Conservation Agreement
One member of the
planning board expressed
concern
with a deal made at a Conservation
Commission
meeting over designating
land for conservation in
the Hickory Woods over-
and Nashua roads.
At the Wednesday,
April 3 Planning Board
meeting, proponents of
applicant Hickory Woods
said they had gone before
the Conservation Commission
on the project
because part of it is on
Conservation Overlay District
land and they were
requesting the ability to
intrude on the land by
4700 square feet (see
There will be no more
banners hung over
Mammoth Road.
Banners have been a
staple at the location
when people such as
President Barack Obama
visited Londonderry and
during the Old Home Day
celebration. When the
Londonderry High School
Marching Band went to
the inaugural parades in
Washington, D.C., ladder
trucks from the fire
department hung a large
American flag.
“There was something
that came up over the
past couple of days here,”
Town Council chairman
Jack Szemplinski, an
engineer with Benchmark
Engineering, said that
toward the end of the
meeting with the Conservation
Commission, the
project was offered a
favorable outcome if 7
acres were put aside for
conservation land. Szemplinski
said Hickory
Woods plans to put aside
10.5 acres of land for that
use at the north end of
the property.
Planning board member
Tom Freda asked if
the 10.5 acres of land set
aside for the Conservation
Commission was in
the original proposal, and
Szemplinski said it was
not.
"Then at the Conservation
Commission you were
requesting to allow 4,700
John Farrell explained at a
recent council meeting.
“There was a banner that
needed to be hung for
Beautify Londonderry.
Basically, what we’ve
learned about banners
hung over state roads is
that they’re prohibited.
So anyone looking to hang
a banner in the future
probably needs to contact
the town manager,
who will work with everybody,
but we won’t be
hanging them in the usual
place anymore.”
Farrell said that with
that in mind, he asked
Acting Town Manager
William Hart to check
with the fire department
regarding the wire that
currently goes over Mam-
square feet of intrusion
into the conservation
overlay district," Freda
said.
Szemplinski said that
adjacent to one of the
retention ponds, the plan
was just over the buffer,
"so we requested a conditional
use permit to do
that."
"Your approval was
conditioned on your placing
a conservation restriction
easement of a
minimum of 7 acres?"
Freda asked.
"That's the way it
reads. That's what was
mutually agreed to,"
Szemplinski said.
"It's mutually agreed
to give up my wallet if you
put a gun to my head,"
Freda responded.
“My understanding is
that it attached to a pole
that Old Home Day put in,
and it is tied to a tree
across the street. Since
we’re not supposed to
have anything over there,
we’d better check into
that,” Farrell said.
Hart said he would
take care of it.
He said friendships are
LONDONDERRY TIMES
————––––––————–◆
On Easter Sunday,
March, 31, at about
5:30 p.m., Sarah
Stewart, 6, who lives at
131 Winterwood Road
and attends South School,
went to a friend and
neighbor’s porch to get
some bubbles to play
with. After retrieving the
bubbles, she turned and
tripped over a leash that
was attached to Oliver, a
Pit Bull-Labrador retriever
mix, and fell on him.
Oliver’s reaction to
Sarah’s fall was a startled
bite to her forehead and
ear that required stitches,
and also required Oliver
to make a trip to the
police station, where he
has been held in quarantine
ever since.
“She went over to 123
(Winterwood) to get
some bubbles and she
tripped on the leash and
landed on the dog and the
dog bit her in the forehead
and side of her face
by her ear,” said Debbie
Stewart, Sarah’s mother.
Stewart said the neighborhood
is a tight-knit
community.
“We’re like family
here,” she said. “They’ve
confirmed to us and let us
all know that he (Oliver)
is not coming back. Right
now he’s at the police
department in quarantine
and they are trying to find
a place where they can
put him and they’re trying
to see what they can do.
This won’t affect our
friendship.”
Stewart said that if
Oliver moves to another
home, that would be
great. She said her family
does not want the dog
euthanized, just not
returning to the neighbor-
hood.
At a recent visit, Sarah
sat on the couch, her
bandages off, a pink tray
across her lap. She was
coloring with intense concentration.
Earlier that
day she had a brief visit
from her teacher and
South School principal
Linda Boyd.
Across the yard, literally
steps away at 123
Winterwood, Lisa Palmieri,
Oliver’s owner, answered
her door and stepped
outside. On the porch
is a large yellow box.
“That’s for Oliver,” she
said, indicating the box,
noting that when he gets
out of quarantine he’ll be
going to another location
and that’s for him when
he gets there.”
Palmieri’s other dog, a
German Shepherd, was
inside the house.
“We took the dogs to
Not How to Treat a Library
April 14-20 is National Library
Week. What a way to celebrate - the
Derry Town Administrator’s budget
message calls for zero funding of
Taylor Library, whose fate now lies
in the hands of the Town Council.
And while it’s easy to shrug off
the closure of the little library on the
hill – after all, the much larger Derry
Public Library downtown could
absorb the extra patrons – so much
more than a building would be lost
forever.
Pulling money from libraries is
like picking low-hanging fruit. Justify
it by saying people don’t read books
anymore, and you grab the money.
Maybe in Derry’s case it could be
used to stock up on chairs and iPads
for volunteers.
But last year’s Taylor Library
funding was only $171,303. That sum
should be found elsewhere in
Derry’s budget.
