Rio Linda, CA -- Recapture the<br />
sights and sounds of farm life on<br />
145 acres at the 19 th Annual Farm<br />
and tractor Days sponsored by the<br />
Rio Linda/Elverta historical Society<br />
on two consecutive days.<br />
Festivities begin at 9 a.m. on Friday, <strong>May</strong> 10, and<br />
run through 3 p.m. (School & youth Day) and continue<br />
from 9:00 a.m. to 5:00 p.m. Saturday, <strong>May</strong> 11, at<br />
the historic Dry Creek Ranch house located at 6852<br />
Dry Creek Road in Rio Linda. Admission is a $2.00<br />
donation at the gate.<br />
Kids of all ages will enjoy interacting with farm<br />
animals and viewing dozens of restored antique and<br />
classic tractors, vintage farm equipment, antique farm<br />
engines, a restored antique fi re truck, and some “farm fresh” (non-restored tractors) of all makes and models.<br />
tractor competitions and demonstrations will be held on both days.<br />
This signature event also features tours of the historical ranch house, vendors, crafts, raffl e prizes, and a swap<br />
meet. On Saturday, chow down on a Western BBQ while relaxing under 100-year-old oak trees.<br />
Bill Son, show director, and retired harbor master at the Virgin Sturgeon Marina, sums up the event: “Farm<br />
and tractor Days gives people a look back in time—it’s about the history of how farming used to be done and the<br />
vital role of tractors and unique farm equipment.”<br />
Both Son and co-director, Bob Hinds, call themselves, “serious collectors of vintage and classic tractors.”<br />

because we actually show how the equipment runs. It’s quite a sight to<br />
see,” said Hinds.<br />
this family-friendly celebration of Sacramento’s rural roots is expected<br />
to draw a record crowd of both attendees and tractors from as far away<br />
as Oregon and Nevada.<br />
The Rio Linda/Elverta Historical Society is a non-profi t organization<br />
dedicated to preserving the historical heritage of the Rio Linda and Elverta<br />
areas.

A Message from<br />
County Supervisor<br />
MacGlashan<br />
As you have likely heard, the<br />
State of California is in the midst<br />
of a “grand experiment” that impacts<br />
the safety of all Californians<br />
through the implementation of<br />
Criminal Justice Realignment as<br />
established by Assembly Bill 109<br />
(2011). this horribly drafted legislation<br />
has not been thought through,<br />
and seems designed to make life<br />

easier for criminal offenders rather than safer for past and future victims<br />
of crime.<br />
AB109 sends to County jail and Probation (realignment) offenders<br />
who previously would have been sentenced to State prison and are considered<br />
“non-serious, non-violent, non-sexual offenders,” commonly referred<br />
to as “triple-nons.” While on its face this doesn’t sound too bad, when one<br />
digs into the details of the matter, an entirely different story emerges. Key<br />
to understanding what’s going on is knowing that “triple-nons” receive<br />
this label based not upon their total arrest history, but on the crime for<br />
which they were most recently convicted.<br />
In fact, many labeled “triple-non” in fact have histories of serious and<br />
dangerous criminal activity. A simple glance random alphabetical selection<br />
of 20 “triple-nons” sent to Sacramento County bears out the kind of<br />
risk the State is imposing on us. Of these 20 offenders (supposedly “triplenon”<br />
and not a threat to public safety), the average number of prior local<br />
arrests was 107.<br />
One of these 20 individuals was arrested locally over 320 times. Seven<br />
of the 20 are gang members, and seven of the 20 have prior local arrests<br />
for violent or serious felonies, including: robbery, assault with a deadly<br />
weapon, carjacking, and kidnapping.<br />
And those are just the convicts that have become the Sheriff’s responsibility<br />
to jail. there are also criminals who have been released into the<br />
community for the Probation Department to monitor. Of those under community<br />
supervision, 15% are being seen for mental health services on a<br />
regular basis, and 29% have been diagnosed with serious mental health<br />
issues and/or are currently on psychotropic medication or need medication<br />
monitoring.<br />
I don’t point this out to suggest that the mentally ill should be considered<br />
criminals; far from it. however, I am concerned that this particular<br />
population was previously being treated in a highly-controlled and restricted<br />
environment in State Prison. It would be preferable if we could afford<br />
to successfully treat these people in the community, but for the State to<br />
have forced this burden on the County and its residents without adequate<br />
resources qualifi es as reckless at best.<br />
So what can you do? Please, please report all crimes that occur. As part<br />
of the 2013-2014 fi scal year realignment plan, the County will be funding<br />
a Regional Crime Analyst to collect and study crime data associated with<br />
AB109. But we have to know that crimes are being committed. If you are<br />
the victim of a crime, please go to www.sacsheriff.com, go to the Marconi<br />
Station, or call (916)874-5115 and fi le a report. It is critical that we have<br />
good data as realignment moves forward.<br />
Additionally, you might want to consider starting a Neighborhood<br />
Watch program. There is signifi cant information available on neighborhood<br />
watches at www.sacsheriff.com, and if you are interested, please<br />
contact the Sheriff’s Crime Prevention Specialist, Sherrie Carhart, at scarhart@sacsheriff.com.<br />

