Parties to any bond, promissory note, or other instrument<br />
of writing may stipulate therein for the payment of a higher<br />
rate of interest than ten per centum per annum, atid any such<br />
agreement may be enforced in any court of law or equity in<br />
the state.<br />
County orders, State and County warrants, and other like<br />
certificates of indebtedness, shall bear interest at the rate of ten<br />
per centum per annum from the day of presentation thereof<br />
for payment to the proper oficer, except as in special cases<br />
otherwise provided by law.<br />
