A portfolio of CHALLENGES<br />

We live today in a<br />

world that is very<br />

different from the<br />

Cold War era, yet<br />

one set of threats to<br />

the undersea sector<br />

has in effect been<br />

complemented by<br />

another.<br />

The ever broadening portfolio<br />

of challenges that face all<br />

concerned with security and<br />

safety in the subsea environment<br />

will have a significant impact on<br />

the development and operation of<br />

the key maritime platforms. These<br />

platforms are having to respond to<br />

change at an unprecedented rate<br />

through technological innovation<br />

and the adoption of new operating<br />

concepts. Inevitably these involve<br />

cost at a time when many defence<br />

and security budgets around the<br />

world are being squeezed.<br />

One thing that<br />

does not change is<br />

the hostile nature<br />

of the undersea<br />

environment. A<br />

highly corrosive<br />

medium that<br />

exerts enormous<br />

pressures, it<br />

demands the very<br />

best in technology<br />

and practices,<br />

which will always drive costs.<br />

However, there is no escaping the<br />

fact that much of the infrastructure<br />

on which our modern society is<br />

increasingly dependent - especially<br />

communications and energy - are<br />

located on the seabed. Protecting<br />

them against man-made and<br />

naturally occurring threats is a<br />

duty that cannot be shirked.<br />

The sea floor is also an increasingly<br />

important source of extractive<br />

energy production which, as the<br />

media constantly reminds us,<br />

can lead to increased tension<br />

There is no escaping<br />

the fact that much of<br />

the infrastructure on<br />

which our modern<br />

society is increasingly<br />

dependent are located<br />

on the seabed<br />

and potential conflict between<br />

nations. Sub-sea mining is now<br />

becoming a reality, adding a<br />

further layer of complexity. Then<br />

there is the threat of destruction<br />

or disruption by terrorist attack.<br />

The submarine has its origins as<br />

an asymmetric weapon. Modern,<br />

advanced submarines are very<br />

potent weapons, but we have to<br />

be equally prepared to counter<br />

their less sophisticated asymmetric<br />

brethren: mines, divers and<br />

unsophisticated subsea vehicles,<br />

either manned or unmanned.<br />

Looking into the<br />

future of the global<br />

defence and security<br />

manufacturing<br />

industry, it is well<br />

known that those<br />

countries that have<br />

traditionally bought<br />

platforms and<br />

equipment from the<br />

established provider<br />

nations are now<br />

seeking to develop their own<br />

indigenous capability. Where the<br />

undersea sector is concerned<br />

this will almost certainly create<br />

opportunities for Western nations<br />

to license the construction and<br />

upgrade of submarines and<br />

equipment in the emerging<br />

economies.<br />

That said, it should not be forgotten<br />

that the United States and some<br />

major European nations are<br />

replacing their submarine fleets.<br />

Despite the challenges, this is<br />

still a time of opportunity.<br />

the security of<br />

the underwater<br />

domain, with<br />

senior NATO<br />

representatives,<br />

The final plenary will address<br />

the important issue of crossover<br />

technologies, with industry and<br />

private sector panelists discussing<br />

how an arena which was once<br />

dominated by submarine and mine<br />

warfare is now of fundamental<br />

importance to key commercial<br />

sectors, such as communications<br />

and energy.<br />

The <strong>UDT</strong> 2013 conference will be opened by a panel of senior military officers chaired by Captain Raimund Wallner,<br />

German Navy (ret’d). Each speaker will lend their expert opinion to the overall discussion for this year’s theme:<br />

Consolidating Progress: flexible technologies and innovative, cost effective solutions in the<br />

underwater environment.<br />

Vice admiral axel Schimpf<br />

Chief German Navy<br />

VAdm Schimpf joined the German Navy in 1971, in 1982-83 he had operational training at the<br />

‘Operationele School’ in Den Helder, Netherlands.<br />

In the year 2000 he was promoted to Assistant Chief of Staff Operations and Deupty Chief of<br />

Staff HQ CINCGERFLEET. In 2010 VAdm Schimpf was promoted to Chief of German Naval<br />

