Having determined that the applicant meets basic (non-financial) eligibility requirements<br />

for MRRP benefits and services, you must then assess the family's potential eligibility<br />

for Refugee Cash Assistance (RCA), Refugee Medical Assistance (RMA), Refugee<br />

Employment Services (RES), and/or other support programs.<br />

3. Financial Eligibility Requirements! ! ! ! (121 CMR 2.500-2.565)<br />

Refugees who meet basic eligibility requirements for the MRRP must also be<br />

determined financially eligible to receive Refugee Cash Assistance (RCA) benefits.<br />

Refugee Cash Assistance (RCA) is a program of financial support designed to assist in<br />

meeting the basic needs of the <strong>refugee</strong> family while its members are looking for, or<br />

preparing for work, up to the end of the eighth month after Date of Entry in the U.S. It is<br />

also available to some <strong>refugee</strong>s who are exempt from participating in Refugee<br />

Employment Services (RES).<br />

Eligibility guidelines for the program require that the <strong>refugee</strong> family's total income after<br />

allowable deductions must be less than the program's Standard of Assistance for the<br />

number of people in the assistance unit. Guidelines for counting income and using the<br />

MRRP's Standard of Assistance Table are included in a four-step process which you<br />

must follow to determine whether or not a family is financially eligible for Refugee Cash<br />

Assistance (RCA). Each of the four steps are outlined as follows in the same sequence<br />

as they appear on the MRRP Application. (Please consult the MRRP Application for<br />

easy reference.)<br />

a. ! Step 1: Determine the assistance units and filing units<br />

Who Makes Up An Assistance Unit?<br />

An Assistance Unit is a group of people whose needs are considered in determining<br />

eligibility for and the amount of a Refugee Cash Assistance (RCA) grant and who may<br />

be eligible to receive RCA and/or Refugee Medical Assistance.<br />

Refugees who live together and meet the basic (non-financial) eligibility requirements<br />

for the MRRP will be considered to be in assistance units, as follows:<br />

• Each childless, unmarried adult 18 years of age or older is an Assistance Unit.<br />

• Each married couple having no dependent children is an Assistance Unit.<br />

• Dependent children under the age of 18 (including half-siblings) and their parents<br />

or adult caretakers are an Assistance Unit.<br />

• Each emancipated minor (an individual younger than 18 who is married,<br />

divorced, or separated; has served in the armed forces; or has been<br />

emancipated by a court) is an Assistance Unit (with his/her spouse/dependents, if<br />

any).<br />