months following the Community Awareness Safety Alliance, which begins<br />
at 5:30pm in the Community Center. In <strong>May</strong>, we will be joined in<br />
Elverta by California State Senator Jim Nielsen. I hope to see you there.<br />

Sheriff’s Department Seeking Volunteers<br />
the Sheriff’s Department is seeking men and women interested in<br />
becoming members of the VIPS (Volunteers in Partnership with the<br />
Sheriff) program. VIPS members assist the Sheriff’s Department with<br />
a variety of duties such as writing crime reports, performing residential<br />
security checks, assisting with Neighborhood Association groups, and<br />
much more. the minimum time commitment for volunteers is four<br />
hours per week, or sixteen hours each month.<br />

I picked up several “The Cat<br />
Who…” books by Lilian Jackson<br />
Braun. they are such fun to read<br />
with so many twists and turns the<br />
story keeps you guessing for hours.<br />
As usual I bought several more<br />
books by Louis L’amour. the people<br />
coming west were such courageous<br />
people. unless you have<br />
lived a bit in the country you just<br />
have no idea how tough it was for<br />
them. I like their unusual sayings.<br />
here is one about a cowboy that decided<br />
to take a bath one spring. he<br />
found two pairs of socks he didn’t<br />
know he had.<br />
I think learning to read and<br />
comprehend what you have read, at<br />
an early age, is more important than<br />
anything. there is not one thing<br />
you do that does not require the<br />
ability to read and understand what<br />
you have read. See the book store<br />
ad on page three.<br />

Last Sunday the truck died, just<br />
would not turn off and then just shut<br />
down. As we have only one vehicle<br />
at this house we, Mom, Pop and I<br />
were in a pickle. Most things I can<br />
fi x but when it comes to vehicles<br />
checking the oil and adding water<br />
to the radiator is about all I know.<br />

arrived fi rst thing on Monday morning<br />
and off we went to Zines Garage.<br />
By noon a miracle had been<br />
bestowed. New starter, new battery<br />
and for good measure new front<br />
brakes. Just like new!!!<br />
Every time something has happened<br />
to my vehicles Mark and Ron<br />
have done their magic. Zines Garage<br />
is the best. A very big thank<br />
you, Mark and Ron, for your speedy<br />
service!!!<br />

you know we spend lots of<br />
money electing politicians who are<br />
to look out for our best interests.<br />
Now, what have they been doing<br />
these past few months?<br />
they have been wasting time<br />
going back and<br />
forth over this<br />
gun control issue.<br />
Let me say<br />
here and now. I<br />
think it is terrible<br />
that anyone,<br />
unnecessarily, is<br />
killed. But why don’t our elected offi<br />
cials spend more time fi guring out<br />
how to keep guns out of the hands<br />
of felons and those that should not<br />
have them rather than making it<br />
more diffi cult for law abiding citizens<br />
to protect their homes?<br />
When parolees and felons are<br />
caught with guns, put them back<br />
into prison, real prisons, not these<br />
current style prisons that give them<br />
college educations and all types of<br />
benefi ts that do not deter the criminals<br />
one bit. All these extra trimmings<br />
come at the expense of us<br />
taxpayers.<br />
the prisons of today do not carry<br />
the deterring factors that I have<br />
read they use too. Over 60 percent<br />
of the criminals released just go out<br />
and commit more crimes. Prisoners<br />
have health care, three squares a<br />
day, tV, beds to sleep in, showers,<br />
recreation areas and on and on, the<br />
homeless should be so lucky.<br />
Do you know how many people<br />
were killed with an assault rifl e in<br />
2011? Well it was a bit over 400.<br />
More people were killed with hammers<br />
or knives.<br />
Over 10,000 innocent people<br />
were killed by drunk drivers in<br />
2011. Now, why don’t our elected<br />
offi cials do something about drunk<br />
drivers? Bet it is because so many<br />
have DuI’s themselves.<br />
Why don’t people become<br />
outraged about all those killed by<br />
drunk drivers? Could it be because<br />
so many people drink and drive<br />
and have skated by without getting<br />
caught?<br />
I am beginning to think there<br />
are just too many apathetic, whinny<br />
people around. Many just want to<br />
whine and expect someone else to<br />
do the job for them. Makes one really<br />
sick when you think about it.<br />

