A portfolio of CHALLENGES 

We live today in a 

world that is very 

different from the 

Cold War era, yet 

one set of threats to 

the undersea sector 

has in effect been 

complemented by 

another. 

The ever broadening portfolio 

of challenges that face all 

concerned with security and 

safety in the subsea environment 

will have a significant impact on 

the development and operation of 

the key maritime platforms. These 

platforms are having to respond to 

change at an unprecedented rate 

through technological innovation 

and the adoption of new operating 

concepts. Inevitably these involve 

cost at a time when many defence 

and security budgets around the 

world are being squeezed. 

One thing that 

does not change is 

the hostile nature 

of the undersea 

environment. A 

highly corrosive 

medium that 

exerts enormous 

pressures, it 

demands the very 

best in technology 

and practices, 

which will always drive costs. 

However, there is no escaping the 

fact that much of the infrastructure 

on which our modern society is 

increasingly dependent - especially 

communications and energy - are 

located on the seabed. Protecting 

them against man-made and 

naturally occurring threats is a 

duty that cannot be shirked. 

The sea floor is also an increasingly 

important source of extractive 

energy production which, as the 

media constantly reminds us, 

can lead to increased tension

There is no escaping 

the fact that much of 

the infrastructure on

on the seabed 

and potential conflict between 

nations. Sub-sea mining is now 

becoming a reality, adding a 

further layer of complexity. Then 

there is the threat of destruction 

or disruption by terrorist attack. 

The submarine has its origins as 

an asymmetric weapon. Modern, 

advanced submarines are very 

potent weapons, but we have to 

be equally prepared to counter 

their less sophisticated asymmetric 

brethren: mines, divers and 

unsophisticated subsea vehicles, 

either manned or unmanned. 

Looking into the 

future of the global 

defence and security 

manufacturing 

industry, it is well 

known that those 

countries that have 

traditionally bought 

platforms and 

equipment from the 

established provider 

nations are now 

seeking to develop their own 

indigenous capability. Where the 

undersea sector is concerned 

this will almost certainly create 

opportunities for Western nations 

to license the construction and 

upgrade of submarines and 

equipment in the emerging 

economies.

That said, it should not be forgotten 

that the United States and some 

major European nations are 

replacing their submarine fleets. 

Despite the challenges, this is 

still a time of opportunity.

senior NATO

The final plenary will address 

the important issue of crossover 

technologies, with industry and 

private sector panelists discussing 

how an arena which was once 

dominated by submarine and mine 

warfare is now of fundamental 

importance to key commercial 

sectors, such as communications 

and energy.

The CCH is barrier-free. All conference halls and foyers and 

the roof garden, are easily accessible via ramps or via lifts 

for people with reduced mobility. The lifts were specially 

designed to provide plenty of space for wheelchair users, 

and disabled toilets are provided in all parts of the CCH. The 

CCH service staff are available to help you 24 hours a day. 

FIRST AID 

If you require first aid please contact the Organiser’s

SMOkING 

CCH is committed to a No Smoking Policy. Smoking is 

prohibited in all indoor areas (lifts and lavatories etc)

The UDT 2013 conference will be opened by a panel of senior military officers chaired by Captain Raimund Wallner, 

German Navy (ret’d). Each speaker will lend their expert opinion to the overall discussion for this year’s theme:

Chief German Navy 

VAdm Schimpf joined the German Navy in 1971, in 1982-83 he had operational training at the 

‘Operationele School’ in Den Helder, Netherlands. 

In the year 2000 he was promoted to Assistant Chief of Staff Operations and Deupty Chief of 

Staff HQ CINCGERFLEET. In 2010 VAdm Schimpf was promoted to Chief of German Naval 

Staff, and since has held the position of Chief of the German Navy. 

Vice admiral Krause 

Deputy Commander Allied Maritime Command Naples, NATO 

Born in 1956 in Luebeck, Vice Admiral Krause joined the Federal German Navy in 1976. He 

graduated from the German Armed Forces University with a degree in Educational Science and 

was commissioned as Lieutenant Junior Grade in July 1979. 

Vice Admiral Krause served onboard several submarines before commanding U-22 in 1986. 

After training as an Anti-Submarine Principal Warfare Officer, he attended the 32nd Admiral Staff 

Officer Course at the Federal Armed Forces Command and Staff College, Hamburg. 

In 2008 Vice Admiral Krause became the Deputy Commander-in-Chief of the German Fleet and Chief 

of Staff of the German Fleet Command before he assumed command of the Joint Operations Staff in 

the Ministry of Defence, Berlin. He assumed his current appointment as Deputy Commander Allied 

Maritime Command Naples in January 2012 following his promotion to Vice Admiral. 

