NUTTY POPCORN<br />

8 cups popped popcorn<br />

2 cups pecan halves<br />

1 cup whole unblanched almonds<br />

1/2 cup pumpkin seeds<br />

1 tablespoon chili powder<br />

1 teaspoon cinnamon<br />

1 1/2 cups sugar<br />

1 cup light corn syrup<br />

1/2 cup butter<br />

1 teaspoon vanilla<br />

Heat oven to 250° F. Combine<br />

the popcorn, pecans,<br />

almonds, pumpkin seeds,<br />

chili powder, and cinnamon<br />

on 1 or 2 large baking<br />

sheets and place in the<br />

oven to warm through.<br />

Meanwhile, combine the<br />

sugar, corn syrup, and butter<br />

in a medium saucepan<br />

and heat to boiling. Without<br />

stirring, cook over mediumhigh<br />

heat about 10 minutes<br />

or until the syrup turns a<br />

rich brown and a few drops<br />

of it form stiff threads in a<br />

cup of cold water. Stir in the<br />

vanilla.<br />

Remove baking sheet from<br />

oven and pour the syrup<br />

over the popcorn. Toss<br />

quickly with a spoon. Cool<br />

and break into pieces.<br />

“I think it’s a big help,”<br />

Raper said the likelihood<br />

of the count being<br />

thoroughly accurate is not<br />

great, though it still provides<br />

a service.<br />

“They never get these<br />

accurate,” she said. “Lots<br />

of time, you can’t find<br />

them. And lots of times<br />

they don’t want to be<br />

counted.”<br />

students became aware of<br />

the increasing homeless<br />

population in <strong>Monroe</strong><br />

<strong>County</strong> and wished to volunteer<br />

their efforts in<br />

order to do something<br />

about it. The students<br />

participate in community<br />

service projects for all<br />

their psychology classes so<br />

when the opportunity<br />

arose to run the Point-In-<br />

Time phone bank for the<br />

Douglas-Cherokee Economic<br />

Authority in <strong>Monroe</strong><br />

<strong>County</strong>, the students<br />

enthusiastically responded.<br />

“I am extremely proud of<br />

my psychology students.<br />

They all stepped up to volunteer<br />

for the 12-hour duration<br />

of the phone bank.<br />

There were 13 students in<br />

total taking shifts<br />

throughout the day. Two<br />

students were there at<br />

6:50 a.m. in order to prepare<br />

and other students<br />

stayed until 7:30 p.m. to<br />

finish. It was a long day<br />

but well worth it!”

