Pope And O’Toole Named To Council<br />
Monday night the Mayor<br />
John Novok appointed Jerry<br />
Pope and Joey O’Toole to the<br />
City Council. The Council<br />
approved the appointment 3-0.<br />
Pope was sworn in at the<br />
meeting. O’Toole will take<br />
office at the next meeting.<br />

Heights School Board. County<br />

Kansas Revenues Up In May<br />

TOPEKA, Kan. - Kansas tax<br />
revenues during May inched<br />
closer to recently lowered targets<br />
for the fiscal year ending<br />
June 30, state revenue officials<br />
reported Tuesday.<br />
The latest month-end preliminary<br />
report from the Kansas<br />
Department of Revenue<br />
showed the state collected<br />
$445.3 million in income,<br />
sales, use and other taxes during<br />
May, which is $47 million,<br />
or nearly 12 percent more than<br />
expected. That brings total collections<br />
since July 1 to $5.01<br />
billion, or more than 14 percent<br />
above year-earlier totals for the<br />
comparable 11 months.<br />
May was a mixed month for<br />
two of the state's perennially<br />
largest sources of tax revenues.<br />
Individual income tax payments<br />
to Kansas reached nearly<br />
$225 million during the month,<br />
topping both expectations and<br />
year earlier collections by 36<br />
percent, or just less than $60<br />
million. Retail sales tax collections<br />
totalling just less than<br />
$161 million were $13 million<br />
below expectations, but $38<br />
million higher than a year ago,<br />
before the state's basic sales<br />
tax rate increased a percentage<br />
point to 6.3 percent.<br />

tax categories reported by the<br />
revenue department and to<br />
$5.77 billion for all general<br />
fund revenue when interest<br />
earnings, fee income and other<br />
income sources are included.<br />
Tuesday's preliminary report<br />
suggests even hitting those<br />
lowered expectations may be<br />
difficult. With just one more<br />
month remaining in the fiscal<br />
year, Kansas needs to collect an<br />
additional $150 million in<br />
income taxes, $191 million in<br />
sales taxes and $451 million in<br />
all taxes to hit the reduced projections.<br />
With the major exception<br />
of income tax collections,<br />
most tax revenues in May fell<br />
short of the totals needed in<br />
June to hit projections.<br />

the system first and now the<br />
general public is invited to<br />
sign up too. IRIS messages<br />
are sent out by the directors/chiefs<br />
of the county<br />
response agencies or by<br />
Marshall County<br />
Emergency Management.<br />
This system is sometimes<br />
called reverse 911. IRIS<br />
may be used under the following<br />
circumstances; a<br />
release of a hazardous substance,<br />
critical infrastructure<br />
issues like major road closings<br />
or public water supply<br />
issues, or other instances<br />
that require rapid mass public<br />
notification for public<br />
safety reasons.<br />

Participants recorded a total<br />
of 258,780 exercise minutes;<br />
4,313 hours, or 17,252<br />
miles.<br />
The first place team exercised<br />
22,175 exercise minutes.<br />

NEED FUNDS...The Waterville Playground Committee is trying to upgrade the<br />
Waterville Playground. PVC Pipe has already been purchased to contain the new<br />
mulch. Some funds have been raised but more is needed to put rubber mulch down to<br />
keep the weeds under control. Also benches need to be purchased so parents can sit<br />
and watch their children and enjoy the park. All options are open, you can purchase<br />
a bench with your name on it, or contribute money to the rubber mulch. Bricks for<br />
the wall are also available for purchasing and engraving. Call Citizens State Bank for<br />

