TENDER NOTICE FOR B.O. RAYAGADA DATED 05.10.2012
SPECIAL TRANSIT / MARINE DECLARATION POLICY WITH IN 80 KMS.
The Cotton Corporation of India Ltd. is a fully owned Government of India
Undertaking and is carrying out procurement of kapas and converting it into lint / FP
bales through processing seed cotton kapas in ginning and pressing factory engaged
on job basis in its Rayagada Branch addressed at PRAMILA NIWAS, MAIN
ROAD,RAYAGADA-765001, ORISSA.
Under the jurisdiction of Branch, purchase operations are carried out at
various Centres in the state of Orissa. List of Procurement Centers is given at
Annexure – I. At these Centers, raw cotton is purchased and kept in Ginning and
Pressing Factories engaged by the branch for processing. The stock in the factory
comprises of :
1. Kapas, lint, cotton seed, Tarpulins, Gunny Bags and any other stocks, if
any, lying in the factory.
2. Kapas, Cotton Seed, Gunny Bags etc. lying in the Ginning Hall.
3. Lint, F.P. Bales lying in Presss House / Pala House.
4. F.P. Bales lying in open compound.
5. F.P. Bales lying in the godown within the compound of the factory.
6. The stock in the godown comprises F.P.Bales,Lint Boras, Hessian, Grey Cloth,
Tarpulins and any other stock.
After the processing bales are moved to the Godown(s) of SWC / CWC / Private
parties hired by CCI.
During procurement the kapas, lint, bales are moved from one place to other in
the state of Orissa within 80KMs.
For coverage of Transit Risk, within 80 KMs we intend to undertake Special
Transit / Marine Declaration Policy and therefore, we invite Sealed Tenders in Two-Bid
System from all the insurance companies who are IRDA approved Insurance
Companies. Insurance Company may submit their tender either directly or through
brokers.

The detailed tender document is available at the above address or can be
downloaded from the Corporation’s website www.cotcorp.gov.in or Govt. Tender Portal
www.tenders.gov.in. The insurance companies may submit sealed tenders in the
prescribed format. Sealed Tenders superscribing “SPECIAL TRANSIT / MARINE
DECLARATION POLICY WITHIN 80 KMS” addressed to Branch Manager at the above
mentioned address of Kolkata should reach latest by 31.10.2012 on or before 14.30
hours. The tenders so received within the time limit will be opened on the same day
i.e. 31.10.2012 at 15.00 hours in the presence of tenderers who remain present.
Insurance Company may submit their tender directly or through brokers. Financial
Bid-2 shall be opened in respect of those tenderer who technically qualify. Other terms
& conditions are enclosed as Annexure – II. The Corporation reserves its right to
reject any or all Tenders without assigning any reasons.

GENERAL TERMS & CONDITIONS IN RESPECT OF FIRE POLICY:
1. NATURE OF RISK TO BE COVERED :
All risks plus Theft, Pilferage, Non-delivery (TPND), SRCC, Terrorism.
2. MODE OF OPERATIONS :
From anywhere place in the state of Orissa to anywhere place in the state of
Orissa within 80 KMS.
3. BASIS OF SUM INSURED :
Contracted value of bales transported plus 10% to cover incidental expenses (
like Purchase Tax / Sales Tax, Transportation, Loading and Unloading Charges
and other actual expenses ).
4. INTERVALS FOR DECLARATIONS :
Declaration for aggregate value would be furnished on quarterly basis by way of
a letter for period ending ________________.
5. LIMIT PER SENDING NOT TO EXCEED :
By Motor Trucks in closed vehicles not exceeding Rs.20.00 Lakhs only limit per
location.
6. ACCOUNTING OF PREMIUM :
The premium paid in advance under the policy is subject to adjustment, on
expiry of period of insurance, on the basis of actual amounts declared on
quarterly basis during the policy period.
7. SURVEY & CLAIM SETTLEMENTS :
A panel of Surveyors having sufficient knowledge of Cotton Trade and
terminology would be finalized in advance at various locations to whom survey
work would be entrusted in the event of any claim. In the event of occurrence of
an Accident, the Branch Office of CCI would intimate to the nearest office of
underwriters for appointment of surveyor for assessment of loss. Assessment to
be completed by the Surveyor on priority basis within 24 hours of the incident
and his final survey report within one week. In cases of Non-
delivery/Theft/Pilferage the CCI would intimate such instances immediately on
detection to Insurers / Investigators / Traces who would appoint to search the
goods.