Cooperative needs to be<br />

properly notified when a<br />

customer or member has<br />

passed away, said the coop<br />

board of directors’ during<br />

the Thursday meeting.<br />

At the meeting held at<br />

the FLEC building in<br />

Vonore, general manager<br />

Jarrod Brackett said the<br />

co-op had $12,456.44 in<br />

bad debts for December<br />

2012, which was not the<br />

highest ever but still substantial.<br />

That debt came<br />

from 57 different accounts<br />

and a lot of those were<br />

renters, Brackett also said.<br />

“We’re still pursuing these<br />

debts,” he stated.<br />

The co-op has had a<br />

problem with who should<br />

take over the paying of<br />

bills to the co-op when a<br />

customer or member has<br />

passed away, Brackett said.<br />

“We need documentation<br />

they are legal heirs” when<br />

a person is assuming the<br />

paying of bills for someone<br />

who has passed on, he<br />

added. The co-op is ready<br />

to work with customers<br />

any way it can, he added.<br />

which is still a decrease of<br />

51 over the month before.<br />

“That does concern us,”<br />

Brackett stated. He said<br />

that more people moving<br />

in to reside with others<br />

could be a factor in the declining<br />

number.<br />

Sales were up in December<br />

2012, Brackett reported,<br />

although that<br />

could not be reflected immediately<br />

in the financial<br />

report. The reason for<br />

that, he said, was the timing<br />

of the billing. And as<br />

chairman D.C. Barefield<br />

said after the meeting, “we<br />

pay TVA for power and<br />

then we’re paid by the customer,”<br />

which has not<br />

happened yet.<br />

People were using more<br />

power in December,<br />

Brackett said at the meeting,<br />

and December had<br />

“three real clear cold pockets.”<br />

FLEC technically has<br />

$5,123,000 in construction<br />

projects going on right<br />

now, Brackett said, and<br />

most of that involves substations<br />

which are completed<br />

or near completion.<br />

and Wellsville are completed<br />

while one at Rarity<br />

Point should be complete<br />

around May, Brackett said.<br />

FLEC has $1.5 million in<br />

construction earmarked<br />

for 2013, Barefield stated.<br />

“All in all, I think we’re<br />

heading in the right direction,”<br />

Barefield also said.<br />

“Our debt is coming<br />

down (and) we’re doing<br />

better than a lot of other<br />

cooperatives.”<br />

FLEC showed a 99.6<br />

percent reliability rate for<br />

2012, Brackett said at the<br />

meeting, “and that’s good,”<br />

demonstrating how<br />

quickly the co-op restores<br />

power. There had been a<br />

couple of recent instances<br />

where the co-op was notified<br />

of power outages and<br />

was able to restore power<br />

before the member notified<br />

the co-op.<br />

A big reason that could<br />

be done, he said, was the<br />

new advanced metering<br />

system recently installed.<br />

Thanks to it, Brackett<br />

added, the co-op now has<br />

3,056 meters to read instead<br />

of nearly 8,000 as it<br />

had before.<br />

December 17, finding a female<br />

who said she had<br />

been thrown to the<br />

ground and assaulted by<br />

Tallent. He was angered,<br />

she said, because she had<br />

left him at another person’s<br />

home and returned<br />

to her home.<br />

A male who owned the<br />

home occupied by the female<br />

told Haynes that Tallent<br />

had kicked in a locked<br />

door and shattered a<br />

storm door. Tallent also<br />

struck the man, dropping<br />

him onto a coffee table,<br />

where he hit his head and<br />

went unconscious.<br />

Tallent was gone from<br />

the residence when<br />

Haynes arrived, he said.<br />

Programs Available To Improve Farming<br />

Lazaro Novoa grew up<br />

in a rural community in<br />

Cuba, where his grandfather<br />

owned a small farm<br />

with sheep and goats. He<br />

moved his family to the<br />

Sweetwater area about five<br />

years ago where he purchased<br />

a one hundred<br />

eleven acre farm. Inspired<br />

by his grandfather, it was<br />

Novoa’s desire and that of<br />

his son, Anthony, to expand<br />

the diversity of his<br />

farm to include cattle<br />

along with sheep and<br />

goats.<br />

With only about 20<br />

percent of his land usable,<br />

Novoa and Anthony<br />

began their work in<br />

preparing the land for livestock<br />

grazing. Their<br />

neighbors noticed their<br />

hard work and effort and<br />

it was suggested that perhaps<br />

Novoa should check<br />

with the Natural Resources<br />

Conservation<br />

Service (NRCS) to see if<br />

any of the USDA programs<br />

could assist in his<br />

endeavor to improve productivity<br />

of his land. He<br />

decided to go to the<br />

USDA Service Center located<br />

in Madisonville to<br />