This isn’t to detract from the
Derry Public Library – it’s a great
library in a nice building, albeit with
minimal parking. It offers many programs
– so many that sometimes you
could forget it’s a library, rather than
a meeting venue. But it’s big, and
making it bigger will not replace the
special nature of a small library
where everyone knows your name.
No, Taylor Library is something
else – something special centered in
Derry’s historic center.
Serving Derry
When officials look for budget
cuts, an equally important effort
must be made to look at what will be
lost. We see nothing of that. Taylor
Library is more than the sum of its
bricks and books; it’s a place where
children learn the thrill and power of
reading, where families find a quiet
place to be together, where you’re
not a patron but a friend. That’s hard
to equate to dollars and cents, but
its elimination will leave a hole in
Derry’s history and sense of community.
Derry is far from the only town to
hack at a library budget as an easy
way to balance other departments’
expenses. But as times stay tough
and money stays tight, residents are
using their libraries more - Taylor
had 2,906 library cardholders as of
Dec. 31, 2012. And shuttering a
library that functions as a community
center is not a logical cut.
After 135 years, the Town Administrator
thinks Taylor’s number
should be up – and without much
warning. The trustee chair was notified
the day before the budget went
to the council. And the library
patrons who understand what they
will lose are nowhere a part of the
mix. In addition to this being a bad
budget call, it’s an insult to East
Derry.
And it’s up to the residents – and
Council – to fix the misjudgment.
Voting Record
To the editor:
After writing to the
editor in the Londonderry
Times in regard to our
state rep Lisa Whittemore’s
supporting the gas
tax increase (HB617), I
decided to do some more
research in regard to her
voting record recently.
It seems that not only
does Mrs. Whittemore
think that we do not pay
enough money to fuel up
our vehicles, she decided
to vote to support an
increase in tax for home
heating oil (HB185). This
fund, which would be
used to clean up oil spills
in the event of an emergency,
has admittedly run
a surplus for the past two
years with over $1 million,
and surplus for the
past four years. Question
to Mrs. Whittemore: why
make your constituents
pay more, no matter how
much that may be, to a
fund that has run a surplus?
Stand Your Ground bill
(HB135): Although there
has never been a problem
since its adoption, the
“Stand Your Ground”
amendment gives the law
abiding gun owner the
ability to protect themselves,
their loved ones
and anyone who is threatened
anywhere they are
legally eligible to be.
HB135 looks to remove
this, among other parts,
basically gutting this bill
and bringing us back to
the Castle Doctrine,
which states in short that
instead of protecting
yourself, if there is a clear
path to exit when threatened
by any means, you
should do so.
I am not sure about
any of you, but if my life
or my family’s lives are
threatened, I am surely
not going to run and hope
I don’t get attacked from
behind.
In closing I would like
to say that this year, Mrs.
Whittemore has voted to
raise your taxes twice and
voted to remove your
right to protect yourself
and your family, and we
are only three months in. I
assume, if you voted for
Mrs. Whittemore, you
knew this was what was
to come. Hopefully you
don’t like it, like I do not,
and will work to change
that.
More on Gas Tax
To the editor:
Rep. Lisa Whittemore’s
vote for House Bill 617
the (gasoline tax) just
cost Londonderry residents
another $880,000 a
year (her figures).
To justify her vote she
reminds us that the
House has the responsibility
for roads and
bridges. I’d like to suggest
to Rep. Whittemore that
is what the current
$800,000 we pay is for,
along with Highway Block
Grants the town receives
from the federal government.
If the State would stop
Obama’s big tax and
Republicans on Charter
Schools
To the editor:
While the State Department
of Education
seeks a federal waiver so
it can cover up the 72 percent
of New Hampshire
public schools “in need of
improvement,” House Democrats
passed a budget
April 4 that will make it
harder for students of
lower-income families to
escape these failing schools.
Republicans with the
House Republican Alliance
(HRA) offered several
budget amendments to
protect educational opportunities
for children in
lower-income families,
but House Democrats
voted against each one.
By doing so, House Democrats
passed a budget
that will prevent the
development of any new
public charter schools
through July 2015 and will
eliminate a scholarship
program that allows students
of lower-income
families to leave their failing
school for a successful
public or private
school of their parents’
choice.
“Democrats may have
a reputation for supporting
education, but today’s
vote proves that the only
thing Democrats really
support is a government
monopoly in the education
system,” said Rep.
Pam Tucker, co-chairman
of the House Republican
Alliance. “Democrats seem
to care more about their
special interest union
friends who profit off the
monopoly system than
the lower-income families
whose children would
benefit from some competition
among schools. Democrats
seem to think
that only the rich should
be able to send their children
to excellent schools,
but Republicans don’t
believe an ‘adequate education’
is good enough for
anyone.”
Last session, Republicans
increased funding
for charter schools, which
are public schools that
use different - and often
more challenging - educational
approaches that
work better for some students
than the traditional
school setting. Additionally,
Republicans passed a
law that allows New
Hampshire businesses to
earn a tax credit of up to
85 percent when they
donate the equivalent of
their tax bill into a scholarship
program for students
in lower-income
families. The scholarships
allow these students, who
otherwise would be stuck
in a failing public school,
to attend the public or private
school of their parents’
choice or pay for
home schooling materials.
