1. Context and Objectives<br />
Context<br />
Albania is highly affected from climate changes. Evidences from <strong>the</strong> last decades show an<br />
increasing variability with an upwards trend in temperatures, sea level rise and decline in<br />
precipitation. Drini –Mati River Deltas (DRMD) <strong>of</strong> <strong>the</strong> Adriatic coast, which harbors<br />
biodiversity values <strong>of</strong> global and national significance, is identified as <strong>of</strong> high vulnerability to <strong>the</strong><br />
current and expected climate change impacts associated with significant potential ecological and<br />
socio-economic consequences. Intensified floods, inundation and longer submersion due to<br />
coastal erosion, sea water intrusion and salinization have affected life cycle <strong>of</strong> species and pose<br />
risks <strong>of</strong> habitat loss and fragmentation. The high vulnerability <strong>of</strong> <strong>the</strong> DMRD, combined with <strong>the</strong><br />
likelihood <strong>of</strong> significant adverse impacts on <strong>the</strong> preservation <strong>of</strong> globally significant biodiversity,<br />
indicates an urgent need to take into account <strong>the</strong> impacts <strong>of</strong> climate change into all future actions<br />
aimed at promoting sustainable development <strong>of</strong> this area.<br />
In framework <strong>of</strong> output 1 <strong>of</strong> <strong>the</strong> project, to build capacities to monitor and respond to anticipated<br />
climate change impacts in <strong>the</strong> DMRD at <strong>the</strong> institutional and community levels, <strong>the</strong> workshop<br />
“<strong>Risk</strong> <strong>Assessment</strong> <strong>of</strong> climate change in DMRD area” is held on 24-25 May 2010 at Hotel<br />
“SEBASTIANO”, Lezha.<br />
The workshop has built on a series <strong>of</strong> workshops and capacity raising activities undertaken in<br />
partnership with <strong>the</strong> local community and stakeholders. The focus is on identifying <strong>the</strong> impact <strong>of</strong><br />
climate variation and its extremes on <strong>the</strong> ecosystems and economic sectors in <strong>the</strong> project site and<br />
<strong>the</strong> Lezha Region and developing adaptation strategies to address <strong>the</strong> identified impacts. The<br />
draft findings <strong>of</strong> <strong>the</strong> risk assessment and adaptation planning exercise is presented for<br />
stakeholder input and validation, thus providing a pathway for fur<strong>the</strong>r analysis <strong>of</strong> adaptation<br />
options leading to <strong>the</strong> implementation <strong>of</strong> adaptation measures.<br />
In workshop are introduced <strong>the</strong> expected climate change scenarios, <strong>the</strong>ir impact on different<br />
economical sectors (biodiversity, agriculture, tourism and water resources) and presentation <strong>of</strong><br />
<strong>the</strong> monitoring system. Through open discussions in working groups are proposed some potential<br />
adaptation measures to respond to <strong>the</strong> anticipated climate change impacts in <strong>the</strong> DMRD<br />
By <strong>the</strong> end <strong>of</strong> <strong>the</strong> workshop, participants have understood <strong>the</strong> basic principles <strong>of</strong> adaptation to<br />
climate changes, including <strong>the</strong> notion <strong>of</strong> prioritization and decision maker on development<br />
plans/programmes. They have appreciated <strong>the</strong> details <strong>of</strong> appraising specific environmental<br />
investments including climate change adaptations.<br />
Dr. Robert Kay, <strong>the</strong> international consultant, has introduced <strong>the</strong> adaptation toolkit and <strong>the</strong><br />
methodology to evaluate/prioritize <strong>the</strong> measures to be applied to adapt to climate change for<br />
Drini-Mati River Deltas area.<br />

Objective<br />
“Identification and implementation <strong>of</strong> adaptation response measures in Drini- Mati River Deltas” Project<br />
The objective <strong>of</strong> <strong>the</strong> workshop was to bring toge<strong>the</strong>r key stakeholders and increase <strong>the</strong>ir<br />
capacities in <strong>the</strong> identification and evaluation <strong>of</strong> adaptation options to treat <strong>the</strong> risks from<br />
climate change assessed.<br />
The target audience <strong>of</strong> <strong>the</strong> SRA workshop covered, but was not limited to, representatives from<br />
Ministry <strong>of</strong> Environment, Forestry and Water Administration (MoFWA), Regional Council <strong>of</strong><br />
Lezha and Shkodra, members <strong>of</strong> <strong>the</strong> Communes involved in <strong>the</strong> project, members <strong>of</strong> <strong>the</strong> UNDP<br />
