<strong>Appointment</strong> <strong>of</strong> <strong>the</strong> <strong>Mayor</strong><br />

PROCEDURE AND MOTIONS<br />

1. The outgoing <strong>Mayor</strong>, Mr C J Fairbrass, MBE will ask for nominations for <strong>the</strong> Office <strong>of</strong><br />

<strong>the</strong> <strong>Mayor</strong> for <strong>the</strong> coming year, which will be dealt with as follows:<br />

i) Councillor L Smith will move that Councillor N S Gill will be appointed as <strong>Mayor</strong> <strong>of</strong><br />

<strong>the</strong> London Borough <strong>of</strong> Barking <strong>and</strong> Dagenham for <strong>the</strong> coming year.<br />

ii) Councillor M McCarthy will second <strong>the</strong> motion.<br />

iii) Mr Fairbrass, MBE will ask <strong>the</strong> Acting Chief Executive, David Woods, to conduct <strong>the</strong><br />

vote as follows:<br />

iv) The Acting Chief Executive will ask all those in favour <strong>of</strong> Councillor N S Gill to raise<br />

<strong>the</strong>ir h<strong>and</strong>s.<br />

v) Then all those against to raise <strong>the</strong>ir h<strong>and</strong>s.<br />

vi) Then any abstentions.<br />

vii) On <strong>the</strong> basis <strong>the</strong> vote is carried, Mr C J Fairbrass, MBE will announce <strong>the</strong> newly<br />

appointed <strong>Mayor</strong> for <strong>the</strong> coming year <strong>and</strong> will invite <strong>the</strong> mover <strong>and</strong> seconder to say<br />

a few words in support.<br />

viii) Mr C J Fairbrass, MBE will invite <strong>the</strong> newly appointed <strong>Mayor</strong> to come to <strong>the</strong> dais,<br />

read <strong>and</strong> sign <strong>the</strong> acceptance <strong>of</strong> his appointment. The Acting Chief Executive will<br />

also sign <strong>the</strong> book.<br />

ix) Photos will be taken.<br />

x) The newly appointed <strong>Mayor</strong> will <strong>the</strong>n invest his <strong>Mayor</strong>ess, Mrs Mohinder Singh Gill.<br />

Miss Sukhvinder Kaur Gill, Miss Ranvir Kaur Gill will also be <strong>Mayor</strong>esses <strong>and</strong><br />

Sukhninder Singh Gill a Consort for <strong>the</strong> coming year.<br />

xi) Flowers will be presented to <strong>the</strong> <strong>Mayor</strong>esses.<br />

xii) Photos will be taken.<br />

<strong>Appointment</strong> <strong>of</strong> <strong>the</strong> <strong>Deputy</strong> <strong>Mayor</strong><br />

2. The outgoing <strong>Mayor</strong> will ask for nominations for <strong>the</strong> Office <strong>of</strong> <strong>the</strong> <strong>Deputy</strong> <strong>Mayor</strong> for <strong>the</strong><br />

coming year, which will be dealt with as follows:<br />

i) Councillor J McDermott will move that Councillor J Davis will be appointed as<br />

<strong>Deputy</strong> <strong>Mayor</strong> <strong>of</strong> <strong>the</strong> London Borough <strong>of</strong> Barking <strong>and</strong> Dagenham for <strong>the</strong> coming<br />

year.<br />

ii) Councillor D Twomey will second <strong>the</strong> motion.<br />

iii) Mr C J Fairbrass, MBE will ask <strong>the</strong> Acting Chief Executive to conduct <strong>the</strong> vote:


iv) The Acting Chief Executive will ask all those in favour <strong>of</strong> Councillor J Davis to raise<br />

<strong>the</strong>ir h<strong>and</strong>s as follows:<br />

v) Then all those against to raise <strong>the</strong>ir h<strong>and</strong>s.<br />

vi) Then any abstentions.<br />

vii) On <strong>the</strong> basis <strong>the</strong> vote is carried, Mr C J Fairbrass, MBE will announce <strong>the</strong> newly<br />

appointed <strong>Deputy</strong> <strong>Mayor</strong> for <strong>the</strong> coming year <strong>and</strong> will invite <strong>the</strong> mover <strong>and</strong> seconder<br />

to say a few words in support.<br />

viii) Mr C J Fairbrass, MBE will invite <strong>the</strong> newly appointed <strong>Deputy</strong> <strong>Mayor</strong> to come to <strong>the</strong><br />

dais, read <strong>and</strong> sign <strong>the</strong> acceptance <strong>of</strong> his/her appointment. The Acting Chief<br />

Executive will also sign <strong>the</strong> book.<br />

ix) The newly appointed <strong>Deputy</strong> <strong>Mayor</strong> will invest <strong>the</strong> <strong>Deputy</strong> <strong>Mayor</strong>ess, Mrs P<br />

