County plans to “mothball”<br />

Community Planning Commissions<br />

to save $700,000<br />

On Monday, April 27, 2009, the Chairs and Vice Chairs of the four Community Planning Councils<br />

met with Sacramento County Planning and Municipal Services.<br />

Paul Hahn, head of Municipal Services delivered the news that Sacramento County is facing an<br />

unprecedented budget shortfall of $187 million dollars for fiscal 2009-2010. The revenues from<br />

property taxes are down 22% and sales tax revenue is down 8%. As a result all county departments<br />

are facing drastic budget cuts and there is an impact on the Community Planning Commissions<br />

(CPCs).<br />

There are currently 4 Community Planning Commissions that have final hearing authority and that<br />

have been operating successfully in Rio Linda Elverta, Fair Oaks, Carmichael/Foothill Farms and<br />

Arden/Arcade. These Commissions were put in place by the Board of Supervisors to allow local<br />

control of land use issues including development projects. This has worked out very well since applicants<br />

and neighbors can easily access the local hearings instead of having to go downtown.<br />

Paul Hahn estimates that the 4 Community Planning Commissions cost the County about $700,000<br />

per year to operate. The cost is in the staff required for any hearing body with final authority. That<br />

includes legal counsel at every meeting, a board clerk, DEIRA, Planning and others as required by<br />

the projects on the agenda. Plus the cost of a technician to set up the required sound system and<br />

recording system.<br />

Paul Hahn said that he doesn’t want to see the CPC’s go away but the County Executive is recommending<br />

that the CPC’s revert to CPACs until the budget crises is over. He didn’t anticipate that<br />

the County would be out of the woods for at least 2 years and possibly longer. CPAC’s are “advisory”<br />

and do not have any authority nor do they require any county funding. This would “save” the<br />

County approximately $700,000 per year.<br />

The Chairs and Vice Chairs of the 4 CPC’s at the meeting were in agreement that the CPC’s should<br />

not be mothballed or revert to CPAC’s if there is any way to avoid it. Paul Hahn was receptive but<br />

said that if we wish to be funded we MUST contact the Board of Supervisors and make our case.<br />

One of the suggestions was to hold hearings every other month. The point was made that if the<br />

CPCs were mothballed, the case load from all 4 Commissions would go to the 5 member County<br />

Planning Commission. They would need to meet more often in order to hear the extra applicants<br />

and that would require more outlay of funds so the savings offset is going to be minimal at best. The<br />

County Planning Commissioners stipend and hearing costs are considerably higher than the CPCs.<br />

Also, applications are exactly what is needed to jump start the building and trade industry. Without<br />

applications, the revenue to the County will continue to drop.<br />

If Rio Linda Elverta is to continue to have final authority and local control for land use and development,<br />

you must make sure that the Board of Supervisors understands the ramifications of shutting<br />

down the Rio Linda Elverta CPC.<br />

You have all been reading the papers and are aware of the dire cuts that cannot be avoided. There is<br />

very little savings in mothballing the CPCs and that savings will be a poor trade off for losing what<br />

little local control these four communities now have. Once the CPCs are shut down there will never<br />

be a “good” time to reactivate them. If they are shut down now, it will be permanent and the communities<br />

will be stuck with the “advisory only” CPACs again.<br />

Our Supervisor, Roger Dickinson, has been very supportive of the Rio Linda Elverta Community<br />

Planning Commission.<br />

Please consider writing a letter and/or making a phone call to all the Supervisors to retain the existing<br />

