News Blue Rapids Free Press - Thursday, July 7, 2011 Marshall County Minutes June 27, 2011 The Board of Marshall County Commissioners met in regular adjourned session with Charles R. Loiseau, Chairman; Robert S. Connell and Thomas K. Holle members; and Sonya L. Stohs, County Clerk present. The meeting was called to order at 9:00 a.m. The Board opened the meeting with the flag salute. The minutes and agenda were approved as presented upon a motion by Thomas K. Holle moved, seconded by Robert S. Connell. MCDC June Minutes The June MCDC/Tourism meeting was held on June 2, 2011 at the Marysville Visitors’ Center. Bruce Dierking circulated copies of last year’s budget and the proposed budget for this year, 2011-2012. After review, the motion was made to approve the proposed budget. This was approved. Brenda Staggenborg reported working with a new computer system which makes it easier to amend information on a website as well as update information. Jail Report... KCAMP Administrator Tom Job met with the Board to present them with a 20th Anniversary wall clock honoring Marshall County as one of the charter members of president requested that each member review the list more closely and bring suggestions for improvements to the July meeting. At the July Meeting, Board Members who will be ending their term will be Karen Trail, Bob Carlson, and Kent Obermeyer. New Board members will be elected in the July meeting. The Board received a 2012 Marshall County Development Corporation (MCDC) budget request in the amount of $4,200.00 which is the same as the 2011 budget. The Board received the 2010 Real Estate Appraisal/Sales Ratio Study from the Department of Revenue. Thomas K. Holle moved, seconded by Robert S. Connell to approve the following 2010 abatements with a value of 698 with a total tax of $94.81 and the 2009 abatements with a they are currently working on concerns increasing the number of Trail Ride opportunities in the Flint Hills. This group has acquired a $900 thousand grant to do this. The New Frankfort swimming pool is open. The next MCDC meeting will be held at Frankfort’s Elm Street apartments on July 7, 2011, at 7 P.M. News Blue Rapids Free Press - Thursday, July 7, 2011 News Silent Sentinels on The High Plains By John Schlageck Kansas Farm Bureau Perched atop the weathered wooden posts, the western boots stretched nearly one mile into the horizon. Brown, black, green, gray and blue were the colors. Torn and frayed was their condition. All the boot heels pointed toward the blue, spring sky. Some of the toes still held their shape – jutting out from the fence post. Others dropped toward the grass like the tongues of cutting ponies after a full morning of sorting cattle. This boot fence can be found on John Smith’s Boot Hill Ranch. Located on K-25 about a mile and a half north of Russell Springs, nearly 500 boots dot the top of the fivestrand, barbed wire fence that runs north and south. “The number depends on how many have been stolen on any particular day,” Smith said with a glint in his eye. “Those boots don’t just jump off the posts and walk away.” Locals will tell you a boot fence is one method a rancher uses to signify he is just that – a rancher and not a farmer. Smith fitted his first pair of boots on the fence line 20 years ago. The boots were 1948 vintage and handmade by Charles P. It wouldn’t have been right. Those boots were located just where they belonged, on top of the fence posts – silent sentinels on the great High Plains.
