Date of Entry:! ! the date the <strong>refugee</strong> entered the United States. For Cuban and<br />
(also referred to as Date! Haitian entrants/parolees, this is the date entrance status is “Date<br />
of Arrival” in Manual)! ! granted. For asylees, this is the date asylee status is granted.<br />
! ! ! ! ! For victims of trafficking, this is the date certification is<br />
granted. ! ! ! ! ! The Assistance Unit may contain individuals who<br />
have different !! ! ! ! dates of entry. Disputes regarding dates of entry<br />
are resolved by ! ! ! ! ! documentation from the U.S. Citizenship<br />
and Immigration Service ! ! ! ! ! rather than by fair hearing.<br />
Durable Self-Sufficiency: means that the Assistance Unit’s gross income exceeds 450% of<br />
the Federal Poverty Level.<br />
Filing Unit: those people whose income must be considered in determining<br />
the eligibility of and the grant amount for the Assistance Unit. This<br />
includes the members of the Assistance Unit and anyone else who<br />
have a legal obligation to financially support a member of the<br />
Assistance Unit.<br />
Matching Grant period: Refugees resettled under the Matching Grant program receive<br />
cash assistance and in-kind support from the resettling VOLAG for<br />
a period of 4 to 6 months after arrival in the U.S. During this<br />
period of Matching Grant assistance (referred to in this Manual<br />
simply as the Matching Grant period), <strong>refugee</strong>s are not eligible for<br />
RCA, RCM, CRES, VST or TAG/F services, but are eligible for<br />
RMA. In most instances, the Matching Grant period encompasses<br />
the first 120 days after arrival in the U.S., but for a small number<br />
of <strong>refugee</strong>s, the Matching Grant period may extend through the<br />
180 th day after arrival.<br />
Participant: a member of an Assistance Unit who participates in an activity<br />
designed to help the Assistance Unit achieve durable selfsufficiency<br />
as described in the Family Employment Plan.<br />
Refugee: For purposes of the MRRP (and this Manual), the term “<strong>refugee</strong>”<br />
encompasses the following: (1) individuals admitted under<br />
Section 207 of the Immigration and Nationality Act, (2) asylees, (3)<br />
Cuban/Haitian entrants/parolees, (4) certain Amerasians and (5)<br />
certified victims of trafficking.<br />
Refugee Employment For purposes of the MRRP (and this Manual), the term “Refugee<br />
Services: Employment Services” encompasses the following programs:<br />
Comprehensive Refugee Employment Services (CRES), Targeted<br />
Assistance Grant/Formula (TAG/F), Vocational Skills Training<br />
(VST) and the Employment Support Services Program (ESSP),<br />
unless otherwise noted.<br />
