The offshore technicians<br />

programme<br />

We cont<strong>in</strong>ue to run our offshore technician<br />

programme, which was begun <strong>in</strong> 2001. It<br />

offers routes for study and vocational tra<strong>in</strong><strong>in</strong>g<br />

to young nationals look<strong>in</strong>g to make a career <strong>in</strong><br />

the oil and gas <strong>in</strong>dustry. Tra<strong>in</strong>ees attend a 12<br />

month <strong>in</strong>tensive English language course<br />

followed by two to three years vocational<br />

tra<strong>in</strong><strong>in</strong>g at <strong>BP</strong> facilities <strong>in</strong> the UK, South Africa,<br />

or on <strong>BP</strong> ships. The graduates provide a pool<br />

of qualified people to help meet future <strong>BP</strong><br />

demands. We estimate that nearly 85% of the<br />

current <strong>Angola</strong>n technician population came<br />

from the technician programme pool.<br />

The Challenge programme<br />

<strong>BP</strong>’s Challenge programme for graduate<br />

entrants to the company provides a<br />

competence-based, globally <strong>in</strong>clusive<br />

framework that enables participants to acquire<br />

<strong>BP</strong>’s common foundation skills. The<br />

programme typically lasts three years dur<strong>in</strong>g<br />

which challengers are given stimulat<strong>in</strong>g work<br />

placements with guidance from technical<br />

coaches who help them ga<strong>in</strong> competencies<br />

and development opportunities. We have 54<br />

challenge graduates work<strong>in</strong>g for <strong>BP</strong> <strong>Angola</strong>, of<br />

whom more than half are based <strong>in</strong> <strong>Angola</strong>.<br />

Core tra<strong>in</strong><strong>in</strong>g<br />

In addition to these development<br />

programmes, core tra<strong>in</strong><strong>in</strong>g is provided with<strong>in</strong><br />

technical discipl<strong>in</strong>es such as human resources,<br />

f<strong>in</strong>ance, subsurface, drill<strong>in</strong>g and completions,<br />

health, safety, security and the environment.<br />

In our procurement and supply cha<strong>in</strong><br />

management function, for example, an<br />

<strong>in</strong>novative programme is help<strong>in</strong>g <strong>BP</strong> <strong>Angola</strong>’s<br />

professionals to ga<strong>in</strong> <strong>in</strong>ternationally recognised<br />

qualifications.<br />

Retention<br />

Our staff turnover rate was approximately 8%<br />

<strong>in</strong> 2009, and 5% <strong>in</strong> <strong>2010</strong>. To reta<strong>in</strong> our staff<br />

and improve engagement with them, we are<br />

work<strong>in</strong>g to tackle concerns over career<br />

progression for <strong>Angola</strong>ns and on manag<strong>in</strong>g<br />

lifestyle changes for expatriate staff. We<br />

improved a scheme that supports local<br />

employees to ga<strong>in</strong> access to hous<strong>in</strong>g <strong>in</strong> <strong>2010</strong><br />

as part of our efforts to create an attractive<br />

employment offer to employees.<br />

Mentor<strong>in</strong>g<br />

“As Vice President for <strong>BP</strong> <strong>Angola</strong> Legal, one of<br />

my most important responsibilities is ensur<strong>in</strong>g<br />

that we build a strong <strong>Angola</strong>n legal team. If<br />

<strong>BP</strong>’s bus<strong>in</strong>ess <strong>in</strong> <strong>Angola</strong> were a UK listed<br />

company, we would be large enough to be <strong>in</strong><br />

the FTSE Top 30. Our lawyers therefore need<br />

to be capable of manag<strong>in</strong>g the legal risks of a<br />

comparably sized bus<strong>in</strong>ess but one based <strong>in</strong> a<br />

much more challeng<strong>in</strong>g operational and<br />

regulatory environment.<br />

S<strong>in</strong>ce there are few <strong>Angola</strong>n lawyers<br />

with the requisite qualifications and<br />

experience we seek, we need to grow rather<br />

than hire our talent. We send our lawyers to<br />

<strong>in</strong>ternal and external tra<strong>in</strong><strong>in</strong>g courses and<br />

encourage them to study at highly regarded<br />

law schools <strong>in</strong> the US or UK. We rema<strong>in</strong><br />

m<strong>in</strong>dful that on-the-job tra<strong>in</strong><strong>in</strong>g is the best way<br />

to learn. I therefore spend a lot of my time<br />

review<strong>in</strong>g the work that comes <strong>in</strong> and mak<strong>in</strong>g<br />

sure our <strong>Angola</strong>n lawyers are <strong>in</strong>volved <strong>in</strong> a<br />

mean<strong>in</strong>gful way by shadow<strong>in</strong>g more<br />

experienced expatriate lawyers. As they ga<strong>in</strong><br />

confidence, they act as primary lawyers for<br />

progressively more complex projects. We<br />

rotate legal assignments every year so that all<br />

lawyers ga<strong>in</strong> experience <strong>in</strong> our ma<strong>in</strong> practice<br />

areas. Through our ‘Each One Teach One’<br />

system, each lawyer mov<strong>in</strong>g to a new practice<br />

area is responsible for coach<strong>in</strong>g and mentor<strong>in</strong>g<br />

the <strong>in</strong>com<strong>in</strong>g lawyer. In addition, each lawyer<br />

works with me on one aspect of management<br />

(budget<strong>in</strong>g; regulatory fil<strong>in</strong>gs; client<br />

counsel<strong>in</strong>g) on a rotational basis so that the<br />

team is prepared to manage themselves.<br />

F<strong>in</strong>ally, we send our most promis<strong>in</strong>g lawyers<br />

on overseas assignments.<br />

This is one of the most reward<strong>in</strong>g parts<br />

of my job. I’m thrilled that two of our lawyers<br />

have won prestigious scholarships to study <strong>in</strong><br />

the US. These efforts are serv<strong>in</strong>g as a model<br />

for develop<strong>in</strong>g legal talent <strong>in</strong> our other<br />

emerg<strong>in</strong>g locations.<br />