12, 1947 in Germany, the son<br />
of Ernest and Paula (Rose)<br />
Grund.<br />
He was a veteran of the U.S.<br />
Army serving in Vietnam. Uwe<br />
worked for the Union Pacific<br />
Kansas. To this union seven<br />
children were born. Regis preceded<br />
her in death.<br />
On July 2, 1966, she married<br />
Clifford Zimmerman at<br />
Marysville.<br />
At a young age she moved to<br />
Chicago and worked in<br />
accounting for a company until<br />
her sister was in an auto accident.<br />
Norma made the decision<br />
to return and help raise her sisters<br />
two children. Norma also<br />
worked at Dr. Hash’s office in<br />
Seneca, Axtell Hospital, housekeeping<br />
at Community<br />
Memorial Healthcare and as a<br />
nurse’s aide at the <strong>Blue</strong> Valley<br />
Nursing Home.<br />
She enjoyed bingo and playing<br />
cards. In July 2010, she<br />
moved to the Frankfort<br />
Community Care Home.<br />
Her parents; husband,<br />
Clifford Zimmerman; sister,<br />
Leota Cunningham; grandson,<br />
Donald “Bud” Cudney, Jr.; and<br />
In 2005, he graduated from<br />
high school in Missouri. In<br />
March 2009, he married<br />
Amanda Marina Robbins at<br />
Ocala, Florida. During the<br />
summer of 2010 they moved to<br />
Marysville.<br />
Derek worked at Sonic in<br />
Marysville and also was a substitute<br />
teacher. He was currently<br />
working as a Certified<br />
Nurses Aide at the Good<br />
Samaritan Home in Wymore,<br />
Nebraska. He had been taking<br />
Luebbe and David Kongs.<br />
Burial was in St. Gregory's<br />
Catholic Cemetery.<br />
Elsie was born September 9,<br />
1921 at Centralia, Kansas, the<br />
daughter of Elmer and Julia<br />
(Flentie) Sunderland. She graduated<br />
from Centralia High<br />
School in 1939.<br />
On October 5, 1943 she married<br />
Gerald Wempe at San<br />
Diego, California. After<br />
Gerald's discharge from the<br />
U.S. Army they moved back to<br />
Nemaha County.<br />
In 1959, Gerald and Elsie<br />
moved to Marysville where<br />
Elsie was the secrectary for<br />
Wempe Insurance from 1959<br />
until retiring in 1983. She was<br />
also a substitute teacher at St.<br />
Gregory's Catholic School.<br />
Elsie was a member of St.<br />
were Larry Boltz, Ronnie<br />
Boltz, Mary Ann Lehman, Jim<br />
Breeding, Jim Schramm and<br />
Kurt Obermeyer.<br />
The pallbearers were Glen<br />
Behrens, Richard Claeys, Lynn<br />
Hermesch, Bill Montanio,<br />
Hugh Nemechek and Robert<br />
Wolfgang.<br />
Burial was in the Marysville<br />
City Cemetery.<br />
Neal was born May 28, 1924<br />
at Home, Kansas, the son of<br />
Henry J. and Ella J. (Coulter)<br />
Schreiber. On January 14, 1945<br />
he married Laura "Pat"<br />
Hawkins at Home, Kansas.<br />
Neal was a farmer in the<br />
Home City area for most all of<br />
life and he also ran a bulldozer,<br />
Kenneth L. Sells, Agent<br />
Railroad and became disabled<br />
and retired in 1980.<br />
Survivors include his wife,<br />
Linda (Kraemer) Grund of<br />
Marysville, four children, Eric<br />
Grund, Erin Grund, Erica<br />
Phiefer, and Elana Moore, and<br />
nine grandchildren.<br />

on June 8 because there was not<br />
a quorum. The governing body<br />
of the City of <strong>Blue</strong> <strong>Rapids</strong> met<br />
in an adjourned session June<br />
13, 2011 at 6:30 p.m. in the<br />

KPERS' Cost to Rise<br />
for Taxpayers, Workers<br />

TOPEKA, Kan. - Using<br />
newly passed legislation to<br />
begin plugging funding holes<br />
in the Kansas Public<br />
Employees Retirement System<br />
will cost state taxpayers an<br />
additional $14.5 million in just<br />
the first year of the reforms,<br />
system officials told legislators<br />
Wednesday.<br />
Those scheduled increases in<br />
2014, on top of about $481.4<br />
million that taxpayers already<br />
pay to fund Kansas' required<br />
annual contributions to teachers<br />
and state workers' pension<br />
plans, escalate sharply after<br />
that, to a projected $94.8 million<br />
by 2017, Glenn Deck,<br />
KPERS chief executive, told a<br />
meeting of the legislature's<br />
Joint Committee on Pensions,<br />
Investments and Benefits.<br />
But escalating those payments<br />
now will save taxpayers<br />
money in the long run, Deck<br />
told the legislators. Investing<br />
more money earlier in the<br />
underfunded teachers' and state<br />
workers' plans is projected to<br />
cut a bit more than $2.9 billion<br />
from the estimated $23 billion<br />
that would be required at present<br />
contribution rates to fund<br />
the plans through 2033.<br />
Many KPERS-covered<br />
workers, who now put nearly<br />
$216 million of their own<br />
money into the plan through<br />
payroll deductions, will be<br />
kicking more into the effor too,<br />
Deck said. Those contribitions<br />
are scheduled to go up another<br />
$32 million in 2014 and nearly<br />

