European experience on <strong>the</strong> energy<br />

efficiency indicators 2001.<br />

The National Strategy in <strong>the</strong> energy<br />

efficiency field adopted <strong>by</strong> <strong>the</strong> HG<br />

163/2004 underlines that <strong>the</strong> residential<br />

sector has a primary energy saving potential<br />

at 3.6 million tones equivalent petrol<br />

through 6.8 million tones of <strong>the</strong> total final<br />

consumers; it means more than 50%. <strong>Th<strong>is</strong></strong><br />

potential can be capitalized <strong>by</strong> <strong>the</strong> buildings<br />

heating rehabilitation, <strong>the</strong> improvement of<br />

<strong>the</strong> heating and lighting systems and of <strong>the</strong><br />

electric domestic appliances. The EU<br />

Directives related to <strong>the</strong> labeling of <strong>the</strong><br />

energy parameters for many electric<br />

appliances have been used in order to be<br />

implemented in <strong>the</strong> <strong>Romania</strong>n leg<strong>is</strong>lation.<br />

The Government Program on <strong>the</strong> following<br />

years 2005-2008 states <strong>the</strong> necessity to<br />

accompl<strong>is</strong>h <strong>the</strong> leg<strong>is</strong>lative and institutional<br />

frame in order to apply <strong>the</strong> flexible<br />

mechan<strong>is</strong>ms adopted <strong>by</strong> <strong>the</strong> Kyoto Protocol, to<br />

pursue <strong>the</strong> implementation of <strong>the</strong> technical and<br />

economical measures for <strong>the</strong> reduction of <strong>the</strong><br />

greenhouse gases em<strong>is</strong>sion, in accordance with<br />

<strong>the</strong> features of <strong>the</strong> National Plan for <strong>the</strong><br />

Allocation of <strong>the</strong> Em<strong>is</strong>sion Quotas, <strong>the</strong><br />

development of <strong>the</strong> National Plan for <strong>the</strong><br />

Climatic Changes Action, <strong>the</strong> improvement of<br />

<strong>the</strong> energy efficiency and <strong>the</strong> promotion of <strong>the</strong><br />

renewable energy sources.<br />

In th<strong>is</strong> frame and in accordance with <strong>the</strong><br />

EU policies, <strong>the</strong>re <strong>is</strong> a priority for <strong>Romania</strong><br />

"to remove <strong>the</strong> non technological barriers<br />

<strong>by</strong> <strong>the</strong> market formation and education" <strong>by</strong><br />

developing:<br />

• Campaigns at <strong>the</strong> national levels for <strong>the</strong> people<br />

education and information concerning <strong>the</strong><br />

energy efficiency concept, <strong>the</strong> significance of<br />

<strong>the</strong> energy efficient electric appliance choose<br />

(related with <strong>the</strong> appliance energy label), <strong>the</strong><br />

opportunities to obtain important reductions of<br />

<strong>the</strong> energy consumption in residential sector<br />

with low levels of <strong>the</strong>ir costs;<br />

• Education and information campaigns in<br />

general and high schools, universities and<br />

even children<br />

gardens concerning <strong>the</strong> energy<br />

savings.<br />

2. Objectives of <strong>the</strong> CREFEN project<br />

The problems to be solved <strong>by</strong> <strong>the</strong> project<br />

deal with energy efficiency and<br />

saving<br />

energy field (specific objectives):<br />

• Drawing up of scenarios and prognos<strong>is</strong> of<br />

electricity consumption in residential sector;<br />

• Achievement of an advanced modeling and<br />

simulation software system-tool of electricity<br />

consumption in residential sector and<br />

of<br />

economical and environmental effects;<br />

• Using a tool for defining <strong>the</strong> potential of<br />

energy saving, prognos<strong>is</strong><br />

and scenarios of<br />

consumption evolution;<br />

• Improvement of <strong>the</strong> degree of taking into<br />

consideration <strong>by</strong> <strong>the</strong> consumers, dec<strong>is</strong>ion<br />

factors and special<strong>is</strong>ts of <strong>the</strong> opportunities,<br />

advantages of promoting new technologies in<br />

electricity consumption in residential sector,<br />

in <strong>the</strong> framework of a sustainable<br />

development integrated at <strong>the</strong> European level;<br />

• Designing and implementation of a web<br />

application with databases for domestic and<br />

lighting appliances available on <strong>the</strong><br />

<strong>Romania</strong>n market, which include information<br />

from <strong>the</strong> energy label and fiche;<br />

• Design and implementation of <strong>the</strong> software for<br />

an interactive system and an electronic book.<br />

As measurable objectives we mention:<br />

• Influence of <strong>the</strong> consumer dec<strong>is</strong>ion concerning<br />

electricity saving at residential level and<br />

acqu<strong>is</strong>ition of energy efficient appliances;<br />

• Consumer education, in general, and young<br />

people, in particular, for environment<br />

protection and reduction of greenhouse effect;<br />

• Interconnection of <strong>Romania</strong>n research in<br />

electric energy efficiency field in residential<br />

sector to similar European projects (for<br />

example DG JRC project, IES, Ispra, "Energy<br />

INGINERIA ILUMINATULUI 18-2006 7