Climate Change Programme, Project experts team, representatives <strong>of</strong> REC-Albania, experts from<br />
academia/universities, representatives <strong>of</strong> <strong>the</strong> interested NGOs.<br />

First day, May 24, 2010<br />
The workshop was attended by representatives from <strong>the</strong> Ministry <strong>of</strong> Environment, Forestry and<br />
Water Administration, Prefecture <strong>of</strong> Lezha, Regional Council Lezha, REC-Albania,<br />
municipalities <strong>of</strong> Shëngjini, Shënkoll, Fushë Kuqe involved in <strong>the</strong> project area, Forest Service<br />
Departments <strong>of</strong> Kurbin and Lezha, <strong>the</strong> Department <strong>of</strong> Agriculture and Food, Fisheries<br />
Inspectorates for Lezha and Kurbin, Agency <strong>of</strong> Mati River Basin, ERA Lezha, EIRLA<br />
Environmental Association, <strong>the</strong> Association <strong>of</strong> Fisheries.<br />

Mrs. Mirela Kamberi, Team Leader <strong>of</strong> Climate Change Programme opened <strong>the</strong> first session<br />
welcoming <strong>the</strong> participants, introducing <strong>the</strong> objective <strong>of</strong> <strong>the</strong> workshop and invited participants to<br />
be active. After this, she gives <strong>the</strong> word for welcome speech to <strong>the</strong> Head <strong>of</strong> Lezha Regional<br />
Council, Mr. Bardh Rica.<br />
Mr. Bardh Rica on behalf <strong>of</strong> Lezha Regional Council, expressed his acknowledgement for<br />
UNDP CO and Climate Change Programme that have selected <strong>the</strong> Lezha area to implement <strong>the</strong><br />
very first project on adaptation to climate change, focused in <strong>the</strong> most vulnerable part <strong>of</strong> county.<br />
He mentioned that <strong>the</strong> region is facing with impacts <strong>of</strong> climate extremes more frequently <strong>the</strong> last<br />
years, so that climate change cannot be considered something that will happen far in <strong>the</strong> future.<br />
We need to be prepared to take even now <strong>the</strong> necessary measures to prevent <strong>the</strong> damages from<br />
flooding, heavy precipitations, erosion, drought, etc. Even underground water resources are at<br />
risk from climate change. We feel privileged to have such a project running in our region. Let<br />
discuss toge<strong>the</strong>r to better identify <strong>the</strong> threats and adaptation opportunities.<br />

“Identification and implementation <strong>of</strong> adaptation response measures in Drini- Mati River Deltas” Project<br />
Mrs. Eglantina Bruci presented <strong>Workshop</strong> strategy. Project "Identification and implementation<br />
<strong>of</strong> adaptation measures in <strong>the</strong> Drini - Mat River Deltas”, with this workshop passes in a new<br />
phase. Unlike o<strong>the</strong>r workshops related to current climate impact, in this one, <strong>the</strong> project team<br />
will present <strong>the</strong> findings <strong>of</strong> future climate impact/risks on ecosystems and <strong>the</strong> social-economic<br />
sectors in <strong>the</strong> area, identified in consultation with local experts during site visits. Climate<br />
scenarios are developed specifically for <strong>the</strong> project area through running global IPCC Scenarios<br />
and fur<strong>the</strong>r downscaling for different time horizons, up to 100 years ahead. During this workshop<br />
is expected to propose and discuss toge<strong>the</strong>r a list <strong>of</strong> measures and actions for climate change<br />
adaptation. In addition, <strong>the</strong> monitoring program and schema, designed for <strong>the</strong> protected area will<br />
be presented. The need for monitoring is continuously noted in previous workshops in Lezha and<br />
communes last year. This system will give <strong>the</strong> important information about climate changes in<br />
<strong>the</strong> area and especially in <strong>the</strong> Protected Area <strong>of</strong> Kune – Vain and Patoku – Fushë Kuqe. Also<br />
through this system is expected to realize real time wea<strong>the</strong>r forecasting and warning. Then we<br />
will pass in <strong>the</strong> second section <strong>of</strong> <strong>the</strong> first day, working in groups to assess risk and propose <strong>the</strong><br />
adaptation measures. Each Commune will cover one <strong>of</strong> <strong>the</strong> topics: related to impact on<br />
population, ecosystems, and hydrology issues to assess <strong>the</strong> climate risks, <strong>the</strong> consequences and<br />
adaptation measures.<br />
Firstly, we will assess <strong>the</strong> main risks in each Commune. In previous risk workshops, held on last<br />
