To increase one's fortune, a person has but two choices. He can<br />

offer goods and services to other members of society through vol-<br />

untary exchange, or he can resort to coercion, fraud, or a govern-<br />

ment-granted privilege. One such privilege would be tarif'E pro-<br />

tection from foreign competitors to prevent consumers from<br />

purchasing imported goods at a lower price.12 Since tariffs distort<br />

comparative costs, the resulting misallocation of resources will be<br />

suboptimal and produce a net loss to society.<br />

When exchange is voluntary, people must compete with oth-<br />

ers to make the consumer "richer" in each and every transaction<br />

by giving him greater satisfaction. Whoever succeeds the most in<br />

enriching others makes the greatest fortune. Is there a better way to<br />

induce all people-the good and the not-so-good-to work to make<br />

everyone else better off: to make them richer . . . or less poor?<br />

Incredibly, progressive taxation in effect is designed to take a<br />

bigger bite from the income of those who succeed best at enrich-<br />

ing other members of society. Besides creating perverse<br />

incentives, this distorting interference with free exchanges<br />

invariably brings into play the law of unintended consequences by<br />

creating unexpected losers. When progressively higher taxes dis-<br />

courage those who are more productive-who can offer the best<br />

deals-those who would have benefited by trading with them end<br />
