Greetings to the Government Technology Conference!<br />

Welcome to Austin. This 17th annual Government Technology Conference will<br />

undoubtedly be an excellent venue for representatives from government sectors<br />

across Texas to meet and exchange ideas about collaboration and the role of<br />

technology in providing services to the citizens of this great state.<br />

Texas state government is at the forefront of an enterprise approach to technology.<br />

A number of statewide enterprise projects have begun and I am confident the<br />

collaboration among state agencies will save Texas taxpayers money. Through<br />

projects like the Lone Star Education and Research Network (LEARN) we are<br />

providing connectivity between universities and to the Internet2 to support the<br />

research and public service missions of these institutions. Our efforts with the<br />

Emerging Technology Fund will enhance our ability to attract and grow businesses<br />

in developing technology fields. It is an exciting time to be part of the public technology<br />

arena in Texas and the Government Technology Conference is an excellent<br />

place to learn and network.<br />

If you are in attendance from out of town, I encourage you to explore the best<br />

It is my pleasure to welcome you to Austin and the 17th annual Government<br />

Technology Conference.<br />

This year’s conference focuses on collaboration. It is designed to bring all facets of<br />

government together to facilitate networking and showcase solutions. While GTC is a<br />

technology conference, it is also a catalyst to foster collaboration between management<br />

and technology to provide answers to business challenges.<br />

Specifically, the conference offers:<br />

• Two great keynote speakers – Coach Ken Carter and Astronaut Rick Searfross.<br />

• The training academy for continuing education.<br />

• Seminars on relevant topics.<br />

• An exhibition floor with vendors showcasing a variety of technology products and services.<br />

• The Government Solutions Central including a cyber café.<br />

• A great way to network with other professionals though out the state.<br />

When famed high school basketball coach Ken Carter locked his undefeated,<br />

state play-off bound team out of the gym because 15 of the<br />

45 players were not living up to the classroom achievements they<br />

agreed to, he sent a powerful message about the value of education,<br />

accountability, integrity, teamwork and leadership.<br />

Commander of the most complex science research<br />

space mission ever!<br />

astronaut Rick searfoss<br />

Retired USAF Colonel<br />

As an astronaut with three space missions, Colonel Rick Searfoss<br />

shares with only a handful of people in history some of the most unique<br />

human experiences possible. In his career he has led many different<br />

teams, including commanding the most complex science research<br />

space mission ever, the STS-90 Neurolab flight on Columbia. He also<br />

piloted two other space flights, including a joint Russian-American<br />

mission to the Mir space station.<br />

Prior to becoming an astronaut Colonel Searfoss was a fighter pilot<br />

and test pilot in the U.S. Air Force. He was also the number one graduate<br />

in his Air Force Academy class and earned a master’s degree at<br />

the California Institute of Technology. In recent years Rick has also held<br />

executive level positions in the aerospace industry.<br />

Rick retired from the astronaut corps and the Air Force in December of<br />

1998. In his spare time he enjoys flying, science fiction, backpacking,<br />

and running.

