2.3 ADMINISTRATIVE ARRANGEMENTS LEGISLATION
2.3.1 The Administrative Arrangements Act 1983 came into operation on
21 June 1983. Section 3 of the Act anpowers the Governor in Council to
make Orders on matters relating to administrative changes. The
Goverrxjr in Council may also make Orders under Section 4 of the Act
specifically concerning the issue or ^plication of moneys
appropriated by Parlianent, where respor^ibility for the performance
of functions has been transferred from one department to another.
2.3.2 During 1983-84, a total of 13 Orders were made by the Governor in
Council, 12 under the authority of Section 3 of the Act and one under
the authority of Section 4.
2.3.3 Some technical problems were experienced by the Department of the
Premier and Cabinet in the first year of operation of the legislation.
These problems arose mainly from questions of interpretation of the
Act and identification of all circumstances under which Orders
involving appropriations by Parlianent are necessary. It is evident
from audit's discussions with the Department of the Pranier and
Cabinet that action has been taken to avoid the difficulties
experienced in 1983-84.
