Kansas Revenues Up In May
By Gene Meyer
KansasReporter
TOPEKA, Kan. - Kansas tax
revenues during May inched
closer to recently lowered targets
for the fiscal year ending
June 30, state revenue officials
reported Tuesday.
The latest month-end preliminary
report from the Kansas
Department of Revenue
showed the state collected
$445.3 million in income,
sales, use and other taxes during
May, which is $47 million,
or nearly 12 percent more than
expected. That brings total collections
since July 1 to $5.01
billion, or more than 14 percent
above year-earlier totals for the
comparable 11 months.
May was a mixed month for
two of the state's perennially
largest sources of tax revenues.
Individual income tax payments
to Kansas reached nearly
$225 million during the month,
topping both expectations and
year earlier collections by 36
percent, or just less than $60
million. Retail sales tax collections
totalling just less than
$161 million were $13 million
below expectations, but $38
million higher than a year ago,
before the state's basic sales
tax rate increased a percentage
point to 6.3 percent.
The potential effects of
Kansas' abnormally high 6.3
percent unemployment rate and
of high energy prices on consumers'
wallets led state budget
officials and Legislative
Research finance specialists in
mid April to lower their pro-
Church Gets Siding...
jections for 2011 tax revenues
to about $5.46 billion for the
tax categories reported by the
revenue department and to
$5.77 billion for all general
fund revenue when interest
earnings, fee income and other
income sources are included.
Tuesday's preliminary report
suggests even hitting those
lowered expectations may be
difficult. With just one more
month remaining in the fiscal
year, Kansas needs to collect an
additional $150 million in
income taxes, $191 million in
sales taxes and $451 million in
all taxes to hit the reduced projections.
With the major exception
of income tax collections,
most tax revenues in May fell
short of the totals needed in
June to hit projections.
Dave Ellenbecker and Darrell Gabbert of Marysville put new siding on the Blue
Rapids St. Marks Episcopal Church this week.
NEED FUNDS...The Waterville Playground Committee is trying to upgrade the
Waterville Playground. PVC Pipe has already been purchased to contain the new
mulch. Some funds have been raised but more is needed to put rubber mulch down to
keep the weeds under control. Also benches need to be purchased so parents can sit
and watch their children and enjoy the park. All options are open, you can purchase
a bench with your name on it, or contribute money to the rubber mulch. Bricks for
the wall are also available for purchasing and engraving. Call Citizens State Bank for
KPERS' Cost to Rise
for Taxpayers, Workers
By Gene Meyer
KansasReporter
TOPEKA, Kan. - Using
newly passed legislation to
begin plugging funding holes
in the Kansas Public
Employees Retirement System
will cost state taxpayers an
additional $14.5 million in just
the first year of the reforms,
system officials told legislators
Wednesday.
Those scheduled increases in
2014, on top of about $481.4
million that taxpayers already
pay to fund Kansas' required
annual contributions to teachers
and state workers' pension
plans, escalate sharply after
that, to a projected $94.8 million
by 2017, Glenn Deck,
KPERS chief executive, told a
meeting of the legislature's
Joint Committee on Pensions,
Investments and Benefits.
But escalating those payments
now will save taxpayers
money in the long run, Deck
told the legislators. Investing
more money earlier in the
underfunded teachers' and state
workers' plans is projected to
cut a bit more than $2.9 billion
from the estimated $23 billion
that would be required at present
contribution rates to fund
the plans through 2033.
Many KPERS-covered
workers, who now put nearly
$216 million of their own
money into the plan through
payroll deductions, will be
kicking more into the effor too,
Deck said. Those contribitions
are scheduled to go up another
$32 million in 2014 and nearly
Jon Brake)
$80 million in 2015. These
increase won't hit workers
hired after July 1, 2009; the
new pension changes will trim
their future benefits instead,
through either lost cost of living
adjustment guarantees or
benefit calculation formulas
that will result in smaller
checks.
All these projections are subject
to change, however. The
new law, which Kansas Gov.
Sam Brownback signed a week
ago, also calls for the creation
of a 13-member KPERS study
commission, appointed by the
governor and leaders of both
houses of the legislature, to
come up with proposals for
revamping the retirement plan
entirely and to present them to
legislators next January.
What draws people from the
Waterville? That’s easy! It’s the
charm of the town, the history
it holds and the many traditions
it keeps. I’ve been lucky
Diane L. Stewart, age 61,
died Thursday June 9, 2011 at
after an extended illness.
She was born on August 8,
1949 in Marysville, Kansas the
daughter of Lloyd and Virginia
graduated from Manhattan
met her future husband, and
later at Carol Lee Donuts.
On August 8, 1972, she was
united in marriage to Alvin
was blessed with their son:
Diane loved animals,
NASCAR, especially Jeff
Gordon, collecting dolls and
coins, but most of all she loved
spending time with her son and
family.
