Once again <strong>Goochland</strong><br />

County has been named as<br />

being among the nation’s richest<br />

places to live.<br />

Folks moving into the county<br />

in 2008 made more money<br />

than those leaving, according to<br />

a recent magazine article.<br />

This latest notice comes<br />

as a result of a May 14 Forbes<br />

Magazine article which ranks the<br />

nation’s counties by the aver-<br />

budget for the fiscal year beginning<br />

July 1, and it includes a long<br />

list of service reductions.<br />

will decline by 8.3 percent from<br />

the current fiscal year, the result<br />

Pipes<br />

end of <strong>Goochland</strong> County, stretches an<br />

eight-and-a-half-mile, 48-inch, force main<br />

sewer line.<br />

Most of that line is made up of Flowtite<br />

fiberglass reinforced polymer (FRP) pipe,<br />

made by a company called Amitech at a<br />

plant in Zachary, Louisiana.<br />

Bryant Electric, the contractor that<br />

installed this pipe between 2004 and 2006,<br />

had asked the county for more money and<br />

time to finish the project, saying that the<br />

county was negligent in listing FRP as an<br />

acceptable product for a force main system<br />

with restrained joints: The pipe, claimed<br />

Bryant Electric in a presentation to the<br />

Board of Supervisors in 2005, was prone to<br />

leaks caused by improper joint connections<br />

and uneven diameters.<br />

Bryant Electric originally won the contract<br />

based on a bid of $9.1 million, which<br />

was based on using FRP pipe.<br />

In June 2006, the contractor sued the<br />

county for $9.6 million, citing breach of<br />

contract.<br />

The county argued that faulty installation,<br />

not a flawed product, was to blame for<br />

Bryant Electric’s problems in successfully<br />

laying the pipe.<br />

But in September of 2007, the county<br />

offered Bryant Electric a $1 million settlement<br />

and released the contractor from any<br />

future claims related to the project.<br />

And last January <strong>Goochland</strong> Public<br />

Utilities Director Gary A. DuVal wrote a<br />

letter to the pipe’s manufacturer, saying that<br />

after a leak was discovered in the sewer line<br />

last December.<br />

“The County has concluded that the<br />

pipe failed in this area due to defects in the<br />

pipe itself,” he wrote, “and we are concerned<br />

with the future of having miles of this pipe<br />

in our infrastructure.”<br />

A force main breaks on<br />

River Road<br />

According to reports obtained by The<br />

Gazette from <strong>Goochland</strong> County, the<br />

<strong>Goochland</strong> Sheriff’s Office notified the<br />

county’s public utilities department on<br />

December 9 that a waterline had broken<br />

along River Road, near the Randolph<br />

Square subdivision entrance.<br />

County staff turned off the pumps in<br />

the Eastern <strong>Goochland</strong> Pump station and<br />

called G. L. Howard, a local utility construction<br />

company, to repair the break and<br />

restore service to a line that serves the<br />

eastern end of <strong>Goochland</strong> County and a<br />

portion of Henrico County.<br />

In the meantime, the Virginia<br />

Department of Environmental Quality<br />

reported that more than 1,000 gallons of<br />

wastewater overflowed into the ditch line<br />

that leads to the Tuckahoe Creek.<br />

The area was excavated and a rectangular-shaped<br />

break was discovered in the<br />

pipe, which was fixed by replacing a cut-out<br />

section with two repair couplings.<br />

overall circumference of the failed section<br />

was found to have three different dimensions,<br />

all within the one joint of pipe.<br />

The repaired sections were installed,<br />

the couplings were tightened up and the<br />

line was put back in service by 9 p.m. on<br />

December 10.<br />

The final bill from G.L. Howard was<br />

$46,871, which covered labor; the bill from<br />

H.D. Supply Waterworks, which covered<br />

two 48-inch steel couplings, was $4,136.<br />

An extended 10-year warranty from<br />

Amitech USA, LLC, which manufactured<br />

the pipe, won’t cover the cost of the labor<br />

involved, but it should cover any materials<br />

found to be defective, according to a letter<br />

written by former County Administrator<br />