September, we have identified some potential risks, and now we want to discuss this more in<br />
depth. Your experience will support <strong>the</strong> work for proposal <strong>of</strong> <strong>the</strong> required measures. After this<br />
we will prepare <strong>the</strong> adaptation plans, prioritize <strong>the</strong> adaptation measures and draft <strong>the</strong> regional<br />
development plan.<br />
This workshop is <strong>the</strong> beginning <strong>of</strong> work to develop adaptation plans according to communes. For<br />
participants <strong>of</strong> Shëngjini Commune is proposed to evaluate <strong>the</strong> risks on ecosystems, as <strong>the</strong> Kune-<br />
Vain lagoon are located <strong>the</strong>re, those from Shënkoll Commune will evaluate <strong>the</strong> risks on<br />
population, while <strong>the</strong> Fushë Kuqe Commune on <strong>the</strong> hydrology field. Each <strong>of</strong> <strong>the</strong> working groups<br />
will work toge<strong>the</strong>r with <strong>the</strong> national experts <strong>of</strong> project. After this workshop, <strong>the</strong> management<br />
group and project experts will visit every Commune and will work to develop toge<strong>the</strong>r <strong>the</strong><br />
adaptation plans considering all <strong>the</strong> topics.<br />
Wishing a successful work, let's start.<br />
Mrs. Mirela Kamberi, we can start with <strong>the</strong> findings from studies done by project experts. They<br />
will give us <strong>the</strong> required expertise to fur<strong>the</strong>r proceed.<br />
Presentations<br />
Mrs. Liri Muçaj, climate expert, gave a summary <strong>of</strong> <strong>the</strong> Climate Change scenarios, developed<br />
for <strong>the</strong> area. She noted that an increasing trend in temperature and sea level, and a decrease in<br />
precipitation are expected. She also elaborated <strong>the</strong> likely changes in some o<strong>the</strong>r climatic indices,<br />
deriving from changes in temperature and precipitation patterns that will impact on ecosystems,<br />
economical sectors and livelihood on <strong>the</strong> area.<br />
Mrs. Mirela Kamberi added that, although <strong>the</strong> main focus <strong>of</strong> <strong>the</strong> project is to assess <strong>the</strong> climate<br />
change impacts on ecosystems, cannot leave without attention <strong>the</strong> o<strong>the</strong>r sectors, which have <strong>the</strong>ir<br />
pressure on ecosystems.<br />

Mr. Alfred Mullaj, national expert on Natural Ecosystems‟ presented “Climate change impact<br />
on ecosystems”. He presented <strong>the</strong> main impacts on ecosystems <strong>of</strong> DRMD area from <strong>the</strong><br />
temperature rise, sea level rise, summer drought, etc. He proposed some adaptation measures that<br />
might be applied in <strong>the</strong> ecosystems in <strong>the</strong> Protected Areas, coastal areas and also at lagoons.<br />
These proposed adaptation measures are focused on maintaining and restoring <strong>the</strong> nature <strong>of</strong><br />
ecosystems and also in restoration <strong>of</strong> <strong>the</strong> dunes or plantations <strong>of</strong> native tree species to support <strong>the</strong><br />
biodiversity <strong>of</strong> <strong>the</strong> area.<br />
Mrs. Miriam Ndini, national expert on Hydrology, introduced <strong>the</strong> topic "Impact <strong>of</strong> climate on<br />
water resources". She presented <strong>the</strong> main impacts <strong>of</strong> climate changes on water resources, lagoons<br />
regime and underground water exploitation. Her presentation was focused on <strong>the</strong> impact <strong>of</strong><br />
increased temperature on <strong>the</strong> surface water resources, on <strong>the</strong> sea level rise and on <strong>the</strong> quality <strong>of</strong><br />
<strong>the</strong> underground waters. She presented also <strong>the</strong> impact <strong>of</strong> <strong>the</strong> sea level rise on <strong>the</strong> water<br />
exchange between <strong>the</strong> lagoons and sea.<br />
Mr. Abdulla Diku, national expert on Agriculture, presented <strong>the</strong> topic "Impact <strong>of</strong> climate change<br />
on agriculture”. He presented his findings on impacts <strong>of</strong> climate changes on agriculture. He put<br />
special emphasize on likely reduction <strong>of</strong> water for irrigation and also analyzed <strong>the</strong> impact <strong>of</strong><br />
increased temperature in different crops types‟ production cycle. He recommended also some<br />
adaptation measures that might be applied in this sector.<br />
Mr. Sabri Laçi, national expert on Tourism and Population, presented <strong>the</strong> impact <strong>of</strong> climate<br />