8. EXCESS CLAUSE :

Excess Clause Rate should be quoted in the Financial Bid-2 of the tender.
9. DISPOSAL OF SALVAGE :
Where loss assessed by the surveyor is not acceptable to the buyer mill whose
bales are damaged, the salvage would be disposed off expeditiously either by the
local office of insurer or local office of CCI, with active support and assistance by
local office of the insurer and surveyors. The salvage would be generally
disposed off by following the procedure of calling limited quotations from the
local parties by issuing letters of enquiry as per practice in vogue in CCI.
10. SETTLEMENT OF DISPUTES, IF ANY :
As per standard policy terms.
11. TENDERS SUBMITTED BY THE BROKERS :
Insurance Company may submit their tender directly or through brokers. In
case tender is submitted through broker proper authority letter of the concern
insurance company should be submitted alongwith the tender.
12. TENDER SUBMITTED BY THE INSURANCE COMPANY THROUGH THEIR
OFFICE OUTSIDE THE LOCAL AREA OF THE BRANCH :
In case tender has been submitted by the Insurance Company ( directly or
through broker ) having office outside the local area of the branch in such case
Insurance Company submitting the tender should enclose the authority /
acceptance letter of the local office of the Insurance Company confirming
that the local branch accept the terms of the tender submitted by their
……………………… branch and will provide the services to the Corporation.

OTHER TERMS
i) Tenderer should submit the tender as under :
Envelope A : Envelope “A” marked as Technical Bid-1, which
should be submitted in the enclosed Annexure ‘A’
duly filled in and signed with seal.
Envelope B : Envelope “B” marked as Financial Bid-2, which
should be submitted in the enclosed Annexure ‘B’
duly filled in and signed with seal.
Envelope C : Envelope “C” should contain Envelope “A” and
Envelope “B” duly superscribing "Tender for
Special Transit / Marine Insurance policy within
80Kms." and shall drop the same in the tender
box kept in the office addressed as above i.e.

ii) Financial Bid-2 for price quotations shall be opened in respect of only those
tenderer who qualify Technical Bid-1 after evaluation of the criteria.

iii) Eligibility Criteria for qualifying Technical Bid-1:
Insurance Company must have office in the town/ city or either at
Kolkata where our Branch Office is located.
In case tender is submitted by the Insurance Company (through
broker) having office outside the local area of the branch in such case
Insurance Company submitting the tender should enclose the
authority/ acceptance letter of the local office of the Insurance
Company confirming that the local branch accept the terms of the
tender submitted by their ………………… branch and or broker and will
provide the services to the Corporation.
iv) Corporation reserves its right not to accept the tender of a Insurance Co. if its
performance during past is not found satisfactory.
v) The tender should be signed by the authorised person of the Insurance
Company/Broker with seal.
vi) Tenders containing false, incomplete and/or inadequate information are liable
to be rejected.
vii) The Corporation reserves its right to accept or reject any/all the tenders without
assigning any reason whatsoever.
viii) I/We hereby declare that I/We have downloaded the tender documents from The
Cotton Corporation of India Ltd. website www.cotcorp.gov.in/www.tenders.gov.in
and printed the same. I/We have verified the contents of the printed documents
from the website and there is neither any addition nor any deletion nor any
alteration to the content of the tender documents.
ix) I/We declare that the information /tender form downloaded is original and in
the event of this being different from the original tender documents, my tender
documents may be rejected by the Corporation.
x) Date of opening of Technical Bid-1, date 31.10.2012 at 15.00 hours . The
financial bid of the Tenderers who qualify for the Technical Bid will be opened on
the same day subsequently after the evaluation of Technical bid.

xii) The premium rates quoted by the Insurance Co. for the policies undertaken by
Branch / Centres under this Branch will be valid for one year after the tender
awarded or may be extended with mutual consent between insurance company
and CCI as per existing terms and conditions.