Gregory K. Wolfrey to Amitech in 2007.<br />

“As I believe you know, Amitech provided<br />

FRP that did not meet the County’s<br />

specification, both in its testing and in its<br />

manufacturing of the pipe’s groove,” wrote<br />

Wolfrey when he accepted the manufacturer’s<br />

proposed warranty.<br />

County Attorney Norman B. Sales says<br />

the warranty claim for the December 2009<br />

break is still outstanding and the county<br />

is currently in litigation to recover those<br />

costs.<br />

When the pipes were laid, Amitech<br />

USA was a subsidiary of Amiantit, a Saudi<br />

Arabian company. Amiantit sold Amitech<br />

to U.S. Composite Pipe South in 2008,<br />

which may jeopardize <strong>Goochland</strong>’s ability<br />

to collect on its warranty.<br />

But Benjamin D. Hicks, once a controller<br />

at Amitech and currently a consulting<br />

director with New Orleans-based accounting<br />

firm Silva, Gurtner and Abney, said in<br />

a phone interview this week that although<br />

Amitech is no longer in business, an attorney<br />

in Richmond has been retained by the<br />

company and is working with <strong>Goochland</strong><br />

to resolve the claim.<br />

The cause of the break<br />

While the county says that defective<br />

materials caused the pipe failure last<br />

December, others stand by <strong>Goochland</strong>’s<br />

2005 accusation of inadequate installation<br />

by Bryant Electric.<br />

Kenneth L. Glasgow, who was a regional<br />

sales manager for U.S. Composite South at<br />

the time of the force main break, was asked<br />

by the county to visit the repair site the<br />

morning of December 9, 2009.<br />

“From what I could see, and the county<br />

inspector with me agreed, the problem was<br />

poor installation,” said Glasgow in a phone<br />

interview last week. “Put it this way—when<br />

they were digging down, after they removed<br />

the busted pipe, I could hear the bucket of<br />

the excavator pounding on rock at the bottom<br />

of the trench. There’s no way any kind<br />

of pipe would have survived on that type of<br />

installation.”<br />

Glasgow said that when contractors<br />

install pipe, consistent bedding, such as<br />

crushed stone, should be placed beneath<br />

the pipe to keep it from shifting when under<br />

pressure.<br />

“It’s the same concept of having a pebble<br />

in your shoe,” he said. “If you’re standing<br />

on that pebble, it might not be big, but you<br />

have all the pressure of your foot on that<br />

one point and that’s why it hurts.”<br />

Former Utilities Director Doug Harvey,<br />

who was working for <strong>Goochland</strong> at the<br />

time the sewer line was being installed<br />

in the TCSD, believes that Bryant Electric<br />

started off doing a good job but then ran<br />

into problems due to insufficient staffing.<br />

“In the middle of it, they had a subcontractor<br />

who was laying 400 – 500 feet a<br />

day, but then they let him go,” said Harvey.<br />

theme of this year’s Relay<br />

for Life, sponsored by the<br />

American Cancer Society.<br />

Cancer survivors, families<br />

and friends gathered<br />

Friday evening on<br />

the track at <strong>Goochland</strong><br />

Elementary School for the<br />

annual Relay for Life.<br />

During the Opening<br />

Ceremonies Honorary<br />

Chair Shawn Coffey spoke<br />

about her experiences with<br />

breast cancer.<br />

Coffey, who underwent<br />

a bilateral mastectomy<br />

in 2008, said she had to<br />

think hard when she was<br />

approached to speak at the<br />

Opening Ceremonies.<br />

“I kept thinking, what<br />

is my story?” said Coffey.<br />

“My story really isn’t any<br />

more significant, any more<br />

life-changing, than anyone<br />

else who has ever been<br />

told ‘You have cancer.’”<br />

“You know what it’s like<br />

to feel the fear associated<br />

with that news and how in<br />

that split second it changes<br />

your life,” said Coffey.<br />

“It’s about living your<br />

story. It’s about what you<br />

do when given a second<br />

chance,” said Coffey, who<br />

shared a few of the all<br />

too familiar events, such<br />

as surgery, chemotherapy,<br />

radiation and hair loss,<br />

that many of her listeners<br />

had also experienced.<br />

“I’m physically<br />

changed, but I am better<br />

