. The California<br />

Department of Social Services is responsible for the oversight of continuing care providers. The<br />

Department's Community Care Licensing Division has two branches that participate in the regulation. The<br />

Senior Care Program monitors continuing care providers for compliance with the Community Care<br />

licensing laws and regulations regarding buildings and grounds, accommodations, care and supervision of<br />

residents, and quality of service. The Continuing Care Contracts Branch is responsible for reviewing and<br />

approving applications to operate a CCRC and monitors the ongoing financial condition of all CCRC<br />

providers and their ability to fulfill the long-term contractual obligations. (2)<br />

Ms. Antonio is currently the Director of Health Services at Channing House, a CCRC in Palo Alto,<br />

California. She has worked in long term care for at least 35 years. Nursing positions held include<br />

Director of Nursing Services, Director of Staff Development, and Nursing Consultant. Other long term<br />

care management positions held include Director of Professional Services, Director of Clinical Services,<br />

and Vice President of Operations. Ms. Antonio is the Immediate Past President of the Philippine Nurses<br />

Association of America Foundation (<strong>PNAAF</strong>) and an Advisor of the Philippine Nurses Association of<br />

Northern California.<br />
