“Identification and implementation of adaptation response measures in Drini- Mati River Deltas” Project
1. Context and Objectives
Context
Albania is highly affected from climate changes. Evidences from the last decades show an
increasing variability with an upwards trend in temperatures, sea level rise and decline in
precipitation. Drini –Mati River Deltas (DRMD) of the Adriatic coast, which harbors
biodiversity values of global and national significance, is identified as of high vulnerability to the
current and expected climate change impacts associated with significant potential ecological and
socio-economic consequences. Intensified floods, inundation and longer submersion due to
coastal erosion, sea water intrusion and salinization have affected life cycle of species and pose
risks of habitat loss and fragmentation. The high vulnerability of the DMRD, combined with the
likelihood of significant adverse impacts on the preservation of globally significant biodiversity,
indicates an urgent need to take into account the impacts of climate change into all future actions
aimed at promoting sustainable development of this area.
In framework of output 1 of the project, to build capacities to monitor and respond to anticipated
climate change impacts in the DMRD at the institutional and community levels, the workshop
“Risk Assessment of climate change in DMRD area” is held on 24-25 May 2010 at Hotel
“SEBASTIANO”, Lezha.
The workshop has built on a series of workshops and capacity raising activities undertaken in
partnership with the local community and stakeholders. The focus is on identifying the impact of
climate variation and its extremes on the ecosystems and economic sectors in the project site and
the Lezha Region and developing adaptation strategies to address the identified impacts. The
draft findings of the risk assessment and adaptation planning exercise is presented for
stakeholder input and validation, thus providing a pathway for further analysis of adaptation
options leading to the implementation of adaptation measures.
In workshop are introduced the expected climate change scenarios, their impact on different
economical sectors (biodiversity, agriculture, tourism and water resources) and presentation of
the monitoring system. Through open discussions in working groups are proposed some potential
adaptation measures to respond to the anticipated climate change impacts in the DMRD
By the end of the workshop, participants have understood the basic principles of adaptation to
climate changes, including the notion of prioritization and decision maker on development
plans/programmes. They have appreciated the details of appraising specific environmental
investments including climate change adaptations.
Dr. Robert Kay, the international consultant, has introduced the adaptation toolkit and the
methodology to evaluate/prioritize the measures to be applied to adapt to climate change for
Drini-Mati River Deltas area.
The workshop was facilitated by the UNDP Climate Change Programme.
Mr. Bardh Rica on behalf of Lezha Regional Council, expressed his acknowledgement for
UNDP CO and Climate Change Programme that have selected the Lezha area to implement the
very first project on adaptation to climate change, focused in the most vulnerable part of county.
He mentioned that the region is facing with impacts of climate extremes more frequently the last
years, so that climate change cannot be considered something that will happen far in the future.
We need to be prepared to take even now the necessary measures to prevent the damages from
flooding, heavy precipitations, erosion, drought, etc. Even underground water resources are at
risk from climate change. We feel privileged to have such a project running in our region. Let
discuss together to better identify the threats and adaptation opportunities.
“Identification and implementation of adaptation response measures in Drini- Mati River Deltas” Project
Mrs. Eglantina Bruci presented Workshop strategy. Project "Identification and implementation
of adaptation measures in the Drini - Mat River Deltas”, with this workshop passes in a new
phase. Unlike other workshops related to current climate impact, in this one, the project team
will present the findings of future climate impact/risks on ecosystems and the social-economic
sectors in the area, identified in consultation with local experts during site visits. Climate
scenarios are developed specifically for the project area through running global IPCC Scenarios
and further downscaling for different time horizons, up to 100 years ahead. During this workshop
is expected to propose and discuss together a list of measures and actions for climate change
adaptation. In addition, the monitoring program and schema, designed for the protected area will
be presented. The need for monitoring is continuously noted in previous workshops in Lezha and
communes last year. This system will give the important information about climate changes in
the area and especially in the Protected Area of Kune – Vain and Patoku – Fushë Kuqe. Also
through this system is expected to realize real time weather forecasting and warning. Then we
will pass in the second section of the first day, working in groups to assess risk and propose the
adaptation measures. Each Commune will cover one of the topics: related to impact on
population, ecosystems, and hydrology issues to assess the climate risks, the consequences and
adaptation measures.
