MARINE CORPS<br />

<strong>of</strong> $+68.2 million for Mojave Viper pre-deployment training exercises, <strong>the</strong> Center for Marine Corps Lessons Learned, <strong>the</strong> Center for<br />

Advanced Operational Culture Learning Center (CAOCL) pre-deployment operational culture and language familiarization training,<br />

Security Cooperation Education and Training Center (SCETC) for Marines deploying as advisors in support <strong>of</strong> security cooperation<br />

missions, Enlisted Pr<strong>of</strong>essional Military Education-Training (EPME/T), and Marine Corps Distance Learning (MCDLP). Additional<br />

increases include $+2.7 million to support previous military to civilian position conversions, $+2.9 million for maintenance <strong>of</strong> <strong>the</strong><br />

ranges at Marine Corps Base Quantico, and an increase <strong>of</strong> $+4.5 million to fund Facility Sustainment, Restoration and Modernization<br />

requirements deferred from FY 2007.<br />

The resources in this budget activity support <strong>the</strong> Marine Corps-wide efforts <strong>of</strong> special support, transportation, personnel management,<br />

headquarters base support, and <strong>the</strong> department and staff management <strong>of</strong> Headquarters, Marine Corps.<br />

Special Support provides funding for <strong>the</strong> support <strong>of</strong> Marine Corps prisoners confined at <strong>the</strong> Army Disciplinary Command, Fort<br />

Leavenworth, Kansas; <strong>the</strong> Marine Band located at <strong>the</strong> Marine Barracks, 8th and I Streets, Washington, DC; and base support. Special<br />

Support also finances <strong>the</strong> administration <strong>of</strong> missions, functions and worldwide operations <strong>of</strong> <strong>the</strong> Marine Corps and Marine Security<br />

Guards.<br />

All costs related to Second Destination Transportation (SDT) <strong>of</strong> cargo to <strong>the</strong> operating forces are also funded in this activity group.<br />

Categories <strong>of</strong> transportation are: (a) Ocean cargo using <strong>the</strong> Military Sealift Command; (b) Inland Transportation by commercial<br />

carriers for movement between CONUS installations and ports; (c) Airlift <strong>of</strong> priority cargo via Military Airlift Command; and (d)<br />

Military Traffic Management Command and commercial sources for port handling <strong>of</strong> ocean cargo.<br />

Base operations support for Headquarters Battalion, Headquarters, Marine Corps and Headquarters, U.S. Marine Corps is funded<br />

within this activity group.<br />

The FY 2008 budget request <strong>of</strong> $391.9 million for Administration and Servicewide Activities reflects $+67.9 million in program<br />

growth. The major program change in FY 2008 is an increase <strong>of</strong> $+67.9 million in support <strong>of</strong> Ground Forces Augmentation for<br />

increased transportation costs.<br />