on the inside than I have<br />

doing fine. “But it’s always<br />

in the back of your mind,”<br />

he said.<br />

Another cancer survivor,<br />

Dottie Holcomb, who<br />

has suffered through two<br />

bouts with an extremely<br />

rare cancer called<br />

Lyomeiosarcoma, said she<br />

had just received news<br />

that her latest CAT scan<br />

was clear.<br />

“I feel blessed because<br />

I’m a double survivor,”<br />

said Holcomb.<br />

Marc Jones, a nine-year<br />

prostate cancer survivor,<br />

although this budget was challenging, next<br />

year appears to be even more so.<br />

“I think things came out about the best<br />

they could this year,” he said. “But next year’s<br />

another ballgame, and it looks like we’ll be<br />

playing on a muddy field.”<br />

Reductions, all of which will be effective<br />

July 1, include:<br />

<strong>Goochland</strong> Library Branch will be closed<br />

on Tuesdays and will close at 2 p.m. on Fridays<br />

at Syracuse University.<br />

But that has changed.<br />

Checking the 2008 rankings at<br />

the clearinghouse’s website, one<br />

finds that <strong>Goochland</strong> has fallen<br />

to number eight in the income<br />

rankings.<br />

Last year the average adjusted<br />

gross income in the county was<br />

lower by more than $28,000 at<br />

108,973 a decline of 21 percent.<br />

But terms used in these statistics-based<br />

stories are important.<br />

An average income is derived<br />

by adding up the amounts reported<br />

on all tax returns and dividing<br />

by the number of returns. So a<br />

few extremely <strong>high</strong> <strong>earners</strong> can<br />

skew results toward the <strong>high</strong> side.<br />

In a community of 100 people<br />

for instance, five individuals with<br />

adjusted gross incomes of $3 million<br />

each, combined with 95 others<br />

earning $30,000 each, would<br />

produce a whopping $178,500<br />

average return.<br />

Median income, on the<br />

other hand, means that half of<br />

the incomes are <strong>high</strong>er than the<br />

median and the other half are<br />

lower.<br />

“You never know if they are<br />

talking about median or average<br />

income,” noted Board of<br />

Supervisors Chairman William<br />

Quarles, District 2, who said that<br />

there are still pockets of poverty<br />

in the county.<br />

Open Sunday basketball at the county<br />

gym will be discontinued.<br />

The school system shared in the pain, with<br />

a 13.7 percent decline in its operating budget.<br />

As a result, 33 positions were cut, including<br />

15 teachers and seven instructional support<br />

staff members.<br />

“Everything that could possibly be reduced<br />

has been,” School Superintendent Linda<br />

Underwood said. “We’re just going to do the<br />

best we can with what we have.”<br />

The pipes are calling<br />

So what is going on with the pipes in the Tuckahoe Creek Service<br />

District?<br />

The answer will depend on who you ask.<br />

Over the past few months I’ve been posing questions about the pipe<br />

installation of 2004-2006, and I have received an array of answers.<br />

What is interesting is that many of the reasons, and documents, used by<br />

Bryant Electric, in that company’s quest to prove to <strong>Goochland</strong> County that<br />

the pipes it had chosen to lay were going to at some point rebel, were cast aside<br />

by county administration in 2005.<br />

But now, when we have a new county administrator, county attorney and<br />

utilities director, those same documents are being embraced and circulated to<br />

those who hold the promise of a warranty, to prove that, hey!<br />

Maybe that contractor wasn’t just trying to pull one over on the county<br />

when it asked the Board of Supervisors in 2005, “Should we continue on this<br />

path with FRP or change to ductile iron?”<br />

Bryant Electric added, yeah, ductile iron pipe material costs are <strong>high</strong>er. But<br />

staying with FRP material will entail additional remediation and increased<br />

long-term reliability costs.<br />

Maybe, just maybe, there was a bit of truth in Bryant Electric’s claim.<br />

Maybe those Flowtite fiberglass reinforced polymer pipes weren’t so great,<br />

and maybe the county and those it employed weren’t surprised to learn this.<br />

