Senior Civil Service Competency Framework<br />

Th<strong>is</strong> framework sets out key attributes that have been identified by Civil Service Corporate<br />

Management as required for the Senior Civil Service (SCS). <strong>The</strong>re are six main sets <strong>of</strong> competences,<br />

each with a series <strong>of</strong> related behaviours. <strong>The</strong> competencies are as follows: Giving purpose and<br />

direction, Making a personal impact, Thinking strategically, Getting the best from people, Learning and<br />

improving, and Focusing on delivery.<br />

Defence <strong>Leadership</strong> Centre Helix Model<br />

<strong>The</strong> <strong>Leadership</strong> Helix Model has been recently developed by the Defence <strong>Leadership</strong> Centre to act as<br />

a bas<strong>is</strong> for the development <strong>of</strong> leadership attributes in the armed forces. It compr<strong>is</strong>es 9 qualities:<br />

integrity, v<strong>is</strong>ion, communication, pr<strong>of</strong>essional knowledge, dec<strong>is</strong>ion making, innovation, focussed on<br />

development, humility and an unspecified quality entitled “?”.<br />

EO for Local Government – Compendium <strong>of</strong> Competencies<br />

<strong>The</strong> Employers' Organ<strong>is</strong>ation for local government's (EO) role <strong>is</strong> to help councils achieve the high<br />

standards <strong>of</strong> people management needed to ensure the continuous improvement <strong>of</strong> services. <strong>The</strong>ir<br />

website includes a compendium <strong>of</strong> leadership competencies developed by and/or used by local<br />

authorities across the UK. <strong>The</strong>se have been classified into 20 different categories, including: Change,<br />

Communication, Corporate Focus, Customer Focus, Dec<strong>is</strong>ion Making, Equality and Diversity, Focus<br />

on Results, Impact and Influence, Information Management, Integrity, Leading People, Partnerships,<br />

Personal Management and Drive, Political Awareness, Project and Process Management, Resource<br />

NHS <strong>Leadership</strong> Qualities Framework<br />

<strong>The</strong> NHS <strong>Leadership</strong> Qualities Framework, developed by the NHS <strong>Leadership</strong> Centre, identifies 15<br />

key qualities (personal, cognitive and social) across three broad clusters: Personal qualities, Setting<br />

direction and Delivering the service.<br />

• Setting Direction: Seizing the future, Intellectual flexibility, Broad scanning, Political astuteness,<br />
