Procedure: A public meet<strong>in</strong>g with the Design Commissi<strong>on</strong> to provide <strong>in</strong>formal, advisory<br />

resp<strong>on</strong>se for the applicants/owners to c<strong>on</strong>sider <strong>in</strong> preparati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a potential<br />

future land use review applicati<strong>on</strong>.


<strong>Proposal</strong>:<br />

The proposal <strong>in</strong>cludes demoliti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a porti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the exist<strong>in</strong>g 2-story retail store <strong>on</strong> this block to allow<br />

for a new s<strong>in</strong>gle story build<strong>in</strong>g and outdoor plaza area. The new build<strong>in</strong>g and outdoor plaza area will<br />

comprise the northern 55’ <str<strong>on</strong>g>of</str<strong>on</strong>g> the block bound by SW Yamhill, Taylor, 4 th and 5 th . The new 17’-6” tall<br />

build<strong>in</strong>g is fully glazed with clear glass, with a 27’-6” tall st<strong>on</strong>e wall adjacent to the exist<strong>in</strong>g build<strong>in</strong>g<br />

tower. The north elevati<strong>on</strong> <strong>in</strong>cludes 3 sets <str<strong>on</strong>g>of</str<strong>on</strong>g> double entry doors.<br />

Approval Criteria:<br />

The applicable approval criteria for a new build<strong>in</strong>g <strong>in</strong> Portland’s downtown are the Central City<br />

Fundamental Design Guidel<strong>in</strong>es.<br />

This applicati<strong>on</strong> was submitted <strong>on</strong> February 17, 2012.<br />

Purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> a Design Advice Request<br />

Design Advice Requests are not <strong>in</strong>tended to substitute for other Code-required land use or legislative<br />

procedures. Purposes served by Design Advice Requests might <strong>in</strong>clude the follow<strong>in</strong>g:<br />

Early feedback <strong>on</strong> atypical build<strong>in</strong>g types or c<strong>on</strong>figurati<strong>on</strong>s unable to draw <strong>on</strong> other prior project<br />

approvals to assess approval potential.<br />

Projects which, for various reas<strong>on</strong>s, anticipate <strong>in</strong>clud<strong>in</strong>g elements that do not appear to c<strong>on</strong>form<br />

to design guidel<strong>in</strong>es, and which may require a waiver <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e or more design guidel<strong>in</strong>es.<br />

Unique urban design schemes for which <strong>in</strong>terest or support is sought prior to approach<strong>in</strong>g other<br />

agencies.<br />

Process<br />

The Portland Z<strong>on</strong><strong>in</strong>g Code affords the opportunity for parties <strong>in</strong>terested <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g matters before<br />

the Historic Landmarks Commissi<strong>on</strong> or Design Commissi<strong>on</strong> outside <str<strong>on</strong>g>of</str<strong>on</strong>g> other prescribed regulatory or<br />

legislative processes. The relevant Code chapter reads as follows:<br />

33.730.050 F. Other pre-applicati<strong>on</strong> advice.<br />

An applicant may request advice from the Design Commissi<strong>on</strong> or Historical Landmarks<br />

Commissi<strong>on</strong> prior to submitt<strong>in</strong>g a land use request that would be heard by these<br />

commissi<strong>on</strong>s. These requests are known as "Design Advice Requests". These requests do not<br />

substitute for a required pre-applicati<strong>on</strong> c<strong>on</strong>ference with the BDS staff and other City urban<br />

service or technical representatives.<br />

The general order <str<strong>on</strong>g>of</str<strong>on</strong>g> appearance for those attend<strong>in</strong>g the meet<strong>in</strong>g is as follows: Bureau <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Development Services <strong>in</strong>troducti<strong>on</strong>, applicant presentati<strong>on</strong>, clarify<strong>in</strong>g questi<strong>on</strong>s about the proposal<br />

by the Commissi<strong>on</strong>, public comment, <strong>in</strong>formal discussi<strong>on</strong> about the proposal between the<br />