change on tourism and population. He made a short briefing <strong>of</strong> climate change threats <strong>the</strong><br />
livelihood and community is expected to be faced with. Tourist areas inside <strong>the</strong> project area are<br />
particularly threatened owing to aggressive erosion and flooding from <strong>the</strong> sea and river. He<br />
made some recommendation on adaptation measures for <strong>the</strong>se sectors.<br />
Mr. Vangjel Mustaqi, national expert on Monitoring System, presented <strong>the</strong> main goal and<br />
objectives for developing <strong>of</strong> an integrated monitoring program on project area. This monitoring<br />
program will serve to identify <strong>the</strong> climate change impacts on ecosystem, to collect and<br />
disseminate <strong>the</strong> informations on extreme events. The proposed that monitoring system will be<br />
part <strong>of</strong> national monitoring network and presented also two alternatives related to management<br />
<strong>of</strong> monitoring, based on existing local resources and /or national institutions.<br />
Questions and discussions about <strong>the</strong> presentations<br />
Mirela Kamberi: appreciated <strong>the</strong> project team for <strong>the</strong> impressive presentations in terms <strong>of</strong><br />
scientific information provided. Climate change is a new field in Albania and it is necessary to<br />
be familiar with <strong>the</strong> impact/risks in order to take <strong>the</strong> necessary measurements. She opened <strong>the</strong><br />
session <strong>of</strong> questions and discussions.<br />
Questions:<br />
Vath Gabili, Fishery Supervisor in Kurbin, suggested that a special attention is to be paid to<br />
Fushë Kuqe area, as <strong>the</strong> most affected part <strong>of</strong> <strong>the</strong> study area. Frequent flooding from Ishmi and<br />
Droja Rivers, actually very polluted, and are affecting <strong>the</strong> area around. The area <strong>of</strong> Fushë Kuqe<br />
has a different physiognomy from that <strong>of</strong> Kune Vain. This is observed since 1960 by <strong>the</strong><br />

monitoring. There are occupied areas by buildings and <strong>the</strong>refore required to increase staff in <strong>the</strong><br />
municipality to keep <strong>the</strong>m under control.<br />
Ndre Mhillaj - Specialist <strong>of</strong> emergencies at <strong>the</strong> Prefecture <strong>of</strong> Lezha.<br />
I was following with interest <strong>the</strong> presentations and also <strong>the</strong> information broadcasted by different<br />
media on climate changes. Having no experience <strong>of</strong> <strong>the</strong> years 1962 to 2002, <strong>the</strong> way <strong>of</strong> climate<br />
change are two moments that have recently emerged:<br />
1. The ozone hole is moving toward closure.<br />
2. From <strong>the</strong> media learned that in 2014 will begin glaciers.<br />
We are looking far away up to 2100, but are very important to take immediate measures to<br />
protect <strong>the</strong> beach today. What is happening during <strong>the</strong> last years along <strong>the</strong> coastal area is<br />
obvious. Problems we are faced during this year, such as high tides, +80 cm above normal, on 30<br />
December 2010 and 14 January 2011 are extremely important. I am concerned about Shëngjini<br />
coast. There happened a lot <strong>of</strong> changes that have <strong>the</strong>ir impacts on coastal replacement, in<br />
increasing <strong>of</strong> erosion and different changes at lagoons borders. The most important impact is<br />
caused by humans through building a lot <strong>of</strong> different construction, increasing <strong>the</strong> pressure to<br />
ecosystems. The consequences are clearly seen. Is it planned to make any intervention to protect<br />
<strong>the</strong> area? Because <strong>the</strong>re are companies declared interested to interfere with <strong>the</strong> projects in this<br />
area, without taking into consideration <strong>the</strong> deteriorating impact.<br />
Gjovalin Maklaj, Vice Head <strong>of</strong> Municipality Shëngjin, asked what adaptation measures can<br />
take to prevent <strong>the</strong> joint impact <strong>of</strong> aggressive factors, e.g. in January 2010 we were faced with<br />
heavy rainfall and <strong>the</strong> storm surge. Flooding has caused many damages. What adaptation<br />
measures might be implemented?<br />
Gjovalin Gjeloshi, Vice Chairman <strong>of</strong> <strong>the</strong> District <strong>of</strong> Lezha. There are key issues we are<br />
discussing. What I recognize is <strong>the</strong> low presence from <strong>the</strong> Ministry <strong>of</strong> Environment <strong>the</strong> main<br />