four CPCs for the good of the Rio Linda Elverta community.<br />

This ordinance<br />

would limit<br />

owners to four roosters and require each owner<br />

to obtain a permit. The permit is free but no<br />

guarantees that it would stay that way. A hefty<br />

fine would be levied if caught without a permit.<br />

Anyone could turn you in and you would be<br />

forced to allow inspections of your property.<br />

When staff was questioned as to the number of<br />

owners that they expected to apply for these permits<br />

they stated, “only about 13% to 14% were<br />

expected to comply.” In my opinion, that would<br />

be is quite a bit of tax revenue expended on enforcement<br />

and record keeping, for what?<br />

The County Staff seems to have the misguided<br />

assumption that by limiting owners to four roosters<br />

it would eliminate “Cock Fighting.” Cock<br />

Fighting is already illegal in Sacramento County<br />

and has been for a number of years.<br />

Present were at least thirty people in opposition,.<br />

They represented those that raise chickens<br />

for food, those that have chickens for Show and<br />

those that have children involved with 4-H programs<br />

and Future Farmers of America.<br />

Supervisor Yee said, “It seems like this ordinance<br />

punished the law abiding owners rather<br />

than directing our resources at those who were<br />

breaking the law.”<br />

In my opinion, holding “Cock Fights” on your<br />

property should be a felony and the county<br />

should be able to seize the property just like they<br />

do with other crimes.<br />

After two hours and thirty minutes a vote was<br />

taken, The vote was: No - Supervisors Jimmie<br />

R. Yee, Susan Peters and Roberta MacGlashan.<br />

Yes - Supervisor Don Nottoli. Our Supervisor<br />

Roger Dickinson was absent. The ordinance<br />

was defeated!!!<br />

In essence, Staff was instructed to go back and<br />

work on directing their efforts toward curtailing<br />

the “Cock Fighting” rather than invading<br />

the rights of the law abiding people to feed their<br />

families, raise their Show Birds and enjoy their<br />

4-H projects/Future Farmers projects with their<br />

children. It was<br />

3. Describe the breed of cattle called “Dexter”.<br />

Ans. A small breed of Cattle originally from Ireland.<br />

They first appeared in America in the 1930’s<br />

in the northeastern states. Dexters are called the<br />

“Back Yard Cow” because they are usually under<br />

44” tall at the shoulders, have short legs and<br />

are black, red, or dun colored. When butchered,<br />

dress out not much over 600lbs. They require<br />

a very small area to live in, eat about 1/3 what<br />

the reg. cow or beef eats and do much better eat-<br />

ing grass, brushy stuff and oat hay rather than alfalfa.<br />

I know mine loved pomegranates, grapes<br />

and mulberry leaves. I did spoil them a bit with<br />

some barley, corn & molasses.<br />

They are usually raised for beef but can be used<br />

for milk, producing about two gallons per day.<br />

“the terminal Spy”<br />

by Alan S. Cowell<br />

Perhaps some you remember the<br />

now famous photograph of a bald,<br />

sickly looking Alexander Litvinenko<br />

staring accusingly at the camera<br />

from his deathbed, a hospital room<br />

in London’s University College<br />

Hospital. Poisoned and just days<br />

from dying, Litvinenko’s image<br />

would be used to launch a PR campaign<br />

against Putin’s Russia and its’<br />

apparent resurgent brutality. Did<br />

Putin have a hand in his demise?<br />

Was this claim merely a smear attempt<br />

by the expatriate Russian<br />

community in Britain? Did Alexander<br />

naively try to hobnob and<br />

do business the wrong people? We<br />

may never know, but Cowell does<br />

his best to unravel this complicated<br />

story in this compelling book.<br />

One of my life changing moments<br />

happened my junior year at Oakmont<br />

High School. Out of the blue<br />

my history teacher pulled a book of<br />

his shelf and recommended I check<br />

it out. Little did he know how big<br />

an impression this book would have<br />

on my world view and my view of<br />

Communism’s horrors. The book<br />

was “A Day in the Life of Ivan<br />

Denisovich” by Alexander Solzhenitsyn.<br />

I couldn’t put it down.<br />

It made the fall of the Berlin Wall, a<br />

mere four years away, all that much<br />

sweeter and momentous.<br />

Now fast forward to 2000 and the<br />

election of Vladimir Putin as Russia’s<br />

President. Boris Yeltsin had<br />

just resigned unexpectedly. What<br />

direction or course would Putin<br />

pursue for Russia? At first, the U.S.<br />

and Russia shared a common struggle;<br />

that of terrorist attacks from<br />

Muslim extremists. Soon, however,<br />

tensions began to arise between the<br />

two former Cold War opponents.<br />

When journalists began disappearing<br />

or dying in increasing numbers<br />

throughout Putin’s two terms (type<br />

“Russian journalists killed” into<br />

Yahoo and see the list) accusations<br />

surfaced that the former KGB, now<br />

the FSB, was resurrecting its old<br />

ways once again. While journalist<br />

Anna Politkovskoya’s shooting<br />

death near her apartment was notable,<br />

it was Litvinenko’s demise later<br />

that year that shone the spotlight directly<br />

onto Putin. Personally, I felt<br />

like the possibility of the horrors<br />

outlined in Solzenitsyn’s book was<br />

creeping back, if they had ever left.<br />

Cowell meticulously researched the<br />

key players in the story surrounding<br />

Alexander. In the wake of the breakup<br />

of the Soviet Union opportunistic<br />

entrepreneurs, often currying<br />

favor of politicians with bribes and<br />

large financial gifts, made a financial<br />

killing off of the former state-<br />

run industries that were handed to<br />

them in return. When Putin came to<br />

power, not all of these sudden billionaires<br />

were in his good graces.<br />

Britain, with its lax immigration<br />

laws (landing at Heathrow required<br />

no transit visas so one could buy<br />

tickets for a second destination then<br />

simply roam the airport and fail to<br />

fly further) soon became home to<br />

many of these newly minted rich<br />