find out more about the<br />

programs his neighbors<br />

had told him about.<br />

“Everything started<br />

there,” says Novoa, “The<br />

need for a productive farm<br />

and the desire to work toward<br />

set aside for a vineyard. In<br />

his vineyard he has planted<br />

muscadines from which<br />

he produces wine.<br />

Lazaro and Anthony<br />

foresee a bright future for<br />

their farm. Lazaro stated,<br />

“For the future I would<br />

like to see productive, fertile<br />

soil and be able to harvest<br />

the greatest<br />

percentage possible in hay<br />

for grazing of my livestock.”<br />

He goes on to say,<br />

“When I started five years<br />

ago only twenty percent of<br />

my land was usable. With<br />

the help of my son, we<br />

now have close to seventy<br />

five percent that is usable<br />

for pasture and hay land.<br />

We plan to continue to<br />

work on expanding the<br />

productivity of our farm in<br />

collaboration with the<br />

NRCS.”<br />

When asked if he<br />

would recommend other<br />

farmers or landowners to<br />

the NRCS he responded,<br />

“I would definitely recommend<br />

working with the<br />

NRCS. I am thankful for<br />

all the help I received and<br />

Renovation - Plant Clovers in Grass Pastures<br />

Extension Agent<br />

A goal of <strong>Monroe</strong><br />

<strong>County</strong> cattle producers<br />

should be to provide the<br />

nutrients their cattle require<br />

as economically as<br />

possible. Allowing the<br />

cattle to acquire their own<br />

feed through grazing is the<br />

most efficient way to provide<br />

these nutrients. The<br />

majority of cattle in <strong>Monroe</strong><br />

<strong>County</strong> graze tall fescue<br />

or orchardgrass<br />

pastures. While these pastures<br />

provide good quality<br />

forage over a long portion<br />

of the year, they can be<br />

improved. One of the<br />

best and easiest ways to<br />

improvement is to add<br />

legumes such as red or<br />

white clover and annual<br />

lespedeza to these pastures.<br />

Benefits of clovers<br />

Adding clovers to pastures<br />

or hay fields can produce<br />

benefits in four ways:<br />

(1) Increased yield<br />

(2) Improved animal performance<br />

(3) Nitrogen fixation<br />

(4) More summer production<br />

1.Increased yield<br />

Research in <strong>Tennessee</strong><br />

has shown that tall fescue<br />

overseeded with white<br />

clover, or a combination of<br />

white clover, red clover<br />

and annual lespedeza, will<br />

produce more forage than<br />

a pure tall fescue pasture<br />

fertilized with 60 pounds<br />

of nitrogen per acre.<br />

2. Improved animal<br />

performance<br />

Research has shown<br />

that clovers improve animal<br />

gains and conception<br />

rates. High quality feed is<br />

important for a calf to gain<br />

well and for a cow to rebreed<br />

after calving.<br />

Clovers are more digestible<br />

and contain more<br />

nutrients than grasses.<br />

Their presence in a pasture<br />

improves the palatability<br />

of the forage, which<br />

will increase the amount<br />

and quality of the forage<br />

the animal consumes. Research<br />

has also shown that<br />

including clovers in an endophyte<br />

- infected tall fescue<br />

pasture helps decrease<br />

fescue toxicosis. The result<br />

is an increase in weaning<br />

weights, milk<br />

production and conception<br />

rates.<br />

3. Nitrogen fixation<br />

Another characteristic<br />

that makes legumes a desirable<br />

component of a<br />

pasture is their ability to<br />

provide nitrogen. Rhizobium<br />

is a group of bacteria<br />

which enter the roots of<br />

legumes and form nodules,<br />

or knots. The bacteria inside<br />

the nodules take nitrogen<br />

from the<br />

atmosphere and put it into<br />

a form that the plant can<br />

use. Not only is the nitrogen<br />

available to the<br />

legume, but the surrounding<br />

grass plants can use a<br />

portion of this nitrogen.<br />

The ability of legumes to<br />

“fix” nitrogen is actually<br />

the result of this mutualistic<br />

relationship (beneficial<br />

to both) between the<br />

legume and the bacteria.<br />

The bacteria get energy<br />

from the legume, while<br />

the legume gets nitrogen<br />

from the bacteria.<br />

The amount of nitrogen<br />

fixed can differ according<br />

to the legume<br />

used. The amount can<br />

range from approximately<br />

50 pounds of nitrogen per<br />

acre each year for annual<br />

legumes such as crimson<br />

clover and annual lespedeza,<br />

to more than 150<br />

pounds per acre each year<br />

for alfalfa. Research has<br />

repeatedly shown that including<br />

a clover in grass<br />

pasture can replace about<br />

60 pounds of nitrogen per<br />

acre. If at least 30 percent<br />

of the ground area in a<br />

pasture is covered by<br />