stakeholder responsible for <strong>the</strong> environment. We as inhabitants <strong>of</strong> <strong>the</strong> area are very interested to<br />
save and protect <strong>the</strong> beautiful lagoons <strong>of</strong> Lezha, created naturally. Over 150 years <strong>the</strong> Drin River<br />
has flowed toge<strong>the</strong>r with Buna River into <strong>the</strong> sea and <strong>the</strong> lagoon were naturally fed. As <strong>the</strong><br />
natural flow <strong>of</strong> Drini i Lezhës is reduced, because <strong>of</strong> lack <strong>of</strong> sediments aggressive erosion is<br />
present and lagoons are going to disappear. According to a study <strong>of</strong> <strong>the</strong> Albanian Academy <strong>of</strong><br />
Sciences only 1 / 13 <strong>of</strong> flow <strong>of</strong> Drini River is discharging into <strong>the</strong> sea through Drini i Lezhës, <strong>the</strong><br />
rest discharges to Buna River. How can we protect <strong>the</strong> lagoons?<br />
Nihat Dragoti, MMPAU representative, specialist at <strong>the</strong> Directorate <strong>of</strong> Biodiversity., noted that<br />
<strong>the</strong> project was initiated by MMPAU, and MMPAU is responsible do develop <strong>the</strong> policies and<br />
take care <strong>of</strong> <strong>the</strong>ir implementation. But <strong>the</strong> local government is <strong>the</strong> executive body in charge <strong>of</strong><br />
implementation <strong>the</strong> projects and programs.<br />
Andrian Vaso, project expert on restoration, noted with pleasure <strong>the</strong> participation at <strong>the</strong><br />
workshop <strong>of</strong> representatives <strong>of</strong> all levels, from local community and to scientists. He noted that it<br />
is certain that <strong>the</strong>se consequences occurring today will continue in 2010 and later.<br />
The questions are: 1. how can we start to deal now, because experience has shown that <strong>the</strong><br />
measures are taken after <strong>the</strong> occurrence? 2. Our long-term plans should consider <strong>the</strong> risk. Shall<br />
we work to raise <strong>the</strong> national or local awareness?<br />

Answer questions:<br />
Mirela Kamberi. This is why we are here. We're here to discuss and decide toge<strong>the</strong>r which<br />
measures will be taken.<br />
Eglantina Bruci In <strong>the</strong> next session <strong>of</strong> this workshop, we will develop toge<strong>the</strong>r a set <strong>of</strong> measures<br />
and classify as immediate, to be taken during <strong>the</strong> project lifetime 2012, mid-term until 2014, and<br />
long-term until 2050, taking into consideration <strong>the</strong> likely threats. We will consider <strong>the</strong> worst<br />
scenario that projects higher temperature increase and precipitation decrease to assess <strong>the</strong> threats.<br />
But keep in mind that scenarios show <strong>the</strong> trends <strong>of</strong> changes, potential changes. So we should<br />
move on toge<strong>the</strong>r and propose some measures for implementation during <strong>the</strong> lifetime <strong>of</strong> this<br />
project. I think I answer even to <strong>the</strong> Vice Mayor <strong>of</strong> Shëngjini. We will consider as integrated<br />
case (<strong>the</strong> question is what measures are taken when more aggressive factors acting toge<strong>the</strong>r?). So<br />
this project aim to raise <strong>the</strong> local community awareness related to climate change impacts, and<br />
not to restrict <strong>the</strong>ir business.<br />
After that process <strong>the</strong> measures will be prioritized according to <strong>the</strong> criteria that will be presented<br />

will be carried out. At <strong>the</strong> end toge<strong>the</strong>r with local government and MoEFWA will be decided on<br />
implementation.<br />
Rezart Kapedani, REC Albania. He made a suggestion for <strong>the</strong> fisher issues to have in<br />
consideration that <strong>the</strong>re are endangered fish species and <strong>the</strong> lagoon will become a resident‟s<br />
survey. The project required to be greater awareness on climate changes and <strong>the</strong>ir impact on fish<br />
lives and <strong>the</strong>ir natural condition. For <strong>the</strong> ozone hole, he mentioned that it will be closed because<br />
some rules for removing fluorokarboneve since 1980 and <strong>the</strong> measures taken will have <strong>the</strong>ir<br />
impacts on decreasing <strong>of</strong> green gases emission.<br />
Mirela Kamberi. The ozone hole is ano<strong>the</strong>r issue and is treated differently and is beyond <strong>the</strong><br />
scope <strong>of</strong> this workshop. She invited Dr. Robert Key to make his presentation on “Introduction to<br />