One person said to me last week, “Let me tie it all together for you. When<br />

problems started happening on that project, all fingers were pointing to the<br />

contractor, regardless of problems with the pipe itself. The distributor, contractor,<br />

manufacturer and county engineer all circled the wagons, and pointed<br />

to the contractor and the reason why was because the manufacturer wanted<br />

to maintain the good name of the pipe. And if the pipe was bad, if the design<br />

of the pipe was bad and insufficient, that makes all four of those guys look<br />

like they knew.”<br />

Makes it look like maybe they knew it all along.<br />

And so who is going to pay for that desire to keep knowledge in the<br />

shadows?<br />

Yup.<br />

Those that live and work in the Tuckahoe Creek Service District, those<br />

who will keep having their utility rates adjusted to accommodate the rising<br />

costs of maintaining a flawed system.<br />

Sometimes it is the better part of valor to admit that you were wrong, and<br />

you want to make it right.<br />

I think that would be a noble goal for some of those who set the rhythm,<br />

and the rates, of <strong>Goochland</strong> County.<br />

Concerns about firing<br />

range<br />

I view as a real threat to our<br />

safety the Virginia State Police<br />

Plans to build a firing range<br />

in Powhatan County off of Old<br />

River Trail just across the James<br />

River from my home.<br />

The noise will be bad enough,<br />

but the real danger in is the<br />

orientation of the 300-yard rifle<br />

range and its close proximity to<br />

homes in <strong>Goochland</strong>.<br />

Errant rounds are common<br />

on a firing range because that’s<br />

why they go there to begin with,<br />

to practice.<br />

It is aimed directly at our<br />

Rivercliff Subdivision in Maidens<br />

and anyone else who happens to<br />

be riding along State Route 6 in<br />

this area, or perhaps trying to<br />

enjoy the James River.<br />

They plan to share this range<br />

with the Virginia Department of<br />

Game and Inland Fisheries and<br />

the FBI.<br />

enforcement rifles would<br />

It is disappointing and<br />

saddening, not to mention<br />

irresponsible, that law<br />

enforcement has no better<br />

judgment than to build a<br />

firing range this close to<br />

the citizens it is sworn to<br />

superintendent’s<br />

In last week’s <strong>Goochland</strong><br />

Gazette, (staff writer Ken<br />

Odor’s) editorial stated,<br />

“sometimes you can manage<br />

to almost be at two places at<br />

the same time.”<br />

(Odor was) referring<br />

to the regularly scheduled<br />

meeting of the <strong>Goochland</strong><br />

School Board and an organizational<br />

meeting for a<br />

possible <strong>Goochland</strong> chapter<br />

of the Richmond Tea Party,<br />

both of which were scheduled<br />

for June 8 at 7 p.m.<br />

Since I work fulltime<br />

during the day, I opted to<br />

attend the School Board<br />

meeting, knowing its proclivity<br />

for providing more<br />

drama and entertainment<br />

than the day time television<br />

shows I cannot view. I was<br />

not disappointed.<br />

Education 2009-2010 enrollment<br />

data, I calculated each<br />

school district’s superintendent’s<br />

salary spend per<br />

student.<br />

From Chesterfield’s $3.88<br />

to King and Queen’s $159.33,<br />

this statistic follows a predictable<br />

progression, with<br />

usual and expected minor<br />

statistical aberrational variances.<br />

Putting Underwood’s<br />

outlandish pay in perspective<br />

does not take a statistical<br />

wizard.<br />

Looking at her pay in<br />

relation to like-sized districts<br />

and using “superintendent’s<br />

salary $’s per student”<br />

as an index, there is<br />

a glaring anomaly to what<br />

started quitting, they couldn’t get 40 feet a<br />

day in. It had nothing to do with the pipe,<br />

it was about losing people who had been<br />

trained to put it in.”<br />

When asked whether the pipe had broken<br />

on the bottom, which could indicate<br />