who found themselves out of favor<br />

with Putin who was now attempting<br />

to reclaiming the former stateowned<br />

industries and appointing his<br />

friends in charge. Much of the PR<br />

after Litvinenko’s death was crafted<br />

and distributed by these expatriates<br />

who had no love lost for Putin’s<br />

leadership in an attempt to embarrass<br />

him on the world’s stage.<br />

Putin, a former KGB agent, had an<br />

ax to grind with Litvinenko as well.<br />

Allegations of faking a Chechen<br />

terrorist attack to muster support<br />

for the Chechnya invasion, the rumor<br />

of the mining of an Italian harbor<br />

by a Russian submarine, and a<br />

myriad of other plots hinted at by<br />

Litvinenko during his time with the<br />

KGB, didn’t sit well with him. Was<br />

Alexander the patriot he liked to be<br />

considered? Was he a traitor that<br />

the FSB considered him? Did his<br />

naivety and aloofness doom him to<br />

his fate as some, including his wife<br />

and abandoned children claim? Did<br />

a former associate of “Sasha”, Andrei<br />

Lugovoi, bring the polonium<br />

210 to England and put in Litvinenko’s<br />

tea? The souring of Britain<br />

and Russia’s relationship grew from<br />

Putin’s refusal to extradite Lugovoi<br />

for a trial. Was “Sasha” stealing<br />

state secrets? Was Putin’s FSB bent<br />

on getting back at the expatriate<br />

community in London? Did Litvinenko<br />

cross the wrong businessman?<br />

The truth may never be fully<br />

uncovered.<br />

If you’re seeking the ultimate truth<br />

and will be disappointed when it<br />

isn’t delivered, you may be frustrated<br />

with the book. However, I<br />

still encourage you to give it a try.<br />

The cast of characters, back story,<br />

and the inner-workings of Russian<br />

society are all quite interesting. If<br />

you’re into “cloak and dagger” fiction<br />

or like spy books I recommend<br />

giving this a try.<br />

“Marley & Me” by John Grogan<br />

Last month I read “Marley & Me” by John Grogan. I ran out of time and<br />

did not write my review. Well here it is.<br />

The story is about a new married couple and their first puppy, “Marley.” It<br />

is very funny, fast paced and really keeps you turning pages. Every page<br />

was another adventure sometimes so wild you could barely believe it if<br />

you had never had such a dog.<br />

Marley is a Golden - Labrador Retriever. It seems the AKC is near to splitting<br />

the breed into two breeds. The English Lab. is a less active dog, also a<br />

smaller one than the American Lab. Seems the American Lab. is far more<br />

active, needing a large area to run and is a much larger dog. Marley was<br />

over 100lbs. Seems the American Lab. has been bred as a hunting dog,<br />

they love the water.<br />

The story covers the thirteen years of Marley’s life and all the outrageous,<br />

fun things that happened along the way. As Marley ages I am sure you will<br />

remember some of your own dogs and how sharing your life with them has<br />

made some very special memories.<br />

Something I found interesting, the author had spent a few years working<br />

for the Rodale Press as Managing Editor for their flagship magazine,<br />

“Organic Gardening.” Rodale also published “The Mother Earth.” Both<br />

magazines I have enjoyed for years.<br />

“Marley & Me” was made into a movie and it was fun to watch but I felt<br />

so many events were skipped over, to keep the movie within a reasonable<br />

time frame I am sure. Guess it would be better to see the movie then read<br />

the book.<br />

You cannot help but cry at the ending, as all of us pet owners know, their<br />

lives are short but they touch us in so many ways. All they ask is for food,<br />

love and a nice place to sleep in exchange they greet you with joy each<br />

day, give you their heart, share your sadness and teach you some very good<br />

lessons (if you are willing to learn). Read “Marley & Me” it is one for the<br />

“DREAMING OF HEAVEN”<br />

I have a friend who had a wonderful dream of heaven. He described some of the beauties and wonders<br />

of that perfect place. Of course, he was welcomed by the Savior and heard words of comfort<br />

and commendation.<br />

In Genesis 28:12, it is said of Jacob “and he dreamed…” Most of us have had bad dreams at one<br />

time or another, and Jacob wouldn’t have been blamed if he had a bad dream or two. He was<br />

leaving home, headed on a cross-country trek that would bring him to his uncle’s house in Haran.<br />

Trouble at home had forced his move and he was partly responsible. Esau was angry enough to<br />

kill Jacob for cheating and then deceiving their father, Isaac, into giving him Esau’s elder brother<br />

blessing. Trouble normally doesn’t make a good atmosphere for wonderful dreams.<br />

He was alone and had no shelter for the night, so he found a stone for a pillow. Ah, yes, the dream.<br />

Jacob had a dream of a stairway reaching from earth to heaven and angels of the Lord were going<br />

up and down on it.<br />

Then, he saw the Lord, Himself standing at the top of the stairway, who said, “I am the LORD,<br />

the God of your grandfather Abraham and the God of Isaac. I will give the land on which you are<br />

lying to you and your descendants. Your descendants will be like the dust on the earth. You will<br />

spread out to the west and to the east, to the north and to the south. Through you and through your<br />

descendants every family on earth will be blessed. Remember, I am with you and will watch over<br />

you whoever you go. I will also bring you back to this land because I will not leave you until I do<br />

what I’ve promised you.”<br />

Here are the lessons that Jacob could share with us today:<br />

The Lord is really with us, even if we don’t recognize His presence.<br />

The Lord really cares about our future.<br />

The Lord really makes our present position His house. Jacob exclaimed,<br />

“This is the House of God.”<br />

The Lord is really trying to reach out to you.<br />

This is the gate of heaven. It may not look like the gate of heaven in the morning, but it is only a<br />

small step of faith from where we are standing.<br />

The Lord really will not leave us until He fulfills His will. The only way to mess this up is to reject<br />

