Attached is the letter dated 21 May 2A13 by Undersecretary Mario L Relampagos
from the Department.of Budget and Management (DBM), authorizing the filling of
the following finance-related positions in the Schools Division (SD) and Secondary
School, provided that the action shall be consistent with the existing DepEd
Standards:
Schools Division (SD)
. One (1) Accountant ll, or Accountant I in the absence of an Accountant ll
Position;
. One (1) Administrative officer lll (Cashier ll), or Disbursing Ofiicer I in the
absence of a Cashier ll item;
. One (1) Administrative Assistant lll (Senior Bookkeeper), or Fiscal clerk lll in
the absence of a Seniol Bookkeeper positioni

. One ('1) Accountant l, or Senior Bookkeeper in the absence of an Accountant
lposiuon;
. One (1) Adminiskative Officer I (Cashier l), or Disbursing Officer in the
absence of a Cashier I item; and

On the other hand, request for filling oi finance-related items in the CO and ROs
would need to be evaluated and authorized by the DB[/] on a case-to-case basis
since DepEd is proposing the modification of the stafflng compliment of its Financiel
and Management Service in the CO, and the Budget and Finance Division in the
ROs under ihe revised DepEd Rationalization Plan

This pertains to the issues raised by DepEd in various Account Management Team
(AMT) meetings on the bottlenecks of financial reporting, release of funds and
other related matters, particularly the delay in the submission and inaccuracy of
the financial reports due to lack of personnel in DepEd Schools Division (sDs) and
Secondary Schools to undertake the preparation of the same.

The filling ol the Administrotive Assistdnt t (Senlu BookkeePed and
Admlnlstmtive Assistant tl (Dlsbursing Olticer lr) items in the DepEd-supervised
secondary schools had been previously authorized by the DBM, as contained in a
letter to DepEd dated July 20,2oo7 lcopy attached). Hence said items could be
filled even without DepEd's request for authorily from the DBM.
However, secondary schools which were already provided Accountant t qnd
Administrotive Wcet, (Cashi r, positions, in accordance with said DepEd
Standards, are no longer allowed to fill the Senior Bookkeeper and Disbursing
Officer ll items since these positions are for abolition
ln order to address the problem identified by the AMI the filling of the following
positions in the SDs and secondary schools is rccommended, provided that the
action shall be consistent with the existing DepEd Standards:

This pertains to the creation o1 1,220 norr-teaching positions (529 Senlor Bookkeeper
and 641 Dishurcing Otficer ll) for certain secondary schools of the Department of
Educailon {DepEd) effective not earlier than June 1, 2007.
These positions have been authorized for flling lo support the School-Based
[4anagement Plan of the DepEd and the decentralization of the release of funds to ]ts
..nple.ieniing Jnits.
ln addition, the filling ol other existing Disbursing Officer ll and Senior Bookkeeper
posilions in secondary schaols is hereby aatharized.
Please note that we have officially transmitted to the Civil Service Commission the list of
secondaryschools where the 1,220 positions are deployed.
On the other hand, we would like to request for the lisi of secondary schools which have
existing filled and unfilled Disbursing Ofilcer ll and Senior Bookkeeper positions so we
could furnish the CSC a copy of the sarne. Please note that we have requested the
CSC to exclude the schools concerned from the list of beneficiaries for placement of
affected personnel irom other governmenl agencies pursuant to the implementalion oi
lhe Rationa|zahon Program
It is further understood that only said non-teaching positions in secondary schools ale
exempled from the provisions of DB[,] Circular Letter 2007-8 daled May 28, 2007, which
provides for, among others, the prohibition on ihe filling of regular positions while an
agency is pursuing ils rationalization effod. The filling of the rest of the non{eaching
positions of the DepEd wouid still need authorjty from DBM.
