The <strong>in</strong>tensify<strong>in</strong>g global demand for<br />

talented labor is hitt<strong>in</strong>g Denmark<br />

hard, where there is a low unemployment<br />

rate (2.1 percent), where<br />

work visa regulations are str<strong>in</strong>gent,<br />

and where high tax rates keep away<br />

many highly skilled foreigners.<br />

Given these factors, it’s not hard to<br />

see why many employers <strong>in</strong><br />

Denmark feel as if they are huddl<strong>in</strong>g<br />

<strong>in</strong> a foxhole <strong>in</strong> a rag<strong>in</strong>g war for talent.<br />

But such problems are no excuse to<br />

keep enterprises from chang<strong>in</strong>g<br />

their attitudes and mount<strong>in</strong>g an<br />

<strong>in</strong>vigorat<strong>in</strong>g charge <strong>in</strong> this war. The<br />

Hess Denmark. Paul comes to the board with wide <strong>in</strong>ternational,<br />

operational and project management experience.<br />

Hochman raised these and many<br />

other provocative po<strong>in</strong>ts at his<br />

keynote address dur<strong>in</strong>g <strong>AmCham</strong><br />

Denmark’s Annual General Meet<strong>in</strong>g<br />

on March 12, hosted by KPMG <strong>in</strong><br />

Frederiksberg. His presentation came<br />

as <strong>AmCham</strong> released “W<strong>in</strong>n<strong>in</strong>g the<br />

Global Talent War,” an exclusive<br />

report on this important topic.<br />

Hochman said enterprises can w<strong>in</strong><br />

the war by br<strong>in</strong>g<strong>in</strong>g employees – as<br />

well as customers - <strong>in</strong>to their organization<br />

and culture as active participants,<br />

he believes. In fact, do<strong>in</strong>g so<br />

is “perhaps the most excit<strong>in</strong>g longterm<br />

opportunity for change and<br />

<strong>in</strong>novation ever.”<br />

share a characteristic<br />

with<br />

today’s most<br />

desirable customers, Hochman<br />

argued. Both want the freedom to<br />

contribute to reputable enterprises.<br />

Hochman said that managers need<br />

to ask themselves four questions <strong>in</strong><br />

order to start the process <strong>of</strong> w<strong>in</strong>n<strong>in</strong>g<br />

the global war for talent:<br />

• Where do we f<strong>in</strong>d the best and<br />

the brightest?<br />

• How do we keep them?<br />

• How and what can we learn from<br />

them?<br />

• How do we pr<strong>of</strong>it from them?<br />

Larry Hochmam challenges executives to be courageous.<br />

Accord<strong>in</strong>g to Hochman, f<strong>in</strong>d<strong>in</strong>g the<br />

best answers takes courage. So does<br />

design<strong>in</strong>g, implement<strong>in</strong>g, and carry<strong>in</strong>g<br />