Let’s keep it that way and zero in<br />
on enforcing some laws that really<br />
look out for the best interests of the<br />

You know evil fl ourishes when<br />
good men/women fail to stand. One<br />
of my ancestors once said, “Don’t<br />
be so heavenly minded that you<br />
are no earthly good.” More good<br />
people needs to become involved<br />
with their communities, schools<br />
and such. the average person cannot<br />
do much at the state level but<br />
putting the effort toward cleaning<br />
up local politics is something that<br />
could be obtained.<br />

the other night tV news reported<br />
on the lack of employable<br />
people for thousands of high paying<br />
technical jobs available at Silicon<br />
Valley. the report went on to say<br />
that out of 100 jobs available 60%<br />
required science and math and only<br />
20% could be fi lled. Science and<br />
math is required in so many jobs<br />
and the good old uSA has failed to<br />
produce students/employees with<br />
these high requirements for the last<br />
several years.<br />
Some say the shortage of these<br />
high caliber employees is cause by<br />
the low standards of our schools.<br />
Well, I would agree in part but the<br />
biggest part is the failure of parents,<br />
churches, teachers and communities<br />
to expect excellence in achievement<br />
from every student. A drop-out percentage<br />
of any amount should never<br />
be accepted or allowed.<br />

many students do not get enough<br />
sleep, have poor diets, are overloaded<br />
with outside activities plus a<br />
big percentage lack good adult role<br />
models. We must remember these<br />
students are children and as adults<br />
we are responsible for their training.<br />
healthful life styles, responsible<br />
attitudes, good moral behavior<br />
plus a strong work ethic should be<br />
a requirement not just something to<br />
think about.<br />
the future of our country is at<br />
stake and if the community, parents,<br />
churches and teachers do not get a<br />
handle on some answers, real soon,<br />
you will see our nation and what it<br />
stands for crumble away.<br />

Blvd. they are a welcomed addition<br />
to Electric Avenue. Gloria &<br />
Jeff McDonald moved last fall and<br />
Jeff had been doing the mowing and<br />
weed eating along the bike trail.<br />
Pastor Duncan now mows the<br />
grass strip along the bike trail and<br />
Cecil Semen does the weed eating<br />
around the trees and fence line. I<br />
used to do it all but we are all slowing<br />
down a bit and I really appreciate<br />
their help.<br />
I have such good neighbors and<br />
not to be left out Cliff and Mary<br />
Veare on the <strong>North</strong> side, up the<br />
hill have also been a big help over<br />
the years. Cliff volunteers on Sr.<br />
Brown Bag Day along with Grandkids<br />
Amy and Blake Springer when<br />
not in school.<br />

have to fi nish the <strong>May</strong> issue of<br />

into the Fire……..<br />
Now all of you have seen what<br />
happens when what is best for all<br />
takes the back seat to personal issues.<br />
this district has lost well over<br />
$1.5 million dollars in funds and<br />
two years of wasted time, neither of<br />
which will ever be recouped, catering<br />
to a personal vendetta against<br />
Joe Sherrill. this new board has already<br />
started out fl aunting the laws<br />
that govern meetings and the business<br />
of the district.<br />
Why elect a board if the public<br />
must attend numerous “committee<br />
meetings” in order to become informed<br />
rather than obtain the information<br />
at the regular monthly board<br />
meeting. By their actions this new<br />
board, through committee meetings,<br />
appears to be making quite a<br />
few decisions outside the required<br />
public meetings.<br />
As far as meetings go president<br />
Bull Dog Dills is extremely rude<br />
and refuses to answer any questions<br />
from the public and sometimes<br />
from fellow board members.<br />
he will even ask you to leave the<br />
meeting if you point out something<br />
on the agenda that is incorrect or<br />
make a request twice. Sometimes<br />
he does not allow a person to speak,<br />
even if they have fi lled out a public<br />
request form. the agenda states<br />
“Items for Discussion and Action"<br />
yet the public is not allowed to discuss<br />
anything. the board approved<br />
minutes at the last meeting that<br />
were incorrect. Many statements<br />
had been omitted even statements<br />
made by their legal counsel.<br />
two Marbles Longo advised the<br />
district to sign a contract without<br />
even knowing what the cost may<br />
be. then the board spent over an<br />
hour deciding what they could hide<br />
from, not disclose, to a homeowners<br />
group that is actually footing<br />
the bill for a consultation contract.<br />
<strong>May</strong>be this board is trying to make<br />
their meetings so miserable that no<br />
one will bother to attend.<br />
take the decision to hire an engineering<br />
fi rm to oversee and design<br />
the construction of a large water<br />
storage tank. the proposal was not<br />
advertised in the paper, the requirements<br />
of the proposal were changed<br />
during the meeting, an engineering<br />
fi rm in business just over two years,<br />

