i) JRY / IJRY 2% <strong>of</strong> <strong>the</strong> allocation for <strong>the</strong> district where all blocks are
covered under EAS; 2.5% for o<strong>the</strong>rs. State will not utilize more than 10%
<strong>of</strong> <strong>the</strong> permissible administrative cost above <strong>the</strong> district level. (at <strong>the</strong>
time <strong>the</strong>se guidelines were issued IAY & MWS were sub-schemes <strong>of</strong>
JRY)
ii) EAS 2% <strong>of</strong> <strong>the</strong> allocation subject to a minimum <strong>of</strong> Rs.1 lakh and a
maximum <strong>of</strong> Rs.2 lakhs per block per annum. State will not utilize
more than 10% <strong>of</strong> <strong>the</strong> permissible administrative cost above <strong>the</strong> district
level.
iii) IRDP 10% <strong>of</strong> <strong>the</strong> allocation for districts having 8 or more blocks, 12.5%
for districts having 5 to 7 blocks and 15% for districts up to 4 blocks.
State will not utilize more than 10% <strong>of</strong> <strong>the</strong> permissible administrative
cost above <strong>the</strong> district level.
iv) DPAP / DDP 10% <strong>of</strong> <strong>the</strong> allocation. State will not utilize more than 10%
<strong>of</strong> <strong>the</strong> permissible administrative cost above <strong>the</strong> district level.
2.7 The broad structure <strong>of</strong> <strong>the</strong> DRDA was also recommended as follows:
(a) For IRDP, <strong>the</strong>re should be a maximum <strong>of</strong> 5 APOs at <strong>the</strong> district level
with four <strong>of</strong> <strong>the</strong>m viz., APO (Monitoring), APO (Credit), APO (Women) &
APO (TRYSEM) as mandatory. The remaining APO can be from o<strong>the</strong>r
specialized fields like Animal Husbandry, Agriculture, Industry, etc.,
depending upon <strong>the</strong> priorities in <strong>the</strong> particular district.
(b) In <strong>the</strong> engineering wing, one Executive Engineer should be supported
by one Assistant Engineer and one Junior Engineer at <strong>the</strong> district level
and by 2-3 Junior Engineers in non-EAS blocks and by 4 Junior Engineers
in blocks covered under <strong>the</strong> EAS.
(c) In <strong>the</strong> Accounts Wing, one Accounts Officer shall be supported by 2-3
accounting personnel at <strong>the</strong> district level and one Accounts Officer and
1-2 Accounts Clerks at <strong>the</strong> block level.
(d) In <strong>the</strong> Statistical Wing, one Research Officer / Project Economist should
be supported by one Statistical Assistant at <strong>the</strong> district level and by
one Statistical Investigator at <strong>the</strong> block level.