Firstly, we will assess the main risks in each Commune. In previous risk workshops, held on last
September, we have identified some potential risks, and now we want to discuss this more in
depth. Your experience will support the work for proposal of the required measures. After this
we will prepare the adaptation plans, prioritize the adaptation measures and draft the regional
development plan.
This workshop is the beginning of work to develop adaptation plans according to communes. For
participants of Shëngjini Commune is proposed to evaluate the risks on ecosystems, as the Kune-
Vain lagoon are located there, those from Shënkoll Commune will evaluate the risks on
population, while the Fushë Kuqe Commune on the hydrology field. Each of the working groups
will work together with the national experts of project. After this workshop, the management
group and project experts will visit every Commune and will work to develop together the
adaptation plans considering all the topics.
Wishing a successful work, let's start.
Mrs. Mirela Kamberi, we can start with the findings from studies done by project experts. They
will give us the required expertise to further proceed.
Presentations
Mrs. Liri Muçaj, climate expert, gave a summary of the Climate Change scenarios, developed
for the area. She noted that an increasing trend in temperature and sea level, and a decrease in
precipitation are expected. She also elaborated the likely changes in some other climatic indices,
deriving from changes in temperature and precipitation patterns that will impact on ecosystems,
economical sectors and livelihood on the area.
Mrs. Mirela Kamberi added that, although the main focus of the project is to assess the climate
change impacts on ecosystems, cannot leave without attention the other sectors, which have their
pressure on ecosystems.
“Identification and implementation of adaptation response measures in Drini- Mati River Deltas” Project
Mr. Alfred Mullaj, national expert on Natural Ecosystems‟ presented “Climate change impact
on ecosystems”. He presented the main impacts on ecosystems of DRMD area from the
temperature rise, sea level rise, summer drought, etc. He proposed some adaptation measures that
might be applied in the ecosystems in the Protected Areas, coastal areas and also at lagoons.
These proposed adaptation measures are focused on maintaining and restoring the nature of
ecosystems and also in restoration of the dunes or plantations of native tree species to support the
biodiversity of the area.
Mrs. Miriam Ndini, national expert on Hydrology, introduced the topic "Impact of climate on
water resources". She presented the main impacts of climate changes on water resources, lagoons
regime and underground water exploitation. Her presentation was focused on the impact of
increased temperature on the surface water resources, on the sea level rise and on the quality of
the underground waters. She presented also the impact of the sea level rise on the water
exchange between the lagoons and sea.
Mr. Abdulla Diku, national expert on Agriculture, presented the topic "Impact of climate change
on agriculture”. He presented his findings on impacts of climate changes on agriculture. He put
special emphasize on likely reduction of water for irrigation and also analyzed the impact of
increased temperature in different crops types‟ production cycle. He recommended also some
adaptation measures that might be applied in this sector.
Mr. Sabri Laçi, national expert on Tourism and Population, presented the impact of climate
change on tourism and population. He made a short briefing of climate change threats the
livelihood and community is expected to be faced with. Tourist areas inside the project area are
particularly threatened owing to aggressive erosion and flooding from the sea and river. He
made some recommendation on adaptation measures for these sectors.
Mr. Vangjel Mustaqi, national expert on Monitoring System, presented the main goal and
objectives for developing of an integrated monitoring program on project area. This monitoring
program will serve to identify the climate change impacts on ecosystem, to collect and
disseminate the informations on extreme events. The proposed that monitoring system will be
part of national monitoring network and presented also two alternatives related to management
of monitoring, based on existing local resources and /or national institutions.
Questions and discussions about the presentations
Mirela Kamberi: appreciated the project team for the impressive presentations in terms of
scientific information provided. Climate change is a new field in Albania and it is necessary to
be familiar with the impact/risks in order to take the necessary measurements. She opened the
session of questions and discussions.
Questions:
Vath Gabili, Fishery Supervisor in Kurbin, suggested that a special attention is to be paid to
Fushë Kuqe area, as the most affected part of the study area. Frequent flooding from Ishmi and
Droja Rivers, actually very polluted, and are affecting the area around. The area of Fushë Kuqe
has a different physiognomy from that of Kune Vain. This is observed since 1960 by the
monitoring. There are occupied areas by buildings and therefore required to increase staff in the
municipality to keep them under control.
