Bill Son, show director, and retired harbor master at the Virgin Sturgeon Marina, sums up the event: “Farm
and tractor Days gives people a look back in time—it’s about the history of how farming used to be done and the
vital role of tractors and unique farm equipment.”
Both Son and co-director, Bob Hinds, call themselves, “serious collectors of vintage and classic tractors.”
After restoring the pieces to working condition the men, along with fellow
A Message from
County Supervisor
MacGlashan
As you have likely heard, the
State of California is in the midst
of a “grand experiment” that impacts
the safety of all Californians
through the implementation of
Criminal Justice Realignment as
established by Assembly Bill 109
(2011). this horribly drafted legislation
has not been thought through,
and seems designed to make life
Roberta MacGlashan, Sacramento
County Supervisor, District 4
easier for criminal offenders rather than safer for past and future victims
of crime.
AB109 sends to County jail and Probation (realignment) offenders
who previously would have been sentenced to State prison and are considered
“non-serious, non-violent, non-sexual offenders,” commonly referred
to as “triple-nons.” While on its face this doesn’t sound too bad, when one
digs into the details of the matter, an entirely different story emerges. Key
to understanding what’s going on is knowing that “triple-nons” receive
this label based not upon their total arrest history, but on the crime for
which they were most recently convicted.
In fact, many labeled “triple-non” in fact have histories of serious and
dangerous criminal activity. A simple glance random alphabetical selection
of 20 “triple-nons” sent to Sacramento County bears out the kind of
risk the State is imposing on us. Of these 20 offenders (supposedly “triplenon”
and not a threat to public safety), the average number of prior local
arrests was 107.
One of these 20 individuals was arrested locally over 320 times. Seven
of the 20 are gang members, and seven of the 20 have prior local arrests
for violent or serious felonies, including: robbery, assault with a deadly
weapon, carjacking, and kidnapping.
And those are just the convicts that have become the Sheriff’s responsibility
to jail. there are also criminals who have been released into the
community for the Probation Department to monitor. Of those under community
supervision, 15% are being seen for mental health services on a
regular basis, and 29% have been diagnosed with serious mental health
issues and/or are currently on psychotropic medication or need medication
monitoring.
I don’t point this out to suggest that the mentally ill should be considered
criminals; far from it. however, I am concerned that this particular
population was previously being treated in a highly-controlled and restricted
environment in State Prison. It would be preferable if we could afford
to successfully treat these people in the community, but for the State to
have forced this burden on the County and its residents without adequate
resources qualifi es as reckless at best.
So what can you do? Please, please report all crimes that occur. As part
of the 2013-2014 fi scal year realignment plan, the County will be funding
a Regional Crime Analyst to collect and study crime data associated with
AB109. But we have to know that crimes are being committed. If you are
the victim of a crime, please go to www.sacsheriff.com, go to the Marconi
Station, or call (916)874-5115 and fi le a report. It is critical that we have
good data as realignment moves forward.
Additionally, you might want to consider starting a Neighborhood
Watch program. There is signifi cant information available on neighborhood
watches at www.sacsheriff.com, and if you are interested, please
contact the Sheriff’s Crime Prevention Specialist, Sherrie Carhart, at scarhart@sacsheriff.com.
If you have additional questions or concerns, please do not hesitate to
contact me. you may reach me directly at macglashanr@saccounty.net,
or contact my staff at (916)874-5491. Additionally, I hold regular meetings
in the community. In Elverta, we meet the third Wednesday of the
odd-numbered months at 7:30am in the Cherry Island Golf Course Bar
and Grill. In Rio Linda, we meet the third thursday of the odd-numbered
months following the Community Awareness Safety Alliance, which begins
at 5:30pm in the Community Center. In May, we will be joined in
Elverta by California State Senator Jim Nielsen. I hope to see you there.
Here's a tip to fi gure out what
kind of critter is sneaking around
your place at night.
Get your fl our sifter and a couple
of cups of fl our and sift a fi ne
layer where ever you think the critters
are coming in and out.
The fl our is harmless to the critters
or pets or children and it will
create a clear print of the critter.
household Tip
Now all you have to do is identify
the tracks.
there are lots of good books
that show different types of tracks.
Don't be too surprised to see
'drag' marks or even the fl our 'swept'
away.
Possums tail's create drag marks
and so do snakes!!!
Made another trip to the “Friends
of The Library Book Store.” You
just have to check it out!!!
I picked up several “The Cat
Who…” books by Lilian Jackson
Braun. they are such fun to read
with so many twists and turns the
story keeps you guessing for hours.
As usual I bought several more
books by Louis L’amour. the people
coming west were such courageous
people. unless you have
lived a bit in the country you just
have no idea how tough it was for
them. I like their unusual sayings.
here is one about a cowboy that decided
to take a bath one spring. he
found two pairs of socks he didn’t
know he had.
I think learning to read and
comprehend what you have read, at
an early age, is more important than
anything. there is not one thing
you do that does not require the
ability to read and understand what
you have read. See the book store
ad on page three.