contact with exposed rock, Sales declined<br />

to comment until litigation with Amitech<br />

is resolved.<br />

A combination of two<br />

factors?<br />

Glasgow, who no longer works for U.S.<br />

Composite Pipe South, says that Flowtite is<br />

not an easy pipe to make or install.<br />

“I have concerns about it,” said Glasgow.<br />

“I’ve worked for four different pipe companies,<br />

and seen a lot of different manufacturing<br />

processes, and you have to be on<br />

your toes when making Flowtite pipe. The<br />

manufacturing process is really an amazing<br />

process, but things can get out of tune very<br />

easily and there’s a lot of different material-<br />

polyester resin, sand, fiberglass- and<br />

you’re essentially throwing all the materials<br />

together to be wound. It’s a computercontrolled<br />

operation, but it requires 2-3<br />

people to monitor what’s going on in the<br />

machine.”<br />

“The major weakness is the pipe joint<br />

itself,” he added. “I find that joint more difficult<br />

for contractors to work with.”<br />

According to a report, written by a representative<br />

of Malcolm Pirnie, Inc. and<br />

sent to the City of Orlando’s Public Works<br />

Department, based on observations of a test<br />

of a 48-inch pipe performed by Amitech at<br />

their Louisiana plant in February of 2005,<br />

leaks occurred that prompted Orlando to<br />

remove Flowtite FRP pipe from its technical<br />

specifications.<br />

“These fai<strong>lures</strong> caused us to be alarmed<br />

at… not only the use of the machined<br />

groove joint but also the entire pipe product,”<br />

wrote Steven J. Cook, Project Manager<br />

for Malcolm Pirnie, to Abe Jardaneh, Project<br />

Manager of the City of Orlando Public<br />

Works Department, on March 7, 2005.<br />

“The failure in the 48-inch apparatus<br />

<strong>high</strong>lighted to us that Amitech USA is still<br />

resolving all the issues with the restrained<br />

joint pipe and joints,” added Cook.<br />

R. Stuart Royer and Associates, who<br />

served as an engineer on the 2004-2006<br />

force main project, requested a copy of<br />

those test results on March 30, 2005.<br />

R. Stuart Royer and Associates was also<br />

a defendant in Bryant Electric’s breach of<br />

contract suit in 2006, and was acquired by<br />

Malcolm Pirnie in 2008.<br />

The test results were used by Bryant<br />

Electric in 2005 to justify their case to<br />

<strong>Goochland</strong> that the pipes were defective.<br />

And the same test results are now being<br />

used now by the county to verify their warranty<br />

against Amitech.<br />

“Amitech invited engineers to see a pressure<br />

test, and ran a pressure test in front<br />

of them and the pipe split,” said Glasgow.<br />

“That’s not a very good way to sell a pipe.”<br />

Paying for the pipes in<br />

the TCSD<br />

<strong>Goochland</strong>’s District 4 Supervisor<br />

Malvern “Rudy” Butler said of the pipe<br />

system in the TCSD, “Keep your fingers<br />

crossed, I hope nothing happens to it.”<br />

“I don’t know if there is enough money<br />

in there or not to repair it,” added Butler.<br />

“If installation was faulty, if they put it in<br />

wrong, it’s hard to get the money—Bryant<br />

Electric went out of business. And the people<br />

who made the pipe are out of business.<br />

I don’t know who would stand behind the<br />

warranty.”<br />

DuVal is also concerned about funding<br />

any problems in the district.<br />

“The county hasn’t really set aside money<br />

for any ongoing maintenance, for depreciation<br />

for a lot of things,” said the public utilities<br />

director. “What (County Administrator<br />

Rebecca T. Dickson) is working on for her<br />

latest budgets, the rates will be including<br />

possible future funds for that.”<br />

The Board of Supervisors voted last<br />

April for an increased tax rate for Tuckahoe<br />

Creek Service District customers, up from<br />

23 cents per $100 of assessed value to 27<br />

cents.<br />

Dickson says that the county is trying<br />

to catch up to future needs.<br />

