FORMER SOVIET UNION THREAT REDUCTION<br />

The activities for <strong>the</strong> FSU Threat Reduction program for FY 2008 are as follows:<br />

Strategic Offensive Arms Elimination - Russia:<br />

- Decommission 3 road mobile intercontinental ballistic missiles (ICBM)regiments;<br />

- Eliminate 24 ICBM and 20 submarine launched ballistic missiles (SLBM) missile launchers;<br />

- Eliminate 75 liquid and/or solid fueled ICBMs and SLBMs.<br />

- Dismantle one Typhoon SSBN launcher compartment<br />

Nuclear Weapons Storage and Transportation Security - Russia:<br />

- Provides sustainment at 24 nuclear weapons storage sites;<br />

- Supports movement and consolidation <strong>of</strong> nuclear weapons from Russian Ministry <strong>of</strong> <strong>Defense</strong> (MOD) operational sites to<br />

weapons dismantlement or secure storage facilities (funds 48 trainloads <strong>of</strong> deactivated nuclear warheads);<br />

- Continue to procure up to 100 cargo rail cars that support <strong>the</strong> transportation <strong>of</strong> nuclear weapons to dismantlement or secure<br />

storage facilities.<br />

Biological Threat Reduction - FSU:<br />

- Consolidates and secures or eliminate dangerous pathogen collections at six institutes;<br />

- Targets collaborative research to encourage higher standards <strong>of</strong> openness, ethics, and conduct at <strong>the</strong> scientist level, and preempt<br />

potential “brain drain” <strong>of</strong> scientists to rogue states;<br />

- Provides funding for central reference laboratories in Georgia and Kazakhstan.<br />

Weapons <strong>of</strong> Mass Destruction Proliferation Prevention - FSU:<br />

- Enhances <strong>the</strong> capability <strong>of</strong> non-Russian FSU military, internal security forces, border guards and customs in Ukraine,<br />

Kazakhstan, Azerbaijan, and Uzbekistan to deter, detect, interdict illicit trafficking in WMD and related materials across<br />

borders;<br />

- FY 2008 funds will provide equipment, training, infrastructure and logistical support to <strong>the</strong>se forces.<br />

<strong>Defense</strong> and Military Contacts – FSU:<br />

- Supports interaction between U.S. and FSU military forces to promote military reform and WMD nonproliferation (funds<br />

approximately 253 defense and military exchanges).<br />

O<strong>the</strong>r Program Support - FSU:<br />

- Supports program to ensure CTR assistance is fully accounted for, used for <strong>the</strong> intended purpose effectively and efficiently;<br />

- Maintains in-country support for <strong>the</strong> CTR program at six U.S. embassies;<br />

- Provides non-government advisory assistance and administrative support to DoD.<br />
