A Message from the Warden<br />
George R. Hardinger<br />
On the behalf of Sheriff Kenneth L. Tregoning we are proud to present the <strong>Carroll</strong> <strong>County</strong> Detention Center’s <strong>2010</strong><br />
<strong>Annual</strong> <strong>Report</strong>. As a department of the Sheriff’s Offi ce we are committed to excellence in public safety and this<br />
report highlights our accomplishments and celebrates the contributions of everyone that helped make our mission a<br />
success.<br />
For those that are interested we routinely open our doors by providing tours of the facility. We are proud of what we do and<br />
how we do it. First adopted in 2008, our motto “Brave Enough To Care, Strong Enough To Lead” refl ects a challenging<br />
commitment to be the best by doing our best. In 2005, we presented our fi ve organizational values: pride, teamwork,<br />
integrity, accountability, and professionalism. Together our motto and core values guide our pursuit of excellence as we<br />
work to accomplish our mission to enhance public safety as expressed in our Vision Statement “to be a model of correctional<br />
professionalism and excellence, where rehabilitation works, security never fails, and there are fewer victims to prove it.”<br />
Late in <strong>2010</strong>, a committee of volunteers worked to custom design a challenge coin that we all can carry with pride as a<br />
reminder that individually we can do little, but as a team of committed professionals we can enhance public safety. We can<br />
not forget that COI Sean Davis was assaulted on November 21, <strong>2010</strong>, without warning. Despite being seriously injured<br />
Offi cer Davis maintained his composure and struggled to continue his duties. To him we extend a Sheriff’s Salute and our<br />
best wishes for a complete and speedy recovery.<br />
According to all available indicators, <strong>2010</strong> was another successful year. Despite the continuing fi scal constraints the CCDC<br />
operated safely, effectively and effi ciently. This is a testament to the professionalism and dedication of everyone that works<br />
within the walls of this facility.<br />
As leaders in corrections we remain committed to do our best to:<br />
• Be a model of honesty, integrity, and commitment.<br />
• Inspire our shared vision of a correctional organization that is second to none.<br />
• Challenge each other to be creative and forward thinking.<br />
• Enable each other through mutual respect and support to celebrate our similarities<br />
and differences.<br />
• Encourage one another by sharing the rewards of our successes and the<br />
disappointment of our failures.<br />
Our objectives for 2011 and beyond are:<br />
• Expand leadership capacity at all levels of the organization.<br />
• Support community service initiatives of our employees.<br />
• Implement a comprehensive employee evaluation process.<br />
• Enhance programs to combat driving under infl uence of alcohol or drugs.<br />
• Strengthen our collaborations with other public safety agencies at every<br />
level.<br />