His acts of mercy and grace.<br />

World War II, Arlis<br />

moved to Rio Linda<br />

during the mid<br />

1940’s. He started<br />

working at the old<br />

chicken feed mill located<br />

on Front Street<br />

in Rio Linda. The Sacramento <strong>North</strong>ern RR<br />

made many deliveries during those years. Later<br />

on, Arlis set up shop as a Barber, serving Rio<br />

Linda, Elverta and the surrounding area for<br />

many years, retiring in the 1990’s and moving<br />

to Oroville.<br />

He is preceded in death by his wife Imogene<br />

Penick, son Bobby Penick, daughters Edith Penick<br />

and Sandra Penick High, sister Celia Penick<br />

White, brothers Alton Penick and Dwight Penick.<br />

He is survived by his brother Dewey Penick<br />

and granddaughter Imogene High.<br />

Arlis’s four brothers, sister and their families<br />

have lived in Rio Linda since the 1940’s.<br />

I remember Arlis as always having a smile and<br />

something pleasant to say. He gave my Son’s<br />

their first hair cuts, during the 70’s and 80’s.<br />

Arlis was my cousin and my Father’s (Curtis B.<br />

Spicer) first double cousin. I am sure he will be<br />

remembered by many.<br />

There have been many things happening within<br />

your water district since the first regular meeting<br />

of the new board on December 8th. Those<br />

143 days (till April 30th) have been very busy<br />

in deed.<br />

As you well know, in December the new<br />

RLECWD Board of Directors became aware<br />

that the financial state of the district was critical.<br />

“Basically, we are bankrupt,” was the “word<br />

out” along with another statement: “The Source<br />

Capacity Planning Study required in Order #7<br />

HAS NOT even been started.”<br />

This study was part of the State Dept. of Public<br />

Health’s compliance order # 01-09-07-CO-004<br />

and was DUE as of December 31, 2008.<br />

When Rhonda heard that the district was canceling<br />

the Easter Egg Hunt she asked, “How much<br />

would it cost to put on the Easter Egg Hunt?”<br />

When she was quoted, $300 dollars Rhonda<br />

stepped up as a member of this community and<br />

donated the full $300. When Sharonna Little, a<br />

long time customer of Tummy’s and a member<br />

of the Lions Club heard about this she went to<br />

the Lions Club and asked for a donation to help<br />

defray the cost for Rhonda.<br />

The Lions Club donated the full $300 back to<br />

Rhonda so that she would not have to take such<br />

a large financial hit for our community.<br />

Well, the generosity does not end there. Rhonda<br />

and her friend Liz Bachman each donated $65<br />

worth of candy to stuff the plastic eggs. Delores<br />

McDonald had her daughter’s Girl Scout Troop,<br />

along with the residents of <strong>Country</strong> Estates in<br />

Rio Linda, an RCFE, along with Sue Howard a<br />

Elverta resident, stuff the 1500+ Plastic Easter<br />

Eggs. All the volunteers are regular morning coffee<br />

drinkers at Tummy’s and Rhonda asked them<br />

to give a little of their time. They all jumped<br />

at the chance to do something good for the Rio<br />

Linda Elverta Community.<br />

With all the volunteers that are available in this<br />

community, why was the Easter Egg Hunt ever<br />

in jeopardy of being cancelled? Why would the<br />

Administrator or the Board of Directors be O.K.<br />

with this? We are being told to keep “local control”<br />

over our park and recreation district and the<br />

City of Sacramento is coming to take over and<br />

that we will lose our local control over our park<br />

and recreation district.<br />

Well, it seems to me that if we have to give up<br />

our local Easter Egg Hunt then it does not matter<br />

who runs the district! And what did the $300<br />

pay for? The candy was donated. The Plastic<br />

eggs are from previous years. The fliers cost $50<br />

to make. Do we really need to spend $150. For<br />

staff from the district to be there for four hours<br />

or could a service organization get volunteers to<br />

hide the eggs and run things? That still only accounts<br />

for $200 of the $300 donated.<br />

Living With Pets and<br />

Cleaning Safely<br />

Guess what? Some of the best non-toxic choices<br />

are already in your cupboard.<br />

The cleanser you scrubbed your floor with<br />

makes you kitchen smell fresh and clean.<br />

It also makes it hazardous for your pets.<br />

Common household cleaners carry labels that<br />

warn of their dangers, and so most people use<br />

gloves or wash their hands after using them.<br />

But every time your dog walks across a newly<br />

cleaned floor and then licks it’s paws, it ingests<br />

the cleaning product. Even if you rinse and dry<br />

the area, some residue can remain.<br />

Cleansers such as Lysol® contain phenols and<br />