Both efforts were designed
to immediately improve
educational opportunities
for some lowerincome
families and create
an incentive for public
administrators to improve
the academic rigor
in their schools.
“The interest in the
educational tax-credit
scholarship program
couldn’t be higher among
lower-income families who
want an excellent education
for their children,
and not just an adequate
education,” said Carol
McGuire, co-chairman of
the House Republican
Alliance. “Charter schools
have provided an alternative
solution for similar
parents, but most of the
existing charter schools
have waiting lists much
longer than the number of
available spots. The demand
for charter schools
and other educational opportunities
couldn’t be
greater. We should be expanding
these programs,
not dismantling them.
“It seems Democrats
would prefer to control
the choices that parents
make and maintain a status
quo public education
in New Hampshire,” Tucker
added. “Republicans,
especially those of us in
the House Republican
Alliance, believe every
child deserves an excellent
education. We urge
our colleagues in the Senate
to reject House Democrats’
attempt to shut
down the new educational
opportunities already
in place for so many New
Hampshire families.”
Support Gas Tax
Increase
To the editor:
I’m glad the New
Hampshire House recently
voted to support the
first increase in the gas
tax for more than 20
years. The next vote will
be in the New Hampshire
Senate, which opposes
investing in our infrastructure
needs. The fact
is, right now we have one
of the lowest gas tax rates
not only in the region, but
in the nation (http://stateimpact.npr.org/newhampshire/2011/08/29/isnew-hampshires-gas-taxreally-too-high/).
The essentials are not
difficult to understand. All
money from the gas tax
increase will go for construction,
reconstruction
and maintenance of New
Hampshire’s roads and
bridges. Some money will
pay for our state troopers.
The money needed to fully
fund infrastructure repair
in our state is already over
a billion dollars. Current
backlog over $1 billion -
The small increase of 4
cents for each of the next
three years is not enough
to bring everything to
good condition. But it’s a
start. Let’s think about
what happens if we continue
to ignore this problem.
In 2008, New Hampshire
had 21 percent of
state-owned roads in poor
condition. In 2013, we
have 37 percent listed in
poor condition. If we continue
to do nothing, we’ll
have 43 percent in poor
condition by 2016. That
will not be good for business
or jobs. Report on
In 2010, we had 15 percent
of our rural bridges
structurally deficient.
Now, 31 percent of our
bridges are in poor condition.
With no new funding,
that percentage is projected
to hit 46 percent by
2016. Is this a characteristic
that will attract new
businesses and tourists?
Planning Board Gets Update on Exit 5 Gas Station Improvements
JAY HOBSON
LONDONDERRY TIMES
————––––––————–◆
Floyd Hayes of Aranco
Realty, the property
owner of the Sunoco
gas station across the
street from Poor Boys
Restaurant and just east
of Exit 5, and Jeff Merritt
of Keach-Nordstrom Associates
provided the planning
board with conceptual
designs for what they
say will be a “complete
redevelopment” of the
Sunoco station site.
At the Wednesday, April
3 meeting, Merritt said,
“What we are proposing is
a complete redevelopment
of the site where the Sunoco
station sits and two
additional parcels that abut
it that Mr. Hayes owns.”
Merritt said the site
currently has a canopy
with six gas pumps and
four diesel pumps, along
with an 1800-square-foot
convenience store. In the
back of the store is a drivethrough
lane where a
Dunkin’ Donuts was for-
merly located.
“Also behind the store
are several parking stalls
for semis and between the
semis and the Exit 5 offramp
is the new DOT
(state Department of
Transportation) detention
basin for all the work that
they’re doing on the interstate,”
Merritt said.
He said the detention
basin is on Hayes’ property
and was taken to facilitate
the Exit 5 project.
“The project will entail
a consolidation of all three
parcels, which will merge
the two undeveloped
parcels with the parcel
that has the Sunoco station
on it,” Merritt said,
noting the total combined
area will be about 9.2
acres.
Merritt said they would
then propose keeping the
six gasoline fuel stations,
the canopy and the four
diesel pumps, and expanding
the 1800-squarefoot
facility into a 15,000square-foot
travel center.
– PROVIDER ON CALL –
Attention-deficit/hyperactivity disorder (ADHD) is
a chronic condition that affects millions of children
and often persists into adulthood. Problems associated
with ADHD include inattention and hyperactive,
impulsive behavior. Children with ADHD may struggle
with low self-esteem, troubled relationships and
poor performance in school. ADHD has been called
attention-deficit disorder (ADD) and hyperactivity.
But ADHD is the preferred term because it describes
both primary aspects of the condition; inattention
and hyperactive-impulsive behavior.
While many children who have ADHD tend more
toward one category than the other, most children
have some combination of inattention and hyperactive-impulsive
behavior. Signs and symptoms of
ADHD become more apparent during activities that
require focused mental effort. In most children diagnosed
with ADHD, signs and symptoms appear
before the age of 7. In some children, signs of ADHD
are noticeable as early as infancy.
You may suspect your child's behavior is caused by
ADHD if you notice consistently inattentive or hyperactive,
impulsive behavior that lasts more than six
months; occurs in more than just one setting (typically
at home and at school); regularly disrupts school,
play and other daily activities and/or causes problems
in relationships with adults and other children
Most healthy children are inattentive, hyperactive or
impulsive at one time or another. For instance, parents
may worry that a 3-year-old who can't listen to
a story from beginning to end may have ADHD. But
preschoolers normally have a short attention span
and aren't able to stick with one activity for long.
