INVITATION OF PROJECT PROPOSAL ON ADOLESCENT HEALTH UNDER NRHM<br />

Nati<strong>on</strong>al Rural Health Missi<strong>on</strong>, Punjab invites Project Proposal from interested eligible<br />

NGO for the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Adolescent Health Programme in four districts Mohali,<br />

Nawanshahar, Muktsar, and Amritsar.<br />

a) Introducti<strong>on</strong><br />

Terms <str<strong>on</strong>g>of</str<strong>on</strong>g> Reference for Project Proposal <strong>on</strong> Adolescent Health<br />

Adolescent Reproductive Sexual Health (ARSH) is an important RCH comp<strong>on</strong>ent. In India,<br />

nearly 40% <str<strong>on</strong>g>of</str<strong>on</strong>g> the populati<strong>on</strong> comprises <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> and young adults. They are in the<br />

reproductive age group.<br />

There are few existing programmes providing informati<strong>on</strong> <strong>on</strong> sexual <strong>health</strong> and sexuality to<br />

<strong>adolescent</strong> girls and boys.<br />

It is important to <strong>under</strong>stand age and gender specific reproductive <strong>health</strong> needs <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<strong>adolescent</strong>s. Increase in opportunities for awareness and access to affordable RH<br />

products and services will have positive impact <strong>on</strong> the lives <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong>s and their <strong>health</strong><br />

status. Project Proposals are invited from eligible NGOs to work <strong>on</strong> Adolescent Health<br />

<strong>under</strong> NRHM<br />

b) Strategic Interventi<strong>on</strong>s<br />

In order to achieve the output/s, the NGO must identify key strategic interventi<strong>on</strong><br />

areas. There are differences in the needs and c<strong>on</strong>cerns <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls and boys. The<br />

strategies for working with girls would vary from that <str<strong>on</strong>g>of</str<strong>on</strong>g> working with boys.<br />

Working with mixed groups <str<strong>on</strong>g>of</str<strong>on</strong>g> girls and boys must be attempted. Invariably, all<br />

<strong>adolescent</strong> interventi<strong>on</strong>s must have support <str<strong>on</strong>g>of</str<strong>on</strong>g> parents and guardians.<br />

The NGO must have clarity <strong>on</strong> what gender issues need to be addressed. It<br />

must plan how to address them through selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate strategies and activities.<br />

The following are three suggested strategic interventi<strong>on</strong> areas in which the NGO<br />

could <strong>under</strong>take activities:<br />

1. Supportive envir<strong>on</strong>ment in the community for addressing ARSH<br />

2. Access <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls and boys to knowledge and counseling /clinical<br />

services<br />

related to ARSH.<br />

3. Enhancing life skills opportunity for <strong>adolescent</strong> girls and boys (pers<strong>on</strong>ality<br />

development<br />

skills such as self-awareness, self-c<strong>on</strong>fidence, self esteem, problem solving,<br />

negotiati<strong>on</strong><br />

skills, ability to analyze)<br />

4._ Any other.


The NGO must c<strong>on</strong>duct a baseline study in order to assess the needs <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls<br />

and boys in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> knowledge, attitudes, practices and utilisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> services. If a<br />

supportive envir<strong>on</strong>ment already exists in the community, the NGO should strengthen the<br />

same from the ARSH perspective.<br />

ARSH is a relatively new aspect. It is therefore important that the NGO networks and links<br />

with instituti<strong>on</strong>s which have the required experience, both from public and private sources.<br />

e) Activities<br />

In each strategic interventi<strong>on</strong> area, the NGO can <strong>under</strong>take several different types <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

activities. Given below is an illustrative list.<br />

Strategic Interventi<strong>on</strong> 1: Supportive envir<strong>on</strong>ment<br />

• Orientati<strong>on</strong> programmes for various stakeholders such as parents, teachers,<br />

associati<strong>on</strong>, community leaders, PRI members, women’s groups, ICDS, NYKs,etc.<br />

<strong>on</strong> <strong>adolescent</strong> <strong>health</strong> issues.<br />

• Capacity building <str<strong>on</strong>g>of</str<strong>on</strong>g> teachers to take up the role <str<strong>on</strong>g>of</str<strong>on</strong>g> guide/counsellor and<br />

communicate messages, related to <strong>adolescent</strong> <strong>health</strong><br />

• Mobilising community for identifying appropriate social space for imparting<br />

informati<strong>on</strong> and counseling (say AWCs)<br />

• Mobilising and enhancing the knowledge and skills <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls and boys to<br />

participate in this process.<br />

• Any other.<br />

Strategic Interventi<strong>on</strong> 2 & 3: Access to services & life skills development<br />

• Orient service providers, including private practiti<strong>on</strong>ers (formal and informal) <strong>on</strong><br />

ARSH and selected <strong>health</strong> issues<br />

• Co-curricular activities with ARSH and selected <strong>health</strong> messages<br />

• Capacity building <str<strong>on</strong>g>of</str<strong>on</strong>g> a number <str<strong>on</strong>g>of</str<strong>on</strong>g> students (boys and girls) in each school or in each<br />

village as peer educators for <strong>adolescent</strong> <strong>health</strong>.<br />

• C<strong>on</strong>ducting family life educati<strong>on</strong> camps and life skills and leadership development<br />

training for <strong>adolescent</strong> girls and boys.


• Provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> counselling services for <strong>adolescent</strong> girls and boys <strong>on</strong> Nutriti<strong>on</strong> and<br />

Health Educti<strong>on</strong> with special emphasis <strong>on</strong> ARSH issues.<br />

• Health Check up and Referral Services (linking it with ARSH clinics at<br />

CHC/PHC ).Referral to be tracked <strong>on</strong> next Kishore Diwas/VHND Day.<br />

• Adolescent day(Kishore Diwas) to be celebrated linked with VHND Day at<br />

village level in associati<strong>on</strong> with ANM,ASHA, AWW and PRI representatives<br />

• Checklist based RTI/STI during <strong>health</strong> camps.<br />

• Diagnosing anaemic girls and providing IFA tablets <strong>under</strong> NRHM.<br />

The NGO will be expected to coordinate with District Health Society to implement a<br />

minimum set <str<strong>on</strong>g>of</str<strong>on</strong>g> advocacy, communicati<strong>on</strong>, and social mobilizati<strong>on</strong> interventi<strong>on</strong>s in a<br />

district, either by themselves or with partners.<br />

c) Coverage<br />

Approximately 1750-1800 <strong>adolescent</strong> boys and girls in the age group (10-19 years) are<br />

expected to live in a sub-centre area. Populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> nearly 25-30000 , say populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<strong>on</strong>e PHCs will be covered per district . Jurisdicti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> NGOs is linked to the service area<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the <strong>health</strong> sub center.The NGO will be expected to provide comprehensive Adolescent<br />

Reproductive Health (ARH) educati<strong>on</strong> for increasing the knowledge <strong>on</strong> RH issues (family<br />

planning, RTI/STI, pers<strong>on</strong>al hygiene, anaemia, teenage pregnancy and age at marriage),<br />

and services . Focus will be <strong>on</strong> both in-school and out-<str<strong>on</strong>g>of</str<strong>on</strong>g>-school, married and unmarried<br />

<strong>adolescent</strong> girls and boys. Interventi<strong>on</strong>s could cover mixed or exclusive group.<br />

c) Measurable Output<br />

The NGO should be able to define measurable outputs. It is expected that the NGO should<br />

be able to measure progress in terms <str<strong>on</strong>g>of</str<strong>on</strong>g>:<br />

• % <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls and boys gained knowledge <strong>on</strong> RH leading to improved<br />

behavior/ practice<br />

• % <str<strong>on</strong>g>of</str<strong>on</strong>g> improvement in utilizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> RH services.<br />

• % reducti<strong>on</strong> in teenage pregnancies.<br />

• % <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls and boys coming for voluntary counseling and treatment <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

RTI/STI


• % <str<strong>on</strong>g>of</str<strong>on</strong>g> girls and boys getting married after reaching 18 and 21 years <str<strong>on</strong>g>of</str<strong>on</strong>g> age<br />

respectively<br />

• Number <str<strong>on</strong>g>of</str<strong>on</strong>g> peer educators per 100 <strong>adolescent</strong>s available to impart nutriti<strong>on</strong> and<br />

<strong>health</strong><br />

educati<strong>on</strong> and reproductive hygiene<br />

• % <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong> girls who adopt hygienic practices during<br />

menstruati<strong>on</strong>/reproducti<strong>on</strong><br />

• % <str<strong>on</strong>g>of</str<strong>on</strong>g> boys who observe penile hygiene<br />

• % <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>adolescent</strong>s who use c<strong>on</strong>dom during their last sexual act<br />

• Qualitative changes as depicted through processes, documentati<strong>on</strong>, case studies<br />

etc.<br />

Financial Terms & C<strong>on</strong>diti<strong>on</strong>s:<br />

• Grant in aid amounting to Rs 2-3 lakhs per NGO for One year.<br />

• The Salary comp<strong>on</strong>ent <str<strong>on</strong>g>of</str<strong>on</strong>g> the budget will not exceed 35% <str<strong>on</strong>g>of</str<strong>on</strong>g> the total budget.<br />

• Funds will be made available to NGO according to proposed interventi<strong>on</strong> as per<br />

TOR through District Health Society .<br />

• C<strong>on</strong>tingency <str<strong>on</strong>g>of</str<strong>on</strong>g> 10% <str<strong>on</strong>g>of</str<strong>on</strong>g> total cost less the salary is permissible.<br />

The NGO will incur expenditure as per approved budget. Flexibility will be<br />

available to make adjustment am<strong>on</strong>g the budget head up to 10% without prior approval.<br />

Additi<strong>on</strong>al changes between budget head permissible with prior approval <str<strong>on</strong>g>of</str<strong>on</strong>g> State<br />

Health Society.<br />

Eligibility<br />

• Registered NGOs having capacity and commitment with at least 3 years experience<br />

in <strong>health</strong>, social mobilizati<strong>on</strong> activities at grass root level in RCH .<br />

• Must have field presence in the district for at least two years.<br />

• Must have minimum fixed assets in the form <str<strong>on</strong>g>of</str<strong>on</strong>g> land and /or building reflected in the<br />

latest audited balance sheet or /fixed deposit <str<strong>on</strong>g>of</str<strong>on</strong>g> Rs 2 lakhs in the name <str<strong>on</strong>g>of</str<strong>on</strong>g> NGO<br />

which may be c<strong>on</strong>sidered as bank gurantee.<br />

Project <str<strong>on</strong>g>proposal</str<strong>on</strong>g> need to be submitted in Log frame form, with detailed acti<strong>on</strong> plan,<br />

budget requirements to State Health Society


Selecti<strong>on</strong> Process: Project Proposals after the preliminary scrutiny will be<br />

discussed in the State Level NGO Committee, which would decide <strong>on</strong> final<br />

selecti<strong>on</strong>.<br />