Ndre Mhillaj - Specialist of emergencies at the Prefecture of Lezha.
I was following with interest the presentations and also the information broadcasted by different
media on climate changes. Having no experience of the years 1962 to 2002, the way of climate
change are two moments that have recently emerged:
1. The ozone hole is moving toward closure.
2. From the media learned that in 2014 will begin glaciers.
We are looking far away up to 2100, but are very important to take immediate measures to
protect the beach today. What is happening during the last years along the coastal area is
obvious. Problems we are faced during this year, such as high tides, +80 cm above normal, on 30
December 2010 and 14 January 2011 are extremely important. I am concerned about Shëngjini
coast. There happened a lot of changes that have their impacts on coastal replacement, in
increasing of erosion and different changes at lagoons borders. The most important impact is
caused by humans through building a lot of different construction, increasing the pressure to
ecosystems. The consequences are clearly seen. Is it planned to make any intervention to protect
the area? Because there are companies declared interested to interfere with the projects in this
area, without taking into consideration the deteriorating impact.
Gjovalin Maklaj, Vice Head of Municipality Shëngjin, asked what adaptation measures can
take to prevent the joint impact of aggressive factors, e.g. in January 2010 we were faced with
heavy rainfall and the storm surge. Flooding has caused many damages. What adaptation
measures might be implemented?
Gjovalin Gjeloshi, Vice Chairman of the District of Lezha. There are key issues we are
discussing. What I recognize is the low presence from the Ministry of Environment the main
stakeholder responsible for the environment. We as inhabitants of the area are very interested to
save and protect the beautiful lagoons of Lezha, created naturally. Over 150 years the Drin River
has flowed together with Buna River into the sea and the lagoon were naturally fed. As the
natural flow of Drini i Lezhës is reduced, because of lack of sediments aggressive erosion is
present and lagoons are going to disappear. According to a study of the Albanian Academy of
Sciences only 1 / 13 of flow of Drini River is discharging into the sea through Drini i Lezhës, the
rest discharges to Buna River. How can we protect the lagoons?
Nihat Dragoti, MMPAU representative, specialist at the Directorate of Biodiversity., noted that
the project was initiated by MMPAU, and MMPAU is responsible do develop the policies and
take care of their implementation. But the local government is the executive body in charge of
implementation the projects and programs.
Andrian Vaso, project expert on restoration, noted with pleasure the participation at the
workshop of representatives of all levels, from local community and to scientists. He noted that it
is certain that these consequences occurring today will continue in 2010 and later.
The questions are: 1. how can we start to deal now, because experience has shown that the
measures are taken after the occurrence? 2. Our long-term plans should consider the risk. Shall
we work to raise the national or local awareness?
“Identification and implementation of adaptation response measures in Drini- Mati River Deltas” Project
Answer questions:
Mirela Kamberi. This is why we are here. We're here to discuss and decide together which
measures will be taken.
Eglantina Bruci In the next session of this workshop, we will develop together a set of measures
and classify as immediate, to be taken during the project lifetime 2012, mid-term until 2014, and
long-term until 2050, taking into consideration the likely threats. We will consider the worst
scenario that projects higher temperature increase and precipitation decrease to assess the threats.
But keep in mind that scenarios show the trends of changes, potential changes. So we should
move on together and propose some measures for implementation during the lifetime of this
project. I think I answer even to the Vice Mayor of Shëngjini. We will consider as integrated
case (the question is what measures are taken when more aggressive factors acting together?). So
this project aim to raise the local community awareness related to climate change impacts, and
not to restrict their business.
After that process the measures will be prioritized according to the criteria that will be presented
and discussed together. For the measures that get the highest score, the cost and benefit analysis
will be carried out. At the end together with local government and MoEFWA will be decided on
implementation.
Rezart Kapedani, REC Albania. He made a suggestion for the fisher issues to have in
consideration that there are endangered fish species and the lagoon will become a resident‟s
survey. The project required to be greater awareness on climate changes and their impact on fish
lives and their natural condition. For the ozone hole, he mentioned that it will be closed because
some rules for removing fluorokarboneve since 1980 and the measures taken will have their
impacts on decreasing of green gases emission.