clover, there will be no<br />

need to apply any nitrogen<br />

in the spring. If nitrogen<br />

costs 25 cents per pound,<br />

this would be a savings of<br />

15 dollars per acre each<br />

year.<br />

4. More summer<br />

growth<br />

The majority of the<br />

growth from cool season<br />

grasses such as tall fescue<br />

and orchardgrass occurs<br />

during the spring and fall.<br />

During the summer, high<br />

temperatures and drought<br />

cause these grasses to slow<br />

or stop production. Several<br />

legumes such as red<br />

clover and annual lespedeza<br />

can extend the<br />

grazing season and provide<br />

high quality pasture<br />

that is otherwise unavailable<br />

during this summer<br />

forage slump with pure tall<br />

fescue or orchardgrass<br />

pastures.<br />

Steps for renovation:<br />

(1) Remove excess pasture<br />

growth prior to renovation.<br />

This is best done by<br />

grazing down to a 1 - inch<br />

stubble in late fall or winter.<br />

Removing the excess<br />

forage will help ensure the<br />

legume seeds will come in<br />

contact with the soil.<br />

(2) Fertilize and lime according<br />

to soil test.<br />

Legumes require a<br />

higher soil pH and fertility<br />

level than do grasses. Fertilizing<br />

by soil test will ensure<br />

that legume<br />

establishment will not be<br />

limited by low pH, potash<br />

or phosphate levels. DO<br />

GEN. Nitrogen will stimulate<br />

grass growth,<br />

thereby increasing the<br />

to be an accidental<br />

shooting that resulted in a<br />

for our community and<br />

Like most other <strong>Tennessee</strong><br />

counties (all but<br />

two), <strong>Monroe</strong> <strong>County</strong> saw<br />

its unemployment rate rise<br />

for December 2012, according<br />

to figures provided<br />

by the <strong>Tennessee</strong><br />

Department of Labor and<br />

Workforce Development.<br />

<strong>Monroe</strong> <strong>County</strong>’s jobless<br />

rate came to 9.9 percent in<br />

December, rising from 9.1<br />

percent in November and<br />

12.1 percent one year ago.<br />

Out of a total labor force<br />

of 18,650, the county had<br />

16,800 employed and<br />

1,850 unemployed.<br />

“It’s a traditional thing,”<br />

said Jeff Hentschel, communication<br />

directors for<br />

the department. Schools<br />

close for the holidays, and<br />

manufacturing and construction<br />

both slow down.<br />

McMinn <strong>County</strong> saw its<br />

unemployment rate go<br />

from 8.3 percent in November<br />

(and 9.8 percent<br />

one year ago) to 9.0 percent<br />

in December. Out of<br />

a total labor force of<br />

23,540, that county had<br />

21,420 employed and 2,120<br />

unemployed.<br />

Loudon <strong>County</strong> saw its<br />

unemployment rate go<br />

from 5.6 percent in November<br />

(and 7.1 percent<br />

one year ago) to 6.2 percent<br />

in December. Out of<br />

a total labor force of<br />

25,610, that county had<br />

24,010 employed and<br />

1,600 unemployed.<br />

Blount <strong>County</strong> saw its<br />

unemployment rate go<br />

from 5.2 percent in November<br />

(and 6.6 percent<br />

one year earlier) to 6.2 percent<br />

in December. Out of<br />

a total labor force of<br />

66,370, that county had<br />

62,250 employed and 4,130<br />

unemployed.<br />

According to preliminary<br />

figures not seasonally<br />

adjusted figures, <strong>Tennessee</strong><br />

saw its unemployment<br />

rate go from 6.9<br />

percent in November (and<br />

8.1 percent one year earlier)<br />

to 7.6 percent in December.<br />

Out of a total<br />

labor force of 3,129,800,<br />

the state had 2,891,000<br />

employed and 238,700 unemployed.<br />

The nation as a whole<br />

also saw an increase in its<br />

has received inquiries<br />

about an official-looking<br />

notice from Corporate<br />

Records Service. It appears<br />

that these notices<br />

began arriving in mailboxes<br />

around January 22,<br />

2013. Corporate Records<br />

Service is not registered,<br />

affiliated, or associated<br />

with the <strong>Tennessee</strong> Secretary<br />

of State.<br />

The mailer is causing<br />

confusion for <strong>Tennessee</strong><br />

corporations due to its appearance<br />

as an official<br />

document. <strong>Tennessee</strong> corporations<br />

are required to<br />

file annual reports with<br />

the <strong>Tennessee</strong> Secretary of<br />

State. Most corporations<br />

have also recently received<br />

annual report notices<br />

from the Secretary of<br />

Antibiotic Resistance<br />

A Growing Concern<br />

Antibiotics, those wonderful<br />

drugs that fight bacteria,<br />

are losing their<br />

healing powers for growing<br />

numbers of people.<br />

The <strong>Tennessee</strong> Department<br />

of Health is working<br />

to educate Tennesseans<br />

that some antibiotics are<br />