Commissi<strong>on</strong> and the applicants, and Design Commissi<strong>on</strong> f<strong>in</strong>al comment. There will be no f<strong>in</strong>al<br />

decisi<strong>on</strong> about this proposal dur<strong>in</strong>g this Design Advice Request process.<br />

At the request <str<strong>on</strong>g>of</str<strong>on</strong>g> the Commissi<strong>on</strong>, a submittal for a Design Advice Request may be c<strong>on</strong>t<strong>in</strong>ued to a<br />

future date for further discussi<strong>on</strong>.<br />

Opportunity for <str<strong>on</strong>g>Public</str<strong>on</strong>g> Comment<br />

The neighborhood associati<strong>on</strong>, listed <strong>on</strong> the first page <str<strong>on</strong>g>of</str<strong>on</strong>g> this notice, may take a positi<strong>on</strong> <strong>on</strong> the<br />

proposed development and may have scheduled an open meet<strong>in</strong>g prior to provid<strong>in</strong>g comment to the<br />

Design Commissi<strong>on</strong>. Please c<strong>on</strong>tact the pers<strong>on</strong> listed as the neighborhood c<strong>on</strong>tact to determ<strong>in</strong>e the<br />

time and date <str<strong>on</strong>g>of</str<strong>on</strong>g> this meet<strong>in</strong>g.<br />

The public meet<strong>in</strong>g with the Design Commissi<strong>on</strong> will provide an opportunity for parties to submit<br />

oral and written comment <strong>on</strong> this matter. To comment, you may write to the Design Commissi<strong>on</strong>,<br />

Design Advice Request Results<br />

Design Advice Requests will provide <strong>in</strong>formal, advisory resp<strong>on</strong>se <strong>on</strong>ly. Resp<strong>on</strong>ses received at the<br />

meet<strong>in</strong>g may <strong>in</strong>form City staff when process<strong>in</strong>g future land use reviews, but will not be c<strong>on</strong>sidered a<br />

formal directive from the Commissi<strong>on</strong>. The Commissi<strong>on</strong> may <str<strong>on</strong>g>of</str<strong>on</strong>g>fer future procedural or design<br />

directi<strong>on</strong>, and may also <str<strong>on</strong>g>of</str<strong>on</strong>g>fer a prelim<strong>in</strong>ary assessment aga<strong>in</strong>st approval criteria that would apply<br />

were the proposal to be reviewed formally through the land use review process. Comment provided<br />

at the meet<strong>in</strong>g will be documented by City staff, and will be available for further and future reference.<br />

Meet<strong>in</strong>g Cancellati<strong>on</strong><br />

This public meet<strong>in</strong>g will be cancelled if Portland <str<strong>on</strong>g>Public</str<strong>on</strong>g> Schools close due to <strong>in</strong>clement weather or<br />

other similar emergency. Check local televisi<strong>on</strong> and radio reports for school closures. The meet<strong>in</strong>g<br />

will be rescheduled for the earliest possible date. A renotificati<strong>on</strong> notice will not be sent. Please call<br />

the Bureau <str<strong>on</strong>g>of</str<strong>on</strong>g> Development Services at 503-823-7617, for immediate <strong>in</strong>formati<strong>on</strong> regard<strong>in</strong>g<br />

cancellati<strong>on</strong>s or reschedul<strong>in</strong>g. To attend the meet<strong>in</strong>g, public transportati<strong>on</strong> is available. Tri-Met<br />

buses stop near the BDS build<strong>in</strong>g at SW Fifth or Sixth Ave. at SW Hall St. and SW Harris<strong>on</strong> St. Call<br />

public park<strong>in</strong>g is available a half block south <str<strong>on</strong>g>of</str<strong>on</strong>g> the build<strong>in</strong>g <strong>on</strong> Fourth Ave.<br />
