Activity Report
Thematic area: Culture & Social Regeneration
Type of activity: Study Visit & Best Practice Seminar
Title of activity: Return Study visit from key representatives from Toledo, Spain to Derry
Date of Activity: Saturday 29 October – Thursday 4 November
Brief introduction and rationale for activity:
Toledo is a regional city in Spain that has developed and marketed an international profile as one of two cities
of culture for Spain. Drawing on its experiences in addressing regionalism and cultural development, Toledo is
experienced in addressing regional cultural policies, cultural tourism, and cultivation of cultural resources.
Toledo is a successful best practice model having achieved status for Unesco World Heritage Site Status among
many others. Toledo is also a member and coordinator of the Alliance of European Cultural Cities.
Toledo and Derry have participated in a joint project under Derry Urban 1 from 1996-2000 and the first
NICEC / DCC study visit that took place in May 2004 demonstrated positive outputs and the experience was
deemed successful.
Given the above conditions, the exchange programme between Derry and Toledo will be a mechanism for
future partnerships through local networking and participation in European networks. In particular, the
professional partnerships established with Toledo will assist in developing a potential working partnership for
attracting financial investment towards cultural regeneration in Derry / Londonderry.
Within the Cultural & Social Regeneration theme there are active synergies between cultural development,
social regeneration and the cultural diversity targets. Cultural diversity issues merge with general societal
diversity policy. It was considered important to engage with public & private agencies, and non governmental
organisations that were also involved with social diversity themes. These are included in the list of organisations
present. It was essential in this visit programme to explore possible areas of overlap so that we could develop
mechanisms that would reflect multi-agency approaches and integration of public and private sectors towards
developing positive mechanisms for change and for future partnership in N. Ireland and Europe.
In order to successfully address the core programme objectives, the NICEC and Derry City Council teams
prepared a series of meetings to discuss examples of good practice for working with these themes with key
institutes, networking organisations, regional & local government, policy-making units and non-governmental
organisations centred in Toledo, the wider Castilla La Mancha region and in N. Ireland. These are reflected in
both themes and personnel attending. Through this study exchange, an opportunity is provided for
participants to access current intelligence and practical experience in the field of tangible heritage, cultural
resource management and the wider issues of regionalism, governance and social development. The NICEC
team will thus be enabled to progress to discussion stage the potential to achieve a programme of regeneration
and development with Derry / Londonderry in partnership with the Toledo Foundation.
Identification and selection of participants (including list of participants):
Identification of participants in Toledo was based on knowledge of local networks and expertise and general
recommendation from the Toledo Foundation. The Toledo delegation includes D. José Manuel Tofiño –
President of the Provincial Government of Toledo; Dña. Angeles Díaz Vieco – manager of the Culture and
Sports Foundation; D. Angel Nicolás – President of the Toledo Businessmen-Foundation; D. Juan Ignacio de
Mesa –Director of Toledo Real Foundation; D. Eugenio Sánchez – General Secretary of the Federation of
Municipalities and Provinces of Castilla-La Mancha.
Identification of participants in N. Ireland was based on knowledge of local networks and expertise and general
recommendation from umbrella organisations such as DCAL, Arts Council of Northern Ireland, Heritage
Lottery Fund and Political Party spokespersons on Arts & Culture or party nominations.
The criteria were that the group would reflect government, statutory, academic and NGO sectors. Individually,
the members would have direct involvement in their organisations with regeneration issues and be in a key
decision making role in the sector at a local and regional level.
(Please see appendix 2 for list of Participants from Northern Ireland)
