SECTION IV. SUMMARY AND SEQUENCING OF ORGANIZATIONAL CHANGES
For the purpose of implementation of our recommendations, we divided them into three phases,
depending on the time horizon in which they should be implemented. Following table gives and overview of
all our recommendations, as well as of the proposed time horizon for their implementation.

General recommendations
1. Decrease the number of units at all levels and
remove incentives to create superfluous units
2. Transform the EU Integration Office to include
Policy Coordination thus creating the Office for EU
Integration and Policy Coordination
3. Make the MESP organizational structure more
vertical. Integrate some of the small offices / units
into larger departments, merge some departments
4. Consolidate Spatial Planning Department and
Department of Housing & Construction by merging
them into one department.
5. Adjust and unify the management / reporting
lines. Define the subordination of agencies and
departments clearly and consistently
6. Create a central GIS coordination unit with the
aim to develop the environmental monitoring
system in whole Kosovo.
7. Place and define strategic and policy planning
process within the MESP and create efficient
steering mechanisms to implement policy strategies
top-down. Elaborate medium term strategy
documents for each sector.
8. Designate and fully operate the Advisory Board
for Protection of Environment in Government as an
official decision-facilitating inter-ministerial body.
9. Develop the Kosovo’s national strategy for
international co-operation
10. Introduce into the civil service an obligatory
state’s exam on the knowledge competence.
11. Develop Human Resource Management
strategy and design capacity building programme
as a part of overall institutional development
framework. The first practical step towards capacity
building would be staff Training Needs
Assessment.
Specific recommendations
12. Undertake a legal gap analysis with twofold
consequence – to identify missing legislative acts and
to prioritize the implementing process of them and set
up an appropriate time schedule for adoption.
13. The standardization of rules, simplification of
procedures and setting up the treshold values could