<strong>the</strong> results <strong>of</strong> previous risk assessment”.<br />
Robert Kay. He mentioned in his presentation <strong>the</strong> entire path that is passed during <strong>the</strong> risk<br />
assessment process with national team experts and <strong>the</strong> stakeholders <strong>of</strong> <strong>the</strong> project. He highlighted<br />
<strong>the</strong> identification <strong>of</strong> risks and how <strong>the</strong>y are analyzed. The conclusions <strong>of</strong> this analysis are used as<br />
baseline to evaluate <strong>the</strong> level <strong>of</strong> <strong>the</strong> risk. After this step he invited <strong>the</strong> participants to make <strong>the</strong><br />
evaluation process <strong>of</strong> <strong>the</strong> risks again and to add more risks or consequences <strong>of</strong> <strong>the</strong>se risks in <strong>the</strong><br />
risk assessment matrices.<br />

<strong>Second</strong> Session: <strong>Risk</strong> <strong>Assessment</strong><br />
The participants are separated into three groups (Annex 3) to discuss <strong>the</strong> results <strong>of</strong> <strong>the</strong> previous<br />
risk assessment. They are asked to identify o<strong>the</strong>r potential risks taking into account <strong>the</strong><br />
information presented during <strong>the</strong> first session. They are asked also to identify <strong>the</strong> level <strong>of</strong> current<br />
risk and control <strong>of</strong> <strong>the</strong>ir influences on this scale. The results <strong>of</strong> group works <strong>the</strong> participants were<br />
presented in <strong>the</strong> plenary.<br />

The working group on Community is represented by Mr. Sabri Laçi. The work done from this<br />
group was focused on identification <strong>of</strong> risks in tourism, settlement and population. Through<br />
addressing <strong>of</strong> some additional risks (annex 3), such as “damage and decreasing <strong>of</strong> <strong>the</strong> beach”,<br />
“damages <strong>of</strong> o<strong>the</strong>r settlements and economical objects”, etc. and <strong>the</strong>ir consequences, <strong>the</strong>y proved<br />
to be confident with <strong>the</strong> methodology introduced in <strong>the</strong> workshop.<br />
The working group on Hydrology is represented by Mrs. Emirjeta Adhami. The group was<br />
focused on evaluation <strong>of</strong> risks related to hydrology issues. They highlighted <strong>the</strong> construction and<br />
maintenance <strong>of</strong> dikes in <strong>the</strong> river embankments and in <strong>the</strong> wave breakers along <strong>the</strong> coast to<br />
prevent erosion, as <strong>the</strong> most important adaptation measures to be implemented in <strong>the</strong> project<br />
area. They made some proposals on <strong>the</strong> new risks such as “Decreasing <strong>of</strong> <strong>the</strong> river flow”,<br />
“Decreasing <strong>of</strong> underground water level”, “Increasing <strong>of</strong> <strong>the</strong> wells number for water supply” that<br />
might be <strong>of</strong> priority in <strong>the</strong> area.<br />
The working group on Ecosystem is represented by Mr. Andrian Vaso. He mentioned <strong>the</strong><br />
methodology used by <strong>the</strong> participants and <strong>the</strong>ir intention was focused on <strong>the</strong> risks assessment on<br />
<strong>the</strong> ecosystems, as natural as agricultural, such as “Displacement <strong>of</strong> dunes”, “Increasing <strong>of</strong> <strong>the</strong><br />
erosion”, “Reduced recreational amenity”, “Flooding/damage <strong>the</strong> hydro technical infrastructure”,<br />
“Increased salt water intrusion”. The actions for <strong>the</strong>se identified risks were proposed by <strong>the</strong><br />
community to be priority as adaptation measures on ecosystems‟ <strong>of</strong> PA.<br />
Robert Kay Has appreciated <strong>the</strong> fantastic feedback given by <strong>the</strong> three groups. Each group has<br />
done a good work to understand and develop <strong>the</strong> risk assessment procedure. Each group has<br />
identified new risks and <strong>the</strong>y will be included in <strong>the</strong> adaptation plan. We will continue in this<br />
way with group discussions related to <strong>the</strong> adaptation plan.<br />
Session Three - Adaptation Plan<br />
Robert Kay made <strong>the</strong> presentation "Introduction to adaptation plan”. He mentioned <strong>the</strong><br />
identification <strong>of</strong> two primary categories <strong>of</strong> adaptation:<br />
1. Actions that build adaptive capacity (BAC)<br />
a. Create information and systems needed as a foundation for delivering adaptation<br />
actions<br />
2. Delivery adaptive action (DAA)<br />
