million was delivered <strong>to</strong> primary<br />

eleva<strong>to</strong>rs (10.74 million <strong>to</strong>nnes last<br />

crop year), 1.732 million direct <strong>to</strong><br />

processors (1.754), 174,000 <strong>to</strong>nnes<br />

through producer cars (219,000)<br />

and 401,000 <strong>to</strong>nnes <strong>to</strong> eastern<br />

Rem<strong>in</strong>der Notice of Public Hear<strong>in</strong>g<br />

By Notice of Application and Pre-Hear<strong>in</strong>g Conference dated July 9, 2012, the public was advised that Mani<strong>to</strong>ba<br />

Hydro has applied <strong>to</strong> The Public Utilities Board (Board) of Mani<strong>to</strong>ba for approval of new electricity rates.<br />

Mani<strong>to</strong>ba Hydro’s Application <strong>in</strong>cludes requests for the follow<strong>in</strong>g:<br />

1. Approval of a 3.5% <strong>in</strong>crease <strong>in</strong> General Consumers’ revenue, effective April 1, 2013, sufficient <strong>to</strong> generate<br />

additional revenue of $47 million <strong>in</strong> fiscal year 2013/14.<br />

Should Mani<strong>to</strong>ba Hydro’s Application for a 3.5% <strong>in</strong>crease <strong>in</strong> General Consumers’ revenue be approved,<br />

the <strong>in</strong>dividual components with<strong>in</strong> the rate structure are proposed <strong>to</strong> change as depicted <strong>in</strong> the table<br />

below. For most rate classes, proposed <strong>in</strong>creases <strong>to</strong> Energy Charges are greater than 3.5%; however,<br />

as proposed, for all classes, the Demand Charge rema<strong>in</strong>s unchanged and the Basic Monthly Charge<br />

(with the exception of the GS Small Class) rema<strong>in</strong>s unchanged. The overall effect is that class<br />

average proposed <strong>in</strong>creases are all 3.5%.<br />

2. Approval <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong> <strong>in</strong> current rates and f<strong>in</strong>alization of, the 1% <strong>in</strong>terim rate that arose from Order 5/12<br />

where<strong>in</strong> the Board reduced and f<strong>in</strong>alized the April 1, 2010 rate <strong>in</strong>crease at 1.9% as opposed <strong>to</strong> the 2.9%<br />

that was previously approved on an <strong>in</strong>terim basis. This 1% <strong>in</strong>terim rate has cont<strong>in</strong>ued <strong>to</strong> be billed <strong>to</strong><br />

cus<strong>to</strong>mers and has accrued approximately $12 million per year <strong>in</strong> a deferral account. Mani<strong>to</strong>ba Hydro<br />

requests the <strong>to</strong>tal forecast accrued balance of the deferral account of approximately $35 million be<br />

<strong>in</strong>cluded <strong>in</strong> 2012/13 revenues of Mani<strong>to</strong>ba Hydro;<br />

3. F<strong>in</strong>al approval of the 2.0% <strong>in</strong>terim rate <strong>in</strong>crease granted effective April 1, 2012 and currently <strong>in</strong> the rates<br />

billed <strong>to</strong> cus<strong>to</strong>mers;<br />

billed rates <strong>to</strong> cus<strong>to</strong>mers. Mani<strong>to</strong>ba Hydro is also seek<strong>in</strong>g f<strong>in</strong>al approval of any other <strong>in</strong>terim rate Orders<br />

issued subsequent <strong>to</strong> the fil<strong>in</strong>g of the Application and prior <strong>to</strong> the conclusion of this proceed<strong>in</strong>g;<br />

5. Approval of the proposed modifications <strong>to</strong> the Terms and Conditions of the Surplus Energy Program<br />

(SEP) and f<strong>in</strong>al approval of all <strong>in</strong>terim ex parte SEP Orders issued s<strong>in</strong>ce January 17, 2012 as well as<br />

any additional <strong>in</strong>terim ex parte SEP rate Orders issued prior <strong>to</strong> the Board’s f<strong>in</strong>al Order <strong>in</strong> this matter;<br />