no longer effective for<br />

some people due to antibiotic<br />

resistance, a condition<br />

that can be created when<br />

antibiotics are overprescribed<br />

or misused.<br />

“When we are not feeling<br />

well and visit our doctor,<br />

we may expect him or<br />

her to give us antibiotics<br />

to treat our illness,” said<br />

TDH Chief Medical Officer<br />

David Reagan, MD,<br />

PhD, a specialist in infectious<br />

diseases. “It’s important<br />

to know, however,<br />

that antibiotics are intended<br />

to treat bacterial<br />

infections, not viral infections.<br />

Since common colds<br />

are viral infections instead<br />

of bacterial, taking antibiotics<br />

can have dangerous<br />

side effects including causing<br />

allergic reactions, or<br />

unintended consequences<br />

such as decreasing their<br />

effectiveness when they<br />

are needed to treat bacterial<br />

infections.”<br />

The American College<br />

of Physicians estimates 50<br />

percent of the 133 million<br />

courses of antibiotics prescribed<br />

in a year are not<br />

necessary because they are<br />

given for viral infections.<br />

Other important reasons<br />

why antibiotic resistance<br />

develops are that patients<br />

don’t finish taking the full<br />

dosage prescribed for a<br />

bacterial infection or they<br />

give the unused antibiotics<br />

to someone else.<br />

“It’s important to finish<br />

the full dose of antibiotics<br />

your doctor prescribes,”<br />

Reagan said. “Take the directed<br />

amount each day<br />

and for the number of<br />

days as prescribed. For example,<br />

if your doctor instructs<br />

you to take two<br />

pills daily for ten days, you<br />

should not stop or cut<br />

back to one pill daily if you<br />

feel better in a shorter<br />

amount of time. If you<br />

don’t follow the prescription<br />

instructions exactly,<br />

bacteria can still be in your<br />

body and, if not treated,<br />

can become resistant to<br />

future antibiotic treatments.”<br />

It’s also important not<br />

to give unused antibiotics<br />

to others with similar illnesses.<br />

The person getting<br />

the drugs may not need<br />

them or may not get the<br />

dosage needed, and can<br />

also develop antibiotic resistance<br />

or suffer serious<br />

side effects.<br />

Antibiotics trace their<br />

history to 1928, when the<br />

first naturally occurring<br />

one, penicillin, was discovered.<br />

They gained widespread<br />

acceptance in the<br />

1940s, significantly reducing<br />

death and illness from<br />

many infectious diseases.<br />

Because of widespread<br />

misuse of antibiotics, the<br />

Centers for Disease Control<br />

and Prevention now<br />

lists antibiotic resistance<br />

among its top public<br />

Driver Taken From behind the Wheel, Arrested<br />

A <strong>Monroe</strong> <strong>County</strong><br />

driver entered into law enforcement<br />

custody early<br />

Saturday morning, when<br />

police officers found him<br />

driving impaired with<br />

multiple driving violation<br />

convictions.<br />

Charged by Sweetwater<br />

Police Patrol Officer<br />

Danny Poe with habitual<br />

motor vehicle offender,<br />

driving under the influence<br />

(DUI), and driving<br />

on revoked license fourth<br />

offense was Billy Wayne<br />

Wright, 48, of Old Highway<br />

11, Sweetwater.<br />

Poe spotted Wright’s<br />

vehicle on Main Street<br />

around 3:30 a.m. and<br />

pulled in behind it, he said.<br />

The vehicle pulled into an<br />

apartment complex parking<br />

lot and Poe went past<br />

and pulled over just ahead.<br />

He said the vehicle came<br />

back out and went past<br />

him.<br />

Getting in behind the<br />

vehicle a second time, it<br />

pulled off the roadway<br />

Wright<br />

into another parking lot.<br />

Poe said he eased up right<br />

behind the vehicle and<br />

made contact with<br />

Wright.<br />

Wright smelled of alcohol,<br />

Poe said. He then<br />

checked Wright’s driving<br />

status and found his license<br />

revoked because of<br />

a DUI and because<br />

Wright was a habitual<br />

motor vehicle offender.<br />

Revoked convictions all<br />

were from Loudon<br />

<strong>County</strong> and ran from 1989<br />

to 1993.<br />

Wright was unable to<br />

perform sobriety tests because<br />

he told Poe he was<br />

sick.<br />

In another driving arrest,<br />

<strong>Tennessee</strong> Highway<br />

Patrol Trooper Cory Russell<br />

on Friday charged<br />

Garrett Marshall Hilb of<br />

Henderson Drive, Madisonville<br />

with third offense<br />

driving on suspended license,<br />

felony evading,<br />

reckless driving, speeding,<br />

and driving without insurance<br />

and without registration.<br />

Hilb ran from<br />

Russell on Highway 68 but<br />

Russell located his car on<br />

Skydome Road, arresting<br />

him.<br />
