Appointment of the Mayor
PROCEDURE AND MOTIONS
1. The outgoing Mayor, Mr C J Fairbrass, MBE will ask for nominations for the Office of
the Mayor for the coming year, which will be dealt with as follows:
i) Councillor L Smith will move that Councillor N S Gill will be appointed as Mayor of
the London Borough of Barking and Dagenham for the coming year.
ii) Councillor M McCarthy will second the motion.
iii) Mr Fairbrass, MBE will ask the Acting Chief Executive, David Woods, to conduct the
vote as follows:
iv) The Acting Chief Executive will ask all those in favour of Councillor N S Gill to raise
their hands.
v) Then all those against to raise their hands.
vi) Then any abstentions.
vii) On the basis the vote is carried, Mr C J Fairbrass, MBE will announce the newly
appointed Mayor for the coming year and will invite the mover and seconder to say
a few words in support.
viii) Mr C J Fairbrass, MBE will invite the newly appointed Mayor to come to the dais,
read and sign the acceptance of his appointment. The Acting Chief Executive will
also sign the book.
ix) Photos will be taken.
x) The newly appointed Mayor will then invest his Mayoress, Mrs Mohinder Singh Gill.
Miss Sukhvinder Kaur Gill, Miss Ranvir Kaur Gill will also be Mayoresses and
Sukhninder Singh Gill a Consort for the coming year.
xi) Flowers will be presented to the Mayoresses.
xii) Photos will be taken.
Appointment of the Deputy Mayor
2. The outgoing Mayor will ask for nominations for the Office of the Deputy Mayor for the
coming year, which will be dealt with as follows:
i) Councillor J McDermott will move that Councillor J Davis will be appointed as
Deputy Mayor of the London Borough of Barking and Dagenham for the coming
year.
ii) Councillor D Twomey will second the motion.
iii) Mr C J Fairbrass, MBE will ask the Acting Chief Executive to conduct the vote:

iv) The Acting Chief Executive will ask all those in favour of Councillor J Davis to raise
their hands as follows:
v) Then all those against to raise their hands.
vi) Then any abstentions.
vii) On the basis the vote is carried, Mr C J Fairbrass, MBE will announce the newly
appointed Deputy Mayor for the coming year and will invite the mover and seconder
to say a few words in support.
viii) Mr C J Fairbrass, MBE will invite the newly appointed Deputy Mayor to come to the
dais, read and sign the acceptance of his/her appointment. The Acting Chief
Executive will also sign the book.
ix) The newly appointed Deputy Mayor will invest the Deputy Mayoress, Mrs P
Cullender for the coming year.
x) Flowers will be presented to the Deputy Mayoress.
xi) Photos will be taken.
xii) The Acting Chief Executive will announce that the Mayoral party will be leaving the
chamber for about ten minutes whilst the newly appointed Mayor and Deputy Mayor
put on their Mayoral robes and chains.
xiii) The Mayoral procession will return in the following order:
• Macebearer
• Newly appointed Mayor and Mayoress/Consort
• Newly appointed Deputy Mayor and Deputy Mayoress/Consort
• Retiring Mayor (Mr C J Fairbrass, MBE) and Mayoress
• Retiring Deputy Mayor (Councillor E O Obasohan) and Deputy Mayoress
• Acting Chief Executive
xiv) The newly appointed Mayor will address the Council.
Appointment of the Religious Adviser
1. The newly elected Mayor will notify of his intention to appoint his Religious Adviser
for the ensuing municipal year.
2. The Religious Adviser will read and sign the acceptance of his appointment.
3. The newly elected Mayor will invest his Religious Adviser with the Khanda Religious
Symbol.
4. Photos will be taken.
5. The Religious Adviser will respond.

Vote of thanks to the retiring Mayor and Mayoress
1. Councillor J Alexander will move the following vote of thanks and Councillor L Smith
will second the motion:
“That the best of thanks of the Council be tendered to the retiring Mayor (Mr C J
Fairbrass, MBE) for the able and efficient manner in which he has discharged the
duties of Mayor and to the retiring Mayoress (Mrs J Fairbrass) for the pleasant and
convivial way in which she has undertaken her duty as Mayoress.”
2. The Mayor will present badges to the retiring Mayor and Mayoress.
3. Photos will be taken.
4. Flowers will be presented.
5. The retiring Mayor will respond.
Vote of thanks to the retiring Deputy Mayor and Deputy Mayoress
1. Councillor L Smith will move the following vote of thanks and Mr C J Fairbrass, MBE
will second the motion:
“That the best of thanks of the Council be tendered to the retiring Deputy Mayor
(Councillor E Obasohan) and to the Deputy Mayoress (Mrs M Obasohan) for their
valued services to the Borough during the past year.”
2. The retiring Deputy Mayor will respond.
3. The newly elected Mayor will present a souvenir album of the mayoral year to the
retiring Deputy Mayor (Councillor E Obasohan). The second album will be on display
at the end of the meeting in the foyer.
4. Flowers will be presented to the retiring Deputy Mayoress (Mrs M Obasohan).
