GUIOELINES ON THE GRAI..ITING OF REDEPLOYMENT ALLOWANCE TO<br />

EXCESS TEACHERS IN BOTH ELEMENTARY AND SECONDARY SCHOOLS<br />

BACKGROUND<br />

'1- To ellecUvely accelerate the effori 10 close the gaps an basic educaiion inputs<br />

partlcularly relative to teacher tems, the Oepadmenl ol Budgel and fulanagement (DBN4) has<br />

approved the creation <strong>of</strong> 81 510 new teacher'iems. The DBM has also approved in Fiscal<br />

Year (FY) 2013 the funding facility called "Redepoyment Allowance' to catalyze the<br />

redeployment <strong>of</strong> excess teachers to schools wth sh<strong>of</strong>tage. These new positive<br />

dev€lopments have placed the Depa.tment <strong>of</strong> Educalion (DepEd) in a belier position to<br />

improve deploymenl etf iciency.<br />

2 n vr€w <strong>of</strong> the foregoing circumstances, this Depaftmen{ hereby issues these<br />

Guidelines on the GEnting <strong>of</strong> Redeployment Allowance to Exce33 Teachers from<br />

SCOPE<br />

3. The Redeployment Allowance shall <strong>of</strong>ily be given to teach€rs being redeployed from<br />

schools wilh excess t€acher items to schaols with teacher shortage,<br />

SASIC PRINCIPLES<br />

4. The guidelines on tfre kansfer ot teach€rs from one slallon to another contain€d in<br />

DepEd order 22 s. 2013 shal be strictly obseNed<br />

5. These guideljnes shall be construed consistentwith the Administrative Code <strong>of</strong> 1987<br />

and with Republic Act (RA) No. 4670, otheMise known as rhe Magna Catla for Public<br />

Scroo/ feachers<br />

PROCEDURE<br />

6. All schools divisions, lhrough lhe Division Plannlng Unit (DPU), shall ideniify schools<br />

with excess teachers using the data from the Enhanced Basic <strong>Education</strong> lnfoamal on Syslem<br />

iEBEIS) using the color coded spectrum.<br />

7 School Heads (SHs) <strong>of</strong> ihe schools identilied with excess teacher items shall p.epate<br />

an invenlory ol teaching statl specifying the fotlowing: name <strong>of</strong> incumbenl, years in service'<br />

and currcnt teachirg a;signmenuload. The lnventory shall also include the identification <strong>of</strong><br />

area (grade level ;r subject) where surplus <strong>of</strong> leachels exisl and lhe list <strong>of</strong> teacher<br />

incumbents on lhe surplus lisl ranked n ascending order (l-e-, first being lh€ least senior)<br />

based on the year <strong>of</strong> se.vice in lhe <strong>Department</strong><br />

8. Any teacher ftom schools with excess leacher items may express willlngness to be<br />

redeploye; thraugh writing a Lette. ol lntent (LOl) addressed to their respective schools<br />

civisionTcity sLrperintendeni 1sDs1. He/she may inciude in his/her Lol a list <strong>of</strong> desired schoo'<br />

assignments wlth conesponding reasons for redeployment.<br />

9. Alternatively the sOS can identfy teachers fiom th€ surplus llst and fiay requ;re<br />

lhes€ etcess teachers lo be redeployed to schools \Yith shortage ln the evenl lhat leachers<br />

idefltified in the surplLls list desire not to be redepioy€d they shall be given additionel<br />

assgnments such as remedia and summer classes, work related to Allernative Delivery


Modes (ADlds), tasks concerning Alternative Learning Systems (ALS), snd/or other<br />

assignmenls thal tlEir respective school heads may deem proper.<br />

10. Teachers io be redepioy€d shall be entilled to receive a one-time redepoyment<br />

allowance <strong>of</strong> Eghteen Thousand Pesos (P18,000.00), once the.edeployment has been<br />

gpproved. Only teacheE who are coming {rom schools with excess teacher items, and are<br />

being redeployed to schools wilh teacher shodage, shall receive ihe redeployment<br />

11. The SDS and the teachers concerned shaLl execute a sworn Letter <strong>of</strong> Agreemenl<br />

(LOA) uslng lhe enclosed template priorto redeploymenl and qranting ol alowanoe.<br />

12. The SDS through the Division Human Resourc€ and l\'lanagement Officer (HRMO)<br />

shall effect the transfer <strong>of</strong> records by sefding notice 10 DBM and to the Civil Service<br />

Commission (CSC) and other relevanl oifices regardlng the aclion taken upo. the leacheas<br />

redeplo)]ment.<br />

13. The Budqet Division <strong>of</strong> Ce|rhal Oifice shall release the redeployment allowance<br />

funds lo Divisions upon tequest based on the numbeT <strong>of</strong> excess teachers agreed to be<br />

redepoyed 10 schools wiih sho.tage<br />

14. The DPU shall ensure that the redeployment <strong>of</strong> excess teachers in their respeciive<br />

Divisjons are properly recoded, inputted, and processed in the EBEIS and iis effect on<br />

Teacher'Pupil Ratio is analyzed<br />

15. All SDS sha I ensure that for the d€pLoymenl <strong>of</strong> new teacher items, schools wjth high<br />

shorl€ge shall be gjven priority and schools with excess teacher items shall not be 9 ven<br />

teacher items regardless <strong>of</strong> circumstanoe,<br />

SANCTIONS<br />

16. This poiicy shall be shictly applied pursuanl 1o its intended purpose. Any violelion or<br />

attempl to abuse or circumvent thjs policy shall be d€aLt with accordingly-<br />

17. Anyone found guilly <strong>of</strong> violaling any <strong>of</strong> ihe provisjons <strong>of</strong> lhese guidelines or any part<br />

h€re<strong>of</strong> shell be charged adminislretively pulsuant to RA 6713 otherwjse known as lre Code<br />

al Conduct and Elhical Slandards far Puuic Aflcials and Employees and other rejevant<br />

aws, rules and aequlations,<br />