Mirela Kamberi. The ozone hole is another issue and is treated differently and is beyond the
scope of this workshop. She invited Dr. Robert Key to make his presentation on “Introduction to
the results of previous risk assessment”.
Robert Kay. He mentioned in his presentation the entire path that is passed during the risk
assessment process with national team experts and the stakeholders of the project. He highlighted
the identification of risks and how they are analyzed. The conclusions of this analysis are used as
baseline to evaluate the level of the risk. After this step he invited the participants to make the
evaluation process of the risks again and to add more risks or consequences of these risks in the
risk assessment matrices.
(Lunch)
Second Session: Risk Assessment
The participants are separated into three groups (Annex 3) to discuss the results of the previous
risk assessment. They are asked to identify other potential risks taking into account the
information presented during the first session. They are asked also to identify the level of current
risk and control of their influences on this scale. The results of group works the participants were
presented in the plenary.
“Identification and implementation of adaptation response measures in Drini- Mati River Deltas” Project
The working group on Community is represented by Mr. Sabri Laçi. The work done from this
group was focused on identification of risks in tourism, settlement and population. Through
addressing of some additional risks (annex 3), such as “damage and decreasing of the beach”,
“damages of other settlements and economical objects”, etc. and their consequences, they proved
to be confident with the methodology introduced in the workshop.
The working group on Hydrology is represented by Mrs. Emirjeta Adhami. The group was
focused on evaluation of risks related to hydrology issues. They highlighted the construction and
maintenance of dikes in the river embankments and in the wave breakers along the coast to
prevent erosion, as the most important adaptation measures to be implemented in the project
area. They made some proposals on the new risks such as “Decreasing of the river flow”,
“Decreasing of underground water level”, “Increasing of the wells number for water supply” that
might be of priority in the area.
The working group on Ecosystem is represented by Mr. Andrian Vaso. He mentioned the
methodology used by the participants and their intention was focused on the risks assessment on
the ecosystems, as natural as agricultural, such as “Displacement of dunes”, “Increasing of the
erosion”, “Reduced recreational amenity”, “Flooding/damage the hydro technical infrastructure”,
“Increased salt water intrusion”. The actions for these identified risks were proposed by the
community to be priority as adaptation measures on ecosystems‟ of PA.
Robert Kay Has appreciated the fantastic feedback given by the three groups. Each group has
done a good work to understand and develop the risk assessment procedure. Each group has
identified new risks and they will be included in the adaptation plan. We will continue in this
way with group discussions related to the adaptation plan.
Session Three - Adaptation Plan
Robert Kay made the presentation "Introduction to adaptation plan”. He mentioned the
identification of two primary categories of adaptation:
1. Actions that build adaptive capacity (BAC)
a. Create information and systems needed as a foundation for delivering adaptation
actions
2. Delivery adaptive action (DAA)
a. Actions that reduce vulnerability, prevent effects of exploit opportunities
The first category includes creating information through research, data collection and
monitoring, awareness rising; supporting social system through organizational development,
working in partnership, institutions and supportive governance through regulations, legislation
and guidance.
The second category included offset loss by sharing or spreading risks or losses, preventing
effects or decreasing risks and exploit positive opportunities. (Annex 4)
“Identification and implementation of adaptation response measures in Drini- Mati River Deltas” Project
Also he elaborated the way of the thinking for the adaptation plan. The participants should
understand the methodology and propose the correct measures in the right place, by answering
the below questions:
How will the selected adaptation options be implemented?
When? – Define timeframes for implementation
By whom? – Roles and responsibilities
In what order? – Prioritize with multi-criteria
The adaptation plan will be implemented through:
Review adaptation toolkit
Review example adaptation measures
Work through adaptation plan
This practice was very useful for the participants to understand the methodology and improve the
content of the adaptation toolkit and to also manage the drafting of adaptation plan during
workshop time.
Eglantina Bruci and Emirjeta Adhami made clarifications on the details of the group work.
The participants had to review and upgrade the list of measures in the adaptation toolkit. The
actions and measures that could be added to adaptation measures toolkit were introduced.
The group work was led by national team experts of the project. The results of this work are
presented by Sabri Laçi (group on Community), Miriam Ndini (group on Hydrology), Andrian
Vaso, Abdulla Diku and Rezart Kapedani (group on Ecosystem).