“As we developed the rates for (fiscal<br />

year 2011), we included some funds for<br />

repairs and maintenance,” she said this<br />

week. “This amount is $85,000. While this<br />

is a start, our goal would be to increase<br />

this amount to a <strong>high</strong>er level over time.<br />

If there were some kind of catastrophic<br />

event (or) failure that led to a much greater<br />

repair expense than what was budgeted,<br />

that would have to be addressed from the<br />

TCSD fund balance.”<br />

Right now the county is trying to<br />

encourage investment in, and raise funds<br />

for, the TCSD.<br />

One anticipated project is the West<br />

Creek Medical Center, a 97-bed, $183 million<br />

hospital on a 60-acre site at the West<br />

Creek office park. This facility, planned by<br />

HCA, would provide jobs and revenue for<br />

the county.<br />

And according to an interview with<br />

HCA spokesperson Karen Nelson last May,<br />

the hospital is on track to start building<br />

this fall.<br />

“I think it’s very important to get to the<br />

bottom of this and see what kind of problem<br />

we have so we can address it properly,”<br />

said District 3 Supervisor Ned S. Creasey<br />

of potential pipe issues in the TCSD. “I<br />

think we’re trying to bring people into the<br />

district, and there’s an urgency to get all<br />

this resolved.”<br />

County Parks and Recreation<br />

Department honored two local<br />

men for their long history of<br />

community service.<br />

Larry Leabough and<br />

Jonathan Leon Saddler became<br />

the fourth and fifth persons to<br />

have plaques placed with their<br />

names on the Wall of Fame<br />

in the lobby of the Parks and<br />

Recreation building.<br />

Their plaques will join those<br />

of Bryan Gordon, Termon<br />

Minor and Wilbert Ware, the<br />

first three honorees who were<br />

chosen last year. After a catered<br />

dinner in the gymnasium<br />

where the awards were presented,<br />

Leabough and Saddler<br />

were also recognized at that<br />

evening’s Board of Supervisors<br />

meeting.<br />

Leabough, who is a warden<br />

with the Chesterfield<br />

Department of Corrections<br />

and a life-long <strong>Goochland</strong><br />

resident, was honored for his<br />

many years of volunteer service<br />

in sports and recreation activities.<br />

A star basketball player<br />

for the <strong>Goochland</strong> Bulldogs,<br />

Leabough has been active in<br />

coaching soccer in what has<br />

become GUSA.<br />

Along with soccer,<br />

Leabough has also coached<br />

boys’ basketball for more than<br />

10 years.<br />

Leabough is a member<br />

of the <strong>Goochland</strong> County<br />

Recreation Advisory Board,<br />

appointed by former supervisor<br />

James Bowles in the 80s and<br />

again by Jim Eads in 2008.<br />

Saddler, a <strong>Goochland</strong><br />

County Department of<br />

Transportation truck driver, also<br />

works part-time at <strong>Goochland</strong>’s<br />

Parks and Recreation. His parttime<br />

job is in addition to his<br />

volunteer time, but it gives him<br />

more chance to be involved<br />

with county youth.<br />

Saddler has coached youth<br />

basketball for 21 years. People<br />

lings and ask, “Are you related<br />

to Leon? He coached me when<br />

I was five years old!”<br />

These are people who are<br />

now adults out of college. One<br />

Parks and Recreation parent<br />

said this of Leon, “There<br />

is a man who volunteers as a<br />

coach during the winter P &<br />

R Basketball program – he has<br />

done this for many years. He has<br />

a demeanor that 6 and 7 yearold<br />

girls respond to and young<br />

teen boys respect.<br />

He is calm and comical;<br />

he instructs and encourages,<br />

he coaches with honesty and<br />

integrity. He cares about these<br />

kids, about them learning a sport<br />

and being part of a team regardless<br />

of skill level. <strong>Goochland</strong> kids<br />

are lucky this man likes to coach<br />

and wants to – and <strong>Goochland</strong><br />

parents are lucky that he has.

