Lower Colorado River Authority<br />

Shared Radio System<br />

In demanding situations, reliable communications<br />

is often critical. As a result, the Lower<br />

Colorado River Authority (LCRA) built a 900<br />

MHz trunked radio system in 1995, with permission<br />

from the Legislature. This system has been<br />

growing since its inception, providing enough<br />

capacity to allow LCRA employees and external<br />

public organizations throughout the service territory<br />

to communicate.<br />

With more than 45 radio sites strategically<br />

scattered within LCRA’s service, radio coverage<br />

reaches from the northwest counties of<br />

McCulloch, San Saba and Lampasas all the way<br />

southeast to Dewitt and Matagorda. More than<br />

4500 radio users rely on the LCRA system for<br />

daily communications.<br />

The radio users have different needs, depending<br />

on the agency. LCRA uses the system<br />

for data exchange for its Hydromet system of<br />

gauges that provide real-time data on rainfall<br />

and stream flow. Automatic Vehicle Location<br />

(AVL), park ranger communication and general<br />

business communications are also conducted by<br />

LCRA employees over the radio system. Transit<br />

authorities use radios to dispatch vehicles to<br />

pick up bus riders, including those with special<br />

needs, while public safety and fire departments<br />

use the radios for routine calls and emergency<br />

situations. Electric cooperatives use radios<br />

to communicate locations of outages and crew<br />

dispatching.<br />

All of LCRA’s radio users have the ability to<br />

use common groups to collaborate with one<br />

another in certain circumstances, even if the<br />

entities do not typically work together. Collaboration<br />

has occurred during catastrophic events,<br />

such as flooding, to weekly events, such as<br />

placing police officers at schools to monitor<br />

football games.<br />

Railroad Commission of Texas<br />

Oil and Gas Information Technology Solutions<br />

The Railroad Commission has made significant<br />

strides in automating agency operations to<br />

provide better service. As stakeholders continue<br />

to demand increased availability of information<br />

over the Internet, the Commission has continued<br />

to respond with new capabilities that redefine<br />

and reshape the way oil and gas well and<br />

pipeline information is portrayed and provided.<br />

Stakeholders have requested more immediate<br />

access via the web to the Commission’s volumes<br />

of information stored on paper, microfilm or in<br />

the Commission’s mainframe databases. In addition,<br />

both internal and external stakeholders<br />

strive for more efficient filing and processing of<br />

regulatory data via the web. Recently implemented<br />

information technology initiatives include<br />

on-line filing capability for oil and gas regulatory<br />

data, efficient processing of that data through<br />

electronic workflow, expanded web-based query<br />

systems for interested stakeholders, and a<br />

Public GIS Map Viewer that provides interactive<br />

search capabilities and map views for oil and<br />

gas wells and pipeline data. Commission staff<br />

will demonstrate several modules now available<br />

through the RRC Online System including the<br />

Production Data Query (PDQ), Drilling Permit<br />

Application System, and Production Reporting<br />

System. Demonstrations will also be provided<br />

on the many ways oil and gas well information<br />

and pipeline data can be located using the<br />

Public GIS Map Viewer.”<br />

HUB <strong>Program</strong><br />

Historically Underutilized Business (HUB) <strong>Program</strong>:<br />

Mission<br />

To encourage and effectively promote the<br />

utilization of Historically Underutilized Businesses<br />

(HUBs) by all state agencies, including<br />

institutions of higher education.<br />

Goals and Objectives<br />

The Texas Building and Procurement Commission<br />

(TBPC) fulfills this mission by:<br />

• Developing and administering HUB rules<br />

and statute to ensure full and equal access<br />

to state procurement opportunities for<br />

minority and women-owned businesses,<br />

• Administering the certification and compliance<br />

functions for the State of Texas<br />

minority and women-owned business<br />

program,<br />

• Assisting state agencies and institutions of<br />

higher education with training, planning,<br />

and implementing HUB education and<br />

outreach efforts, and<br />

• Compiling and reporting the State’s HUB<br />

expenditures and contract awards semi-<br />

annually.<br />

The TBPC Cooperative Purchasing <strong>Program</strong><br />

was created by legislation in 1979, the Texas<br />

Building and Procurement Commission Cooperative<br />

Purchasing <strong>Program</strong> (TBPC Co-Op) offers<br />

members a unique opportunity to purchase goods<br />

and services from state term contracts and the<br />

CISV Catalog Purchasing <strong>Program</strong>. Using these<br />

services through TBPC will meet your competitive<br />

bidding requirements.<br />

Sections 271.081-271.083 Local Government<br />

Code, V. T. C. A., Section 2155.202 and<br />

2175.001(1) of the Texas Government Code, Title<br />

10, Subtitle D, provide the legal authority for the<br />

following entities to participate in TBPC Co-Op:<br />

Local governments (municipalities, counties,<br />

school districts, etc.) MHMR community centers<br />

Using the TBPC Co-Op can be highly beneficial.<br />

All state contract purchases made through<br />

the TBPC Co-Op have already been competitively<br />

bid, saving you valuable time. To use state<br />

contracts all you need to do is send us a requisition<br />

for the items you need. We will generate a<br />

purchase order on your behalf and send a copy<br />

of it to both you and the vendor. The vendor will<br />

then ship the merchandise and invoice your<br />

Cyber Café<br />

The Texas Department of Information Resources<br />

(DIR) presents the GTC Cyber Café with<br />

convenient access to the Internet and e-mail access<br />

for conference attendees. The desktop and<br />

notebook computers used in the Cyber Café are<br />

those featured in the new DIR Buyer Alert program,<br />

a program offering significant savings off<br />

of already low prices on standard configuration<br />

computer hardware.<br />

Schedule an appointment, answer e-mails or<br />

surf the Web at the Texas Department of Information<br />

Resources (DIR) Cyber Café. Hosted by<br />

DIR and cooperative contract vendors Hewlett<br />

Packard, Dell, IBM and Gateway, the Cyber Café<br />

is provided for your convenience. No hard sales<br />

pitch, just the chance to catch up on the office,<br />

test drive some computer hardware and take<br />

a break on the exhibit floor. Located in Booth<br />

721 at the entry to Government Solutions, the<br />

DIR Cyber Café is a must visit during this year’s<br />