Last Sunday the truck died, just
would not turn off and then just shut
down. As we have only one vehicle
at this house we, Mom, Pop and I
were in a pickle. Most things I can
fi x but when it comes to vehicles
checking the oil and adding water
to the radiator is about all I know.
to the rescue, College Oak
towing, owned by Doug Nelson,
arrived fi rst thing on Monday morning
and off we went to Zines Garage.
By noon a miracle had been
bestowed. New starter, new battery
and for good measure new front
brakes. Just like new!!!
Every time something has happened
to my vehicles Mark and Ron
have done their magic. Zines Garage
is the best. A very big thank
you, Mark and Ron, for your speedy
service!!!

you know we spend lots of
money electing politicians who are
to look out for our best interests.
Now, what have they been doing
these past few months?
they have been wasting time
going back and
forth over this
gun control issue.
Let me say
here and now. I
think it is terrible
that anyone,
unnecessarily, is
killed. But why don’t our elected offi
cials spend more time fi guring out
how to keep guns out of the hands
of felons and those that should not
have them rather than making it
more diffi cult for law abiding citizens
to protect their homes?
When parolees and felons are
caught with guns, put them back
into prison, real prisons, not these
current style prisons that give them
college educations and all types of
benefi ts that do not deter the criminals
one bit. All these extra trimmings
come at the expense of us
taxpayers.
the prisons of today do not carry
the deterring factors that I have
read they use too. Over 60 percent
of the criminals released just go out
and commit more crimes. Prisoners
have health care, three squares a
day, tV, beds to sleep in, showers,
recreation areas and on and on, the
homeless should be so lucky.
Do you know how many people
were killed with an assault rifl e in
2011? Well it was a bit over 400.
More people were killed with hammers
or knives.
Over 10,000 innocent people
were killed by drunk drivers in
2011. Now, why don’t our elected
offi cials do something about drunk
drivers? Bet it is because so many
have DuI’s themselves.
Why don’t people become
outraged about all those killed by
drunk drivers? Could it be because
so many people drink and drive
and have skated by without getting
caught?
I am beginning to think there
are just too many apathetic, whinny
people around. Many just want to
whine and expect someone else to
do the job for them. Makes one really
sick when you think about it.
you know in 1774 the British
banned rifl es from being imported
BITS & PIECES

By Viv
by us. then in
1775 the British
attempted
to confi scate all
our guns. Guess
what. In 1776 we
fought a revolution
over taxation
without representation thanks
to those rifl es.
Stop and think, we are one of the
few countries that allows it’s citizens
to own guns and we are free.
Let’s keep it that way and zero in
on enforcing some laws that really
look out for the best interests of the
citizens.