All groups have suggested some additional measures and actions to be incorporated in the
adaptation toolkit. (In annex 5 is presented the frame that is completed during this session from
the participants).
Eglantina Bruci highly appreciated the active participation and the hard work done during the
first day. Then she explained the steps to be taken during the second day of the workshop.
The second day, May 25, 2010
Fourth session (following the third session, the plan's adoption)
Robert Kay made a wrap-up of the work performed during the first day, reevaluating the
contribution of participants in upgrading the adaptation toolkit, as a basis for the further work in
developing the adaptation plan. After that he explained the steps to develop the adaptation plan
and explained the content of the printed material, distributed to participants for the work in
groups, to be used in formulation of the adaptation plan.
The workshop continued with work in the same groups by proposing key actions according to
each commune, their prioritization according to criteria for assessing adaptation actions, guide to
Fifth session (following the fourth session, plan adaptation)
Continued work in groups to plan adaptation. Each group reported its findings.
First presentation was done by Elona Pojani, community group with participants from Shënkoll
Commune. She reported that three first risks were discussed on the basis of criteria established.
She reported the steps followed to score each of the actions according to the criteria.
Second presentation was done by Mrs. Miriam Ndini, hydrology group, Fushë Kuqe Commune.
She reported that they have also incorporated an additional risk, and settled all adaptation
actions. She mentioned that all members of the group were able to fill out the criteria up to the
end. After reporting the work done, the group reporter mentioned that the participants have
understood very well the technique and used the information collected during the workshop
successfully.
Third presentation was done firstly by Mr. Abdulla Diku, ecosystem group (Shëngjini
Commune).
A new element, that of incorporation of climate change issues into the education system
curricula for, was added. UNDP and MoFWA should work in this direction. The phenological
monitoring was added in the monitoring program and is rated with a high score, 17 points. So,
the group evaluated the monitoring as one of the most important measures for the risk
identification and climate adaptation. There were also added some other measures/actions like
the increasing of investment on native species, building communication chanels between lagoon
and the sea, distribution of information about endangered species, using of certified biomaterials
as herbicides, on anti-freezing measures in lagoons, etc.
Mr. Nikolin Ujka, member of this group, continued the discussion. He agreed all the discussion
between the group and he reported that they have stayed at the same point in their discussion but
focused on who runs the partnership. According to reporting the used method was found very
interesting, and it is focused on central and then on local government. UNDP and
nongovernmental organizations have to play their own role in adaptation action.
The third presentation of the ecosystems group was done by Mr. Rezart Kapedani (REC). The
reporter noticed that in environmental issues related to “increasing the habitats” they added
MMPAU, Local government and REA as responsible bodies. He made clarification to complete
the "search for alternative tourism" that explained the placement of points such as the budget. He
stressed the need to increase the number of points on the “budget” criteria for the "fragmentation
of habitats” risk.
Mr. Abdulla Diku made some clarification on the topics: stimulating organic farming in
different areas that is a function of ecosystems, supporting efficient irrigation, do not open wells
in an uncontrolled manner and monitoring.
Mr. Gjok Bici noted that it be more effective to increase the awareness of the local community,
through involving the schoolchildren. That will enable to raise the concern to adapt to current
climate impact and change to each family. Recently climate change is part of curricula, but it is
very weak information and it needs to be upgraded, even with examples from our area.
Closing the second day of the workshop
Robert Kay. We encouraged you that each work group worked to assess the criteria. In order
rate, each criterion has its place. This is the start of work and it will be part of the next steps to
finalize the strategic adaptation plan for the DMRD area. He thanked all the participants for the
work done. The three groups have worked very well.
Eglantina Bruci, thanked the participants for the hard work done, by improving in an impressive
way what was done previously. She noted that with this workshop, we started to work and will
elaborate all the topics of adaptation plan for each Commune. We will come and meet you at
your offices to complete the adaptation plan, by working closely with different experts and
interested people in communes. We will identify priority cases and then follow another stage: the
cost calculations, cost benefit analysis up to the implementation of some measures, if possible
with existing project. It's impressive work done by groups, thank you all. She addressed her
thanks to the UNDP Climate Change Programme members, Robert Kay, the translator that
translated in very professional way, the project management and the expert team.
