Training and Recruiting (Budget Activity 3) supports three broad mission areas: Accession Training, Basic Skills and Advanced<br />

Training, and O<strong>the</strong>r Training and Education. Accession training produces <strong>the</strong> enlisted and <strong>of</strong>ficer personnel needed to meet total force<br />

requirements. <strong>Office</strong>r accessions receive formal introductory <strong>of</strong>ficer training through <strong>the</strong> United States Air Force Academy, Air Force<br />

Reserve <strong>Office</strong>r Training Corps, <strong>Office</strong>r Training School, and <strong>the</strong> Airmen Education and Commissioning Program. Basic Skills and<br />

Advanced Training includes specialized skill training, flight training, pr<strong>of</strong>essional development education and training support.<br />

Specialized skill training provides training and education essential to operate, maintain, and manage complex Air Force weapon<br />

systems and <strong>the</strong> associated support structure. Flight training programs include flight screening, undergraduate pilot training,<br />

specialized undergraduate pilot training, specialized undergraduate and advanced navigator training, and pilot instructor training.<br />

Pr<strong>of</strong>essional development education includes pr<strong>of</strong>essional military education programs to enhance and develop critical leadership<br />

skills <strong>of</strong> commissioned <strong>of</strong>ficers, civilians, and noncommissioned <strong>of</strong>ficers. O<strong>the</strong>r Training and Education covers civilian education and<br />

training, tuition assistance for active duty personnel, and <strong>the</strong> Junior Reserve <strong>Office</strong>r Training Corps. In addition, recruiting operations<br />

provide for <strong>the</strong> accession <strong>of</strong> <strong>of</strong>ficer and enlisted personnel in <strong>the</strong> required quantity, quality and skills to fulfill <strong>the</strong> Air Force manpower<br />

requirements.<br />

Budget Activity 03: Training and Recruiting - Major Program Changes: The Fiscal Year 2008 Training and Recruiting program <strong>of</strong><br />

$3,272.8 million includes a growth <strong>of</strong> $315.1 million <strong>of</strong> which $82.2 million is price adjustments and<br />

$232.9 million is program change.<br />

Specific program highlights include increases to: (1) Facilities Sustainment and Restoration/Modernization <strong>of</strong> $73.0 million, (2)<br />

<strong>Under</strong>graduate Flight Training Contract Logistics Support <strong>of</strong> $54.5 million, (3) Total Force Integration Training <strong>of</strong><br />

$23.6 million, (4) Junior Reserve <strong>Office</strong>r Training Corp $12.0, (5) Civilian Pay $16.4 million, (6) Support Equipment<br />

$18.6 million, and (7) Purchased Utilities <strong>of</strong> $19.2 million. Specific program decreases include: (1) Advertising <strong>of</strong><br />

$12.6 million and (2) Flying Hour Program transformation $9.1 million.<br />