Even in older children and adolescents, attention
span often depends on the level of interest. The same
is true of hyperactivity.Young children are naturally
energetic. They may become even more active when
they're tired, hungry, anxious or in a new environment.
Some children just naturally have a higher
activity level than do others. Children should never
CHILDHOOD ADHD
“The whole point of
this redevelopment is to
go from a small truck stop
and gas station to an
attractive travel center or
travel plaza,” Merritt said.
Merritt said the 15,000square-foot
facility would
likely contain about 3,000
square feet dedicated for
convenience store use,
and another 3,000 square
feet for “some sort of food
services, including retaining
the drive-through pattern
that exits today. That
would leave about 9,000
square feet for one or
more retail uses that
would complement the
travel plaza.”
The proposed building
is L-shaped to separate
truck traffic from passenger
cars that come to the
site. “The vast majority of
the traffic enters from the
slip-in lane that comes in
from the highway. The
diesel trucks would then
proceed to the rear of the
site,” Merritt said.
Merritt noted that a
be classified as having ADHD just because they're different
from their friends or siblings.
Parents may blame themselves when a child is diagnosed
with ADHD, but researchers increasingly believe that
causes have more to do with inherited traits than parenting
choices. While treatment won't cure ADHD, it can
help a great deal with symptoms. If your child has disruptive
behaviors you think may be signs of ADHD, such as
trouble concentrating, sitting still or controlling his or her
behavior, see your doctor. Your doctor may refer you to
a specialist, but it's important to have a medical evaluation
first.
Drive, and the diesel
trucks will use it to leave
the property while passenger
cars would leave by
the same entrance they
came in.
“One thing this plan
will do is to prevent truck
traffic from using the
unsignalized exit that cars
use,” Merritt said.
Board member Mary
Wing Soares asked how
many trucks park there and
Hayes said, “Too many.”
The count, he said, was
about 17. Soares said the
plan sounds good to her.
Board member Chris
Davies said the location is
currently very dangerous
to get out of and recommended
a right turn only
where cars exit.
Town Planner Cynthia
May suggested, as they
that a cutout in the back
could be constructed for
future parking. Merritt
said that would be something
he “would be doing something
are keeping quiet about
looking forward to the
exciting, and everything
we do is for the fun of it
and to raise money for the
Lancer Spirit. It’s all in
good fun,” Smith said.
Scoring will be done in
four areas - cat walk,
turn situation but added he
liked the plan.
Board member Laura
El-Azem agreed and asked
what might go into the
9,000-square-foot section.
Hayes said a small business
like a Sunglass Hut.
Hayes said the concept
of a travel center is for
convenience and if cars
had to stack behind trucks
at the signal, it could affect
whether travelers would
come back.
The board consensus
was that it was a good
plan and a much needed
improvement.
been walking on and
entered and left the same
trails where we were last
Wednesday,” she said.
Mason tracked Suzie’s
scent through the Musquash
and into the neighborhood
along Faucher
Road. Bella tracked Suzie
down Kimball Road and up
the program, one graduating
early and one dropping
out.
‘The course itself is
based on core competencies
and is based on eight
units: the evolution of
flight, the physics of flight,
tools of navigation, determining
a flight plan, how
does a radio work, weather
charts, weather statistics
and airport design and
operation,” Corey said.
The instructor is Peder
Halverson, an aircraft
maintenance technician
who is licensed as an airplane
and power plant
operator. “He is a pilot of
commercial planes and he
happens to also hold a
Master’s in English and is
certified as a teacher in
grades seven to 12,” Corey
told the board. “During his
career he worked for Boeing
Aircraft and authored
their training courses, he
Suzie
to North Wentworth Avenue.
“Mason and Bella were
sniffing the air as well as
the ground and followed
the scent down Faucher
Road, eventually getting
onto Harvey Road and following
it to North Wentworth
Avenue, where Bella
sat down.”
Connors told Webster
professor of aeronautics
and he lives in Washington,
N.H. and makes the
Corey said there is no
cost, as the program is 100
percent grant funded by
the Aviation Museum. It is
offered Mondays, Wednesdays
and Fridays from 3:30
to 5 p.m. Students must
arrange their own transportation.
“I see this as a very
unique elective but one
where we will have a group
of students that will be
interested in it. It’s a program
that I know the Museum
is looking to expand
upon in the future,” Corey
said.
Corey said the Museum
is looking at community
colleges to see if they
that location is probably
where someone picked up
Suzie. By sitting down,
Bella indicated she had
lost the scent.
Webster said a man
from Divine Linen Rentals
said he tried to pick up
Suzie. His sighting confirmed
that Mason and
Bella were right, and that
was great news, she said.
“I’m very hopeful that
instead of being cold and
alone out on the
Musquash, that Suzie has
been picked up and is
warm somewhere until we
can find her,” Webster said.
Webster said she has
put up about 50 posters
around the area of North
Wentworth Avenue, with
the hope that if any commuters
picked up Suzie,
they will contact her.
would be interested in
offering the program for
credit.