Cullender for <strong>the</strong> coming year.<br />

x) Flowers will be presented to <strong>the</strong> <strong>Deputy</strong> <strong>Mayor</strong>ess.<br />

xi) Photos will be taken.<br />

xii) The Acting Chief Executive will announce that <strong>the</strong> <strong>Mayor</strong>al party will be leaving <strong>the</strong><br />

chamber for about ten minutes whilst <strong>the</strong> newly appointed <strong>Mayor</strong> <strong>and</strong> <strong>Deputy</strong> <strong>Mayor</strong><br />

put on <strong>the</strong>ir <strong>Mayor</strong>al robes <strong>and</strong> chains.<br />

xiii) The <strong>Mayor</strong>al procession will return in <strong>the</strong> following order:<br />

• Macebearer<br />

• Newly appointed <strong>Mayor</strong> <strong>and</strong> <strong>Mayor</strong>ess/Consort<br />

• Newly appointed <strong>Deputy</strong> <strong>Mayor</strong> <strong>and</strong> <strong>Deputy</strong> <strong>Mayor</strong>ess/Consort<br />

• Retiring <strong>Mayor</strong> (Mr C J Fairbrass, MBE) <strong>and</strong> <strong>Mayor</strong>ess<br />

• Retiring <strong>Deputy</strong> <strong>Mayor</strong> (Councillor E O Obasohan) <strong>and</strong> <strong>Deputy</strong> <strong>Mayor</strong>ess<br />

• Acting Chief Executive<br />

xiv) The newly appointed <strong>Mayor</strong> will address <strong>the</strong> Council.<br />

<strong>Appointment</strong> <strong>of</strong> <strong>the</strong> <strong>Religious</strong> <strong>Adviser</strong><br />

1. The newly elected <strong>Mayor</strong> will notify <strong>of</strong> his intention to appoint his <strong>Religious</strong> <strong>Adviser</strong><br />

for <strong>the</strong> ensuing municipal year.<br />

2. The <strong>Religious</strong> <strong>Adviser</strong> will read <strong>and</strong> sign <strong>the</strong> acceptance <strong>of</strong> his appointment.<br />

3. The newly elected <strong>Mayor</strong> will invest his <strong>Religious</strong> <strong>Adviser</strong> with <strong>the</strong> Kh<strong>and</strong>a <strong>Religious</strong><br />

Symbol.<br />

4. Photos will be taken.<br />

5. The <strong>Religious</strong> <strong>Adviser</strong> will respond.


Vote <strong>of</strong> thanks to <strong>the</strong> retiring <strong>Mayor</strong> <strong>and</strong> <strong>Mayor</strong>ess<br />

1. Councillor J Alex<strong>and</strong>er will move <strong>the</strong> following vote <strong>of</strong> thanks <strong>and</strong> Councillor L Smith<br />

will second <strong>the</strong> motion:<br />

“That <strong>the</strong> best <strong>of</strong> thanks <strong>of</strong> <strong>the</strong> Council be tendered to <strong>the</strong> retiring <strong>Mayor</strong> (Mr C J<br />

Fairbrass, MBE) for <strong>the</strong> able <strong>and</strong> efficient manner in which he has discharged <strong>the</strong><br />

duties <strong>of</strong> <strong>Mayor</strong> <strong>and</strong> to <strong>the</strong> retiring <strong>Mayor</strong>ess (Mrs J Fairbrass) for <strong>the</strong> pleasant <strong>and</strong><br />

convivial way in which she has undertaken her duty as <strong>Mayor</strong>ess.”<br />

2. The <strong>Mayor</strong> will present badges to <strong>the</strong> retiring <strong>Mayor</strong> <strong>and</strong> <strong>Mayor</strong>ess.<br />

3. Photos will be taken.<br />

4. Flowers will be presented.<br />

5. The retiring <strong>Mayor</strong> will respond.<br />

Vote <strong>of</strong> thanks to <strong>the</strong> retiring <strong>Deputy</strong> <strong>Mayor</strong> <strong>and</strong> <strong>Deputy</strong> <strong>Mayor</strong>ess<br />

1. Councillor L Smith will move <strong>the</strong> following vote <strong>of</strong> thanks <strong>and</strong> Mr C J Fairbrass, MBE<br />

will second <strong>the</strong> motion:<br />

“That <strong>the</strong> best <strong>of</strong> thanks <strong>of</strong> <strong>the</strong> Council be tendered to <strong>the</strong> retiring <strong>Deputy</strong> <strong>Mayor</strong><br />

(Councillor E Obasohan) <strong>and</strong> to <strong>the</strong> <strong>Deputy</strong> <strong>Mayor</strong>ess (Mrs M Obasohan) for <strong>the</strong>ir<br />

valued services to <strong>the</strong> Borough during <strong>the</strong> past year.”<br />

2. The retiring <strong>Deputy</strong> <strong>Mayor</strong> will respond.<br />

3. The newly elected <strong>Mayor</strong> will present a souvenir album <strong>of</strong> <strong>the</strong> mayoral year to <strong>the</strong><br />

retiring <strong>Deputy</strong> <strong>Mayor</strong> (Councillor E Obasohan). The second album will be on display<br />

at <strong>the</strong> end <strong>of</strong> <strong>the</strong> meeting in <strong>the</strong> foyer.<br />

4. Flowers will be presented to <strong>the</strong> retiring <strong>Deputy</strong> <strong>Mayor</strong>ess (Mrs M Obasohan).