Golf Classic looks to be bigger and better<br />

From a youth, through <strong>high</strong><br />

school and college, Ohly has<br />

spent 37 years on the links and<br />

said sponsoring the event was a<br />

natural step considering he and<br />

Bryan Kornblau, Chairman of<br />

Eagle Construction, first met<br />

on a golf course. “Golf and the<br />

community here locally has<br />

been a big part of our lives and<br />

our success.”<br />

Because the Richmond Golf<br />

Classic is now the only remaining<br />

professional golf tournament<br />

in the state of Virginia,<br />

Ohly felt it important that the<br />

Richmond area retains its ties<br />

to the event. “If we don’t keep<br />

one it’s going to be tough to<br />

get them back,” he said. “As<br />

people start to compete for<br />

these events as the economy<br />

improves, you’re going to be<br />

looked at as somebody who<br />

gave it up instead of somebody<br />

who kept it going.<br />

Considering how professional<br />

sports have lately struggled<br />

in the Richmond area,<br />

Ohly wanted to make sure that<br />

golf did not follow suit. “It’s<br />

extremely important to keep<br />

that tradition going,” he said.<br />

“We’ve had professional golf<br />

in Richmond, I guess, gosh, it<br />

started in 1965 with the PGA<br />

indicated is lacking in fund-<br />

ing. “Unfortunately there’s not<br />

enough,” she said. “A lot of the<br />

research is for men and we<br />

know that the warning signs<br />

are different and the treatment<br />

is different (for women).”<br />

Because heart disease is<br />

the national’s leading killer of<br />

women, Nostheide said there is<br />

a natural synergy between golf<br />

and the campaign. “There’s so<br />

many things with a healthy<br />

lifestyle that you can do to prevent<br />

heat disease and stroke,”<br />

she said. “Obviously a partnership<br />

with the LPGA is perfect<br />

because golf is a lifelong sport<br />

that can keep women active<br />

and really prevent heart disease<br />

from ever coming up.”<br />

And when it comes to the<br />

golf itself, drama will be added<br />

to this year’s tournament as the<br />

Richmond Classic will be the<br />

second to last tour event. So,<br />

much like NASCAR’s “Race for<br />

the Chase” at RIR, the pressure<br />

will be on throughout the week<br />

as the players make a final push<br />

to qualify for the 2011 season.<br />

“That means a lot of players<br />

who are striving to get their<br />

LPGA cards will be playing<br />

pretty hard here at Richmond<br />

Country Club in order to<br />

play well and place well,” said<br />

Michael Vajda, LPGA’s Director<br />

of Tournament Business<br />

Affairs.<br />

The Richmond Classic<br />

has quickly become one of<br />

the players’ favorite stops<br />

on the tour, so much so that<br />

Lisa Meldrum may return to<br />

defend the title she won last<br />

year despite already holding<br />

her LPGA card.<br />

In its third go-round,<br />

Vajda hopes that the event<br />

has now established itself with<br />

Richmond golf fans. “In tournaments<br />

like this, I think the<br />

first couple of years, people are<br />

curious to see what it’s about,”<br />

he said. “I think we’ve gotten<br />

past that stage.”<br />

With 17 planned events this<br />

year, Vajda hopes the fan base<br />

continues to grow. The week of<br />

golf will include a Junior Clinic,<br />

two Pro-Am tournaments and<br />

a Go-Pro Fashion show. This<br />

Deep Run Horse Show promises to be memorable event<br />

Horse enthusiasts from<br />

across the region will converge<br />

on <strong>Goochland</strong> County<br />

this week for one of the<br />

state’s oldest and most prestigious<br />

horse shows, The<br />

Deep Run Horse Show.<br />

The five-day event kicks off<br />

Wednesday and continues<br />

through the weekend at the<br />

Deep Run Hunt Club on<br />

Manakin Road.<br />

This year’s chairman<br />

Betsy Tompkins, said this<br />

year’s event continues<br />

a tradition started in the<br />

early 1950s. “The show has<br />

been located in <strong>Goochland</strong><br />

County since the early 1950s,<br />

and is an official <strong>Goochland</strong><br />

County Signature event.<br />

Our show has carried the<br />

<strong>high</strong>est rating of The United<br />

States Equestrian Federation<br />

(formerly American Horse<br />

Shows Association) since<br />

1937, and has recently been<br />

awarded “Heritage” status,”<br />

Tompkins said.<br />

The designation places<br />

