Increased funding will also support <strong>the</strong> redesigned Basic <strong>Office</strong>r Leader Course (BOLC) Phases I, II, and III, which trains<br />

<strong>of</strong>ficers for <strong>the</strong> Asymmetric Battle Field and <strong>the</strong> additional instructors required to maintain a 1:1 student to instructor ratio for<br />

<strong>the</strong> resident Enhanced Analysis and Interrogator Training (EAIT). This training prepares units and individual Soldiers for<br />

rotational assignments to Guantanamo Bay, Cuba, Iraq, Afghanistan, and o<strong>the</strong>r crisis areas.<br />

The FY 2008 budget reflects a program increase for Recruiting, Advertising, O<strong>the</strong>r Training and Education Initiatives<br />

($197.1 million). These funds will support an increased number <strong>of</strong> recruiters from 4,949 to 5,633 in <strong>the</strong> Active Component<br />

and will add 300 contract recruiters. This increase will enable <strong>the</strong> Army to attract and retain quality Soldiers.<br />

The Army's assertive Army Strong advertising campaign, along with an increase in <strong>the</strong> number <strong>of</strong> Active Duty and contract<br />

recruiters, will target <strong>the</strong> eligible population in <strong>the</strong> overall Army effort to recruit to a 489.4 thousand base force in FY 2008.<br />

Budget Activity 4 – Administration and Servicewide: This Budget Activity finances <strong>the</strong> administration, logistics, communications,<br />

and o<strong>the</strong>r servicewide support functions required to secure, equip, deploy, transport, sustain and support Army forces. This Budget<br />

Activity consists <strong>of</strong> four activity groups:<br />

Security Programs Servicewide Support<br />

Logistic Operations Support <strong>of</strong> O<strong>the</strong>r Nations<br />

These Activity Groups finance <strong>the</strong> logistics, communications, and o<strong>the</strong>r support functions required to secure, equip, deploy, transport,<br />

and sustain <strong>the</strong> Army to protect our homeland and defeat terrorism around <strong>the</strong> world. Specific activities financed include:<br />

Intelligence and security efforts through <strong>the</strong> National Intelligence Program, Military Intelligence Program, Security and<br />

Intelligence Activities, Personnel Security Investigations, and Arms Control Treaty Implementation.<br />

Movement <strong>of</strong> Army materiel worldwide and management <strong>of</strong> end items, ammunition and logistics support activities.<br />

Management Headquarters Activities, <strong>the</strong> Claims program, and servicewide telecom, information systems and personnel<br />

programs.<br />
