<strong>ANNEX</strong> 1<br />

<strong>TERMS</strong> <strong>OF</strong> <strong>REFERENCE</strong><br />

Barangay Electrification of Autonomous Region of Muslim Mindanao and Region IX under<br />

Winrock/Amore Project.<br />

PROJECT TYPE:<br />

Electrification of 56 Barangays using Solar Home Systems<br />

Project Objectives:<br />

This project is designed to provide support for community electrification projects in Muslim<br />

Mindanao, focusing on assistance by the private sector in community or social preparation. This<br />

objective supports the government of the Philippines’ Department of Energy (DOE) Expanded Rural<br />

Electrification Program of relying in part on Independent Power Producers (IPP) and other private<br />

firms to co-finance and implement rural electrification projects.<br />

Scope of Work:<br />

The AMORE through MIRANT Foundation Philippines Inc., intends to procure for the supply,<br />

delivery, installation and the provision of warranty for 1,680 solar home systems for 56 barangays (30<br />

solar home systems/brgys) as specified in Mirant’s Program Plan of Action (PPOA).<br />

Functions and Responsibilities/Deliverables:<br />

A. WINROCK International- AMORE<br />

1. WI-AMORE shall provide the overall management and supervision of the Project<br />

Implementation;<br />

2. WI- AMORE shall facilitate bidding process and awarding of Contract;<br />

3. WI-AMORE shall provide technical assistance to the CONTRACTOR to implement the<br />

project.<br />

4. WI-AMORE shall provide the over-all system design and approve installation and security<br />

plans of the CONTRACTOR; and,<br />

5. WI-AMORE shall commission all installed PV systems.


Role of the CONTRACTOR:<br />

1. Supply, delivery and installation of 20 Wp Solar Home Systems<br />

Solar PV systems are to be installed at identified barangays and households. Each<br />

installation shall be undertaken according to the technical specifications provided and the<br />

provision of documentation (e.g., PV Solar Home System Manuals, etc)<br />

System description: A typical PV system diagram and its details is attached hereto as<br />

Technical Specifications (see Attachment A);<br />

2. CONTRACTOR shall provide the necessary manpower and logistical support to<br />

undertake its tasks;<br />

3. CONTRACTOR shall supervise all works being done;<br />

4. CONTRACTOR shall provide manuals for operations & maintenance and warranty<br />

coverage of equipment. (see Attachment A);<br />

5. CONTRACTOR shall provide Insurance and Performance Bond;<br />

6. CONTRACTORs shall provide a total of 56 sets of Technician’s tools and measuring<br />

instruments necessary in the operation and maintenance of the project (1 set per barangay)<br />

(see Attachment B);<br />

7. CONTRACTOR shall provide for the warehousing, securities of delivered materials/PV<br />

systems and delivery at project site (see Attachment C);<br />

8. CONTRACTOR shall allow authorized representatives of Mirant Foundation Philippines,<br />

USAID and/or WI – AMORE to inspect the said PV systems before delivery at site and<br />

target area; and provide necessary replacement of PV components should inspection<br />

results warrants it;<br />

9. CONTRACTOR shall provide all documentation requirement (e.g., Completion Report,<br />

local licenses and fees, transporation of hazardous materials, etc) that are deemed<br />

necessary by Mirant Foundation Philippines and or other Environmental Offices; and<br />

subsequently shoulder the expenses for this activity;<br />

10. CONTRACTOR shall provide health, safety, environment and security plan in the PV<br />

system installation;<br />

11. CONTRACTOR shall coordinate with Winrock International – AMORE Manila office or<br />

AREA Offices prior installation of PV systems;<br />

12. CONTRACTOR shall perform quarterly monitoring and repair of all installed PV solar<br />

home systems after the commissioning of the PV systems for a period of one (1) year; and,


13. CONTRACTOR shall coordinate with AMORE Area Offices prior conducting monitoring<br />

activities<br />

B. Number and location of systems<br />

The PV Solar Home Systems are to be installed individually in identified households per<br />

barangays. The identification of beneficiaries shall be coordinated with AMORE Area<br />

Offices prior to installation.<br />

A total of 1,680 PV Solar Home Systems are to be delivered and installed in 56 Barangays.<br />

The identified barangays are shown in Attachment C.<br />

C. Documentation<br />

Documentation, as set out in the Technical Specifications (Attachment A) should be provided<br />

in each system installed.<br />

D. Delivery Schedule and Inspection<br />

The CONTRACTOR will perform the scope of work and other related activities within 30<br />

days upon signing of contract. (Batch 1)<br />

Inspection and testing of PV SHS and its components will be conducted (MANILA) by<br />

authorized representative of WI-AMORE and/or MIRANT Foundation Philippines and/or<br />

USAID. There will also be another inspection at designated warehouse (ARMM Site) prior to<br />

delivery at site (barangays).<br />

E. After Sales Services<br />

After commissioning, the CONTRACTOR shall perform after-sales service for a period of<br />

one year. The following after sales services shall be provided:<br />

• Warranty<br />

• Routine maintenance (quarterly)<br />

• Break-down repair service<br />

F. System Warranty<br />

Performance warranty: The supplier must provide a performance warranty for the SHS installed<br />

in the Project’s beneficiary’s premises. The warranty period is one (1) year for the complete SHS<br />

unit from the day the Customer accepts the system (date of signing the Acceptance/Commissioning<br />

Document), with the exception that there is no warranty for light bulbs/tubes and fuses.<br />

Warranty service: During the warranty period the supplier will replace or repair any defective<br />

component that is under warranty at no cost to the Project due to failures caused by defects in<br />

manufacturing, faulty parts or improper installation. In particular,


a. Photovoltaic module: The photovoltaic module if defective will be replaced at no cost to the<br />

Project. The module is considered defective if its output under standard test conditions drops by<br />

more than ten percent (10%) of its rated value during the 10-year warranty period.<br />

b. Controller: The controller will be replaced if it fails during the warranty period.<br />

c. Battery: The battery will be replaced if its amp-hour capacity drops below 80 percent of the<br />

rated amp-hour capacity during the warranty period provided it has been used in accordance with<br />

the User’s Manual.<br />

d. Light fixtures: Light fixtures which fail during the warranty period will be replaced.<br />

e. Switches: Switches which fail during the warranty period will be replaced.<br />

f. Socket outlet: The socket outlet will be replaced if it fails during the warranty period.<br />

G. Voiding the warranty<br />

The warranty will become void if the SHS is not operated and maintained properly as described in<br />

the User’s Manual, or if the system or its components have been tampered with or modified. The<br />

latter include attempting to modify any component or function, bypassing the controller and<br />

connecting loads directly to the battery, short circuiting the battery terminals, disabling the fuses,<br />

using the SHS to operate heavy-duty appliances such as electric irons, adding anything other than<br />

distilled water to the battery and breaking the glass cover on the module.