the show in an exclusive category,<br />

and the recognition<br />

will be duly noted in this<br />

year’s activities.<br />

showcase for top horses and<br />

riders in the region. Virginia<br />

exhibitors have voted Deep<br />

Run “Horse Show of the<br />

Year” for the most recent<br />

two years,” this year’s chairman<br />

said.<br />

The event attracts riders<br />

from the very young to<br />

seasoned veterans and takes<br />

advantage of Deep Run’s<br />

state of the art facilities.<br />

“Competition takes place in<br />

two rings. Our youngest<br />

competitors are in the leadline<br />

class on Sunday. Our<br />

oldest competitors don’t<br />

want to tell their ages...they<br />

are listed in the prize list as<br />

“over 35”,” she said.<br />

This year’s event features<br />

hundreds of riders<br />

from across the region. Last<br />

feel that by offering these things<br />

it’s more than a golf tournament,<br />

it’s more of a happening.”<br />

Other than the tournament<br />

itself, the most <strong>high</strong>ly anticipated<br />

event will take place on Thursday<br />

when RCC hosts the final round<br />

of the Sun Mountain Skills<br />

Summit Challenge where players<br />

will compete in a variety of skill<br />

is slated to compete again in<br />

the event’s signature event<br />

The Deep Run Horse<br />

Show Association and<br />

its numerous volunteers<br />

are ready for the influx of<br />

competitors. “We have 261<br />

stalls reserved this year, 120<br />

stabled in our permanent<br />

barns, and we set up temporary<br />

stalls under big top<br />

tents to house the additional<br />

horses,” Tompkins said.<br />

Planning for the event<br />

begins early and depends on<br />

a group of dedicated volunteers,<br />

according to Tompkins.<br />

“Planning for the “AA” event<br />

is ongoing throughout the<br />

year. The horse show chairman,<br />

committee and Deep<br />

Run Horse Show Association<br />

board members- 32 volunteers-<br />

work together to<br />

plan and produce the show,”<br />

Tompkins said.<br />

The facility features all<br />

weather footing, a sprinkler<br />

system on both rings<br />

and four permanent barns.<br />

It was recognized in 2008<br />

as the Virginia Horse Show<br />

Association’s Horse Show of<br />

the Year Award.<br />

CU-2000-00003 Application fi led by Jeffrey J. Mabry requesting an extension to a Conditional Use<br />

Permit that was granted in 2000 to use an existing dwelling as a studio and offi ce on Assessor’s<br />

Henrico Police plan safety initiative<br />

It’s called SPF - 100 and no, it’s not a<br />

new brand of sunscreen.<br />

It’s the Henrico Division of Police’s<br />

summer traffic safety initiative, now in<br />

its second year. The acronym stands for<br />

“Safety Prevents Fatalities – 100 percent.”<br />

Sgt. A.J. Gordon of the Traffic Safety<br />

Unit said the goal is to remind citizens<br />

of a few simple safety rules to keep<br />

them safe during the summer.<br />

“It’s not just about writing tickets, it’s<br />

to educate,” said Gordon, although he<br />

acknowledged that traffic safety officers<br />

will be working more hours.<br />

Last year there were 32 traffic fatali-<br />

ties in Henrico, compared to only 18 in<br />

2008, according to Virginia Department<br />

of Motor Vehicle statistics.<br />

“For some reason last year we had an<br />

increase,” acknowledged Gordon.<br />

All the more reason to remind motorists,<br />

motorcyclists, bicyclists and pedestrians<br />

to be careful.<br />

Gordon stressed the value of timehonored<br />

safety measures, like wearing<br />

seat belts.<br />

Other commonsense safety measures<br />

are:<br />

* Obeying speed limits<br />

* Stopping for red traffic signals<br />

* Use of a DOT approved helmet by<br />

motorcyclists<br />

* Not driving while under the influence<br />

of drugs or alcohol<br />

* Avoiding distractions while driving<br />

Gordon said distractions while driving<br />

are a major factor in accidents.<br />

“I’ve seen books and newspapers<br />

propped up on the steering wheel,”<br />

said Gordon.<br />

In addition, Gordon said bicyclists<br />

and pedestrians should take sensible<br />

precautions for their own safety.<br />

Although not required by law, bicyclists<br />

should always wear a helmet.<br />

Presented annually by the KHB<br />

Committee since 1995, the awards recognize<br />

a homeowner and a business in<br />

each magisterial district that have maintained<br />

landscaping, lawn care, litter removal<br />

and recycling.<br />