You know evil fl ourishes when
good men/women fail to stand. One
of my ancestors once said, “Don’t
be so heavenly minded that you
are no earthly good.” More good
people needs to become involved
with their communities, schools
and such. the average person cannot
do much at the state level but
putting the effort toward cleaning
up local politics is something that
could be obtained.

the other night tV news reported
on the lack of employable
people for thousands of high paying
technical jobs available at Silicon
Valley. the report went on to say
that out of 100 jobs available 60%
required science and math and only
20% could be fi lled. Science and
math is required in so many jobs
and the good old uSA has failed to
produce students/employees with
these high requirements for the last
several years.
Some say the shortage of these
high caliber employees is cause by
the low standards of our schools.
Well, I would agree in part but the
biggest part is the failure of parents,
churches, teachers and communities
to expect excellence in achievement
from every student. A drop-out percentage
of any amount should never
be accepted or allowed.
too many students lack motivation
to do all they can to obtain the
May 2013 North Country News Page 13
very best grades. the report said
many students do not get enough
sleep, have poor diets, are overloaded
with outside activities plus a
big percentage lack good adult role
models. We must remember these
students are children and as adults
we are responsible for their training.
healthful life styles, responsible
attitudes, good moral behavior
plus a strong work ethic should be
a requirement not just something to
think about.
the future of our country is at
stake and if the community, parents,
churches and teachers do not get a
handle on some answers, real soon,
you will see our nation and what it
stands for crumble away.

I have some new neighbors,
Pastor & Mrs. James A. Duncan
of the New Life Center on Elkhorn
Blvd. they are a welcomed addition
to Electric Avenue. Gloria &
Jeff McDonald moved last fall and
Jeff had been doing the mowing and
weed eating along the bike trail.
Pastor Duncan now mows the
grass strip along the bike trail and
Cecil Semen does the weed eating
around the trees and fence line. I
used to do it all but we are all slowing
down a bit and I really appreciate
their help.
I have such good neighbors and
not to be left out Cliff and Mary
Veare on the North side, up the
hill have also been a big help over
the years. Cliff volunteers on Sr.
Brown Bag Day along with Grandkids
Amy and Blake Springer when
not in school.