Rear admiral morten Jacobsen 

Head of Naval Systems, Norwegian Defence Logistics 

Organisation 

Rear Admiral Morten Jacobsen was born in 1955 and started his military education at the 

Royal Norwegian Naval Academy in 1974. After graduating in 1978, he joined the Submarine 

service. In 1982 he passed the Submarine Command Course in Royal Navy (UK) where after 

he took command of a Kobben class submarine. 

During 2002 the restructuring of the Norwegian Armed Forces gained speed, and Jacobsen 

was given the opportunity to lead the organisational development of one joint Procurement 

division within the newly established Norwegian Defence Logistics Organisation (NDLO). 

He was head of this procurement organisation as Commodore until mid 2005, when he 

was promoted to Rear Admiral and Director of Norwegian Defence Systems Management 

Division; within NDLO. In this position he was responsible for the safety, configuration 

management and readiness of all Weapon Systems and equipment in the Norwegian Armed 

Forces. From 2010 he was Chief Procurement staff for three years, before he took over as 

Head of Naval Systems in NDLO.

Commodore Richard Stokes 

Head of Nuclear Capabilities, Royal Navy UK MOD 

Commodore Richard Stokes is the UK MOD lead for the Nuclear Submarine Portfolio, 

responsible for setting the capability requirements for future submarine systems, and, 

in collaboration with UK Defence Equipment and Support (DE&S) and its industrial 

partners, overseeing the successful delivery of new submarines into operational 

service. 

With two major programmes in the portfolio, the Astute Class SSN, just entering 

operational service with the Royal Navy, and the “Successor” replacement for the Vanguard 

Class SSBN due in service in 2028, he has experience of the opportunities and challenges 

of integrating new technology into complex platforms. Looking to the future, he is 

commissioning work to identify the main capability, technology and social factors that will 

influence the design of the Astute Class replacement in the mid 2030s, and what technology 

development may be required to make the solution significantly cheaper to build and 

operate than current platforms.

This panel will discuss new technologies, contested areas, emerging challenges and opportunities and 

their implications for the security of the underwater domain.

Association 

The German Submariners Association was formed in 1961 as

As autonomous maritime vehicles systems are experiencing a boom in

CAT Surveyor: USV Solution for Harbour and Inland Waters Surveillance and Search 

CAT-Surveyor is a novel USV solution for harbour and inland waters 

surveillance and search. It is based on a small catamaran type USV, 

supporting side scan and multibeam imaging sonars, combined with a 

mini-ROV which allows to make real time visual contact on acoustic targets. 

SeeTrack Neptune: An Adaptive Planning Tool for Optimising the Execution 

of AUV Operations 

SeeTrack Neptune supports high-level, goal-based, mission descriptions and 

the matching of mission requirements against vehicle capabilities. SeeTrack 

Neptune includes behaviours capable of adapting the mission, based on changes 

in the environment, in asset status, availability and in mission objectives. 

VideoRay CoPilot Reacquire Identify (RI) by SeeByte ROV 

The CoPilot RI ROV with Doppler Velocity Logging (DVL), Multi-Beam Forward 

Imaging Sonar, GPS and SeeByte autonomous software provides simple 

on-screen click navigation and vehicle control to go to underwater locations 

using geodetic coordinates or run preset search routes.

Cogging torque in marine propellers bigger than 1 MW, as a phenomenon 

associated with Permanent Magnet machines, additional oscillatory 

components, methods for reducing specially in low speed. 

TRDI Doppler Navigation. Looking Back and Moving Forward 

TRDI DVLs enable maritime navigation and allows for underwater vehicle 

autonomy. With a need to maintain long range, small size and low power, 

TRDI’s sonar development allows for virtually every underwater platform to 

integrate a DVL. 

The Challenges of Low Order Disposal 

Low-order disposal is a highly effective form of explosive ordnance disposal 

(EOD) and conventional munitions disposal (CMD), however, achieving a 

successful low-order can be difficult to achieve due to the number of variables 

involved in the task; additionally, the complication of initiating a high-order 

event is also a significant risk to operations. 

New Underwater Threats in an Asymmetric World: A Concern? 

The present work addresses the principles behind underwater explosions 

and the resulting shock load which may impose a threat commercial civilian 

structures are not designed to resist even in small intensities. It also addresses 

how differences in design affect the response of marine structures to 

underwater shock, which also contrasts with current design options for 

marine structures. It does not aim to answer the problem but to instigate a 

critical thinking about it.