6. Approval of the proposed modifications <strong>to</strong> the Curtailable Rate Program (CRP) and f<strong>in</strong>al approval of<br />

<strong>in</strong>terim ex parte Order 52/12 as well as any additional <strong>in</strong>terim ex parte CRP rate Orders issued prior<br />

<strong>to</strong> the Board’s f<strong>in</strong>al Order <strong>in</strong> this matter;<br />

7. F<strong>in</strong>al approval of exist<strong>in</strong>g Diesel Zone <strong>in</strong>terim Orders 17/04, 46/04, 159/04, 176/06, 1/10, 134/10, 1/11<br />

and 148/11. Mani<strong>to</strong>ba Hydro is also seek<strong>in</strong>g f<strong>in</strong>al approval of the 6.5% <strong>in</strong>terim rate <strong>in</strong>crease, granted<br />

effective September 1, 2012, on the full cost portion of the rate applicable <strong>to</strong> General Service and<br />

Government cus<strong>to</strong>mers <strong>in</strong> four remote communities served by Diesel Generation.<br />

For a typical Residential cus<strong>to</strong>mer, without electric space heat us<strong>in</strong>g an average of 1000 kilowatt-hours<br />

(kWh) per month, the proposed April 1, 2013 rate change, if approved by the Board, will result <strong>in</strong> a monthly<br />

bill <strong>in</strong>crease of $2.62 or 3.4%. A residential cus<strong>to</strong>mer with electric space heat, us<strong>in</strong>g an average of 2000 kWh<br />

a month will see an <strong>in</strong>crease of $5.24 or 3.6% per month commenc<strong>in</strong>g April 1, 2013.<br />

Based on the proposed April 1, 2013 rates, General Service cus<strong>to</strong>mers will experience <strong>in</strong>creases rang<strong>in</strong>g<br />

from 2.3% <strong>to</strong> 4.4% depend<strong>in</strong>g on monthly consumption, load fac<strong>to</strong>r and/or voltage level served.<br />

VARIATION:<br />

PUBLIC HEARINGS:<br />

Follow<strong>in</strong>g a Pre-Hear<strong>in</strong>g Conference held by the Board on July 26, 2012, the Board issued Order 98/12<br />

sett<strong>in</strong>g out a schedule for the orderly exchange of <strong>in</strong>formation with respect <strong>to</strong> Mani<strong>to</strong>ba Hydro’s General<br />

Rate Application. The public hear<strong>in</strong>g <strong>to</strong> consider these matters has been scheduled <strong>to</strong> commence Monday,<br />

December 10, 2012 at 9:00 am.<br />

The hear<strong>in</strong>g will be held at the Board’s offices, 400-330 Portage Avenue, W<strong>in</strong>nipeg.<br />

PARTICIPATION:<br />

In accordance with the Notice of Application and Pre-Hear<strong>in</strong>g Conference published on or about July 14,<br />

2012, parties wish<strong>in</strong>g <strong>to</strong> fully participate <strong>in</strong> the exam<strong>in</strong>ation of witnesses, production of evidence and<br />

submissions and f<strong>in</strong>al argument must have registered with the Board by July 24, 2012.<br />

the first of Cuba’s 50 sugar mills has resumed operations,<br />

weeks after the sec<strong>to</strong>r was battered by hurricane<br />

Sandy.<br />

aZCuBa, the state-run hold<strong>in</strong>g company that replaced the<br />

Sugar M<strong>in</strong>istry two years ago, announced <strong>in</strong> oc<strong>to</strong>ber that it<br />

would produce about 1.68 million <strong>to</strong>nnes of raw sugar this season,<br />

20 per cent more than last season’s estimated 1.4 million<br />

<strong>to</strong>nnes.<br />

But that was before Sandy ripped across eastern Cuba on<br />

oct. 25, damag<strong>in</strong>g mills, <strong>plan</strong>tations and <strong>in</strong>frastructure.<br />

In some prov<strong>in</strong>ces, as much as half the cane crop suffered<br />

some damage. It’s hoped half the mills will be operational next<br />

month and most of the rest <strong>in</strong> January.<br />
