News Updates 

The design plan for Salyards Middle School in Fairfield includes 

40 classrooms, nine science labs and two gymnasiums. 

Cy-Fair ISD plans new campuses 

Cy-Fair ISD is in the midst of constructing a 

new environmentally friendly middle school, 

Salyards Middle School, in the Fairfield community 

to accommodate for an increase in student 

enrollment. 

The new school is designed to serve 1,568 students 

in grades 6–8, and it will provide enrollment 

relief to Aragon, Goodson, Hamilton and 

Spillane middle schools. CFISD funded the approximately 

$30.3 million campus through its 

2007 bond. 

Construction of the 244,418-square-foot, 

three-story school building is on schedule, said 

Roy Sprague, CFISD assistant superintendent of 

facilities and construction. He said the school 

will open in August. The campus includes 40 

classrooms, nine science labs, two gymnasiums, 

a cafeteria, a stage and a football field. 

CFISD is using a new design prototype for 

Salyards that is meant to increase student performance 

as well as the school’s energy efficiency. 

The design includes elements such as solar-powered 

fans and the use of natural daylight. The district 

also said the campus can be used as a technology 

and environmental teaching tool. 

In addition to Salyards, CFISD has plans for 

10 additional schools with its 2007 bond funds. 

However, due to funding constraints, all of the 

schools’ construction dates have been pushed 

back. According to the most recent funding 

schedule, the next school CFISD will build is an 

elementary school in Bridgeland, and it is scheduled 

to open in 2013.

The Texas Commission on Environmental Quality runs an air quality 

measuring device that measures ozone at Dyess Park. 

EPA’s ozone decision still pending 

After several delays, the U.S. Environmental 

Protection Agency said it will set the new federal 

ozone standard no later than July 29. 

The current federal standard for ozone—a 

ground-level toxin that is hazardous to human 

health—is 75 parts per billion, or ppb. This means 

for every one billion molecules of air, there can be 

75 parts of ozone. Due to public health concerns, 

the EPA decided to re-evaluate the level in January 

2009 and proposed tightening it to between 

60 and 70 ppb. 

“In order to ensure that the standard finally 

decided on will be fully supported by all of the 

scientific evidence, the agency has decided to reexamine 

its proposal and has delayed the decision 

once more,” said Dave Bary, spokesman for 

the regional EPA office. 

Bary said at the time of the final announcement, 

the EPA will implement the timeline for 

reaching attainment in areas which do not meet 

the new standard—Houston’s current ozone levels 

are at 84 ppb, which makes it a nonattainment 

area. 

Elena Craft, health scientist for the Houston 

region with the Environmental Defense Fund, 

said once the EPA makes its final announcement, 

there are a couple of next steps for the area, including 

the management of road congestion. 

“Houston is a metro area that is growing faster 

than quite a lot of areas around the nation,” she 

said. “The influx in number of people and vehicles 

will contribute to air pollution in the region. 

Congestion is going to play a much larger role 

than it ever has before.”

will have two direct connectors linking Hwy. 290 and I-10. 

Hwy. 290 construction begins 

A range of construction projects designed to 

ease traffic congestion on Hwy. 290 are expected 

to break ground this summer, according to 

Mike Zientek, senior public involvement representative 

for the US 290 program. 

In April, the Texas Department of Transportation 

and the Metropolitan Transit Authority 

of Harris County began construction on new 

diamond lanes on Hwy. 290 between Eldridge 

Parkway and Skinner Road. The diamond lanes 

are for vehicles with two or more passengers. 

They will not have barriers and will be open to 

the public all day, every day. 

METRO is funding the $514,000 project, 

which will be complete by mid-summer. 

Also during the summer, TxDOT will begin 

construction on frontage roads and entrance- 

and exit-ramp improvements near the intersection 

of Hwy. 290 and the 610 Loop. In addition, 

TxDOT will begin building drill shafts and columns 

for a direct connector from southbound 

Hwy. 290 to I-10 in late summer or fall. 

The first frontage road construction is scheduled 

on both sides of the 610 Loop between 

West T.C. Jester and Ella Boulevard and on the 

southbound side of Hwy. 290 on 34th Street . 

Zientek said the improvements at the Hwy. 

290 and 610 Loop—including two direct connectors 

from Hwy. 290 to I-10 —cost approximately 

$710 million and are expected to be 

complete by 2016. The project is funded by 

proposition 12 and 14 bond money. However, 

about $260 million in funding for a segment of 

the project still needs to be identified.

11 Grand Parkway Segment E 

In April, TxDOT identified funding for 

Segment E of the Grand Parkway, a 

third loop around Houston. The design 

for Segment E, which is between I-10 

and Hwy. 290, includes four direct 

connectors to Hwy. 290 and four direct 

connectors to I-10. TxDOT expects to 

begin construction on various parts of 

Segment E in late summer or early fall 

2010. Construction is expected to take 

approximately 28 months.

Cost: Approximately $425 million
