Title <strong>of</strong> activity: Return Study visit from key representatives from Toledo, Spain to Derry<br />

Date <strong>of</strong> Activity: Saturday 29 October – Thursday 4 November<br />

Brief introduction and rationale for activity:<br />

Toledo is a regional city in Spain that has developed and marketed an international pr<strong>of</strong>ile as one <strong>of</strong> two cities<br />

<strong>of</strong> culture for Spain. Drawing on its experiences in addressing regionalism and cultural development, Toledo is<br />

experienced in addressing regional cultural policies, cultural tourism, and cultivation <strong>of</strong> cultural resources.<br />

Toledo is a successful best practice model having achieved status for Unesco World Heritage Site Status among<br />

many others. Toledo is also a member and coordinator <strong>of</strong> the Alliance <strong>of</strong> European Cultural Cities.<br />

Toledo and Derry have participated in a joint project under Derry Urban 1 from 1996-2000 and the first<br />

<strong>NICEC</strong> / DCC study visit that took place in May 2004 demonstrated positive outputs and the experience was<br />

deemed successful.<br />

Given the above conditions, the exchange programme between Derry and Toledo will be a mechanism for<br />

future partnerships through local networking and participation in European networks. In particular, the<br />

pr<strong>of</strong>essional partnerships established with Toledo will assist in developing a potential working partnership for<br />

attracting financial investment towards cultural regeneration in Derry / Londonderry.<br />

Within the Cultural & Social Regeneration theme t<strong>here</strong> are active synergies between cultural development,<br />

social regeneration and the cultural diversity targets. Cultural diversity issues merge with general societal<br />

diversity policy. It was considered important to engage with public & private agencies, and non governmental<br />

organisations that were also involved with social diversity themes. These are included in the list <strong>of</strong> organisations<br />

present. It was essential in this visit programme to explore possible areas <strong>of</strong> overlap so that we could develop<br />

mechanisms that would reflect multi-agency approaches and integration <strong>of</strong> public and private sectors towards<br />

developing positive mechanisms for change and for future partnership in N. Ireland and Europe.<br />

In order to successfully address the core programme objectives, the <strong>NICEC</strong> and Derry City Council teams<br />

prepared a series <strong>of</strong> meetings to discuss examples <strong>of</strong> good practice for working with these themes with key<br />

institutes, networking organisations, regional & local government, policy-making units and non-governmental<br />

organisations centred in Toledo, the wider Castilla La Mancha region and in N. Ireland. These are reflected in<br />

both themes and personnel attending. Through this study exchange, an opportunity is provided for<br />

participants to access current intelligence and practical experience in the field <strong>of</strong> tangible heritage, cultural<br />

resource management and the wider issues <strong>of</strong> regionalism, governance and social development. The <strong>NICEC</strong><br />

team will thus be enabled to progress to discussion stage the potential to achieve a programme <strong>of</strong> regeneration<br />

and development with Derry / Londonderry in partnership with the Toledo Foundation.<br />

Identification and selection <strong>of</strong> participants (including list <strong>of</strong> participants):<br />

Identification <strong>of</strong> participants in Toledo was based on knowledge <strong>of</strong> local networks and expertise and general<br />

recommendation from the Toledo Foundation. The Toledo delegation includes D. José Manuel T<strong>of</strong>iño –<br />

President <strong>of</strong> the Provincial Government <strong>of</strong> Toledo; Dña. Angeles Díaz Vieco – manager <strong>of</strong> the Culture and<br />

Sports Foundation; D. Angel Nicolás – President <strong>of</strong> the Toledo Businessmen-Foundation; D. Juan Ignacio de<br />

Mesa –Director <strong>of</strong> Toledo Real Foundation; D. Eugenio Sánchez – General Secretary <strong>of</strong> the Federation <strong>of</strong><br />

Municipalities and Provinces <strong>of</strong> Castilla-La Mancha.


Identification <strong>of</strong> participants in N. Ireland was based on knowledge <strong>of</strong> local networks and expertise and general<br />

recommendation from umbrella organisations such as DCAL, Arts Council <strong>of</strong> Northern Ireland, Heritage<br />

Lottery Fund and Political Party spokespersons on Arts & Culture or party nominations.<br />

The criteria were that the group would reflect government, statutory, academic and NGO sectors. Individually,<br />

the members would have direct involvement in their organisations with regeneration issues and be in a key<br />

decision making role in the sector at a local and regional level.<br />

Overview <strong>of</strong> study visit:<br />

To Address the Core themes <strong>of</strong> ‘Regionalism and Cultural & Social Regeneration’ including the following:<br />

- Regional Cultural Policies: Determine priorities in cultural and social activism and development.<br />

- Exploration <strong>of</strong> the role <strong>of</strong> policy in contributing to civic societies and encouraging active citizenship.<br />

- Role and management <strong>of</strong> multiculturalism in stabilising transitional societies.<br />

- Establishing mechanisms for collaborative work and participating in fora for discussion <strong>of</strong> common<br />

interests.<br />

To visit specific sites and explore case studies in the following areas:<br />

- Culture regeneration & urban development.<br />

- Cultural policy & regional priorities.<br />

- Tangible heritage sites.<br />

- Multi agency approaches with private and public partnerships.<br />

- Development <strong>of</strong> quality tourism<br />

- Young people, employment generation & increasing access.


Objectives<br />

Development <strong>of</strong> a pr<strong>of</strong>essional contact base that addresses the themes <strong>of</strong> the visit.<br />

Identification <strong>of</strong> potential for applied learning to promote development <strong>of</strong> regions.<br />

Identification <strong>of</strong> potential programmes for future collaborations and partnership approaches to development.<br />

Establishing opportunities for networking and for access to the Alliance <strong>of</strong> European Cultural Cities.<br />

Further development <strong>of</strong> cultural partnership as an output <strong>of</strong> visit. Work Mentoring visit to take place in<br />

December 04.<br />

Pre-visit briefing<br />

Initial Study Visit to Toledo following contacts made by partner organisation Quartiers en Crise. Contacts<br />

were developed with key representatives from various organisations and the return visit planned over a number<br />

<strong>of</strong> months.<br />

Specific contacts developed that will allow <strong>NICEC</strong> access to information and potential partnerships in<br />

Presentation <strong>of</strong> <strong>NICEC</strong> project to regional government and non-governmental agents.<br />

Identification <strong>of</strong> potential themes for future project partnerships.<br />

Identification <strong>of</strong> specific projects for collaborative activity and engagement <strong>of</strong> N. Ireland partners with Toledo<br />

and within EU programmes <strong>of</strong> development.<br />

Building <strong>of</strong> good will and support mechanisms with key personnel to help progress mutual co-operation in our<br />

work.


Summary <strong>of</strong> visit<br />

The visit was deemed to be highly successful by all partners involved. T<strong>here</strong> have been a number <strong>of</strong> proposals<br />

tabled that will now be progressed through the <strong>NICEC</strong> Work Mentoring programme. The visit highlighted the<br />

potential for Derry City to engage in European partnerships that can bring both expertise and financial reward.<br />

The visit also highlighted the role <strong>of</strong> <strong>NICEC</strong> in furthering N. Ireland’s potential as an outward and forward<br />

thinking region.<br />

Next steps<br />

A work mentoring visit is scheduled to allow for key personnel from Derry City Council, the <strong>University</strong> and<br />

local community representation to work directly on project proposals for specific culture regeneration projects<br />

in Derry / Londonderry.<br />

Derry City Council has made recommendations to pursue this partnership actively in the period post 2004.<br />
