INDUSTRy PERSPECTIVE A portfolio of CHALLENGES We live today in a world that is very different from the Cold War era, yet one set of threats to the undersea sector has in effect been complemented by another. The ever broadening portfolio of challenges that face all concerned with security and safety in the subsea environment will have a significant impact on the development and operation of the key maritime platforms. These platforms are having to respond to change at an unprecedented rate through technological innovation and the adoption of new operating concepts. Inevitably these involve cost at a time when many defence and security budgets around the world are being squeezed. One thing that does not change is the hostile nature of the undersea environment. A highly corrosive medium that exerts enormous pressures, it demands the very best in technology and practices, which will always drive costs. However, there is no escaping the fact that much of the infrastructure on which our modern society is increasingly dependent - especially communications and energy - are located on the seabed. Protecting them against man-made and naturally occurring threats is a duty that cannot be shirked. The sea floor is also an increasingly important source of extractive energy production which, as the media constantly reminds us, can lead to increased tension 704 There is no escaping the fact that much of the infrastructure on which our modern society is increasingly dependent are located on the seabed and potential conflict between nations. Sub-sea mining is now becoming a reality, adding a further layer of complexity. Then there is the threat of destruction or disruption by terrorist attack. The submarine has its origins as an asymmetric weapon. Modern, advanced submarines are very potent weapons, but we have to be equally prepared to counter their less sophisticated asymmetric brethren: mines, divers and unsophisticated subsea vehicles, either manned or unmanned. Looking into the future of the global defence and security manufacturing industry, it is well known that those countries that have traditionally bought platforms and equipment from the established provider nations are now seeking to develop their own indigenous capability. Where the undersea sector is concerned this will almost certainly create opportunities for Western nations to license the construction and upgrade of submarines and equipment in the emerging economies. ““ That said, it should not be forgotten that the United States and some major European nations are replacing their submarine fleets. tHE NEED for INFORMED DEBATE HAS NEVEr BEEN GrEAtEr It is with great pleasure that I welcome you to UDT 2013. For more than a quarter of a century UDT has been the seminal international forum for preeminent individuals across the maritime community to discuss the evolving challenges that dominate the undersea defence agenda. Primarily I extend our thanks to all UDT exhibitors, from System Integrators to the small specialist suppliers, for their continued support of UDT. With 85 exhibitors on the floor this year, we’re expecting a busy show. I’d particularly encourage visits to the First Time Exhibitor Zone where we have 8 companies joining us for the very first time. Along with over 20 new or returning exhibitors across the floor. The exhibition floor features everything from missiles and diver detection devices, EOD products, mini ROVs, to Surface Abandonment Suits. WELCOME - EVENT DIRECTOR The flexibility to fulfil a range of roles is central to the future capability of undersea fleets. At the same time the pressures of cost and technical complexity are driving increased collaboration between nations and companies, while modularity and commercial off-the-shelf technologies are high on many agendas. UDT’s exhibition and conference reflects 715 “ The UDT conference will examine how innovation and engineering expertise can help meet the growing portfolio of threats to the underwater environment the demands on this sector. The agenda comprises four streams covering: future operational and strategic issues; innovative solutions; flexible technologies; and advanced research. I would like to extend thanks to the UDT Conference Committee, with particular reference to the Conference Chairman, Raimund Wallner, for their continued dedication, valued support and hard work which has gone in to the production of such a high quality conference programme.