a. Actions that reduce vulnerability, prevent effects <strong>of</strong> exploit opportunities<br />
The first category includes creating information through research, data collection and<br />
monitoring, awareness rising; supporting social system through organizational development,<br />
working in partnership, institutions and supportive governance through regulations, legislation<br />
and guidance.<br />
The second category included <strong>of</strong>fset loss by sharing or spreading risks or losses, preventing<br />
effects or decreasing risks and exploit positive opportunities. (Annex 4)<br />

Also he elaborated <strong>the</strong> way <strong>of</strong> <strong>the</strong> thinking for <strong>the</strong> adaptation plan. The participants should<br />
understand <strong>the</strong> methodology and propose <strong>the</strong> correct measures in <strong>the</strong> right place, by answering<br />
<strong>the</strong> below questions:<br />

This practice was very useful for <strong>the</strong> participants to understand <strong>the</strong> methodology and improve <strong>the</strong><br />
content <strong>of</strong> <strong>the</strong> adaptation toolkit and to also manage <strong>the</strong> drafting <strong>of</strong> adaptation plan during<br />
workshop time.<br />
Eglantina Bruci and Emirjeta Adhami made clarifications on <strong>the</strong> details <strong>of</strong> <strong>the</strong> group work.<br />
The participants had to review and upgrade <strong>the</strong> list <strong>of</strong> measures in <strong>the</strong> adaptation toolkit. The<br />
actions and measures that could be added to adaptation measures toolkit were introduced.<br />
The group work was led by national team experts <strong>of</strong> <strong>the</strong> project. The results <strong>of</strong> this work are<br />
presented by Sabri Laçi (group on Community), Miriam Ndini (group on Hydrology), Andrian<br />
Vaso, Abdulla Diku and Rezart Kapedani (group on Ecosystem).<br />
All groups have suggested some additional measures and actions to be incorporated in <strong>the</strong><br />
adaptation toolkit. (In annex 5 is presented <strong>the</strong> frame that is completed during this session from<br />
<strong>the</strong> participants).<br />
Eglantina Bruci highly appreciated <strong>the</strong> active participation and <strong>the</strong> hard work done during <strong>the</strong><br />
first day. Then she explained <strong>the</strong> steps to be taken during <strong>the</strong> second day <strong>of</strong> <strong>the</strong> workshop.<br />
The second day, May 25, 2010<br />
Fourth session (following <strong>the</strong> third session, <strong>the</strong> plan's adoption)<br />
Robert Kay made a wrap-up <strong>of</strong> <strong>the</strong> work performed during <strong>the</strong> first day, reevaluating <strong>the</strong><br />
contribution <strong>of</strong> participants in upgrading <strong>the</strong> adaptation toolkit, as a basis for <strong>the</strong> fur<strong>the</strong>r work in<br />
developing <strong>the</strong> adaptation plan. After that he explained <strong>the</strong> steps to develop <strong>the</strong> adaptation plan<br />
and explained <strong>the</strong> content <strong>of</strong> <strong>the</strong> printed material, distributed to participants for <strong>the</strong> work in<br />
groups, to be used in formulation <strong>of</strong> <strong>the</strong> adaptation plan.<br />
The workshop continued with work in <strong>the</strong> same groups by proposing key actions according to<br />

Fifth session (following <strong>the</strong> fourth session, plan adaptation)<br />
Continued work in groups to plan adaptation. Each group reported its findings.<br />
First presentation was done by Elona Pojani, community group with participants from Shënkoll<br />
Commune. She reported that three first risks were discussed on <strong>the</strong> basis <strong>of</strong> criteria established.<br />
She reported <strong>the</strong> steps followed to score each <strong>of</strong> <strong>the</strong> actions according to <strong>the</strong> criteria.<br />
<strong>Second</strong> presentation was done by Mrs. Miriam Ndini, hydrology group, Fushë Kuqe Commune.<br />
She reported that <strong>the</strong>y have also incorporated an additional risk, and settled all adaptation<br />
actions. She mentioned that all members <strong>of</strong> <strong>the</strong> group were able to fill out <strong>the</strong> criteria up to <strong>the</strong><br />
end. After reporting <strong>the</strong> work done, <strong>the</strong> group reporter mentioned that <strong>the</strong> participants have<br />
understood very well <strong>the</strong> technique and used <strong>the</strong> information collected during <strong>the</strong> workshop<br />
successfully.<br />