Well guess I better go for now.
Charlea will be here soon, we still
have to fi nish the May issue of
North Country News and I haven‘t
completed the word puzzle. I'll do it
for June.
Some people may doubt what I
say or write but they will always believe
what I do. So I will keep the
faith, do my best and try to let God
do the rest……… Viv
Rio Linda Elverta Community Water District up-Date...
From the Frying Pan
into the Fire……..
Now all of you have seen what
happens when what is best for all
takes the back seat to personal issues.
this district has lost well over
$1.5 million dollars in funds and
two years of wasted time, neither of
which will ever be recouped, catering
to a personal vendetta against
Joe Sherrill. this new board has already
started out fl aunting the laws
that govern meetings and the business
of the district.
Why elect a board if the public
must attend numerous “committee
meetings” in order to become informed
rather than obtain the information
at the regular monthly board
meeting. By their actions this new
board, through committee meetings,
appears to be making quite a
few decisions outside the required
public meetings.
As far as meetings go president
Bull Dog Dills is extremely rude
and refuses to answer any questions
from the public and sometimes
from fellow board members.
he will even ask you to leave the
meeting if you point out something
on the agenda that is incorrect or
Spotlighting Our Schools
Geometry, language arts and … roses
Rio Linda high School student Christina hollcroft has learned a lot
about roses since attending a pruning clinic in January, and as the student
rosarian of the Pioneer Memorial Rose Garden at the Dry Creek Ranch
house, she enthusiastically puts her knowledge to work.
the garden consists of about 50
rose bushes. New growth is evident
and blooms are eagerly anticipated.
With tender loving care, hollcroft
examines each bush for evidence of
pests such as cane borers and removes
any dead twigs.
“I enjoy taking care of the roses,
and I’m going to be really proud when
they bloom because that means I did
an amazing job pruning them,” exclaimed
hollcroft.
hollcroft is a student in RLhS
teacher James hicks’ horticulture
class. hicks also taught this year’s
Rio Linda Elverta historical Society
pruning clinic. he is grateful for the
opportunity to involve students in
taking care of the roses in the Pioneer
Memorial Rose Garden and looks
forward to next year’s clinic which is
scheduled for Jan. 18, 2014.
Hicks says, “I love being at the Ranch House – working in the garden,
seeing the wildlife, and experiencing the stillness of this place in the morning.”
National Recognition for a
Twin Rivers School
harmon Johnson Elementary is one of three schools nationwide selected
to receive the prestigious Community School Award for Excellence from
the Coalition for Community Schools. the ceremony will take place June
6 in Washington D.C.
It’s a defi nite save-the-date for an ecstatic David Nevarez.
“I felt an incredible sense of pride when I fi rst received the news,” says
Nevarez, the principal at Harmon Johnson for eight years. “I couldn’t wait
to share it with the school. I am very proud of our teaching and support
staff, our parents and our community partners. together we have created a
positive working and learning environment for our students.”
harmon Johnson’s selection for the national award was based on
multiple factors, including:
• The strongest three year Academic Performance Index (API) gains
in Twin Rivers Unifi ed School District.
• Annual gains in Average Daily Attendance (ADA)—more than 97.5
percent during the 2012-2013 school
year.
• Building a strong coalition with parents—more than 30 communitybased
organizations with site
administrative leadership and support.
• Innovative interventions that meet the needs of students—more
than half of the students are involved
in before and after school tutoring.
• A signifi cant increase in parent involvement and leadership over the
past seven years.
• Bi-lingual parent education classes for GED and English as a
Second Language (ESL) – at capacity.
• Physical health services, including a state-of-the-art dental health
program (Virtual Dental home Project) combining specially trained
on-site dental hygienists and a supervising dentist connected via the
internet.
“Harmon Johnson has a 98 percent poverty rate and 65 percent of our
students are English learners,” says Nevarez. “We’re located in one of
the toughest areas of Sacramento, but we have one of the best attendance
rates in the district. We have worked very hard to provide our students and
their families the support they need to be successful, and the Community
School Award for Excellence validates the hard work we do here that goes
above and beyond just good teaching.”
analyzes the potential effects of
implementing the proposed action
as a result of implementing the alternatives.
under its regulatory program,
the Corps will complete decisions
dollars for all these over billed invoices,
the board had not approved,
putting the district fi nancials in a
For all of you living in central
that the district plans to build a 1.5
As far as safety is concerned
and if there were to be a tank failure
or some other destruction take
place several facilities would be in
danger, homes next door, the community
on the South by Dry Creek and the
Placer County – Sacramento County
PROJECT DESCRIPTION:
The “Base Plan” scenario includes:
3,361 acres of residential uses totaling
14,132 single- and multi-family
residential units at buildout, 309
acres of commercial and offi ce uses,
309 acres of public/quasi-public
uses such as schools, 211 acres of
parks, 709 acres of open space, and
331 acres of roadways. The “Blueprint”
scenario includes: 3,220 acres
of residential uses totaling 21,631
single- and multi-family residential
units at buildout, 342 acres of commercial
and offi ce uses, 366 acres
of public/quasi-public uses such
as schools, 273 acres of parks, 709
acres of open space, and 321 acres
of roadways. Development under
the Proposed Action, if authorized,
would fi ll approximately 119.2 acres
of wetlands and other jurisdictional
waters of the united States as defi
ned by the CWA.
the uSACE has determined
that the overall project purpose for
the Proposed Action is to construct
a large-scale, regional mixed-use
residential project in western Placer
County.
the Corps is soliciting comments
from the public, Federal,
State, and local agencies and offi
cials, Indian tribes, and other interested
parties in order to consider
and evaluate the impacts of this
proposed activity. Any comments
received will be considered by the
Corps to determine whether to issue,
modify, condition, or deny a
permit for this proposal. to make
this decision, comments are used to
place to put this large tank. this is
an industrial area just right for such
a project. After all, the district just
spent about a million dollars to enlarge
those transmission lines and
CDPh Engineer Carl L. said the
biggest problem the district has
is their transmission lines. Prior
boards allowed developers to put
in a hodge-podge of line sizes and
getting water around the district is a
real problem.
I will try to keep you posted, if
I don’t wind up in jail!!! President
Bull Dog Dills read a lengthy statement
at the beginning of last meeting
stating he will have sheriff’s offi
general environmental effects,
and other public interest factors
listed above. Comments are used in
the preparation of an Environmental
Assessment and/or an Environmental
Impact Statement pursuant to the
National Environmental Policy Act.
Comments are also used to determine
the need for a public hearing
