Our code of conduct<br />

Our aim of hav<strong>in</strong>g an open work<strong>in</strong>g<br />

environment <strong>in</strong> which everyone is treated with<br />

respect and dignity is underp<strong>in</strong>ned by the <strong>BP</strong><br />

code of conduct. The code sets out standards<br />

of behaviour for employees, contractors and<br />

suppliers. With clear and concise rules on<br />

topics such as safety, child labour, workplace<br />

harassment and political activity, it is designed<br />

to help them do the right th<strong>in</strong>g <strong>in</strong> a complex<br />

bus<strong>in</strong>ess environment. We have put <strong>in</strong> place a<br />

thorough programme of monitor<strong>in</strong>g and<br />

report<strong>in</strong>g <strong>in</strong> <strong>Angola</strong> to drive high levels of<br />

awareness and compliance with the various<br />

aspects of the code.<br />

The code requires that our employees or<br />

others work<strong>in</strong>g on behalf of <strong>BP</strong> do not engage<br />

<strong>in</strong> bribery or corruption <strong>in</strong> any form <strong>in</strong> both the<br />

public and private sectors. We support this<br />

requirement by carry<strong>in</strong>g out face-to-face and<br />

web-based anti-bribery and corruption tra<strong>in</strong><strong>in</strong>g<br />

for employees <strong>in</strong> <strong>Angola</strong> and have extended<br />

this tra<strong>in</strong><strong>in</strong>g to some of our contractors.<br />

The code also forbids employees from<br />

mak<strong>in</strong>g, offer<strong>in</strong>g or promis<strong>in</strong>g to make a<br />

payment or transfer anyth<strong>in</strong>g of value<br />

(<strong>in</strong>clud<strong>in</strong>g the provision of any service, gift or<br />

enterta<strong>in</strong>ment) to government personnel or<br />

other officials for the <strong>in</strong>tention of improperly<br />

obta<strong>in</strong><strong>in</strong>g or reta<strong>in</strong><strong>in</strong>g bus<strong>in</strong>ess, or for any<br />

To systematically monitor compliance with the<br />

<strong>BP</strong> <strong>Angola</strong> gifts and enterta<strong>in</strong>ment policy, we<br />

regularly analyze the number of gifts accepted<br />

and decl<strong>in</strong>ed and their value.<br />

The code also highlights <strong>BP</strong>’s policy of<br />

not permitt<strong>in</strong>g facilitation payments (payments<br />

made to secure or speed up rout<strong>in</strong>e legal<br />

government actions, such as issu<strong>in</strong>g permits)<br />

even if these payments are nom<strong>in</strong>al <strong>in</strong><br />

amount. We take a zero tolerance stance<br />

towards bribery and corruption, <strong>in</strong>clud<strong>in</strong>g<br />

facilitation payments.<br />

We take steps to develop a culture of<br />

transparent bus<strong>in</strong>ess deal<strong>in</strong>gs <strong>in</strong> our own<br />

activities and <strong>in</strong> the wider bus<strong>in</strong>ess context.<br />

For example, the oil and gas Masters of Law<br />

programme we have supported at Agost<strong>in</strong>ho<br />

de Neto University conta<strong>in</strong>s a module on<br />

ethics and social responsibility, designed to<br />

demonstrate the benefits of conduct<strong>in</strong>g<br />

bus<strong>in</strong>ess <strong>in</strong> and ethical and transparent<br />

fashion.<br />

As <strong>in</strong> previous years, we completed our<br />

<strong>in</strong>ternal ethics certification process <strong>in</strong> <strong>BP</strong><br />

<strong>Angola</strong> <strong>in</strong> <strong>2010</strong> <strong>in</strong> which we ask team leaders<br />

to certify the extent to which they and their<br />

team members have complied with the code<br />

of conduct. The process provides an<br />

opportunity to re<strong>in</strong>force with staff the<br />

boundaries with<strong>in</strong> which we do bus<strong>in</strong>ess and<br />

to discuss concerns openly while also<br />

address<strong>in</strong>g compliance risk and breaches. The<br />

concerns raised were discussed, <strong>in</strong>vestigated<br />

if necessary, with actions taken to address<br />

them. This has <strong>in</strong>cluded action relat<strong>in</strong>g to the<br />

creation of a respectful and harassment free<br />

work<strong>in</strong>g environment, where a number of<br />

breaches to the code were identified.<br />

How we operate<br />

Development story<br />

Andre da Silva jo<strong>in</strong>ed <strong>BP</strong> 2004, work<strong>in</strong>g <strong>in</strong> the<br />

company’s Procurement and Supply Cha<strong>in</strong><br />

Management (PSCM) function. At an early<br />

stage, work<strong>in</strong>g <strong>in</strong> the UK, Andre was <strong>in</strong>volved<br />

<strong>in</strong> the development of <strong>BP</strong>’s worldwide<br />

procurement system. He also contributed to<br />

the development of process and procedures,<br />

provid<strong>in</strong>g the <strong>Angola</strong> perspective to the PSCM<br />

handbook.<br />

Hav<strong>in</strong>g ga<strong>in</strong>ed core procurement<br />

experience alongside an experienced<br />

practitioner <strong>in</strong> operations, Andre went on to<br />

complete Chartered Institute of Purchas<strong>in</strong>g<br />

and Supply (CIPS) tra<strong>in</strong><strong>in</strong>g, participat<strong>in</strong>g <strong>in</strong> a<br />

course which <strong>BP</strong> created with CIPS <strong>in</strong> the UK<br />

to give people the opportunity to ga<strong>in</strong> an<br />

<strong>in</strong>ternationally-recognised professional<br />

qualification. “The course was challeng<strong>in</strong>g,<br />

but because it was customised for <strong>BP</strong>, it dealt<br />

with practical scenarios that were closely<br />

l<strong>in</strong>ked to real work experience”, says Andre.<br />

“Obta<strong>in</strong><strong>in</strong>g the professional qualification<br />

enabled me to go on to do a Masters <strong>in</strong><br />

Procurement and Supply Cha<strong>in</strong> Management<br />

at Glamorgan University <strong>in</strong> Wales, where I<br />

graduated <strong>in</strong> July 2011”.<br />

Andre now manages a team <strong>in</strong> offshore<br />

procurement, with responsibility for about half<br />

a billion dollar spend per year.<br />

“<strong>BP</strong> is a company that makes th<strong>in</strong>g<br />

happen if you want them to. There are lots of<br />

opportunities. What you have to do is go and<br />

f<strong>in</strong>d the opportunities, and the company will<br />

be very supportive as you pursue them”.<br />