Geometry, language arts and … roses<br />
Rio Linda high School student Christina hollcroft has learned a lot<br />
about roses since attending a pruning clinic in January, and as the student<br />
rosarian of the Pioneer Memorial Rose Garden at the Dry Creek Ranch<br />
house, she enthusiastically puts her knowledge to work.<br />
the garden consists of about 50<br />
rose bushes. New growth is evident<br />
and blooms are eagerly anticipated.<br />
With tender loving care, hollcroft<br />
examines each bush for evidence of<br />
pests such as cane borers and removes<br />
any dead twigs.<br />
“I enjoy taking care of the roses,<br />
and I’m going to be really proud when<br />
they bloom because that means I did<br />
an amazing job pruning them,” exclaimed<br />
hollcroft.<br />

class. hicks also taught this year’s<br />
Rio Linda Elverta historical Society<br />
pruning clinic. he is grateful for the<br />
opportunity to involve students in<br />

It was a hair-raising<br />
experience, literally.<br />
Foothill Oaks Elementary<br />
School’s fourth,<br />
fi fth and sixth grade students<br />
recently received<br />
their science lessons inside<br />
an 18-wheeler van<br />
known as the Mobile<br />
Discovery Center (MDC).<br />
the MDC staff presented a shocking demonstration on static electricity<br />
using Van de Graaff generators which left volunteers jumping and<br />
classmates roaring with laughter. Other presentations included magnetism<br />
and the use of a tesla coil to demonstrate alternating current.<br />
Sponsored by the National Science Center and the u.S. Army, the<br />
MDC travels across the country presenting programs designed to show<br />
young people that studying science and math is fun as well as essential to<br />
their future.<br />

National Recognition for a<br />
Twin Rivers School<br />
harmon Johnson Elementary is one of three schools nationwide selected<br />
to receive the prestigious Community School Award for Excellence from<br />
the Coalition for Community Schools. the ceremony will take place June<br />
6 in Washington D.C.<br />
It’s a defi nite save-the-date for an ecstatic David Nevarez.<br />
“I felt an incredible sense of pride when I fi rst received the news,” says<br />
Nevarez, the principal at Harmon Johnson for eight years. “I couldn’t wait<br />
to share it with the school. I am very proud of our teaching and support<br />
staff, our parents and our community partners. together we have created a<br />
positive working and learning environment for our students.”<br />
harmon Johnson’s selection for the national award was based on<br />
multiple factors, including:<br />
• The strongest three year Academic Performance Index (API) gains<br />
in Twin Rivers Unifi ed School District.<br />
• Annual gains in Average Daily Attendance (ADA)—more than 97.5<br />
percent during the 2012-2013 school<br />
year.<br />
• Building a strong coalition with parents—more than 30 communitybased<br />
organizations with site<br />
administrative leadership and support.<br />
• Innovative interventions that meet the needs of students—more<br />
than half of the students are involved<br />
in before and after school tutoring.<br />
• A signifi cant increase in parent involvement and leadership over the<br />
past seven years.<br />
• Bi-lingual parent education classes for GED and English as a<br />
Second Language (ESL) – at capacity.<br />
• Physical health services, including a state-of-the-art dental health<br />
program (Virtual Dental home Project) combining specially trained<br />
on-site dental hygienists and a supervising dentist connected via the<br />
internet.<br />
“Harmon Johnson has a 98 percent poverty rate and 65 percent of our<br />
students are English learners,” says Nevarez. “We’re located in one of<br />
the toughest areas of Sacramento, but we have one of the best attendance<br />
rates in the district. We have worked very hard to provide our students and<br />
their families the support they need to be successful, and the Community<br />
School Award for Excellence validates the hard work we do here that goes<br />
above and beyond just good teaching.”<br />

