The <strong>Goochland</strong> County Board of Supervisors will hold a public hearing on Tuesday, July 6, 2010 at<br />

7:00 p.m. in the <strong>Goochland</strong> Administration Building, 1800 Sandy Hook Rd., Board Meeting Room,<br />

Suite 250, <strong>Goochland</strong>, VA on the following:<br />

District 2<br />

CU-2000-00003 Application fi led by Jeffrey J. Mabry requesting an extension to a Conditional Use<br />

Permit that was granted in 2000 to use an existing dwelling as a studio and offi ce on Assessor’s<br />

Parcel No. 30-1-0-8-0 (GPIN # 6759-54-0095). The property is located at 2680 Sandy Hook Road<br />

approximately one-half mile northwest of Jackson Shop Road (Route 607) in the Lickinghole<br />

Magisterial District. The Conditional Use Permit is required by Article 3, Section 3.14 of the County<br />

Zoning Ordinance. The Comprehensive Plan shows this area as rural enhancement.<br />

CU-2010-00002 Application fi led by PT Land Co., C/O TMG, LLC requesting a Conditional Use<br />

Permit for a car wash on 4.40 acres identifi ed as a portion of Assessor’s Parcel No. 48-1-0-56-0<br />

(GPIN # 7738-21-1276) located at 6100 Pouncey Tract Road in the northeast corner of <strong>Goochland</strong><br />

County in the Dover Magisterial District. The applicant plans to construct a convenience store and<br />

clarify the composition of the Department of Real Estate Assessment and the assignments of the<br />

An ordinance to amend <strong>Goochland</strong> County Code, Chapter 13 (“Taxation”) by adding Article<br />

IX (“Short-Term Rental Tax”), Sections 13-247 (“Short-term rental property defi ned”), 13-248<br />

(“Short-term rental business defi ned”), 13-249 (“Imposition; amount”), 13-250 (“Collection,<br />

return and remittance of tax”), 13-251 (“Procedure upon failure to collect, report or remit taxes”),<br />

13-252 (“Penalty and interest”), 13-253 (“Exclusions and exemptions”), 13-254 (“Certifi cate of<br />

registration”) and 13-255 (“Criminal penalties for violation of article”) to classify short-term<br />

rental property as a separate classifi cation for purposes of local taxation, pursuant to state law<br />

(“Purchasing, surplus property”) by amending Division 3 (“Cooperative Procurement”), Section<br />

2-240 (“Conditions for use”); Division 4 (“Contract formation and methods of source selection”),<br />

Sections 2-246 (“Competitive negotiation”) and 2-254 (“Competitive bidding or competitive<br />

negotiation on state-aid projects”); and by adding Section 2-257.2 (“Compliance with state law;<br />

foreign and domestic businesses authorized to transact business in the Commonwealth”) to<br />

comply with Chapters 736, 382, 567 and 634 of the 2010 Virginia Acts of Assembly (House Bills<br />

426, 567, 789 and 831, respectively)<br />

An ordinance to amend <strong>Goochland</strong> County Code, Chapter 13 (“Taxation”), Article IB (“Real<br />

Estate Assessment and Equalization”), Division 2 (“Department of Real Estate Assessment”)<br />

and Division 3 (“Board of Equalization”) by amending Sections 13-19 (“Assessment records”),<br />

13-26 (“Same—Organization; membership”), 13-28 (“Same—Hearings”) and 13-30 (“Same—<br />

Compensation of members”); and by adding Section 13-32 (Same—Finality; review by board<br />

of equalization prerequisite to bringing action in circuit court”) to remove the nine-year term<br />

limitation for members of the Board of Equalization, to add a provision related to the exhaustion<br />

of administrative remedies before appealing to the Circuit Court, and to revise the provisions<br />

related to the Board of Equalization to comply with state law<br />