“I think this goes along
well with our college and
career ready goals, as well
as increasing instructional
time beyond the normal
school day,” Corey added,
noting Manchester already
has 10 students signed up
for the course, which
would be offered in the fall
of 2013.
Board member John
Laferriere asked if there is
a cap on how many students
could take the
course and Corey said that
had not been discussed.
“I’m thinking of a typical
class size somewhere
around 20,” Corey said.
The motion to accept
the course offering was
made by Steve Young and
seconded by John Laferriere,
and was approved
unanimously.
Waivers Granted for Hickory Woods Over-55 Housing
JAY HOBSON
LONDONDERRY TIMES
————––––––————–◆
Hickory Woods, a
proposed 98 unit,
age 55-plus restricted
condominium project in
the area of West and Nashua
roads (Route 102), has
received 18 waivers from
the planning board, all needed
for it to obtain a conditional
use permit and initial
approval by the board.
The waiver requests
were recommended by
staff to be granted as conditions
that had been met
by site plan amendments.
Roads are private, speed
limits are slow enough to
be amenable to waiver,
and two of the waivers
were from impact fees that
the Town Council has discontinued
until the current
court-ordered audit of the
town's impact fee practices
has been completed.
Jack Szemplinski of
Benchmark Engineering
requested that the property,
which is in two sections,
be allowed to join
as one, and that request
was granted as well.
Szemplinski outlined
to the board at its
Wednesday, April 3 meeting
what the finished project
would look like -
homes encircling a preexisting
cell tower, a serpentine
roadway that at
one point is 50 feet from
abutters' back yards, and
a smaller road that ends
in a cul-de-sac.
Attorney Morgan Hollis
of Gottesman and Hollis
said the project will be
completed in six phases,
traffic studies have been
completed and reviewed,
water will be provided
from Hudson and utilities
will be gas or propane.
Town Planner Cynthia
May said a couple of issues
regarding landscaping remain,
in particular landscaping
in the buffer zone
between the property and
abutting lots.
She said the landscaping
was inadequate to prevent
extraneous light from
vehicles on the roadway
within the property from
affecting abutters on
Priscilla Lane.
"The buffering that
they've done to adjacent
lots is inadequate and
neighbors, specifically, Mr.
(Scott) Christenson and his
next door neighbor, could
be impacted by lights on
cars traveling in each direction
on Quarry Road (proposed
on the site plan).
Our recommendation was
to put landscaping in that
location," May said.
Priscilla Lane abutters
James DiBurro and Scott
Christenson also voiced
concerns at the meeting
about vehicle headlights
shining on their homes
and about the proximity
of the road to their back
yards and their children
who play there.
Szemplinski and Hollis
said the issues would be
addressed.
May said the applicant
has gone before the Heritage
Commission, which
asked about the location of
stone walls and whether
the walls would be disturbed
and if so, how they
would be reconstructed.
May also said the
applicant plans to make
improvements to the Conservation
Overlay District
(COD) and went before
the Conservation Commission,
which requested
the applicant allow 4700
square feet of the property
as a drainage outlet.
She said the Conservation
Commission also recommended
approval of
the COD permit on condition
that the applicant
include a conservation
restriction on the plan and
Dr. Erik Young
DERRY DENTAL ASSOCIATES
603-434-4962
the condominium documents
designate approximately
7 acres in the
northern part of the property
as such. May said the
applicant has set apart
10.5 acres in that location
(see related story page 1).
Board member Laura
El-Azem asked if the roads
had been widened as the
fire department had requested
in order to accommodate
their trucks,
and May said they had.
Board member Lynn
Wiles expressed concern
that what are listed as private
roads now may in
time be requested to be
public roads, and asked
how many private to public
road changes had taken
place. Board Chairman Art
Rugg said it happened
once at town meeting in
the '70s but with the current
form of government
utilizing a Town Council, it
would be difficult for that
to happen again.
Szemplinski said the
development was intended
to be self contained and
that the roads were intended
to remain private.
Board member Mary
Wing Soares asked about
where the town stood on
how many over-55 communities
it had and if there
was a limit on the number
allowed. May said the town
was way below the limit.
"I guess I have a little
problem with it being called
'elderly' at 55 and not having
any sidewalks for the elderly
people that are going to
be walking around the subdivision,"
Soares said.
Board member John
Laferriere said the sidewalk
issue should be looked at
when putting in these kinds
of communities.
"I keep looking at the
entrance on Route 102
and I keep asking myself
why it's there," Laferriere
said, noting it didn't make
sense having an entrance
on West Road and an
entrance on Route 102. He
said the entrance should
be on West Road, with a
fire access on Route 102.
Laferriere also asked
about lighting.
Szemplinski responded
that there will be post
lighting in front of each
house next to the street,
and low level lighting at
the clubhouse. "There will
be no street lights," Szemplinski
said.
May said the post
lights at the end of each
driveway would throw
less of a circle of light
than streetlights, and
noted there is no requirement
to provide lighting.
Resident Martin Srugis
asked if hydrants would be
on the property, and was
told that they would be.
Newly appointed member
Al Sypek asked if the
pumping station that will be
used to provide water would
have emergency power;
Szemplinski said it would.
Soares made a motion
that was seconded by
Wiles to grant the waiver
requests, which passed
unanimously.
A motion to grant the
conditional use permit,
made by Soares and seconded
by Wiles, passed 8-
1, with Tom Freda the dissenting
vote.