alcohol, both of which are toxic to dogs and<br />

can cause digestive upset and irritations in the<br />

mouth. Bleach, a popular cleaning product, will<br />

cause skin irritation; when combined with ammonia, it forms a poisonous<br />

chlorine gas. Any product containing pine oils, such as Pine Sol®,<br />

can cause liver damage.<br />

Some vets say they’ve never seen an example of cleanser-caused toxicity<br />

in dogs. But we know from human studies that the effects of environmental<br />

toxins are not always obvious. Rather than risk skin irritation<br />

or liver failure, why not use natural cleansers that are safe for pets<br />

and humans? And there’s no need to spend a fortune on fancy “green”<br />

products, either. Your kitchen cupboard probably has all the cleaning<br />

power you’ll need to keep your home sparkling.<br />

Ingredients You Already Have: White distilled vinegar is the champion<br />

of natural cleaning. It’s high acid level kills bacteria, germs and mold,<br />

while remaining safe enough to eat. This makes it an ideal cleaner for<br />

any surface your dog will come into contact with. Use a half-and-half<br />

solution of vinegar and water for counter surfaces and straight vinegar<br />

for heavy cleaning; half a cup of vinegar in a gallon of warm water<br />

works well on non-wood floors.<br />

Many dogs manage to drink out of toilet bowls despite their owners’<br />

best efforts, which means they’ll be drinking cleaner residue as well.<br />

So instead of using harsh chemical cleaners, pour undiluted vinegar<br />

into the toilet bowl and let it sit for ten minutes. Not only will the<br />

vinegar kill germs, it will also dissolve unsightly mineral build-up and<br />

stains on the porcelain (especially if you leave it in the toilet bowl for<br />

a few hours or overnight).<br />

Baking soda is the other natural cleanser of choice. Because of it’s<br />

abrasive texture, it works well for areas that need scrubbing, like bath<br />

tubs and sinks. It also combines well with vinegar for cleaning with an<br />

extra punch.<br />

Although natural cleaning products are not poisonous, they still need to<br />

be handled properly. For example, eating more than a few tablespoons<br />

of baking soda can cause digestive upset. Vinegar is an acid and can<br />

cause eye irritation. It can also discolor some fabrics, so test vinegar<br />

on a seam or hidden area of the cloth before using.<br />

Coping With Pet Odor: Our sense of smell is triggered by tiny particles<br />

floating through the air. Dog hairs on surfaces such as couches and<br />

As you can tell by now, I really support the<br />

“Green thing,” the natural way of doing things,<br />

old sayings “waste not, want not,” growing<br />

your own food when possible and recycling<br />

everything not just your cans, newspapers and<br />

plastic bottles.<br />

Before throwing anything away take another<br />

look at each item. Try and use it again for<br />

something else. Let me know what you come<br />

I watched the program “Nature” on channel 6,<br />

tonight, 4/26. It was so sad to come to the<br />

end and realize the demise of another two little<br />

critters. When will people realize their place<br />

in this chain of life. With so many links already<br />

broken what will happen to our planet<br />

and when, looms ever near. You cannot keep<br />

saying, “well I will be dead and gone so why<br />

should I worry.” Think what kind of world<br />

your children, grand children and their grand<br />

children will have to live with.<br />

Will there be enough clean water for them<br />

to drink and grow their food? Will it revert<br />

back to the days when only the very rich had<br />

the food, water and shelter and all those under<br />

them were treated as expendable, like the<br />

thousands that built the pyramids or like China<br />

is now. Those societies do not value life for<br />

all, only for the few that own it all.<br />

Another program on this night was “60 Minutes.”<br />

The segment about coal plants caught<br />

my attention. In all of the US we have only<br />

one plant, out of hundreds, that has almost<br />

no carbons going into the air. Then another<br />

big company CEO agrees that we have a big<br />

problem and yet this company is building two<br />

more plants that burn coal and belches tons<br />

of carbons into the air. He agrees but, “yah<br />

but.” He doesn’t want to spend the money to<br />

make either plant clean. GREED, plain and<br />

simple. Spending the money to make it clean<br />

takes money from his pocket. By the time it<br />

is to late to really do anything, this CEO will<br />

be dead and gone, having lived the high life on<br />

our grand children’s back.<br />

Well, now that I have gotten that out guess I<br />

had better stop for now and let you think about<br />