through to success real-world,<br />

Assesses 2008 Race<br />

Although John McCa<strong>in</strong> may have<br />

the edge right now, all bets are <strong>of</strong>f <strong>in</strong><br />

the highly unusual 2008 presidential<br />

race.<br />

That’s how Richard Dunham sees it.<br />

The Wash<strong>in</strong>gton bureau chief <strong>of</strong> the<br />

Houston Chronicle – who has covered<br />

every presidential campaign<br />

s<strong>in</strong>ce 1980 – shared his <strong>in</strong>sights with<br />

about 60 guests at <strong>AmCham</strong>’s<br />

March 27 Bus<strong>in</strong>ess Breakfast election<br />

event at the Copenhagen<br />

Marriott.<br />

Dunham cited various polls that<br />

<strong>in</strong>dicate that 2008 looks very<br />

much like a Democratic year. But<br />

<strong>in</strong> the end, the election may end<br />

up be<strong>in</strong>g more about people than<br />

concepts or party preferences, he<br />

said. Preference polls nam<strong>in</strong>g the<br />

actual candidates show a very<br />

close race.<br />

The bottom l<strong>in</strong>e, accord<strong>in</strong>g to<br />

Dunham: McCa<strong>in</strong>’s strengths may<br />

carry him to the White House, but<br />

this is far from certa<strong>in</strong> <strong>in</strong> what has<br />

turned out to be the most unusual<br />

and unpredictable campaign that<br />

the journalist has ever covered.<br />

McCa<strong>in</strong>, Obama and Hillary Cl<strong>in</strong>ton<br />

all have their strengths and weaknesses.<br />

For example, McCa<strong>in</strong>’s strengths<br />

<strong>in</strong>clude his support among <strong>in</strong>dependent<br />

voters, and the fact that<br />

most voters – <strong>in</strong>clud<strong>in</strong>g a sizable<br />

number <strong>of</strong> Democrats – like him and<br />

see him as strong. Additionally, as the<br />

presumptive Republican nom<strong>in</strong>ee,<br />

McCa<strong>in</strong> has the advantage <strong>of</strong> def<strong>in</strong><strong>in</strong>g<br />

himself to voters now, while the<br />

Democrats cont<strong>in</strong>ue their pitched<br />

battle for the nom<strong>in</strong>ation.<br />

The economy may favor either the<br />

Democrat or the Republican nom<strong>in</strong>ee<br />

<strong>in</strong> <strong>No</strong>vember. It will depend on<br />

how voters <strong>in</strong> <strong>No</strong>vember def<strong>in</strong>e the<br />

economy, Dunham said. The economy<br />

can mean many th<strong>in</strong>gs, depend<strong>in</strong>g<br />

on the situation concern<strong>in</strong>g<br />

jobs, the hous<strong>in</strong>g and credit crisis,<br />

the middle-class squeeze (<strong>in</strong>clud<strong>in</strong>g<br />

college costs, gas prices and healthcare),<br />

globalization, <strong>in</strong>dividual and<br />

bus<strong>in</strong>ess tax rates, government<br />

spend<strong>in</strong>g, immigration and guest<br />

workers, bus<strong>in</strong>ess and <strong>in</strong>vestment,<br />

and <strong>in</strong>novation and R&D.<br />

AGM Reviews a Pivotal Year, Looks Ahead<br />

<strong>AmCham</strong> Denmark has reviewed<br />

accounts, approved its budget,<br />

named its board, and set goals to<br />

build on the successes <strong>of</strong> 2007.<br />

The actions came at the <strong>Chamber</strong>’s<br />

Annual General Meet<strong>in</strong>g (AGM),<br />

hosted by KPMG. The session was<br />

efficiently shepherded by AGM chair<br />

Marianne Granhøj, partner,<br />

<strong>No</strong>rrbom V<strong>in</strong>d<strong>in</strong>g.<br />

It was a pivotal year for <strong>AmCham</strong>,<br />

said Chairman Mark Luscombe, Citi.<br />

The <strong>Chamber</strong>’s retention rate for<br />

core members was high (96.3 percent),<br />

he noted, and there was a net<br />

ga<strong>in</strong> <strong>of</strong> 18<br />

Labor White Paper Presented to M<strong>in</strong>ister <strong>of</strong> Employment<br />

<strong>AmCham</strong> executives hosted an executive<br />

roundtable session with the<br />

Danish M<strong>in</strong>ister for Employment<br />

Claus Hjort Frederiksen and members<br />

<strong>of</strong> his team. The ma<strong>in</strong> purpose <strong>of</strong> the<br />