Jefferson, Texas Supreme Court<br />

Raised in San Antonio, the son of an Air<br />

Force major, 42 year-old Jefferson is a graduate<br />

of Michigan State University and the University<br />

of Texas Law School. After working<br />

at prominent law firms for 13 years, he was<br />

tapped by Rick Perry for a seat on the court<br />

in 2001, and he was elevated the top spot<br />

in September of 2004. But resumes don’t tell<br />

the whole story of the first African American<br />

to serve on and lead the Texas Supreme<br />

Court, who, as it happens, is descended from<br />

slaves. His great-great-great grandfather, Shedrick<br />

Willis, was freed after the McLennan<br />

County judge who was his master ruled that<br />

a free black man could not be bound by contract<br />

to sell himself into slavery and went on<br />

to serve two terms on the Waco City Council<br />

after the Civil War. An amazing history that<br />

sheds only a little light on the life of his descendant,<br />

who happened to grow up to be<br />

pretty amazing himself.<br />

Chief Justice Wallace will share his vision<br />

of where Texas Courts are and where they<br />

are going.<br />

MHz trunked radio system in 1995, with permission<br />

from the Legislature. This system has been<br />

growing since its inception, providing enough<br />

capacity to allow LCRA employees and external<br />

public organizations throughout the service territory<br />

to communicate.<br />

With more than 45 radio sites strategically<br />

scattered within LCRA’s service, radio coverage<br />

reaches from the northwest counties of<br />

McCulloch, San Saba and Lampasas all the way<br />

southeast to Dewitt and Matagorda. More than<br />

4500 radio users rely on the LCRA system for<br />

daily communications.<br />

The radio users have different needs, depending<br />

on the agency. LCRA uses the system<br />

for data exchange for its Hydromet system of<br />

gauges that provide real-time data on rainfall<br />

and stream flow. Automatic Vehicle Location<br />

(AVL), park ranger communication and general<br />

business communications are also conducted by<br />

LCRA employees over the radio system. Transit<br />

authorities use radios to dispatch vehicles to<br />

pick up bus riders, including those with special<br />

needs, while public safety and fire departments<br />

use the radios for routine calls and emergency<br />

situations. Electric cooperatives use radios<br />

to communicate locations of outages and crew<br />

dispatching.<br />

All of LCRA’s radio users have the ability to<br />

use common groups to collaborate with one<br />

another in certain circumstances, even if the<br />

entities do not typically work together. Collaboration<br />

has occurred during catastrophic events,<br />

such as flooding, to weekly events, such as<br />

placing police officers at schools to monitor<br />

football games.<br />

The Railroad Commission has made significant<br />

strides in automating agency operations to<br />

provide better service. As stakeholders continue<br />

to demand increased availability of information<br />

over the Internet, the Commission has continued<br />

to respond with new capabilities that redefine<br />

and reshape the way oil and gas well and<br />

pipeline information is portrayed and provided.<br />

Stakeholders have requested more immediate<br />

access via the web to the Commission’s volumes<br />

of information stored on paper, microfilm or in<br />

the Commission’s mainframe databases. In addition,<br />

both internal and external stakeholders<br />

strive for more efficient filing and processing of<br />

regulatory data via the web. Recently implemented<br />

information technology initiatives include<br />

on-line filing capability for oil and gas regulatory<br />

data, efficient processing of that data through<br />

electronic workflow, expanded web-based query<br />

systems for interested stakeholders, and a<br />

Public GIS Map Viewer that provides interactive<br />

search capabilities and map views for oil and<br />

gas wells and pipeline data. Commission staff<br />

will demonstrate several modules now available<br />

through the RRC Online System including the<br />

Production Data Query (PDQ), Drilling Permit<br />

Application System, and Production Reporting<br />

System. Demonstrations will also be provided<br />

on the many ways oil and gas well information<br />

and pipeline data can be located using the<br />

(TEA) annually. Grant funds supplement funding<br />

for schools and are an important resource for meeting<br />

The goal of the eGrants project is to centralize<br />

grants management for all TEA grant processing.<br />

The eGrants application is a comprehensive<br />

web portal that provides online submission,<br />

tracking, review and processing of primary, secondary<br />

and adult education grant applications.<br />

Currently, TEA uses the eGrants application to<br />

host over 35 discretionary and formula grant applications.<br />

Eventually, more than 60 electronic<br />

forms, including grants applications, evaluation<br />

reports, and compliance reports will be hosted<br />

on the grant portal. The eGrants application<br />

offers a streamlined and customer-friendly solution<br />

for what previously were complex and<br />

time-consuming processes for all of the involved<br />

stakeholders.<br />

The purpose of the 2-1-1 Help in Texas project<br />

was to build a robust, multi-user application<br />

using browser-based technologies that will facilitate<br />

the accurate and efficient collection and<br />

distribution of data required for 2-1-1 Help in<br />

Texas operations, as well as enforces business<br />

rules that accurately represent Texas Information<br />

Referral Network (TIRN) policies and standards.<br />

The scope of this project includes the design<br />

and development of functional modules within<br />

2-1-1 Help in Texas that will allow state office<br />

personnel as well as Area Information Center<br />

(AIC) staff to conduct business functions in the<br />

areas of information retrieval and referral, cross-<br />

AIC support functions, and ongoing reporting.<br />

2-1-1 is a public/private collaboration between<br />

the Texas Health and Human Services Commission<br />

(HHSC), the Texas Alliance of Information and<br />

Referral Systems (TAIRS), and community-based<br />

organizations such as local United Ways, Area<br />

Agencies on Aging, Councils of Government,<br />

Community Councils, and other local non-profit<br />

and governmental organizations.<br />

As a new dimension of Web-based technology,<br />

public, private and state based organizations<br />

are now able to interact in ways that were too<br />

cumbersome a challenge in the past. The use of<br />

secure technological solutions allows State<br />

Agencies and the Private Support sector to interact<br />

in a way that supports firewall security with<br />

corporative easy-interaction. With the expectation<br />

of better support to the citizens of Texas, the<br />

2-1-1 application allows detailed information to<br />

be at their finger tips — when they need it.<br />

through a computer. The result: a system that did<br />

just that, but suddenly exploded into a product<br />

market that did not exist before February 2004.<br />

By leveraging the power of the Internet, Flower<br />

Mound Police employees could now communicate<br />

to officers in the field from their computer,<br />