it. What are you doing to reduce your “carbon<br />

foot print?”<br />

Solve Skunk Smell the Natural Way<br />

If your dog goes off-leash, chances are it will someday encounter<br />

a skunk. But you don’t need to run to the store for a commercial<br />

cleanser to get rid of the smell; your cupboard probably<br />

but research shows that it only masks bad odors - it doesn’t eliminate<br />

to build up; if the pressure grows too great, it can<br />

Girls shine on the court<br />

Kudos to the girls-young ladies on the court who<br />

pound the hardwood as they dribble, pass, shoot,<br />

block and rebound with a vengeance.<br />

Foothill, Grant, Highlands and Rio Linda all<br />

have girls’ varsity basketball teams that displayed<br />

power on the court all season long.<br />

Two teams-Foothill and Grant-had standout seasons.<br />

They made it to the playoffs. The Lady<br />

Mustangs suffered a first round loss while the<br />

Lady Pacers made it all the way to the semifinals<br />

before losing a hard fought battle to top-ranked<br />

Oak Ridge. Before the playoffs, both Foothill<br />

and Grant were ranked in The Sacramento Bee’s<br />

Top 20 Girls Basketball Poll. Grant at No. 7,<br />

Foothill at No. 17.<br />

The Lady Scots at Highlands Academy of Arts &<br />

Design (HAAD) had the most heartbreaking season,<br />

losing all their games. Rio Linda also had a<br />

tough time this year.<br />

“They didn’t do well this year, record-wise, but<br />

they are a very young team,” says Michael Morris,<br />

Rio Linda’s athletic director. “Girls’ basketball<br />

has been very strong here in the past-they’ve<br />

been in the playoffs before and contended for<br />

championships as well. But I think this season<br />

it was just one of those things, just the youth of<br />

the team overall. They’re learning and it really<br />

cost them when they played some of the veteran<br />

teams, especially in league play. But the coach<br />

(Jerry Huffhines) did a fine job with them.”<br />

Whether winning or losing, the girls say the<br />

sheer joy they experience on the court keeps<br />

them coming back year after year.<br />

“I love basketball,” says HAAD junior Dominique<br />

Accettola. “Even when we’re losing I still<br />

love the game. I just love coming out and playing.<br />

Not winning sometimes gets us down but<br />

we know when we’ve played well. We can pat<br />

ourselves on the back and say we’ve played hard.<br />

We did our best.”<br />

When talking about their teams, the young women<br />

use words like family, friends and sisters.<br />

“We’ve been playing together for a very long<br />

time and I guess the bond is very tight with us,”<br />

says Foothill’s Brigitte Rucker. “That’s why we<br />

play so good. We play as a team. There’s no<br />

selfishness. Instead, there’s a lot of communication.”<br />

The Lady Pacers feel the same way.<br />

“I look forward to coming to practice all the<br />

time,” says senior Brianna Parker. “We’re always<br />

there for each other. We’re like sisters. We<br />

just work as a team. We hang out a lot, going to<br />

movies and other places ... together.”<br />

At their best, all the ladies displayed some gutsy<br />

play on the court, out-hustling and running over<br />

some of their opponents. But sometimes, it was<br />

a struggle, especially at HAAD where the team<br />

started with only eight players.<br />

“One night we had only six girls who were able<br />

and Rio Linda students for their outstanding performance in the<br />

29th Sacramento County Academic Decathlon!<br />

More than 300 local students, representing 22 schools in Sacramento<br />

County competed on February 7 for awards in ten demanding<br />

academic events.<br />

The theme of this year's Academic Decathlon was "Latin America."<br />

Academic Decathlon teams spend months preparing for this<br />

demanding competition.<br />

Student decathletes participate as a nine member team against other schools by taking 30 minute<br />

multiple-choice tests in the subjects of economics, language & literature, music, science,<br />

art, mathematics, and social science. In addition, each team member gives a planned four minute<br />

speech, a two minute impromptu speech, participates in a seven minute interview, and has<br />

50 minutes to write an essay.<br />

In addition to mastering the comprehensive academic content, students learn about teamwork,<br />

goal setting, planning and leadership.<br />

The following Twin Rivers students were recognized at an awards banquet on February 11:<br />

silver medal in art, and a team leadership award<br />

The Rio Linda High team is coached by Penny Bussone. Special recognition goes to the team<br />

from Highlands Academy of Arts and Design and their coach, Shelly Olson, for placing in the<br />