March 4 meet<strong>in</strong>g was to discuss<br />

<strong>AmCham</strong>'s recommendations on<br />

how to alleviate the shortage <strong>of</strong> highly<br />

qualified labor and to hear about<br />

the government’s new Job Plan.<br />

“It is not simply an issue <strong>of</strong> barriers to<br />

get foreign workers <strong>in</strong>to Denmark,<br />

but an issue <strong>of</strong> the attractiveness <strong>of</strong><br />

Denmark as a dest<strong>in</strong>ation for highly<br />

qualified workers - ranked 22nd <strong>in</strong><br />

the most recent IMD survey,” said<br />

Brugger.<br />

companies acknowledged the<br />

positive steps <strong>in</strong> the new Job Plan,<br />

mostly <strong>in</strong> l<strong>in</strong>e with <strong>AmCham</strong>’s recommendations,<br />

but stressed the<br />

need for a long term strategy on<br />

education and tax to ensure a supply<br />

<strong>of</strong> highly qualified labor <strong>in</strong> the<br />

future.<br />

In response to the persistent labor<br />

shortage faced by both foreign and<br />

domestic companies, the M<strong>in</strong>ister<br />

Frederiksen said that 2007 was a turn<strong>in</strong>g<br />

po<strong>in</strong>t <strong>in</strong> the mentality <strong>of</strong> Danes<br />

towards foreign recruitment. The<br />

political tide has changed, mak<strong>in</strong>g it<br />

easier to handle labor issues. The<br />

result is the new Job Plan. The<br />

M<strong>in</strong>ister highlighted the key changes:<br />

an easier to use Green Card, a market<br />

based Positive List that tracks pr<strong>of</strong>essions<br />

<strong>in</strong> demand, a corporate visa program<br />

to approve companies to br<strong>in</strong>g<br />

<strong>in</strong> the skills they need, and a more<br />

attractive expatriate tax program.<br />

In response to a long term strategy<br />

to supply highly qualified labor, the<br />

M<strong>in</strong>ister said that a labor market<br />

commission, as well as a tax commission,<br />

has been created. Both<br />

commissions will present structural<br />

recommendations <strong>in</strong> 2009 that are<br />

aimed at better align<strong>in</strong>g Denmark<br />

with the trends <strong>of</strong> globalization.<br />

Roundtable Meet<strong>in</strong>gs Target Issues Impact<strong>in</strong>g Bus<strong>in</strong>ess<br />

With the launch <strong>of</strong> <strong>AmCham</strong>'s White Paper, focused on solutions to the<br />

shortage <strong>of</strong> highly qualified labor, <strong>AmCham</strong> has arranged a series <strong>of</strong> roundtable<br />

meet<strong>in</strong>g with key governmental decision makers. Hav<strong>in</strong>g already met<br />

with the M<strong>in</strong>ister for Employment and representatives from the Immigration<br />

& Integration M<strong>in</strong>istry, <strong>AmCham</strong> will cont<strong>in</strong>ue to voice our member's concerns<br />

and the issues impact<strong>in</strong>g their bus<strong>in</strong>esses with follow-up meet<strong>in</strong>gs at<br />

the Immigration & Integration M<strong>in</strong>istry, with the M<strong>in</strong>ister for Taxation, and<br />

<strong>AmCham</strong> Co-hosts Prime M<strong>in</strong>ster at U.S. <strong>Chamber</strong><br />

On February 28, the Danish Prime<br />

M<strong>in</strong>ister spoke at the U.S. <strong>Chamber</strong><br />

<strong>of</strong> <strong>Commerce</strong>. The speech entitled<br />

'Meet<strong>in</strong>g Global Challenges:<br />

Strengthen<strong>in</strong>g the Transatlantic<br />

Partnership', marked the beg<strong>in</strong>n<strong>in</strong>g<br />

<strong>of</strong> M<strong>in</strong>ister Rasmussen’s three day<br />

In his address at the <strong>Chamber</strong> <strong>of</strong><br />

<strong>Commerce</strong>, the Danish Prime<br />

M<strong>in</strong>ister focused on transatlantic economic<br />

cooperation; climate and<br />

energy; and how to meet political<br />

and security policy challenges. The<br />