Staff, and since has held the position of Chief of the German Navy.<br />

Vice admiral Krause<br />

Deputy Commander Allied Maritime Command Naples, NATO<br />

Born in 1956 in Luebeck, Vice Admiral Krause joined the Federal German Navy in 1976. He<br />

graduated from the German Armed Forces University with a degree in Educational Science and<br />

was commissioned as Lieutenant Junior Grade in July 1979.<br />

Vice Admiral Krause served onboard several submarines before commanding U-22 in 1986.<br />

After training as an Anti-Submarine Principal Warfare Officer, he attended the 32nd Admiral Staff<br />

Officer Course at the Federal Armed Forces Command and Staff College, Hamburg.<br />

In 2008 Vice Admiral Krause became the Deputy Commander-in-Chief of the German Fleet and Chief<br />

of Staff of the German Fleet Command before he assumed command of the Joint Operations Staff in<br />

the Ministry of Defence, Berlin. He assumed his current appointment as Deputy Commander Allied<br />

Maritime Command Naples in January 2012 following his promotion to Vice Admiral.<br />

Rear admiral morten Jacobsen<br />

Head of Naval Systems, Norwegian Defence Logistics<br />

Organisation<br />

Rear Admiral Morten Jacobsen was born in 1955 and started his military education at the<br />

Royal Norwegian Naval Academy in 1974. After graduating in 1978, he joined the Submarine<br />

service. In 1982 he passed the Submarine Command Course in Royal Navy (UK) where after<br />

he took command of a Kobben class submarine.<br />

During 2002 the restructuring of the Norwegian Armed Forces gained speed, and Jacobsen<br />

was given the opportunity to lead the organisational development of one joint Procurement<br />

division within the newly established Norwegian Defence Logistics Organisation (NDLO).<br />

He was head of this procurement organisation as Commodore until mid 2005, when he<br />

was promoted to Rear Admiral and Director of Norwegian Defence Systems Management<br />

Division; within NDLO. In this position he was responsible for the safety, configuration<br />

management and readiness of all Weapon Systems and equipment in the Norwegian Armed<br />

Forces. From 2010 he was Chief Procurement staff for three years, before he took over as<br />

Head of Naval Systems in NDLO.<br />

Commodore Richard Stokes<br />

Head of Nuclear Capabilities, Royal Navy UK MOD<br />

Commodore Richard Stokes is the UK MOD lead for the Nuclear Submarine Portfolio,<br />

responsible for setting the capability requirements for future submarine systems, and,<br />

in collaboration with UK Defence Equipment and Support (DE&S) and its industrial<br />

partners, overseeing the successful delivery of new submarines into operational<br />

service.<br />

With two major programmes in the portfolio, the Astute Class SSN, just entering<br />

operational service with the Royal Navy, and the “Successor” replacement for the Vanguard<br />

Class SSBN due in service in 2028, he has experience of the opportunities and challenges<br />

of integrating new technology into complex platforms. Looking to the future, he is<br />

commissioning work to identify the main capability, technology and social factors that will<br />

influence the design of the Astute Class replacement in the mid 2030s, and what technology<br />

development may be required to make the solution significantly cheaper to build and<br />

operate than current platforms.<br />

This panel will discuss new technologies, contested areas, emerging challenges and opportunities and<br />

their implications for the security of the underwater domain.<br />

agents from these sectors are developing concepts and capabilities that outstrip those traditionally<br />

employed by the defence community.<br />

As autonomous maritime vehicles systems are experiencing a boom in<br />

commercial use, there has been an attendant rise in the discovery of new<br />

defence applications. As confidence in the use of these systems continues<br />

to grow, those missions that have long been relegated to the realm of the<br />

unlikely, are now seen as feasible and relatively cost effective.<br />

The Challenges of Low Order Disposal<br />

Low-order disposal is a highly effective form of explosive ordnance disposal<br />

(EOD) and conventional munitions disposal (CMD), however, achieving a<br />

successful low-order can be difficult to achieve due to the number of variables<br />

involved in the task; additionally, the complication of initiating a high-order<br />

event is also a significant risk to operations.<br />

New Underwater Threats in an Asymmetric World: A Concern?<br />

The present work addresses the principles behind underwater explosions<br />

and the resulting shock load which may impose a threat commercial civilian<br />

structures are not designed to resist even in small intensities. It also addresses<br />

how differences in design affect the response of marine structures to<br />

underwater shock, which also contrasts with current design options for<br />

marine structures. It does not aim to answer the problem but to instigate a<br />

critical thinking about it.<br />