top ten!<br />

to play through two to three quarters until a couple<br />

of players fouled out,” says the Lady Scots’<br />

first-year coach Michael Wolfe. “We had to finish<br />

the game with four players on the court. Recordwise<br />

it was not a good year. But I’m proud of<br />

the ladies because they have stuck with it. They<br />

could have quit. We have one senior right now so<br />

we’re building for the future.”<br />

Getting students interested in playing isn’t an issue<br />

at the other schools, where the popularity of<br />

girls’ basketball just keeps growing.<br />

“A lot of attention has been focused on the girls’<br />

team this year,” says Foothill’s Michael Baker.<br />

“We’ve had bigger crowds than we’ve ever had<br />

for our games, and the band has started to come<br />

to our games. There’s just been a lot of buzz<br />

about girls’ basketball around campus because<br />

we played so well.”<br />

At Grant Union High School, where the buzz has<br />

always been about football, the girls are getting<br />

their share of the spotlight, too. Even members<br />

of the state championship football team attend<br />

their games.<br />

“These girls are great student athletes-academically<br />

and socially,” says head coach David Kendrick.<br />

“I coached them when they were freshmen<br />

and this group has really come full circle. We’ve<br />

been to the semifinals of the playoffs (at the University<br />

of the Pacific) for three years. As far as<br />

the rankings we just try to do the best job we<br />

can. This job has been a blessing for me. It is like<br />

family. These kids are just fun to be around.”<br />

Swine Flu - H1N1<br />

Flu Update<br />

You may have heard about the outbreak of H1N1<br />

Influenza, commonly known as swine flu, in<br />

Mexico and parts of the United States, including<br />

California. The current strain of H1N1 is transmitted<br />

from person to person.<br />

At this time, under the guidance of the county<br />

health department, we believe students can safely<br />

attend classes and Twin Rivers schools will<br />

remain open. Rigorous infection control measures<br />

are being practiced in our classrooms and<br />

on school grounds.<br />

Symptoms of H1N1 may include fever, cough,<br />

sore throat, body aches, headache, chills, fatigue,<br />

diarrhea or vomiting. Please consult with a medical<br />

professional if you or anyone in your household<br />

is suffering from these symptoms.<br />

Sacramento County Public Health is receiving<br />

hundreds of calls from concerned residents. The<br />

County and City of Sacramento encourage all<br />

residents to call 2-1-1 (or 1-800-500-4931) for<br />

all non-emergency questions and concerns about<br />

swine flu. Callers will speak with a live 2-1-1<br />

representative who can answer questions and<br />

Spotlighting Our Schools<br />

Elverta School<br />

District is Energized!<br />

The Elverta Elementary School District is off<br />

and running with all kinds of projects and events!<br />

From a community-wide rummage sale to a “Go<br />

Fly a Kite” event for all students and their families<br />

to Open Houses and athletics, we are busy!<br />

We encourage the community to register for<br />

the 2009-2010 school year as soon as possible.<br />

Classes fill up quickly and it is during the summer<br />

months that we plan teaching assignments<br />

and programs based on the number of students<br />

registered. Registration paperwork can be picked<br />

up at 7900 Eloise Avenue, Elverta.<br />

Kindergarten registration is especially important<br />

as the District offers preparation sessions for<br />

parents. Our “Off to a Good Start” program is<br />

a three-week Wednesday evening program beginning<br />

<strong>May</strong> 6th at 6:00pm, <strong>May</strong> 13th and <strong>May</strong><br />

20th. Sessions cover how to prepare your child<br />

academically, socially and emotionally for school<br />

life and assist parents in providing a supportive<br />

learning environment at home. Baby-sitting is<br />

even provided free-of-charge!<br />

A Major part of the District’s academic program<br />

is Response to Intervention (or “RtI”). Students<br />

are provided daily individual and small group<br />

instruction based completely on their individual<br />

needs. All students in Kindergarten through 8th<br />

grade participate in RtI. If extra assistance in<br />

reading or writing is needed, students receive it.<br />

If extra assistance is needed in learning multiplication<br />

tables, students receive it. If extended opportunities<br />

for project-based learning is needed<br />

our students receive it. From remedial reading<br />

and math services to English Learner and GATE<br />

opportunities, Elverta School District staff provide<br />

it all!<br />

Wonderful, effective programs, caring staff, involved<br />

families and dedicated students are functioning<br />

at the highest levels of proficiency in<br />

spite of current health concerns. In fact, the Elverta<br />

Learning Community is supportive of the<br />

District’s efforts to maintain effective hygiene<br />

and cleaning protocol. Students and staff, long<br />

before the current health scare presented itself,<br />

have been accustomed to cleaning desks, door<br />

handles, drinking fountains and other ‘common<br />

touch’ areas with antiseptic cleaners at least twice<br />

a day. Additionally, hand sanitizers are used frequently<br />

by all as well as having good hygiene<br />

habits. Our Schools have always been happy,<br />

healthy places of learning. Should, however, the<br />

current flu situation directly touch our schools,<br />

school districts to take the lead on our local<br />

Regional Emergency Management for Schools<br />

(REMS) provided by the Federal government<br />

through FEMA. With a one year grant, we have<br />

been able to develop a program which works collaboratively<br />

with all the other Districts; Center,<br />

Natomas, Twin Rivers and the Robla District,<br />

enabling us to respond quickly and effectively<br />

to any and all emergencies. This brings much<br />

Saving That Last Dance<br />

When Annie Russell Payne and her friends<br />

missed out on their senior prom at Booker<br />

T. Washington High School in Memphis in<br />

1969, it wasn’t because they weren’t ready.<br />

“We had already bought dresses, shoes, and<br />

gloves. We were set to go,” says Payne. “I<br />

had a white gown and pink satin slippers all<br />

picked out.”<br />

Then, just a month before the big day, the<br />

prom was canceled because of the racial tension<br />

and unrest building in the city on the<br />

one year anniversary of the assassination of<br />

Martin Luther King Jr. Students at Booker<br />

T. Washington protested the decision, but ultimately<br />

they were forced to lay away their<br />

tuxedos and cancel their dinner reservations,<br />

graduating without the quintessential teenage<br />

rite of passage.<br />

Fast-forward 35 years to June 12, 2004, and<br />

one of the most remarkable class reunions in<br />

America. “We knew that we wanted some-<br />

thing grand for our 35th,” says Lewania<br />

Miller Chapman, treasurer of the reunion<br />

committee, which had been planning events<br />

regularly over the years. “We decided it was<br />

time to finally have our prom.”<br />

And so it was that on a rainy night in late<br />

spring, 130 members of the Class of’69 gathered<br />

at the Radisson Inn in Memphis to celebrate<br />

the prom that never was. They wore<br />

their tuxes, formal gowns, and corsages and<br />

danced to hits from the old days. But there<br />

were a few reminders that this was not your<br />

traditional teen prom; a memorial ceremony<br />

to remember alumni who had passed away.<br />

And many guests were married.<br />

Says Payne, who opted for a sophisticated<br />

black rhinestoned dress this time around;<br />

“There was so much love, so much camaraderie.<br />

It was everything we had always<br />

wanted.”