The board also unanimously
approved a motion
to accept initial approval
of the plan.
Londonderry Middle
School Principal Richard
Zacchilli went
before the School Board
to report that the eighth
grade class will be embarking
on the school's
15th annual trip to Washington,
D.C.
Students will leave
Tuesday, April 16, at 5:30
a.m., and are expected to
return at 10 p.m. Friday,
April 19, Zacchilli said.
Four buses will leave
from LMS and three from
LHS. Zacchilli said local
churches will be providing
bag breakfasts for all
students and chaperones
to take with them on the
bus.
Zacchilli said the trip
will make its first stop in
Philadelphia, Penn., with
stops at Freedom Hall, the
Liberty Bell and Congress
Hall among other sites,
before heading on to
Washington.
"We will be taking 300
students and 35 chaperones
that include teachers,
three nurses, guidance
counselors, administration
and a few parent
volunteers. The parent
volunteers include two
EMTs (emergency medical
technicians) from the
Londonderry Fire Department,"
Zacchilli said.
Zacchilli said there are
currently 356 eighth
graders at the middle
school, and the students
attending the trip represent
84 percent of the
class.
"Students that are
remaining back will do
Washington, D.C.-related
projects," he said. "The
students that are not
going on the trip are not
going because they do not
wish to go but are not
going because they do not
meet behavioral or academic
standards. All students
that asked for financial
aid received financial
aid," Zacchilli said.
Zacchilli said the scholarships
came from fundraisers,
donations and
other sources of private
funding.
"Approximately 38 students
have scholarships -
approximately $13,000,
for an average of $350 per
person, based on need
and situation. This is a little
less than last year, as
we have fewer students
this year in the eighth
grade," Zacchilli said.
According to Zacchilli
the cost of the trip is
$665, which is $4 less than
last year and includes
transportation, guides,
lodging, meals, and
admissions.
"We will post on the
middle school principal
web page throughout the
day during the trip to let
parents know when we
arrive and when we
return, and we will have
radio updates through
WLLO on a daily basis. It's
a pretty tight schedule
and we're looking forward
to another great trip,"
Zacchilli said.
Board member Leitha
Reilly asked if sequestration
affected the trip and
Zacchilli said it did not.
They have heard that the
White House tours that
had been stopped due to
sequestration have been
resumed, but the students
had not planned on
going inside the White
House anyway.
In other business at
the April 2 school board
meeting:
• Londonderry High
School Principal Jason
Parent outlined upcoming
senior activities.
activities that are planned,"
April 10, as well.
Director Deanna Poulin
said there is no admission
charge but donations
are accepted, and a bake
sale will be held during
intermission.
“The kids made most
of the set decorations and
there are actually two Cinderellas
in the play. One
Cinderella, the one before
the ball, is played by Erin
Batchelor, 11, and the Cinderella
at the ball is
played by Ashley Greenwood,
11. The Prince is
played by Tyler Kayo,
also 11,” Poulin said. The
role of Cinderella is double
cast to give more students
a chance to perform.
“It’s not a musical, it’s
simply a play, although
there is dancing,” Poulin
added. “The kids do it all.”
“It’s really a great experience.
I get to be a princess
that my little sister loves.
She’s 3 and she loves Cinderella,”
Ashley said.
“I love Drama Club
because it’s really interesting
and you get to
meet a lot of people that
have the same interest as
you do,” Erin said.
“It’s (Drama Club) fun
and like Ashley said, it’s a
great experience to act,
and it makes you decide if
you want to do it in Middle
School or not,” Tyler
said. Tyler said that
although he likes acting
and would like to continue,
he also likes to play
sports and doesn’t think
he’ll continue acting in
middle school.
Erin agrees. “I like
sports too and I don’t
know if I’ll be doing
Drama Club in middle
school,” she said.
But Ashley has plans
to continue acting, maybe
even beyond middle
school.
All three young actors
were also the leads in last
year’s production of “Peter
Pan.”
Erin, Ashley and Tyler
agree that it is “pretty
easy” to learn their lines.
“If you put the effort
and time into it, it makes a
big difference,” Ashley
LHS Softball Rebounds From Deficit and Wins Opener
CHRIS PANTAZIS
LONDONDERRY TIMES
————––––––————–◆
Coach Wayne Mac-
Dougall saw his Londonderry
High softball
team spot the host
Manchester Memorial
Lady Crusaders a 3-0 lead
and then rebound beautifully
to collect a pleasing,
11-4 victory over that
opponent in the Queen
City this past Monday,
April 8.
It was the 2013 seasonopening
contest for both
contingents, and a memorable
one for the Lady
Lancers, who thumped
out a baker’s dozen of 13
hits in posting the comeback
victory.
While not overpowering,
LHS pitcher Leah
Hunt went the distance,
striking out eight batters
and allowing eight hits
while walking four.
“We’re not going to get
great pitching this year,
so we’ve got to play good
defense and we need to
be able to score runs. And
we were able to do that
today after they took the
early lead,” said coach
Londonderry High softball
player Taylor Wood
thumps the first home
run of her team’s season
during its 11-4 defeat of
Manchester Memorial in
the Queen City this past
Monday.
MacDougall.
Hunt helped her own
cause by thumping out
three hits after making
outs in her first two trips
to the plate. And all but
one of the Lady Lancers’
starters smacked at least
one hit.
