5. Coordination of Child Anti-Trafficking Partners<br />

Establish a dedicated national child protection structure<br />
o<strong>per</strong>ating at central and prefecture level to coordinate and<br />
su<strong>per</strong>vise the national and local activities of education, health<br />
and social services, law enforcement, prosecution and local<br />
government structures, and to coo<strong>per</strong>ate with relevant IOs,<br />
NGOs and local level partnerships for the implementation of<br />
the strategies and actions contained in this Action Plan.<br />
Create a network of anti-child trafficking partnerships at local/<br />
municipal level, consisting of NGOs and representatives of<br />
local social welfare, medical, education, police and prosecution<br />
services, to advise and assist victims and families, and to<br />
liaise with central government structures, as well as with<br />
corresponding international organizations, shelters and other<br />
protection structures.<br />
Negotiate Memorandums of Understanding between ministries<br />
and other state institutions involved in child trafficking<br />
prevention and protection and national and local NGOs and<br />
IOs, to regulate the respective rights and responsibilities of<br />
the parties, in the interests of transparency and the mutual<br />
legal protection of victims and those assisting them.<br />
Take steps to develop transboundary and international<br />
coordination between child trafficking NGOs, reception<br />
centers, ‘hotlines’ and related entities in Albania and their<br />
counterparts in neighboring and other destination countries,<br />
to enhance implementation of the policies and actions outlined<br />
above, particularly as regards assisted voluntary return.<br />
Devise a comprehensive and coordinated system for collecting,<br />
analyzing and disseminating data on child trafficking, based<br />
on a methodology agreed by all partners, official, NGO and<br />
