Functional Review of the Ministry of Environment and Spatial Planning

This survey did not included the environmental infrastructure operating companies such as waste collection
and waste treatment companies, waste water management companies and companies/ agencies for river
basin management. Such services are handled by either subordinate specialised institutions or, through
outsourcing, by private companies. However, their supervision and coordination, and the contracting of
private services are considered as an important function of the environmental public administration.
The Vertical Review Report for the MESP is structured into four major parts. Section I looks at the overall
mandate and mission of the Ministry and its internal structure, seeking to answer to questions of whether
and how these should be modified. Section II looks at the organization, processes, cross-cutting issues
and staffing through the lens of the whole institution. Section III presents findings and recommendations
for specific departments/agencies. Section IV concludes the report with a summary of organizational and
other changes as well as options for sequencing implementation of the recommendations.
The recommendations provided represent an independent view of the authors, and do not necessarily
match the view of the donor. The review was prepared by Roman Krajčovič (independent foreign
environmental management expert) and Shkipe Deda (independent local environmental management
expert).