Brooke Tulley and
Julie Hamilton each collected
two safeties in
helping the LHS side to
the win.
But there wasn’t any
joy in the Londonderry
dugout after the first
inning had been completed,
as the host Lady Crusaders
touched up LHS
hurler Hunt for those
three runs on three hits
and one Londonderry
error.
The Lady Lancers got
one of those markers
back in the top half of the
second inning when Shannon
Crowley whacked a
double and then scored
on an error. But Memorial
got that run back in the
latter half of the frame to
make it a 4-1 contest.
However, Londonderry
then plated 10 unanswered
runs during the
rest of the game, notching
Londonderry
one in the third, three
more in the fourth, and a
big six markers in the
decisive top half of the
fifth.
In the top of the
fourth, Taylor Wood
pounded a long home run
to left-center field to make
it a 4-3 game, and the
locals scored twice more
in that frame to collect
the lead for good and all.
Londonderry built
upon its lead with that sixrun
fifth that featured four
hits and another Memorial
error.
One big shot in that
vital frame came in the
form of a pinch-hit, tworun
single off the bat of
Melissa Sprague.
“Taylor’s home run
was a real shot, and I
think that got us going,”
said coach MacDougall.
“And the two-run, twostrike
pinch hit by Melissa
was huge.”
Londonderry High girls’
tennis coach Tom
Meighan had a great
many things to be pleased
with last week as his Lady
Lancers began their new
campaign in virtually
untouchable fashion.
The LHS team handed
both the Manchester Memorial
High Lady Crusaders
and the Spaulding High
Lady Red Raiders of
Rochester humbling, 9-0
defeats on the local contingent’s
home courts.
Meighan’s mob mauled
Manchester Memorial on
Thursday, April 4 - after a
weather-induced postponement
several days
earlier that came about
mere minutes before the
match was to begin - with
singles stalwarts Cassie
Burbine (8-0 score), Amanda
DePasquale (8-2),
Kyleigh McMullen (8-5),
Marrisa Beaton (8-0),
Nicole LaMalva (8-0), and
Emily Parrott (8-0) all bagging
decisive wins.
And the Lady Lancers
completed the romp with
doubles wins from the
tandems of Burbine and
DePasquale (8-1), Ana Milosavljevic
and McMullen
(8-3), and LaMalva and
Parrott (8-3).
It was much more of
the same for the Londonderry
crew the next afternoon
at home against
Spaulding.
Singles victories were
claimed by Burbine (8-0),
DePasquale (8-0), Milosavljevic
(8-4), McMullen
(8-0), Beaton (8-4), and
LaMalva (9-7). The locals
assured themselves of another
shutout in their second
win of the spring,
thanks to the work of the
doubles teams of Burbine
and DePasquale (8-0),
Milosavljevic and Mc-
Mullen (8-1), and Parrott
and Beaton (8-6).
The LHS squad then
took to the road for its
first away match of the
campaign in the state capital
Monday, April 8.
And the Lady Lancers
drove their season record
up to a perfect 3-0 with a
6-3 defeat of the host
Crimson Tide.
Singles victories came
from Burbine (8-1), De-
Pasquale (8-0), Milosavljevic
(8-0), and Beaton (8-2)
as the Lady Lancers went
into doubles action leading
4-2.
And the resounding
doubles victories of the
tandems of Burbine and
DePasquale (8-1) and
Milosavljevic and Parrott
(8-0) gained the visiting
side its match win.
Concord’s three victories
in the match were all
extremely tight, 9-7 decisions.

The void into which
new Londonderry
High girls’ lacrosse
coach Mike Boyle steps is
a sizeable one. But as
ever, there are quite a few
reasons for LHS lax fans
to expect excitement and
success on the field this
spring.
After many successful
seasons and a bunch of
state titles, veteran LHS
coach Bob Slater stepped
aside following the 2012
campaign and made way
for his former assistant,
Boyle, who is the proud
dad of former Londonderry
an 11-4 Lady Lancer
out of title contention last
Eight starters from
that 2012 crew - including
The returning starters
junior middie Hannah
There’s Lots New About 2013 LHS Boys’ Volleyball Crew
With just four varsity
back for the 2013 campaign,
Londonderry High
boys’ volleyball coach
his squad’s mix this
The 2012 Lancers managed
a 9-8 record and a
The other varsity returnees
Lancers received singles
victories from Harrison
Max (8-3 score), Tim
Court (8-2), Matt McKinney
(8-5), Ryan Broderick
(8-1), Mike Paquette (8-1),
and Nick Beaton (8-1).
They put the final
touches on the shutout
with doubles wins from
the duos of Max and Mc-
Kinney (8-2), Court and
Paquette (8-1), and Broderick
and Beaton (8-3).
Coach Knee’s crew
then took the lengthy bus
ride to Rochester last Fri-
day, April 5, to face off
against the Spaulding Red
Raiders on their home
courts. And the Londonderry
bunch made the
long ride home feeling celebratory
after its 9-0
whitewashing of its host.
None of the Lancers’
singles or doubles contests
were particularly
challenging, as lopsided
singles wins came from
Max (8-0), Court (8-0),
McKinney (8-1), Broderick
(8-0), Paquette (8-1), and
Beaton (8-0).