$80 million in 2015. These<br />
increase won't hit workers<br />
hired after July 1, 2009; the<br />
new pension changes will trim<br />
their future benefits instead,<br />
through either lost cost of living<br />
adjustment guarantees or<br />
benefit calculation formulas<br />
that will result in smaller<br />
checks.<br />
All these projections are subject<br />
to change, however. The<br />
new law, which Kansas Gov.<br />
Sam Brownback signed a week<br />
ago, also calls for the creation<br />
of a 13-member KPERS study<br />
commission, appointed by the<br />
governor and leaders of both<br />
houses of the legislature, to<br />
come up with proposals for<br />
revamping the retirement plan<br />
entirely and to present them to<br />
legislators next January.<br />

Waterville? That’s easy! It’s the<br />
charm of the town, the history<br />
it holds and the many traditions<br />
it keeps. I’ve been lucky<br />
enough to take part in helping<br />

Diane L. Stewart, age 61,<br />
died Thursday June 9, 2011 at<br />
Meadowlark Hills – Wroten<br />
House, Manhattan, Kansas<br />
after an extended illness.<br />
She was born on August 8,<br />
1949 in Marysville, Kansas the<br />
daughter of Lloyd and Virginia<br />
(Brown) Lillibridge. Diane<br />
graduated from Manhattan<br />
High in 1968. She worked at<br />
Manhattan Laundry, where she<br />
met her future husband, and<br />
later at Carol Lee Donuts.<br />
On August 8, 1972, she was<br />
united in marriage to Alvin<br />
“Al” Lee Stewart. This union<br />
was blessed with their son:<br />
Corey Lee. Alvin preceded her<br />
in death on March 29, 1998.<br />

food and all the supplies that go<br />
into the nights festivities. They<br />
do it all from set up, cooking,<br />
shooting fireworks and clean<br />
up. You would think this was an<br />
army of 20 or more with all that<br />
they do. Truthfully, there are<br />
less than 10 of them but they<br />
are a mighty force that keeps<br />
this tradition going year after<br />
year.<br />
However, in recent years it<br />
has become harder and harder<br />
to keep the wheels turning on<br />
this event. As our economy has<br />
taken a downward turn, so has<br />
some of the support and funding<br />
this committee seeks each<br />
year. It is becoming harder and<br />
harder to find enough hands to<br />
help and funding to make it all<br />
possible. I have watched as<br />
Victorian Day came to an end<br />
and other events in town have<br />
struggled to keep going. Our<br />
elders who have made this<br />
town what it is are looking for<br />
the newer generations to step<br />
up and keep the traditions alive.<br />
So citizens of Waterville and<br />
all those interested, we are calling<br />
on you to help show your<br />
support. Monetary donations<br />
are welcomed and can be sent<br />
to the Citizens State Bank in<br />

on the history, etiquette,<br />
and facts of the<br />
American flag. She displayed<br />
an antique flag<br />
which had been made for<br />
the 100th anniversary of the<br />
first American flag, making<br />
the one on display 134 years<br />
old. The flag was donated to<br />
the city of Waterville by the<br />
family of Lila Specht. Lila<br />
had found the flag in one of<br />
the country schools in which<br />
she taught. The school<br />
board told her she could<br />
keep the flag. LaVerna's<br />
program concluded with the<br />
group singing, "You're A<br />
Grand Ole Flag."<br />

the Neighborhood<br />
Revitalization check processing<br />
with the County Clerk’s<br />
office went very well so she<br />
will be willing to continue<br />
printing the checks from now<br />

again that if her office is discussed<br />
that she be asked to sit<br />
in on the conversation.<br />

Duever met with the Board to<br />
discuss the moving of items<br />
from the room that was her<br />
Hearing Room without consulting<br />
her first.<br />
The Board clarified that they<br />
asked for the Election<br />
Equipment Storage room to be<br />
moved to the Appraiser’s<br />
Hearing room so that the<br />
employees can have a proper<br />
lounge. This move meant that<br />
the Appraiser’s Hearing room<br />
would be moved to the old<br />
Veterans Administration office.<br />

cover shooting mechanics,<br />
and basic and advanced<br />
footwork with the students.<br />
