These mechanisms are of significant importance for residents in <strong>Garba</strong> <strong>Tula</strong> from both<br />
cultural and natural resource management perspectives, and have a good historic record<br />
in managing resources<br />
The mechanism has the potential to continue playing a key role in natural resource<br />
management, but needs to modernise (e.g. represent all sectors of society, and other<br />
groups)<br />
Formal government recognition and a strong legal basis is required to increase legitimacy<br />
and enable the mechanism to remain strong in the face of increasingly rapid social and<br />
economic changes<br />