Wins of 8-0 came from
the tandems of Max and
McKinney and Court and
Paquette, and Broderick
and Beaton were good for
an 8-2 victory as Londonderry
moved to 2-0 on the
young season.
But the team hopes of
another undefeated campaign
collapsed beneath
the weight of a tough, 5-4
loss Monday at the hands
of the Crimson Tide. And
the tight victory made the
Concord squad’s season
record a glittering 4-0.
The hosts received
singles wins from Court
(8-1), McKinney (8-3), and
Broderick (8-1), but the
match score was knotted
up at 3-3 rolling into doubles
play.
The capital city contingent
collected 8-5 victories
in first and third
doubles to claim the
match win. The tandem of
Court and Paquette claimed
an 8-0 whitewashing at
two doubles for the 2-1
Lancers’ fourth victory of
the day.
Helen Martin is a survivor,
having survived
breast cancer
for seven years. She is
also a hairdresser and
knows how important
appearance is to a woman
cancer patient.
This week she was presented
with an award
from the New England
Division of the American
Cancer Society that recognizes
her volunteering
her time and energy to
teach female cancer
patients how to look and
therefore feel better.
“When you look good,
your outlook is more positive
and you can face
what you are dealing with
without feeling that you
are somehow broken.
When a woman doesn’t
have to face her hair
falling out because of the
chemo treatments alone
and she looks good, then
she can put those energies
into getting better,”
Martin said.
“I’ve been doing this
probably since 2001,” she
said, explaining that she
went along to help a
friend teach the class and
the friend backed off,
while she stayed.
Her “Look Good Feel
Better” class is held at the
Elliot Hospital in Manchester,
where she teaches
a dozen or so women
cancer patients how to
look good in spite of their
disease or how they may
feel inside.
“The woman who
brought us to the program
has since died of
cancer and last year they
asked me to do it,” Martin
said.
She said the Elliot sets
up the classes, and she
has committed to be
available to teach them.
Martin said a lot of
what she does is teach
women how to give the
illusion of eyebrows and
lashes when chemotherapy
has caused them to fall
out.
“I tell the women,
‘look, after the second
treatment of chemo, your
hair is going to fall out.
Don’t wait until it appears
on your pillow or in the
brush. Come to me and I
will shave it off. That way
Emergency Communications Event Set
JAY HOBSON
LONDONDERRY TIMES
————––––––————–◆
ALERT - A Londonderry
Emergency
Response Team -
will present a program on
communications in emergency
situations at the
police department community
room at 268A
Mammoth Road on
Wednesday, April 17 from
7 to 9 p.m.
ALERT member Chris
Oliverio said the program
will include such topics
as mobile communication,
amateur radio (Ham),
Banner
Continued from page 1
Resident Reed Clark
asked if the pole they put
in was illegal.
“We’re told by the
state DOT (Department of
Transportation) that they
will not assume any liabil-
and what residents can
do in emergency situations
when it comes to
communications.
“Sometimes in strong
storms or other major
events, cell (phone) communication
is either interrupted
if the tower gets
damaged or there are so
many people trying to use
cell phones that the system
gets overloaded,”
Oliverio said.
Oliverio said the
ALERT mobile communications
trailer will be on
site for people to check
out.
“This isn’t a class for
gaining a Ham radio
license, which is needed
to use Amateur Radio.
However, it will give people
an introduction to it
and allow people to see
and touch a Ham radio,”
Oliverio said.
In cases of emergency,
Amateur Radio (Ham)
enthusiasts have helped
out with relaying messages
to loved ones and
coordinating with authorities.
ity for anything hung over
a state road,” Farrell said.
“So banners are not
allowed to be hung over
their state roads. The
town can assume the liability,
(but) we have been
advised that most insurance
carriers of most
other towns will not
assume that kind of liability,
and we’re pretty sure
we’re going to get the
same answer from our
insurance carrier.
“So the answer is no
more banners over Mammoth
Road,” he concluded.
you take control of the
hair loss and the hair loss
doesn’t take control of
you,” Martin said.
Martin has a salon in
her basement at home,
where she’s been serving
her paying customers for
15 years. She does not
charge cancer patients.
“It is just the two of us
in my salon and the
woman doesn’t have to
fear anyone else being
around and others looking
at her having her head
shaved. It’s private and
she is able to take control,”
Martin said.
Martin said the
women she teaches realize
early on that once she
can show them that cancer
doesn’t have to make
them look less beautiful,
they can apply the same
techniques at home.
She is now a certified
volunteer and has to be
recertified annually.
“It is a commitment,”
Martin said. “But it is also
personally rewarding to
see these women who
come in to a session feeling
that the sickness is
going to make them ugly,
and they leave knowing
how to be beautiful and to
take control.” Martin said.
Look Good Feel Better Award winner Helen Martin
is shown in her home salon, where she helps
women cancer patients take control of losing their
Freda said that though
it could never be built on,
"they still conditioned it.
That's my concern. "This
is an ongoing problem
with them. They issue
permits on condition, and
that's the problem."
Rugg said it was a
jurisdictional issue and it
was not their business
what was agreed upon.
When reached for
comment this week, Deb
Lievens, chairman of the
Conservation Commission,
said she wasn’t in
attendance at the commission
meeting when
Hickory Woods was being
discussed and therefore
had no comment.