Survivors include her son:
Corey Lee Stewart of Saint
George, KS; her mother:
Virginia Levier of Manhattan;
her father: Lloyd of Saint
George, KS; her sister: Linda
Daily of Manhattan, KS and 2
brothers: Larry Lillibridge of
Manhattan, KS and Mike
Lillibridge of Saint George,
KS. She is also survived by
many other family members
and friends.
food and all the supplies that go
into the nights festivities. They
do it all from set up, cooking,
shooting fireworks and clean
up. You would think this was an
army of 20 or more with all that
they do. Truthfully, there are
less than 10 of them but they
are a mighty force that keeps
this tradition going year after
year.
However, in recent years it
has become harder and harder
to keep the wheels turning on
this event. As our economy has
taken a downward turn, so has
some of the support and funding
this committee seeks each
year. It is becoming harder and
harder to find enough hands to
help and funding to make it all
possible. I have watched as
Victorian Day came to an end
and other events in town have
struggled to keep going. Our
elders who have made this
town what it is are looking for
the newer generations to step
up and keep the traditions alive.
So citizens of Waterville and
all those interested, we are calling
on you to help show your
support. Monetary donations
are welcomed and can be sent
to the Citizens State Bank in
Waterville. If you have some
County Commissioners met in
Agent
Are you tired of the cold and
ready for the bright sun shiney
days of Summer? You know
those kind of days, where the
sun radiates 90 degree temperatures
all day in a cloudless sky.
Before you go running out into
those bright sunshine days,
remember that skin cancer is
one of the fastest growing cancers.
In fact, the American
Academy of Dermatology estimates
that children receive
about 80 percent of their lifetime
sun exposure before the
age of 18. Evidence of longterm
sun exposure may appear
on the skin 20 or 30 years later.
This may be in the form of premature
skin aging, cataracts
and other eye damage, or skin
cancer. Believe it or not, your
skin remembers every sunburn
you have ever had, which
means the damage builds up
over the years. Unfortunately
there is no such thing as a
“healthy tan.” A tan means you
have damaged your skin. You
can be safe and enjoy these
days if you remember the
words of the Slip, Slop, Slap,
Rap.
Here are some guides to consider:
Check the ultraviolet (UV)
radiation index in your area.
Since 1994 the National
Weather Service has implemented
the UV index with 0 - 2
minimal to 10+ high. This rating
is the burning potential
from daily UV exposure. This
County Treasurer Linda
Weber met with the Board to
present her 2012 budget
request in the amount of
$104,875.00 which is an
increase of $720.00 from the
2011 budget.
County Treasurer Linda
Weber stated to the Board that
the Neighborhood
Revitalization check processing
with the County Clerk’s
office went very well so she
will be willing to continue
printing the checks from now
on. County Treasurer Linda
Weber also asked the Board
again that if her office is discussed
that she be asked to sit
in on the conversation.
County Appraiser Janet
Duever met with the Board to
discuss the moving of items
from the room that was her
Hearing Room without consulting
her first.
The Board clarified that they
asked for the Election
Equipment Storage room to be
moved to the Appraiser’s
Hearing room so that the
employees can have a proper
lounge. This move meant that
the Appraiser’s Hearing room
would be moved to the old
Veterans Administration office.
Stay out of the direct sun
from 10:00 A.M. to 3:00 P.M.
which is the hottest part of the
day. Seek shade to protect
yourself.
Wear a hat with at least a
three inch brim for sun protection.
Remember a hat is not a
ball cap. A ball cap only protects
the eyes, but a hat also
protects the ears and the back
of the neck.
Wear sunglasses that provide
95 percent or better protection
from ultraviolet radiation.
Protect skin by applying sunscreen
with a Sun Protectant
Factor (SPF) of 15 or greater.
Make sure you apply the sunscreen
20 to 30 minutes before
heading outdoors so the lotion
has time to bind with the skin.
Use sunscreen even if the day is
cloudy. As much as 80 percent
of the UV rays pass through the
clouds.
Wear loose fitting clothing,
preferably a shirt with long
sleeves and a tight weave as
well as long pants if out in the
sun for long periods of time.
If all else fails remember
Slip, Slop, Slap, Rap. Before
going out doors, Slip on a shirt,
slop on some sunscreen, and
slap on a hat. If you follow this
advice you will enjoy the bright
sun shiney days of summer.
Three local 7th grade boys, Logan Woodyard, Garrett Link, and Will Yungeberg, attended a
one day football camp at the University of Kansas. The boys recieved instruction from head
coach Turner Gil and offensive coordinator Chuck Long. Much was learned on that hot afternoon
but the highlight of the day was that they were the only kids that got a private tour of
the KU locker room and weight room. (Photo courtesy of Allen Yungeberg)