LEt’S DIG IN !!!<br />

Last month I mentioned<br />

that I have several small<br />

fig trees and to just call<br />

if you would like some.<br />

Several have called and<br />

received their trees.<br />

At the next “Brown Bag Day” - <strong>May</strong> 12th, I will<br />

have some fig trees and pomegranate trees to<br />

give away. Available between 11 and 12 am at<br />

the Elverta Fire Station on Elverta Rd. at Elwyn<br />

Avenue. If I run out I will take your name and<br />

see what I can do to dig a few more.<br />

Hope all that picked up their trees have had good<br />

results. You just need to mud them in, then let the<br />

soil dry some before you give them more water.<br />

My method of “mudding in” is to dig the hole<br />

and fill with water. Set the tree or plant in the<br />

hole to the proper level, you can see the soil line,<br />

spread the roots out, start adding soil and the excess<br />

water will spill over the top. You will get<br />

your hands muddy but there will be no air pockets<br />

and all the roots will receive the moisture they<br />

need to get started. If you are planting a tree or<br />

taller shrub you will need to stake the plant. Do<br />

not let the top fill out too much before the trunk<br />

grows thick enough to hold itself up.<br />

How are all your seeds doing………I am a bit<br />

behind schedule so be sure to let all of us know<br />

when you have your first produce - tomatoes,<br />

peppers, squash, cucumbers, eggplants…you get<br />

the drift.<br />

Here is something to think about when you use<br />

your roto-tiller. Only till just the area you wish<br />

to plant because if you have been adding leaves<br />

and such to improve your soil the earth worms<br />

are probably enjoying the area also. You will<br />

chop them all up if you till to big an area. Get<br />

out your old hoe, your “hula hoe” for small<br />

weeds or better still pull the weeds. You want<br />

lots of earth worms in your garden because they<br />

make the soil so much better. (For just how they<br />

do that you will have to look on line! I know but<br />

it would take another two paragraphs to say it.)<br />

Several years ago I had a “little red hen” (remember<br />

those golden books) that followed me<br />

around and every time I would dig in the soil<br />

or even do some tilling she was right there to<br />

grab those worms. She got so daring that I had<br />

to keep a very close eye on her or I would have<br />

chopped her head off with the tiller! Her name<br />

was Susie and I have always had a little red hen<br />

Another thing you should keep informed about<br />

is the efforts of the Biotech Companies and how<br />

they are trying to destroy “Traditional Farming”<br />

or “Organic Gardening.”<br />

Stephanie Suela sent the link to Charlea and it<br />

was forwarded to me. The bill is HR875.<br />

Seems these big businesses, Monsanto to name<br />

one, feels threatened because people are demanding<br />

the right to have chemical free food, fruits,<br />

produce, meat, eggs and milk. The results of the<br />

misuse of herbicides and pesticides that have<br />

been sprayed on plants along with hormones and<br />

antibiotics added to animal and poultry feed are<br />

just beginning to be known. Read about DDT.<br />

It took 50 years before those companies making<br />

the product would admit that there was a problem.<br />

It took several more years before the use of<br />

this product was stopped.<br />

I do not know all the ins & outs nor all the scientific<br />

data, I just feel “less is best” and “moderation<br />

in all things” will go a long way to keeping<br />

you healthy. Listen to your body, it will tell you<br />

what not to eat.<br />

If the bugs will not eat the fruit or veggies then<br />

maybe you should not eat it either. If the animal<br />

is not healthy enough to live and grow without<br />

those hormones and antibiotics then maybe they<br />

are to sick or diseased to be in our food chain.<br />

Look around you, are we really so much more<br />

healthier than we were 50 years ago? Sure, we<br />

Now it seems most editors have their pet peeves<br />

and I am no exception. Here is one of many!!!<br />

“Adults, their children or pets who damage, destroy<br />

or leave a mess on other peoples property<br />

be it their businesses, their home or on public<br />

property.”<br />

Now we will take just a minute for those who did<br />

not do well in civic class. “PUBLIC PROPER-<br />

TY’ BELONGS TO EACH AND EVERYONE<br />

OF US, NOT TO DESTROY BUT TO ENJOY.<br />

Just who do you think paid for the parks, roads,<br />

schools or any other City, County, State or Federal<br />

lands? We, the people. All those tax dollars!<br />

So when you break a sprinkler head, let<br />

your horse destroy the lawn or leave his calling<br />

card, not clean up after your dog, paint your pathetic<br />

territory markers, leave tire marks when<br />

you ride your motor cycle or drive your car on<br />

any lawn but your own personal one then you are<br />

destroying MY PROPERTY and everyone else’s<br />

property.<br />

Disregard for other peoples property is just the<br />

lowest. Destroying Church property is even<br />

lower than the lowest.<br />

Sometimes, words fail me when it comes to describing<br />

those kinds of people. Years ago, we<br />

called them “W…. Trash” or Scum Bags” for<br />

sure “No Class.” <strong>May</strong>be those titles still fit.<br />

I like the old way of locking them in a “Public<br />

Cage” so the residents could through trash on<br />

them, spray water of whatever else came to hand.<br />

The old ways are not always bad, they might be<br />

a real eye opener for some. Those judged guilty<br />

should have to repair or replace the damaged<br />

property. If the children are minors the parents<br />

should have to work right along beside them<br />

serving the same sentence. At least the parents<br />

would know where their children are for a time<br />

and vice versa.<br />

Seems to me the easiest way to change bad behavior<br />

is to make the punishment very embarrassing<br />

and a lot of hard work for those judged<br />

guilty, especially the first offenders.<br />

I know, simple solutions that get the job done are<br />

usually to difficult for the government. Unless<br />

there lots of forms, supervisors and all kinds of<br />

whatnot involved they just do not know how to<br />

handle it!!<br />