not obtained and Carson actually<br />
advised staff as to what fi rms they<br />
should consider.<br />
Jim Carson, Affi nity Engineering,<br />
has been milking the district<br />
ever since mid 2010. Affi nity<br />
charged the district $18,000.00 for<br />
a general ledger that was only a<br />
daily cash fl ow chart, made fi ve or<br />
six ID badges for the employees at<br />
a cost of over $500.00 each and the<br />
list goes on and on. About the fi rst<br />

of waters of the united States, including<br />
wetlands, in or adjacent to<br />
Dry Creek. this notice is to inform<br />
interested parties of the proposed<br />
activity and to solicit comments.<br />
Pursuant to the National Environmental<br />
Policy Act (NEPA),<br />
the u.S. Army Corps of Engineers<br />
(uSACE), Sacramento District,<br />
has prepared a Draft Environmental<br />
Impact Statement (DEIS) that<br />
analyzes the potential effects of<br />
implementing the proposed action<br />
and alternatives for development<br />
of a large-scale, regional mixed-use<br />
residential project in western Placer<br />
County. the DEIS documents the<br />
existing condition of environmental<br />
resources in and around areas considered<br />
for development, and potential<br />
impacts on those resources<br />
as a result of implementing the alternatives.<br />
under its regulatory program,<br />
the Corps will complete decisions<br />
on the applications for a Department<br />
of the Army Permits to discharge<br />
dredged and/or fi ll material.<br />
the Proposed Action consists of 22<br />
developments integrated under one<br />
specifi c plan as well as the associated<br />
infrastructure, all of which have<br />
submitted Department of the Army<br />
permit applications.<br />
the Corps is the lead Federal<br />
agency responsible for the preparation<br />
of this DEIS. this notice is to<br />
inform interested parties of the pro-<br />
thing the current general manager,<br />
Mary Henrici, did was pay Affi nity<br />
Engineering several thousand<br />
dollars for all these over billed invoices,<br />
the board had not approved,<br />
putting the district fi nancials in a<br />
mess again.<br />
For all of you living in central<br />
Rio Linda you should be aware<br />
that the district plans to build a 1.5<br />
million gallon storage tank, 80 feet<br />
in diameter and 32 feet tall, at the<br />
district offi ce site. This is a poor<br />
choice of locations for several reasons.<br />
As far as safety is concerned<br />
and if there were to be a tank failure<br />
or some other destruction take<br />
place several facilities would be in<br />
danger, homes next door, the community<br />
center, historical school<br />
site and several businesses. have<br />
any of you ratepayers been asked<br />
posed activity, to solicit comments<br />
on the proposed project and the<br />
DEIS. An electronic version of the<br />
DEIS may be viewed at the uSACE,<br />

the well, I believe #12, does<br />
not have a very large pumping capacity<br />
and the water delivery lines<br />
were put into the ground 60+ years<br />
ago. We all know galvanized pipe<br />
corrodes. those lines started out at<br />
4” in diameter. I have seen some<br />
of the old valves that have been<br />
replaced and they had corroded so<br />
much barely 2” was available for<br />
water fl ow.<br />

of Public health engineer, Carl L.,<br />
said that a tank should be placed<br />
on the south east side of the district.<br />

the uSACE has determined<br />
that the overall project purpose for<br />
the Proposed Action is to construct<br />
a large-scale, regional mixed-use<br />
residential project in western Placer<br />

the Corps is soliciting comments<br />
from the public, Federal,<br />
State, and local agencies and offi<br />
cials, Indian tribes, and other interested<br />
parties in order to consider<br />
and evaluate the impacts of this<br />
proposed activity. Any comments<br />
received will be considered by the<br />
Corps to determine whether to issue,<br />

this decision, comments are used to<br />
place to put this large tank. this is<br />
an industrial area just right for such<br />
a project. After all, the district just<br />
spent about a million dollars to enlarge<br />
those transmission lines and<br />
CDPh Engineer Carl L. said the<br />
biggest problem the district has<br />
is their transmission lines. Prior<br />
boards allowed developers to put<br />
in a hodge-podge of line sizes and<br />
getting water around the district is a<br />
real problem.<br />

at the beginning of last meeting<br />
stating he will have sheriff’s offi<br />
cers at the meetings if necessary.<br />

bossing other boards and the public<br />
