BACKGROUND INFORMATION<br />

1.1 FORMAT OF REPORTS TO PARLIAMENT<br />

1.1.1 I intend to present to Parlianent 4 reports in respect <strong>of</strong> 1983-84, as<br />

indicated below, toge<strong>the</strong>r with special reports on otJier matters as <strong>the</strong><br />

occasion demands.<br />

1.1.2 The First <strong>Report</strong>, tabled on 18 Septanber 1984,accompanied <strong>the</strong><br />

Treasurer's Statanent <strong>for</strong> <strong>the</strong> <strong>year</strong> <strong>ended</strong> <strong>30</strong> <strong>June</strong> 1984 arx^ contained my<br />

report on that Statanent, as required by Section 47 <strong>of</strong> <strong>the</strong> Audit Act<br />

1958.<br />

1.1.3 This Secorxi <strong>Report</strong> contains audit observations and recommendations<br />

arising out <strong>of</strong> <strong>the</strong> audits <strong>of</strong> departnnents and public bodies declared in<br />

accordance with <strong>the</strong> Annual <strong>Report</strong>ing Act 1983 and in respect <strong>of</strong> which<br />

an audit opinion was provided prior to <strong>30</strong> Septanber 1984. It also<br />

includes audit observations and recotimerKlations on a number <strong>of</strong> o<strong>the</strong>r<br />

statutory bodies which have not been declared under <strong>the</strong> above Act but<br />

which I am required ty law to audit.<br />

1.1.4 The Third <strong>Report</strong>, which will be <strong>for</strong>warded to Parliament towards <strong>the</strong><br />

end <strong>of</strong> 1984, will cover <strong>the</strong> operations <strong>of</strong> o<strong>the</strong>r statutory bodies which<br />

I am required by law to audit, as well as reports on any departments<br />

in respect <strong>of</strong> which an audit report had not been issued prior to <strong>30</strong><br />

September 1984.<br />

1.1.5 The Fourth <strong>Report</strong>, which will be presented later this financial <strong>year</strong>,<br />

will cover those agencies not included in my second or third reports<br />

because <strong>of</strong>:<br />

delays in <strong>the</strong> preparation <strong>of</strong> financial statanents,<br />

balance dates o<strong>the</strong>r than <strong>30</strong> <strong>June</strong>, or<br />

incanplete audits.<br />

1.1.6 A separate report on <strong>the</strong> operations and audited financial statanents<br />

<strong>of</strong> <strong>the</strong> Office <strong>of</strong> <strong>the</strong> <strong>Auditor</strong>-<strong>General</strong> was transmitted to <strong>the</strong> Pranier on<br />

26 September 1984 <strong>for</strong> presentation to Parliament in accordance with<br />

<strong>the</strong> Annual <strong>Report</strong>ing Act 1983.<br />

1.2 ACKNOWLEDGMENTS<br />

1.2.1 I wish to record my sincere appreciation <strong>of</strong> <strong>the</strong> assistance throughout<br />

<strong>the</strong> past <strong>year</strong> <strong>of</strong> <strong>the</strong> Assistant <strong>Auditor</strong>-<strong>General</strong> and all o<strong>the</strong>r members<br />

<strong>of</strong> <strong>the</strong> staff <strong>of</strong> <strong>the</strong> Office <strong>of</strong> <strong>the</strong> <strong>Auditor</strong>-<strong>General</strong> and give recognition<br />

to <strong>the</strong>ir pr<strong>of</strong>essional competence and dedication to <strong>the</strong> work <strong>of</strong> <strong>the</strong><br />

Office.<br />

1.2.2 I also wish to acknowledge <strong>the</strong> assistance <strong>of</strong> <strong>the</strong> Government Printer in<br />

<strong>the</strong> preparation <strong>of</strong> this report.