Third presentation was done firstly by Mr. Abdulla Diku, ecosystem group (Shëngjini<br />
Commune).<br />
A new element, that <strong>of</strong> incorporation <strong>of</strong> climate change issues into <strong>the</strong> education system<br />
curricula for, was added. UNDP and MoFWA should work in this direction. The phenological<br />
monitoring was added in <strong>the</strong> monitoring program and is rated with a high score, 17 points. So,<br />
<strong>the</strong> group evaluated <strong>the</strong> monitoring as one <strong>of</strong> <strong>the</strong> most important measures for <strong>the</strong> risk<br />
identification and climate adaptation. There were also added some o<strong>the</strong>r measures/actions like<br />
<strong>the</strong> increasing <strong>of</strong> investment on native species, building communication chanels between lagoon<br />
and <strong>the</strong> sea, distribution <strong>of</strong> information about endangered species, using <strong>of</strong> certified biomaterials<br />
as herbicides, on anti-freezing measures in lagoons, etc.<br />
Mr. Nikolin Ujka, member <strong>of</strong> this group, continued <strong>the</strong> discussion. He agreed all <strong>the</strong> discussion<br />
between <strong>the</strong> group and he reported that <strong>the</strong>y have stayed at <strong>the</strong> same point in <strong>the</strong>ir discussion but<br />
focused on who runs <strong>the</strong> partnership. According to reporting <strong>the</strong> used method was found very<br />
interesting, and it is focused on central and <strong>the</strong>n on local government. UNDP and<br />
nongovernmental organizations have to play <strong>the</strong>ir own role in adaptation action.<br />
The third presentation <strong>of</strong> <strong>the</strong> ecosystems group was done by Mr. Rezart Kapedani (REC). The<br />
reporter noticed that in environmental issues related to “increasing <strong>the</strong> habitats” <strong>the</strong>y added<br />
MMPAU, Local government and REA as responsible bodies. He made clarification to complete<br />
<strong>the</strong> "search for alternative tourism" that explained <strong>the</strong> placement <strong>of</strong> points such as <strong>the</strong> budget. He<br />
stressed <strong>the</strong> need to increase <strong>the</strong> number <strong>of</strong> points on <strong>the</strong> “budget” criteria for <strong>the</strong> "fragmentation<br />
<strong>of</strong> habitats” risk.<br />

different areas that is a function <strong>of</strong> ecosystems, supporting efficient irrigation, do not open wells<br />
in an uncontrolled manner and monitoring.<br />
Mr. Gjok Bici noted that it be more effective to increase <strong>the</strong> awareness <strong>of</strong> <strong>the</strong> local community,<br />
through involving <strong>the</strong> schoolchildren. That will enable to raise <strong>the</strong> concern to adapt to current<br />
climate impact and change to each family. Recently climate change is part <strong>of</strong> curricula, but it is<br />
very weak information and it needs to be upgraded, even with examples from our area.<br />
Closing <strong>the</strong> second day <strong>of</strong> <strong>the</strong> workshop<br />
Robert Kay. We encouraged you that each work group worked to assess <strong>the</strong> criteria. In order<br />
rate, each criterion has its place. This is <strong>the</strong> start <strong>of</strong> work and it will be part <strong>of</strong> <strong>the</strong> next steps to<br />
finalize <strong>the</strong> strategic adaptation plan for <strong>the</strong> DMRD area. He thanked all <strong>the</strong> participants for <strong>the</strong><br />
work done. The three groups have worked very well.<br />
Eglantina Bruci, thanked <strong>the</strong> participants for <strong>the</strong> hard work done, by improving in an impressive<br />
way what was done previously. She noted that with this workshop, we started to work and will<br />
elaborate all <strong>the</strong> topics <strong>of</strong> adaptation plan for each Commune. We will come and meet you at<br />
your <strong>of</strong>fices to complete <strong>the</strong> adaptation plan, by working closely with different experts and<br />
interested people in communes. We will identify priority cases and <strong>the</strong>n follow ano<strong>the</strong>r stage: <strong>the</strong><br />
cost calculations, cost benefit analysis up to <strong>the</strong> implementation <strong>of</strong> some measures, if possible<br />
with existing project. It's impressive work done by groups, thank you all. She addressed her<br />
thanks to <strong>the</strong> UNDP Climate Change Programme members, Robert Kay, <strong>the</strong> translator that<br />
translated in very pr<strong>of</strong>essional way, <strong>the</strong> project management and <strong>the</strong> expert team.<br />
